Without a break we then held our “Chance Drawing” and passed out trophies from the Electric Dragin’ EVent that was held on 1/26/08 the winners were: Hi-Torque Motor to John Stoltz of Oregon; Magick Botanicals Product winners: Abràn Quevedo; Whistler Rhodes; Linda Irish; David Szalay (twice); Shelby Solbue; Tom Boyle; Nataley Shiamen; A “quick” ride down the 1/8 mile strip as passenger in Michael Kadie’s car (in future Electric Dragin’ EVent) winners: Fred Ferino; Scott Carroll; D’Wayne; and Bob Van Gorder. In all we awarded 31 trophies and details from the meeting are listed in this newsletter. Since our February EVAOSD Meeting we have been busy with Car Show at Congressional Beth Israel and I would like to thank everyone that has helped use along the way as it takes many to accomplish all that we do. Due to EVAOSD members efforts and the success of the 3/2/08 Car Show we received an honorarium for our participation which will cover the cost of this newsletter and help keep our dues to the 1990s level. The President’s Message The February EVAOSD Meeting was another great meeting with 62 people form Southern California as we had visitors form L.A. to Hemet; thanks to EVeryone that contributed by participating in our meeting. We discussed CARB’s Zero Emissions Mandate Program; Mary Venables CCSE Program Administrator for the Alternative Fuel Vehicle Incentive Program gave a presentation explaining the rebate for electric-drive; EAA Annual Meeting was discussed; Plug-In Conversions announced their March plans; Joseph Gottlieb and Manny Gomez discussed their touch screen project for EV conversions and internet store and we discussed our EVents coming up with Car Shows in March and April. San Diego EV News & Review:

Before our February EVAOSD Meeting we had many new developments as Mary Lou Long and Roger Derryberry pulled up with their new trailer and Electra Cutie on board, Mark Hardy brought his 1993 Toyota Pick-up conversion and Vickie Randle brought her soon to be an EV with batterybox installed all of this just to start the discussions before the meeting. During the meeting we learned several bits of information such as: Linda Irish with her newly DMV/CARB approved and first officially licensed Twike was beginning her daily commute and reporting up to 60 mph on freeway trips. Bob Van Gorder brought two of the Ramona High School volunteers that helped us during the Electric Dragin’ EVent. Mary Lou and Roger mentioned that they were going to participate in the upcoming Car Show on 3/2/08. Preston Smith checked out the “Convert It” book from the EVAOSD library. Paul Dunne proudly announced that he completed his VW Cabaret conversion to an EV on the day of our meeting and took the new EV on a test drive. Paul intends on building several more EVs. Another visitor wanted help and information to convert a Karmengia while Bob Van Gorder worked with a couple from Hemet that wanted to build an EV for their local trips. Two student from SDSU attended to get three cars for their Car Show to be held on April 22. Bob Van Gorder reported that he had repaired the 72 volt Yamaha motorcycle from L.A. and that his Cony European pickup truck is for sale. Randy Wood is in the process of converting an S-10 pickup truck. Vern Hildebrand discussed a “Do It Yourself” PHEV conversion.

Gabriella Weeks came down from L.A. to find someone to help her and her husband to convert their Geo to an EV. There were many discussions during the introductions and my apologies for the ones that I have not mentioned. We had several presentations that I have mentioned and we discussed the up coming EVents that I will report on later in this newsletter. We finally held the “Chance Drawing” and awarded the trophies concluding our Electric Dragin’ Event.

With the help of our trophy winning Ramona High School students we passed out all of the awards. The winner of the Hi-Torque Electric Motor that was donated by Jim Husted went to John Stoltz of Oregon. Several EVAOSD members expressed a desire to purchase the motor from John be he has decided to build an EV and let us know all about it. Magick Botanicals Product winners: Abràn Quevedo; Whistler Rhodes; Linda Irish; David Szalay (twice); Shelby Solbue; Tom Boyle; Nataley Shiamen. A “quick” ride down the 1/8 mile strip as passenger for Michael Kadie’s car (in future Electric Dragin’ EVent) winners: Fred Ferino; Scott Carroll; D’Wayne; and Bob Van Gorder. Most times down the 1/8 was in the “teens” an opportunity to go twice as fast is a real win, thanks Michael.

John was so excited to have won the motor that he came by my house to pickup the prize with his wife and John shared the follow photo of a likely candidate for the motor.

John has promised to let us know of his progress with the Hi-Torque motor. Lisa and I held a “Prize Patrol” delivering all of the prizes and trophies that were not claimed during the meeting.

