The notation ‘[DP]’ in a rule in the NoR means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification.

NOTICE OF RACE

1. Organising Authority1.1 The organising authority for the Regatta will be the East Coast Sailing Festival 2017 Organising

Committee of the Royal Forth and Forth Corinthian Yacht Clubs in conjunction with Forth Yacht Clubs Association, hereinafter referred to as the Committee.

2. Rules2.1 The Regatta will be governed by the rules as defined in The Racing Rules of Sailing RRS 2017 - 2020.2.2 The prescriptions of the RYA & FYCA Forth Inshore Group (FIG) will apply, unless noted below. 2.3 Class rules will apply.2.4 All yachts shall comply with FYCA Safety Regulations Category 4R. Full copies of these regulations are

available online at www.fyca.org.uk . Competing yachts may be inspected at any time.

3. Advertising [DP]3.1 Advertising may be displayed in accordance with World Sailing Regulation 20. Boats may be required

to display advertising chosen and supplied by the organising authority.

4. Eligibility and Entry4.1 The Regatta is open to all yachts and sports / day boats provided that they belong to or be chartered

to, and under the control of, members of a club affiliated to the RYA. 4.2 We hope for as wide a selection of the sailing community as possible and wish to encourage less

serious or less experienced racers.4.3 Eligible yachts may enter by completing the attached form and submitting it with the required fee, as

instructed at the foot of that form. 4.4 Entries from yachts without an existing FYCA Handicap shall be received before 22:00, Sunday 20th

August. 4.5 All other entries shall be received before 22:00 on Sunday 27th August. 4.6 For the duration of this event, all persons taking part will be granted temporary membership of both

Royal Forth Yacht Club and Forth Corinthian Yacht Club.

5. Provisional Class Handicap Bands

Class 5b Cruiser / Racer Handicap 920 – 1040 Restricted (White) Sail

Class 6a Cruiser / Racer Handicap ≥ 1041

Class 6b Cruiser / Racer Handicap ≥ 1041, Restricted (White) Sail

Examples of Class 4 (Sports Boats / Day Boats) include Squibs, H Boats, 707s, RS Elites, SB20s and VX One. The Race Committee may offer additional class starts if five or more boats in the same class have entered the Regatta by 22:00 on Friday 18th August

There will one start for Class 5 and one for Class 6, but separate results and prizes for a & b fleets.

5.1 The Committee reserves the right to reject or rescind an entry in accordance with RRS 76.1, and to cancel, combine or alter the classes at their discretion.

5.2 Yachts may request to use a Restricted set of Sails (RS - defined as no spinnaker or cruising chute, and no additional headsails other than used to windward to be set at any time). 5.2.1 This provision is intended for yachts not equipped with a spinnaker or cruising chute, and for

crews considered by the Race Committee to be 'less experienced', 'less capable' or 'short-handed', the latter defined as less than 60% of the yacht's full crew. The RS provision will not be granted if, due to the course or weather conditions, no yachts are able to fly spinnakers.

5.2.2 To request the RS provision, a yacht shall be already entered in accordance with 6.1 & 6.2 and have submitted the subsidiary entry form before 18:00, Friday 1st September.

5.2.3 To be valid, the Race Committee shall have confirmed its agreement not less than 60 minutes before the first warning signal on Saturday 2nd September. It is at the absolute discretion of the Race Committee whether to accept an RS request or not on any particular day.

5.2.4 A yacht permitted to use the RS provision shall receive a +4% handicap adjustment. This handicap adjustment will apply for the whole Regatta.

5.2.5 A yacht permitted to use the RS adjustment shall display a white pennant or flag on the backstay or other prominent position in every race, from its class warning signal until it finishes.

7. Fees7.1 The Regatta fee for Classes 1, 2, 3 and 4 is £75.7.2 The Regatta fee for Classes 5a, 5b, 6a and 6b is £60.

8. Schedule8.1 Registration will be at the Race Office within the Royal Forth Yacht Club courtyard, from 18:00 to

22:00 on Friday 1st September.8.2 Provisional outline of events: See Appendix A

9. Sailing Instructions9.1 Sailing Instructions (SIs) will be posted on RFYC Website www.rfyc.org . Printed SIs will be available

for collection at Registration.

