IT Accessibility Work Group

IT Accessibility was formed to raise awareness of accessibility issues with the technology community, to encourage the development of sensible policies to address these issues, and to provide the technical training necessary to implement the policies.

2008-2009 Accomplishments Consulted with OFT on the 2008 Standard Revision. Sought support for continued funding for the NYS Validation Tool. Updated the Standard Best Practice Guidelines based on new standard. Presented Introduction to Accessibility at NY Power Authority in White Plains. Presented Accessibility for Executives at Crowne Plaza (Albany). Provided over 75 instances of consulting with state agencies and vendors regarding NYS

accessibility requirements. Presented with Webmasters' Guild on standard changes and Work Group training plans. Provided 11 issues of our monthly newsletter. Curriculum development:

Business Continuity Work Group

Business Continuity was formed to develop education and training opportunities and tools that address business continuance planning needs of New York's state and local government entities.

2008-2009 Accomplishments Presentations and Training

o Provided various presentations to the Work Group on the “how to” of BC planning including: How to Conduct and Exercise; Pandemic Planning; OGS Procurement contract for BC services, and Review of a Federal HSEEP Exercise Methodology.

o Mark Spreitzer co-presented with Deb Snyder at the Project Management Community of Practice.

Information Sharingo Work Group meetings continue be a valuable opportunity for practitioners to share and

discuss common challenges and potential solutions. o Considerable success has occurred with networking among state agency BC practitioners.

Forging New Allianceso The BC Work Group leadership has made numerous attempts to establish a partnership

with NYS SEMO to collectively pursue a common goal of improving emergency preparedness in NYS agencies. To date, little progress can be reported on this effort.

2009-2010 Projected Initiatives Training

o Continue to pursue a Business Continuity Training Initiative for State and Local agency BC practitioners.

o Schedule a panel discussion on the opportunities of utilizing virtualization to help enable faster and lower cost recovery options.

Emerging Technology Work Group

Emerging Technologies provides an avenue for government and commercial organizations to exchange information related to new technologies and facilitate the introduction, evaluation and sponsorship of topics relating to new and emerging technologies.

2008-2009 Accomplishments The Emerging Technologies Work Group met monthly (usually the 2nd Monday at 2pm), with

open invitations to The Forum and IT Corporate Roundtable members. January 14, 2009: Hosted Business Intelligence Seminar: Business Intelligence Appliances and

Portals. March 9, 2009: The Emerging Technologies Workgroup meeting was held and Michael

Fancher, VP for Business Development & Economic Outreach at the College of Nanoscience and Engineering presented the future of nanotechnology.

May 6, 2009: Hosted Enterprise Content Management: The Challenges and Benefits Seminar. SEMO played host to the Emerging Technologies Work Group meeting, as Kevin Ross from

SEMO discussed the NY-Alert notification system. June 18, 2009: Hosted Enterprise Content Management: Technology Integration Seminar. Work Group continues to see incremental growth in requests for membership and is working on

standardizing process of welcoming new members and keeping them informed of upcoming activities.

Suggested Work Group Priorities Exchange ideas and best practices pertaining to new and emerging technologies. Collaborate with other Forum Work Groups to bridge the gap between Work Group priorities

and emerging technologies. Sponsor vendor presentations demonstrating new technologies and fields of practice. Sponsor Customer demonstrations demonstrating the implementation of emerging technologies

in the workplace. Provide and manage a repository of information on new technologies. Encourage various conferences held within the NYS Government to include emerging

technologies by providing topical areas, case studies and presentations. Encourage vendor participation in identifying new technologies and roadmaps. Sponsor "field trips" to various organizations (i.e. Nano center, SEMO, University Centers) to

review advances in technology. Work closely with the NYS CIO and OFT offices to ensure alignment with New York State's

technology direction.