3/1/08 Cal Poly San Luis Obispo held their 1st Annual Alternative Energy Car Show and you may ask why would that be such an event to be noticed by EVAOSD. Well you may recall the photos that Alex Bugrov took during the Electric Dragin’ EVent and this is an EVent that Alex is promoting so Lisa and I went up to support Alex. Upon arriving we noticed the Ron Fruend EAA Chairman had brought his RAV4 EV down from Palo Alto for the event.

Then after looking around we saw this 3-wheel solar rig that participated in the Electric Dragin’ and then went on to Florida and New Orleans before returning to California.

There were several interesting cars that may be viewed from the Central Coast Clean Cities Coalition site at http://www.c-5.org/08_cal_poly.php. The next Car Show to discuss was the 2nd Annual Environmental Event to be held at Congregation Beth Israel on 3/2/08 where we had an impressive 15 different vehicles on display. David Dahl, Bob Van Gorder, Lee Campbell, Michael Kadie, Linda Irish, Dan Wolfson, Bill and Lisa Hammons, Fred and Mariana Ferino, Mark Hardy, Mary Lou Long, Roger

Derryberry, Lloyd Rose, Manny Gomez, Jim Bohorquez, Paul Marshall, Brad Bennet, Vickie Randle, Abràn Quevedo and more participated in our successful Car Show.

It was one of our better Car Shows with everybody arriving early so that the attendees would see the cars as they arrived for “Out of Gas or All Charged Up?” program with the showing of “WKtEC”, an impressive panel discussion with Assemblywoman Lori Saldana, Greg Newhouse, David Schumacher and Irene Stillings.

Then the Car Show with trophies on display.

Dan Wolfson showed his Vectrix to CCSE that will be sending him a check just for driving clean. $$$

Our Car Show was such a success that Social Action Committee of CBI sent us an honorarium for our contribution. It is worth another photo…

We have many photos that will be on display during our March Meeting. Mr. Q reports that he is down to the final stages for rebuilding the 1966 Porsche kit car and he should be finished soon. The green Kawasaki E-bike that won the trophy for Best 2-wheel E-cross was identified as ThunderStruck’s Michael Swallow. Keith Vansickle gave Bob Van Gorder a Yerf Dog, motor and controller that Bob and his helper are putting together. Bob also got an 8” racing motor and

controller that he is putting on his Cony for a better performance. Joseph Gottlieb, Russ Lemon & Lee Campbell reports that Black Mountain Ranch LLC is hosting an Earth Month Kickoff Event on 4/5/08 and they have invited individuals with EV to attend. The event appears to be steered towards selling new homes but some may want to check it out. Courtney Holowach, Conservation Specialist City of Chula Vista has announced and asked for assistance with their “Go Green and Clean – Lighting Exchange & E-waste Drop Off” event on 4/19/08. EVs needed..

Saturday, April 19 at 11:00 AM in Ontario, California (about 2 hours north of San Diego). Tentative schedule: talk by Phoenix personnel and plant tour starting at 11:00, lunch (bring your own) at noon or so, DRIVE the vehicles after lunch followed by a Q&A session This event will be open to everyone from the Prius Club of San Diego, the Orange County Prius Club and the Electric Vehicle Association of San Diego. We will ask for RSVPs in a later notice to give the Phoenix folks a rough count of attendees. R.S.V.P. Vickie Randle is exploring using solar to enhance her ancillary power for her EV conversion that will be done this summer during the workshop. Jim Bohorquez is working on borrowing the L’Mans hybrid races for exhibition during the Long Beach Grand Prix the Michael Kadie is showing his cars during the Green Fest. Mary Lou & Roger are showing their Electra Cutie during the Orange Coast College’s “Green Business Day” on 4/2/08. They are talking to Jim Ludiker to see if others would be interested. Bob Van Gorder has conquered the challenge repairing the OEM S-10 pickup; obtaining a diagnostic tool form North Island Navy Base Bob was able to isolate the battery switch and complete the repairs. Next Bob and Bill are working on recovering the LP chargers that were left behind on the base. While working on obtaining the LP chargers Tom Dowling reports that NASA is also interested in using these chargers for their Mars Rovers see the link to the Chariot Project at http://chariot.jsc.nasa.gov/http://chariot.jsc.nasa.gov/ Mary Lou, Roger and Trey are filming a video of Electra Cutie along I-5 with wildflowers and ocean in the background; these promises to be quite a show at freeway speeds along side of 18-wheelers. Ferdinand Ferino’s book “An Inventor’s Life” is now available at www.ferinofm.com and the book is an interesting story of a San Diegan EVAOSD member that built a PHEV in 1973. George Lee has purchased a 1979 NEV Bombardier and he is coming to the March Meeting to get more information for maintaining his EV. Jim Ruby Greg Newhouse have invited EVAOSD to UCSD for Car Show and SDRCFC Meeting on Earth Day 4/22/08 from 10 a.m. to 3 p.m. Serge Kuzin from Pomona, CA is interested in attending the C2EC2T EV Conversion Workshop this summer. La Jolla Arts Festival & Environmental Fair on June 28 & 29, 2008 is interested in showing some EVs during their event; more information to come. In closing Lisa and I saw many of our Electric Dragin’ friends while visiting San Luis Obispo such as Gene Schudlch and Alex Bugrov and the 1st question is always when are you going to have another electric Drag Race? Well I am working with a promoter and he is looking closely at a date in October for a Zero Carbon Barona Event that will blow your socks off. Stay tuned for updates.

