    Lucius D. Clay was born in Marietta, Georgia, on April 23, 1897. He graduatedfrom West Point in 1918 and served in the Army Engineers in the years beforeWorl d War II. Duri ng ltJorl d War II, Cl ay served as Di rector of ~ 1 a t e r i a1 for theArmy and Deputy Director for War Mobilization and Reconversion.Immediately after the War, Clay was made Deputy Military Gov.ernor for the U.S.Zone of Germany. In 1947, he became the U.S. f1i 1i tary Governor and Commander-InChief of U.S. Forces in Europe.General Clay retired from the Army in May 1949. In 1950, he became Chairman ofthe Board and Chief Executive Officer of Continental Can Company, Inc. He retiredfrom Continental Can in 1962 to become a Senior Partner in Lehman Brothers investmentbanking house until his retirement in 1973. General Clay died on April 17, 1978.With the exception of isolated fragments, these papers deal exclusively with GeneralClay's career from the time he rettred from the Army in 1950 to his death in 1978.All of these papers were kept in Clay's office at Continental Group headquartersi n r ~ e w York.

His father,Alexander Stephens Clay, was a United States Senator from Georgia for 14 yearsand young Clay served as a Senate page for time. He was related toKentucky's famous Henry Cl ay.On graduating from West Point, on June 12, 1918, as a second lieutenant ofengineers, he was simultaneously promoted to first lieutenant and captainbecause of war-caused shortages of officers. On September 21 of that sameyear, Clay was married to Marjorie McKeown. They had two sons, General LuciusD. Clay, Jr. , United States Air Force, Retired, and Major General FrankB. Clay, United States Army, Retired.In the years before World War II, Clay served in the engineers, both in theUnited States and abroad. During World War II, Clay was briefly in chargeof the ports in France in mid-1944 after the Allied invasion. For most ofthe war, however, General Clay served as Director of Material for the Army andas Deputy Director for War Mobilization and Reconversion under James F. Byrnes.In 1945, immediately after the war, General Clay was made Deputy MilitaryGovernor to General Eisenhower for the United States Zone of Germany. In 1947,he became the United States Military Governor and the Commander-in-Chief ofU.S. Farces in Europe. He held this position during the Berlin Blockade andAi rl i f t .General Clay retired from the Army on May 31,1949, and in April, 1950, becameChairman of the Board and Chief Executive Officer of Continental Can Company,Inc. Also in 1950, he wrote the book, Decision in Germany. He retired fromContinental Can on December 31, 1962, and on February 1, 1963, he became aSenior Partner in Lehman Brothers investment banking house until his retirementon October 1,1973.While Clay was with the Continental Can Company, he returned to Washington onleave of ~ b s e n c e during the Korean War to help organize the Office of DefenseMobilization. In 1954, he was appointed by General Eisenhower to serve asChairman of the President's Advisory Committee on a National Highway Program.From August 1961 to May 1962, Clay, again on leave of absence from theContinental Can Company, became Personal Representative of President JohnF. Kennedy, with the rank of Ambassador, in Berlin during the critical periodfoll owtnq the construction of the wall. Early in 1963, President Kennedyappointed General Clay to head a committee to study the nation's foreign aidprogram.General Clay was Chairman of the Board of Radio Free Europe, Inc, , until 1975.He was an Honorary Trustee of the Presbyterian Hospital in the City of New Yorkand of Tuskegee Institute, Alabama. He was an Honorary Member of the BusinessCouncil in Washington, D.C.. Clay served as a member of the Board of Directors