Projected 2008-2009 Initiatives Work on getting greater participation in Emerging Technologies Work Group from the State,

Local and Corporate entities. Work more closely with other Forum Work Groups to identify and present initiatives that

support the goals and objectives of these workgroups. Consider offering seminars on:

IT Greening Work Group

IT Greening provides a focal point for addressing the statewide energy conservation program, focusing on (1) how overall information technology energy consumption can be reduced, (2) how IT can be a tool for more efficiently managing state resources and operations to achieve reductions in energy consumption, (3) what can be considered during the acquisition and procurement of energy efficient information technology hardware, and (4) how to manage the end-of-life phase of the information technology life-cycle in an environmentally preferable manner.

2008-2009 Accomplishments April 20, 2009: Hosted 2nd Annual IT Greening Conference, Saving Money While Saving the

Environment. This full-day conference drew attendance of more than 250 people to the Empire State Plaza Convention Center.

November 13, 2008: Hosted a Seminar, IT Greening: Measuring Your Energy Efficiency, for Forum members focusing on the basics of IT related energy measurement and monitoring. This half-day session, held at The Empire State Place Meeting Room 6, drew 150 people.

Received a briefing on OE4 from a member of the OE4 Steering Committee.

MATRIX Work Group

MATRIX strives to include promoting the exchange of ideas, knowledge and experiences among State agencies with respect to the operation of information resources, supporting human resource development and assisting members with solving or avoiding operational problems.

2008-2009 AccomplishmentsEducational Sessions

May 12, 2009: How do Business Analysts Contribute to the Success of IT projects? This session was run in conjunction with the Project Management Committee. The session

provided an overview of the BA role in Information Technology. Approximately 100 attendees participated; reviews were very positive.

Pursued joint effort with a sub-group of the Workforce Planning Action Team of the CIO Council to develop training in the area of Professional Management Competencies in IT.

Began pursuing a joint effort with the Training Academy to develop a certificate program and associated sessions.

Pursued further utilization and involvement in the State CIO’s “Good to Great” initiative.

Define and implement a certification program designed around the “Good to Great” initiative that encourages and rewards (with a certificate signed by the State CIO) participation in a series of events that share “Good to Great” principles in IT, including a set of IT management and professional skills that have been defined by the Federal government.

o Pursue joint effort with a sub-group of the Workforce Planning Action Team of the CIO Council to develop training in the area of Professional Management Competencies in IT.

o Continue pursuing a joint effort with the Training Academy to develop a certificate program and associated sessions.

Consider co-sponsoring networking opportunities that will encourage NYS IT professionals to interact and share experiences.

Conduct sessions focused on making IT staff aware of the training opportunities available that address the identified "gap" areas.

Collaboration Designate the MATRIX Work Group as the focus for The NYS Forum outreach on behalf of all

Work Groups related to IT education and training needs. Identify IT training stakeholders and work with them to make their programs more efficient and

effective. Enable/support training via collaboration with the Training Academy, Training Council, etc. (7) Create outreach related to MATRIX mission and goals Promote and foster other Work Groups such as Project Management and Business Continuity to

IT Procurement Work Group

IT Procurement was created to review and suggest enhancements to the IT procurement process and provide timely education and training.

2008-2009 Accomplishments January 14, 2009: Hosted Vendor Bid Protest presentation by the NYS Comptrollers Office. February 2009: Provided input for Vendor Debriefings to OGS for submission to the NYS

Procurement Council on Vendor Debriefings. March 27, 2009: Hosted a presentation by the Office of General Services and the NYS

Commission on Public Integrity on the Procurement Lobbying Law.

2009-2010 Projected Initiatives Provide overview of newly adopted debriefing guidelines issued by the Statewide Procurement

Council Provide overview of Enterprise Licensing Agreements (ELA's)by OFT Collaborate with OGS to organize another "How to do Business with New York State” session. Project Management Work Group

Project Management supports government entities and government project managers as they implement project management standards and practices, Project Management Offices (PMO'S), and project portfolio management (PPM) within their organizations.

