Technology has empowered the District Clerk office to serve the public with innovative solutions
that is needed to meet all of our obligations, as well as manage our complex, mission-critical func-
tions.
The new Juvenile Case Management System will allow the department to become more efficient,
accessible and responsive to the needs of our citizens. This transforming progress is fueled by the
management team, the expertise of the subject matter experts and other clerical staff. Each of you
understands the mission of the District Clerk office and my commitment to providing excellent cus-
tomer service to the citizens of Dallas County. A special thanks to Carla Gilkey and the Civil clerks,
Candace Tyler and the family clerks who have cross trained and pitched in to assist Juvenile with
their transition to the new case management system. Additionally, thanks to the civil clerks for their
ongoing assistance with the Process Department in issuing and updating citations.
Our Passport Clerks also receive numerous commendations from the public for outstanding cus-
tomer service. Their positive attitude and friendly atmosphere makes the process easier and more
tolerable for our customers. The department serves as an outstanding testimony to team work and
customer satisfaction. Shout outs to Anahi Montoya, Denise Alvarez, Irma Torres, Christina Rodri-
guez, Mary Esther Fernandez, Joshua Randle, Nellie Palacios, and Connie Jones for helping
during our peak times.
The Criminal Tech-Share Case Management System is moving forward. I am extremely grateful
for the incredible ongoing commitment of Tanya Varnado and Deniece Asberry, the Subject Matter
Experts for your efforts to ensuring that the District Clerk office receives a system that will allow us
to work smarter, not harder. Your unwavering dedication serves as a powerful reminder of the
fundamental reason for everything we do.
I am fortunate to have so many clerks who are committed to advancing our mission. I want to
thank each of your individually and collectively for your continued dedication and support.

Meet the Staff :
Dallas County consists of seventeen criminal courts and the District Clerk supports each court with
two clerks. The clerks provide assistance to judges, attorneys, defendants, and the general public.
Their main function is to maintain court records with care and security, their job is vital in making
sure that their assigned court runs smoothly.
Cynthia Bailey is the Criminal Court Clerk Supervisor and has 45 employees which includes a
court floater, trainers and the evidence clerk. Cynthia has also established a good working environ-
ment for her clerks by having the ability to step in and assist them when needed.
Some of the seasoned clerks have been employed for over 20 years like Michelle Leers, Deneice
Asberry, and Donna O'Neal. This spring we also welcome our newest clerks: David Hernandez
and Jessie Washington. We would also like to congratulate Jill Payne on her promotion to Chief Clerk!

Cynthia L. Bailey 25 Years of Service
Criminal Court Supervisor
Cynthia Bailey began her career with Dallas County more than twenty-five years ago. She worked as court
clerk of 10 years before becoming a Court Clerk Trainer, a position she held for 14 years. Her knowledge
and leadership skills landed her in her current position as a Criminal Court Supervisor.
If you walk with Cynthia through the halls of Frank Crowley, you will see exchanges of greetings with many
people from security, bailiffs, attorneys, etc. Cynthia says, “One of the rewards of working Criminal is that
you get a chance to meet many interesting people; friendships are created and lifelong bonds are estab-
lished. However the downfall of working here is the severity of the cases and knowing how many lives are
affected because of someone’s wrongful actions.”
Some of her fondest memories working here were with Karen Coston, Evidence Registrar who is retired
now. “She is one of the funniest and most amusing people I have come to meet! All the situations I experi-
enced with Karen were memorable!”
Many clerks look to Cynthia for advice when it comes to work or personal issues. She is known for her cha-
risma and her famous sayings: “Get off my phone!”, “Free 99”, “It won’t hurt long”, or “Good-bye now.”
She is a fountain of knowledge and the Criminal Courts are lucky to have her.
Cynthia Bailey is happily married to Charles Bailey who works for the Sheriff’s Department. They have suc-
cessfully raised three beautiful daughters: Brandy, Syvondia, and Charlene. Cynthia is kept busy by her two
grandchildren Austin Charles and Peyton Nicole; she enjoys picking them up from school and taking them
to Chuck E. Cheese.
Cynthia is also a member of Lancaster Church of Christ where she teaches Sunday school. Some of her
hobbies include cooking, giving back to the community, and shopping at her favorite store JC Penny. Her
major piece of advice to her clerks is to always remember: “It is not that crucial.” Let’s fix it and move for-
ward!

SHOUT-OUT! I would just like to communicate that the Dallas County Clerk and District Clerk offices are
absolutely among my favorites when it comes to ordering and receiving prior conviction rec-
ords in an efficient manner. I always know that I can count on y’all for timely service. It cer-
tainly makes my day and workload flow smoothly on a regular basis, and in my opinion is
worthy of acknowledgment and recognition. (Even if just from little ol’ me ) So, Thank you! I truly appreciate your efficiency!

On Saturday April 29th, 2017, District Clerk Felicia Pitre, Dallas City
Councilwoman Tiffinni Young, and District Attorney Faith Johnson
joined forces to hold an expunction fair. The first-of-its-kind in Dallas
County or in the State of Texas. The free event gave people the oppor-
tunity to educate themselves about the expunction process and pro-
vided them with information about other resources available to them.
The expunction fair was a success with over 1200 applicants, of which
300 qualified, 136 were filed and 122 were granted.
Felicia Pitre would like to give a special thanks to all of those in the
District Clerk’s office who volunteered their time for this cause: Nina
Mountique, Maricela Escamilla, Gil Williams, Jenny Vargas, Traketa
Edwards, Chavalier Coleman, Juanita Gonzales, Amy Nolan, Regina