    Clay - 2of a number of major U.S. corporations including General Motors. He wasHat ional Finance .Chairman for the Republican Party from 1965 to 1968. In 1966,at the reques t of 11ayor John V. Li ndsay, Cl ay formed and headed a Pub1icDevelopment Corporation to help revitalize New York City's industry. In 19721973, he served as a member of the 11ew York City Chapter Revi sion Commi ssion.General Clay remained active in civic affairs after his retirement from LehmanBrothers in 1973, serving as fund raising chairman of groups such as theAmerican Red Cross and the George C. Marshall Research Foundation. He diedApri 1 17, 1978, in Cape Cod, f1assachusetts.J\rnong the many mil itary decorati ons recei ved by General Cl ay f rom the UnitedStates and other countries are: The Distinguished Service Medal (three times);the Legion of Merit; and the Bronze Star. He received numerous honorary degreesand other awards including the Hoover Medal of the Engineering Societies.In 1976, he received the first president's Award of the American Soc-iety ofCivil Engineers.Provenance .With the exception of isolated fragments, these papers deal exclusively withGeneral Clay's career from the time he retired from the army in 1950 to hisdeath in 1978. (The photographs do intensively treat the period 1945-1949.)General Clay's official Army fileS-are housed in the National Archives.A two volume selection from these papers, edited by Jean Edward Smith,has been published.General Clay apparently reviewed his papers periodically and destroyed portionsof then . . Though what remains here is voluminous, i t does not representeverything generated by Clay from 1950 to his death. All of these paperswere kept in Clay's office at the Continental Group headquarters in York,where he maintained an office during his retirement. Several months afterhis de.rt h in April 1978, the Clay family presented the papers to theGeorge C. Marshall Research Foundation.Scope and ContentTHE PAPERS OF LUCIUS D. CLAY, 1943-(1950-1978), are arranged in five seriesby type of material: c o r r e s ~ o n d e n c e ; Articles, IntervieVls and Statements;Syeeches; Office Records; an Scrapbooks and Scrapbook Materials. There area so a variety of Separated f1aterials I i s ted in detail at the end of thisguide. This arrangement is much the sane as i t was when these papers werestored in General Clay's last office. Only refinements of that order wereundertaken during processing.The Correspondence (16 1/2 boxes) is easily the largest series, and i t isdivided into five subseries: General Correspondence; Selected Correspondence;Correspondence with Foundations, Corporations and Committees; CategoricalCorrespondence; and Condolences on General Clay's Death.

    Clay - 3The General Correspondence is divided into two sub-subseries, each alphabeticallyarranged by co(respondent. The first sub-subseries spans the years 1950-1962 -from time Clay joined Continental Can untjl the time he retired from thatorganization. The second sub-subseries treats the years 1963-1978 -- from thetime Clay joined Lehman Brothers unt il his death. Very l i t t l e in the way ofbusiness or government affairs is discussed in this correspondence. There are,however, prominent correspondents from the worlds of business and governmentrepresented here, including: David, Laurance, and Nelson Rockefeller; StephenBechtel; Lewis Douglas; Ludwig Erhard; John Kenneth Galbraith; Arthur Goldberg;Henry Jackson; Jacob Javi ts; Henry Cabot Lodge; John r - 1 c C o n ~ ; Robert Moses;Robert tlurphy; Lord Brian Robertson; George Romney; Harold Stassen; and HilliamWestmoreland. VeD' often this correspondence involves exchanges of birthdaygreetings, or copies of speeches and newspaper articles sent or received.The Selected Correspondence -- so called as i t was filed neither the generalcorrespondence nor the categorical files -- also consists of t\'JO sub-subseries:chronologically arranged correspondence and alphabetically arranged c o r r e s p o n d e n c ~ .The chronologically arranged selected correspondence is an anomaly in thesepapers in. that i t treats the years 1945-1949. There are five folders of thismaterial. Included here are military orders, correspondence with politicalleaders of Germany and the United States, and correspondence with United Statesmilitary leaders. The 1949 correspondence deals almost exclusively withGeneral Clay's return to the United States.and his retirement from the Army.Though there are individual documents of especial interest, these files seemto be fragments of Clay's papers from this period and not an integral unit.The alphabetically arranged selected correspondence, 1948-1978, consists ofcorrespondence with prominent people from the worlds of politics, the military,bus iness , and academia. There are also subject files on "Hest Germany" whichinclude correspondence from all sorts of German citizens -- prominent andotherwise -- who wrote to Clay. The most voluminous correspondence here isthat between Clay and General Eisenhower from the period 1951-1952. Clayclosely advised Eisenho\ver on how he should go about beginning and conductinghis bid for the presidency. The correspondence between Clay and Thomas E. Deweycompliments the exchanges with Eisenhower. General Clay's 1961-1962 term asPersonal Representative of the President in 8erlin is treated here in hiscorrespondence with President Kennedy, Dean Rusk, and General Maxwell Taylor. .There is correspondence between Clay and authors Honore fvlarc Catudal, John Gimbel,and Jean Edward Smith all of whom wrote about Clay and Germany. The Smithcorrespondence is especially interesting and lengthy. Smith had set out todo a biography of Clay, before deciding to edit Clay's post World War II papers,and, consequently, much biographical and other material concerning Clay is tobe f o ~ n d here. (At the time that this guide is being prepared, some of thecorrespondence in this section of the papers is s t i l l securi ty classified bythe United States Government.)The Correspondence with Foundations, Corporations, and Committees is arrangedalphabetically and deals with the years 1950-1978. General Clay served all ofthese instHutions in some capacity -- as an associate, board member, or somesimilar position. Ilo t all of the organizations with which General Clay wasassociated are represented here. A l i s t , thought to be incomplete, ofcorporate and private directorships of General Clay precedes this correspondence.