2008-2009 AccomplishmentsProject Management Community of Practice (PM COP) (open to all) The NYS PM Community of Practice provides a forum for an interactive exchange of ideas, practices, lessons learned, etc. among project managers in New York government. Quarterly meetings featured:

June 2009: An overview of how two NYS agencies are Managing Agile Projects was provided. Michele von Linden, Rick Ryan and Brian Duncan from NYS Office of Temporary and Disability Assistance (OTDA) reviewed how OTDA has developed and applied an Agile methodology. Pat Guariglia (COMSYS) reviewed how the NYS Department of Transportation varied their standard PM approach to manage the Roadway Inventory System project and shared lessons that were learned along the way. The RIS project won The NYS Forum’s 2007-2008 Best Practices Award for Management.

March 2009: Deborah Snyder from the NYS Office of Temporary and Disability Assistance (OTDA) and Co-Chair of the NYS Forum’s Security Committee along with Mark Spreitzer, from CGI Enterprise Security Practice (ESP) and Co-Chair of The NYS Forum’s Business Continuity Committee presented Information Security and Business Continuity – What Project Managers Need to Know. The session focused on what Project Managers need to know about Information Security and Business Continuity when managing a project.

December 2008: An overview of two NYS projects was provided. Vivian Conboy, from the NYS Department of Tax and Finance presented an overview of the Forms Distribution project that prints and distributes tax forms and instructions. Lynn Hanson and Jay Walsh, from the NYS Office of the State Comptroller, reviewed the Vendor Responsibility project.

September 2008: Held in conjunction with the Government Technology Conference (GTC East) the session and featured Diana Pinto from the NYS Thruway Authority presenting Confessions of a Non-Technical Project Manager in a Techie World.

Project Management Office (PMO) Roundtable (open to all agencies currently implementing a PMO or PM Practices) The PMO Roundtable was established to support Project Management implementation efforts, including Project Management Office establishment, Project Management Methodology implementation across a division/bureau/agency, as well as management of agency project portfolios.

May 2009: Paul McGuire, a 30-year IT industry veteran and business analysis SME, opened the session with a 15 minute overview on Strategic Enterprise Analysis. Following the overview there was a very active open discussion and question and answer session for members of the Roundtable.

January 2009: Bob Pennacchia from NYS Department of Health and Kirk Schanzenbach from NYS Office of State Comptroller (OSC) provided an update on the PMO Matrix. This is the second iteration of asking the NY Agency PMOs to share their insight. Bob and Kirk discussed the differences from the 2006 survey to the current one. In both surveys there were 15 agencies who responded.

October 2008: A meeting was held to review OFT internal project management processes. Attendance not very high due to snowy conditions but there was good Q & A at the end.

Project Management – Continued

August 2008: A meeting was held with NYS Department of Civil Service (DCS) to discuss PMO Staffing. It went well and was constructive. DCS provided an overview for requesting titles. Agency HR representatives attended as well which was helpful.

The NYS Forum PM Work Group Newsletter was published quarterly in support of marketing and education of project management principles.

Joint event with PMI UNY (upstate NY chapter) in October 2008 titled: Best Practices in Conflict Resolution. Christopher Foster from CGI was the guest speaker.

Joint session with The Forum’s Small Medium Large Government Agency Work Group titled: Making IT Strategic Planning Work in Small and Medium Sized Agencies – It’s more then just the Plan.

Joint session with The Forum’s Matrix Committee in May 2009 titled: How do Business Analysts Contribute to the Success of IT Projects?

Joint session with The Forum’s Webmasters’ Guild in May 2009 titled: Project Management for Websites.

An online survey was distributed in May 2009 to PM COP members and PMO Roundtable members to solicit input regarding enhanced and additional services that can be provided by these two groups.

Aggregate Agency Project Management Training remains on hold until funding and/or resources can be identified to complete the project.

The PMO Matrix was updated in the Fall of 2008. This collection of information about PMOs and project management implementation across participating agencies provides a reference for sharing of expertise.