10. Venue10.1 The venue is The Royal Forth Yacht Club (RFYC) and the racing areas will be in the Firth of Forth as

follows:10.1.1 “Round the cans” racing will take place either in RFYC’s circle area (between Granton

Harbour and the island of Inchmickery) or in Wardie Bay (between Granton Harbour and the east breakwater of Leith Harbour) - see Appendix B.

10.1.2 The Passage Race area will be the Firth of Forth generally between the Forth Road Bridge to the West and the area around Channel Buoy No 2 to the East.

11. Courses11.1 “Round the Cans” courses will be based on those in RRS 2017 – 2020 Appendix L. Both RFYC fixed

racing marks and temporary inflatable racing marks may be used. Course illustrations will be available in the Sailing Instructions.

11.2 Passage Race courses may make use of natural features (eg islands, lighthouses), navigational marks, RFYC fixed racing marks and temporary inflatable racing marks. Course illustrations will be available in the Sailing Instructions.

12. Scoring12.1 Two races are required to be completed to constitute a series.12.2 Classes 1, 2, 3 and 4 only: when fewer than 4 races have been completed, a boat’s series score will

be the total of her races scores. When 4 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

12.3 Classes 5a, 5b, 6a and 6b only: when fewer than 3 races have been completed, a boat’s series score will be the total of her races scores. When 3 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

13. Berthing and Craneage [DP]13.1 Craneage is available for boats up to 4.5 tons (with certain restrictions) at the Royal Forth Yacht

Club. 13.2 Tidal restrictions for craneage may apply. For details please contact the RFYC Office on 0131 552

8560 or by email to [email protected] .13.3 The entry fee includes pontoon berthing charges for visiting yachts which will be berthed at the

Edinburgh Marina pontoons in the East Harbour. Some rafting will be necessary so adequate mooring lines and fenders will be required. All yachts using the pontoons during the event must comply with the instructions given by the berthing master.

13.4 Pontoon berthing for Granton based yachts may be limited and such yachts may be asked to return to their moorings.

14. Haul-Out Restrictions [DP] 14.1 Keelboats shall not be hauled out during the regatta except with and according to the terms of prior

written permission of the race committee.

15. Radio Communication [DP] 15.1 Communications to competitors may be made by VHF (channels tbc in Sailing Instructions) or by

bulk text message to mobile phones. Competing boats are advised to carry both a VHF radio and mobile phone.

15.2 Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.

16. Prizes16.1 Prizes will be awarded to winners in each race and the overall winners in each class for the Regatta. 16.2 Prizes will be awarded each day after racing at the Royal Forth Yacht Club. The main prize giving and

award of overall prizes will take place at Port Edgar Yacht Club after racing on Monday 4th September.

17. Risk Statement17.1 Rule 4 of the Racing Rules of Sailing states: "The responsibility for a boat's decision to participate in

a race or to continue racing is hers alone."17.2 Sailing is by its nature an unpredictable sport and therefore inherently involves and by taking part

in the event, each competitor agrees and acknowledges that:17.2.1 They are aware of the inherent element of risk involved in the sport and accept responsibil-

ity for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;

17.2.2 They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;

17.2.3 They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;

17.2.4 Their boat is in good order, equipped to sail in the event and they are fit to participate;17.2.5 The provision of officials and volunteers by the event organiser does not relieve them of

their own responsibilities;17.2.6 There is no provision of patrol boat cover;17.2.7 It is their responsibility to familiarise themselves with any risks specific to this event

present, or drawn to their attention in any rules and information produced for the event;17.2.8 They are responsible for ensuring that their boat is equipped and seaworthy so as to be

able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew];

18. Insurance18.1 Each participating boat shall be insured with valid third-party liability insurance with a minimum

cover of £3,000,000 per incident or the equivalent.