Much has been written and said about the ZEV Mandate Program that is scheduled to be finalized on March 27, just after our EVAOSD Meeting. EAA, Plug In America and Sierra Club have sent request calling for action

from concerned citizens. I urge you to take the time to let you voice be heard below is a letter shared by Gabriella Weeks stating her sentiments. Eighteen years ago, the California Air Resource Board (CARB) adopted the Zero Emission Vehicle (ZEV) Mandate, a groundbreaking requirement resulting in nearly 5,000 zero emissions cars placed on our roads. These are cars that emit no smog-forming, cancer-causing, or greenhouse gas effect-producing pollutants! Many of these cars are still driving today, undeniable proof that plug-in battery-electric cars can work: decades-old technology was able to produce cost-effective, reliable, functional cars that both residents and fleet customers wanted to use. We all know what happened next: CARB caved to political pressure and the threat of lawsuit, allowing auto manufacturers to dismantle their viable electric vehicle programs, shred their waiting lists for new electric vehicles, and repossess their leased vehicles. Most of the repossessed vehicles were needlessly destroyed in an unfortunate attempt to obliterate any record these vehicles worked. CARB allowed automakers to continue to poison our environment and chain future generations to continued oil addiction with over-promoted yet profitable gas-guzzling SUVs, without requiring a single pure zero emissions vehicle to be placed on the road as mitigation. On March 27, CARB will consider staff-proposed revisions to the ZEV program that unfortunately allow automakers to continue to get away with murder. Twenty years after the mandate was initially adopted, CARB will only require automakers to produce half as many truly zero emissions vehicles – 2,500 – as were developed in response to the original mandate. This doesn’t make any sense – battery technology has only advanced, several automakers have already announced plans for plug in hybrid electric vehicles capable of pure electric mode, and a number of start-up companies are developing advanced battery electrics such as Tesla, ZAP, Phoenix MotorCars, Aptera, Th!nk, and countless others. Since then California’s population has increased over 25%, putting more cars on our roads. Why roll back requirements when we need to be boldly driving forward? Therefore, we request that CARB adopt the following revisions to the staff proposal:

� Retain the requirement for automakers to produce no less than 25,000 truly zero emissions vehicles by 2012 � Create additional incentives for start up companies developing battery electric vehicles, including streamlined permitting,

grants and loans, etc. � Revise the rules for Neighborhood Electric Vehicles to allow a 35 mph top speed. This minor change can significantly

increase the demand for such vehicles and make these vehicles more useful for average residents.

We will have a petition address to Governor Arnold Schwarzenegger and Mary Nichols, CARB Chair that you may sign during the meeting and I will fax the petition to the appropriate offices on Wednesday before the meeting. In San Diego we pride ourselves on doing the work with conversions and making the needed changes; opposed to the political activism. However occasionally we do need to be heard and let our policy makers know that we are watching. EAA says, “Please Stop CARB from Killing EVs a Second Time”

The California Air Resources Board will be voting on March 27th on a proposal by CARB staff that would reduce the number of Zero-Emission Vehicles (ZEVs) from 25,000 to 2,500 over three years. This means the six major automakers would only make 840 ZEVs a year. CARB staff is proposing this change because the automakers say they cannot produce Fuel Cell Vehicles (FCVs) except in tiny quantities in 2012-2014. However, they have already proven they can produce battery ZEVs, and we see no reason to wait for hydrogen.

Current subscribers have borrowing privileges for the association’s video tape and publications library. Subscribing to the newsletter is optional and is not a requirement for membership. EVAOSD meetings are always open to any and all interested parties.
