The EU research by EIM Panteia looked at 46 programmes of 310 (15%)
‘Most evaluations consider the process not the outcomes in terms of additional export, turnover or employment’
Looking at markets, financial assistance, information and practical assistance
The Power of Education
6 aspects were considered:
1. Accessibility – ease of access, red tape
2. Relevance – does it address SME barriers
3. Reach – (is it indeed used by SMEs)
4. Complementary in relation to private suppliers of
services evidence of market gap to avoid unfair
competition with private sector)
5. Effectiveness
6. Efficiency

Concluding that ‘while so much public money is spent
on support measures, it is no less than alarming that
such a few measures are properly evaluated.’
And leaving IATTO members in a very good position to
influence at a local level with the intelligence other