    Cl ay - 4The categorical correspondence deals almost exclusively with the years1951-:-1978; the excepti on is several folders under the category "awards anddecrees" which treat the period 1943-1950 and ,the "biographical materials"which begin in 1945. The categories are included in the outline of thecollection. Much of this correspondence is pro forma.The final subseries of correspondence is the Condolences on the death ofGeneral Clay in 1978, al l of wh ich were sent to Hrs . Lucius D. Clay exceptingthose which are noted as having been sent to General Frank Clay. Thesecondolences, which fill 23 folders, are arranged, as they were found, bycategories of correspondents. t1any political, military, and business leadersfrom the United States and abroad sent their condolences.The series, ARTICLES, INTERVIEWS AND STATEMENTS (3 boxes), contain texts,drafts, and transcripts, as well as correspondence, relating to many of thestatements given by General Clay during the years 1950-1977. These foldersare chronologically arranged. General Clay was sent complimentary copiesof books by publishers or authors, and was urged to make "quotable" commentson them . . In other instances, Clay was asked for a statement in support ofa cause or an organization, to be included in a printed program for an event.General Clay also gave a number of oral history interviews, and the transcriptsthat were sent to him for his approval are included here.The SPEECHES, 1950-1974 (1 1/2 boxes), are divided into two subseriesthose given by Clay and those given by others. All but a few folders are inthe former category. These files include drafts, reading copies, andpUblished versions of Clay speeches, as well as correspondence concerningarrangements for giving the speeches. The folders are arranged chronologicallyby the date on which each speech was given. The kinds of occasions at whichClay spoke include academic lectures, commencements, business lunches anddinners, awards ceremonies, and club meetings.The OFFICE RECORDS, 1950-1977 (6 1/2 boxes), contain two elements: an AddressCard.l.ile and Engagement Books. The address file is, of course, arrangedalphabetically by proper name, and the engagement books are arrangedchrono 1o.gi cally.The SCRAPBOOKS ArW SCRAPBOOK t1ATERIALS series, 1943-1978 (16 vol umes and1 flat box), consists of clippings and other memorabilia affixed in volumes.There is also a box of loose clippings. Though there are some scattered

    p h o t o g r a p ~ in this material, volumes made up of mostly photographs --that is photograph albums -- are kept with the photographic materials.These scrapbooks cover a variety of events and subjects from geneologicalinformation about Clay's antecedents to condolence books from the time ofhis death.The SEPARATED i1ATERIALS include all of thoseel ements of this collectionwhich are stored apart from the rest for ease of access by researchers orbecause of special preservation needs. These materials include Photographsand Phot.ograph Albums, Printed i'1aterials, Audio Visual t ~ a t e r i a l s , andMiscellaneous Miscellany.