2009-2010 Projected Initiatives Provide project management educational opportunities for various audiences including Project

Managers, Project Management Office Directors, and agency executive management. (1) Support the continued development and updates of standards and shared practices for project,

program, and portfolio management. Expand the value of the project management repository to include ease of use, added

functionality, and increased contributions. Support the continued development and advancement of the civil service title series both for

Project Managers and for Business Analysts. (1) Facilitate the sharing of experiences, knowledge and best practices across the NYS project

Small/Medium Agency and Local Government Work Group

Small/Medium Agency and Local Government was created to focus on addressing the unique problems and concerns that arise, in part, due to the small size of the IT staff and the restricted IT budgets typical to small agencies. It was also created to provide a focal point for policy makers to access small agency perspectives and realities that should be reflected in new policies, laws and regulations.

March 25, 2009: Conducted an educational seminar, Making IT Strategic Planning Work in Small and Medium Sized Agencies: It's More than Just the Plan at the Empire State Plaza. The event was at maximum capacity representing 70% State, 25% Corporate and 5% Local Government. The Center for Technology in Government presented and moderated the session.

October 8, 2008: Conducted an educational seminar, Practical Guide to the IT Strategic Planning Process at the NYSLGITDA (New York State Local Government Information Technology Director's Association) Fall meeting in Syracuse. The session was attended by over 50 Chief Information Officers from Local and State Government.

The Work Group has voiced and supported, on an ongoing basis, the needs of the Small, Medium and Local Government agencies to the other Work Groups of The Forum.

The Work Group met on a monthly basis to plan events, track progress on those initiatives, and consider additional opportunities to support the unique agendas of our target agencies.

Webmasters' Guild

The Webmasters' Guild was created to provide a means for those individuals within state and local government that have responsibilities for their agencies Web Sites to share ideas, issues, problem solutions and to suggest and/or develop education opportunities to benefit web development professionals.

2008-2009 Accomplishments Conducted online survey of members during summer 2008 to gather feedback on topics and

types of sessions preferred for 2008-2009 and produced sessions on four of the top five topics (Usability, Accessibility, Graphics, RIA) while addressing new topics that surfaced during the year (Project Management and eLearning).

Held 7 monthly meetings (Oct – June) with attendance between 75 and 125 attendees per session. Estimated total number of attendees over 750.

Continued collaboration with other Forum Work Groups. The May meeting on Project Management for Websites was jointly offered with The Forum’s Project Management Work Group. The April meeting featured The Forum’s IT Accessibility Work Group outlining planned initiatives that coincide directly with Webmaster concerns.

The monthly meetings were balanced among presenters from private industry (such as NetCentric Technologies, Troy Web Consulting, The Times-Union, CGI, Human Factors International) and expertise within NYS government (such as DOT, OPDV, University at Albany, Taxation and Finance, NYS Archives, CIO/OFT, NYSED, and PDP/Rockefeller College) .

2009-2010 Proposed InitiativesResearch/Education

Continue format of monthly meetings based on topics of current interest and importance to members to share knowledge and upgrade skills. The Forum’s July Strategic Planning session will be used to help develop the 2009 - 2010 Programs. (Potential topics already proposed include browser compatibility issues, mobile browsing, web analytics and search improve, social media, XForms/XML Databases).

Tools Incorporate new social media tools into the Guild, (e.g., blog, wiki, Twitter, Facebook,

YouTube) to enhance our collaborative capabilities, share information more readily, and extend our reach. Also, work toward developing policy and practices for government use of social media. (1)

Collaboration Actively engage with all the other NYS Forum Work Groups to produce programs, events,

and/or opportunities that benefit members of each, increase awareness, and draw upon complementary expertise and interests. (1)

Reach out to other groups within NYS such as the NYS Training and Development Council (NYSTDC) and the various user groups within the Capital District to broaden our knowledge base.

Reach out to groups similar to the NYS Webmasters' Guild in other states and at federal level (such as the Web Content Managers’ Forum) to share experiences, information, and concerns.

Host a session of all Work Group Co-Chairs to enable/promote collaboration (10) Conduct a survey and planning session to engage all agency webmasters in discussion of

practices and topics for 2009-2010 Conduct a session involving all Work Groups on policy and security implementation related to

Web 2.0 and develop a prototype Wiki for Webmasters’ Guild member use (1)
