The beginning of the autumn has been a time filled with dialogue. From the workshops and activities inGabala, to the Parliamentary Assembly’s debate on Counteracting manifestations of Neo-Nazism, via theOSCE Human Dimension Implementation Meeting in Warsaw and the Living Library, many hours have beenspent in exchanging ideas, life experiences, good practices and visions of the future at many different levels.

Lina Toumi’s blog on the NHSM platform is particularly pertinent – to quote her first and last sentences:

“I think one of the causes of hate speech lies in the fact that people do not speak to each other.”“I think getting out of your comfort zone and confronting your views with the person who have prejudiceagainst is a difficult but necessary step to reach peace.”

We need dialogue to reach understanding, the first step towards tolerance and away from hate. We havemade some great strides in recent weeks, and the campaign goes from strength to strength – thanks to allwho have invested so much of their time and energy.

THE NO HATE SPEECH MOVEMENT FORUM!

250 participants representing 47 countries took part in the biggestcampaign event of the year - the No Hate Speech MovementForum, from 2-5 October in Gabala, Azerbaijan!

During those three days, the national campaign co-ordinators,activists and other campaign supporters gathered to discussseveral topics related to human rights online and hate speech.

The first part of the Forum consisted in presenting the state of play of the campaign and to share theachievements in each national campaign committee. A round table on hate speech and discrimination alsotook place, as well as different workshops on the theme of sharing and learning from the experiences of theother participants, and on the theme of planning the future of the movement. Representatives of 40 countriesalso had the opportunity to present their campaigns, through an exhibition of their national materials.

The forum participants agreed on a Message to the Council of Europe that summarises the expectations anddemands on the organisation and the member states regarding the campaign and its follow-up. The Messagewill be shared with everyone in the next Flash News.

In her message to the participants, Snežana Samardžić-Marković, Director General for Democracy of theCouncil of Europe acknowledged their “commitment and action for human rights everywhere” as an importantsignal that the combat for human rights and democracy for all is not over: “Democratic security needs to berooted in a culture of human rights, and this has to include cyberspace too.”

LIVING LIBRARY AND PACE

On September 30 and October 1 the “Living Library” tookplace in the Palais de l’Europe in Strasbourg! As it ranalongside the Autumn Session of the Parliamentary Assemblyof the Council of Europe (PACE) more than 70parliamentarians and other visitors were able to “borrow” oneof our human books and discover their stories of how theyfaced discrimination and hate in their lives.

Inter alia refugees and Roma talked about their experiences but also our National Campaign Co-ordinatorfrom Norway, Eirik Rise was one of the “books”.

Anne Brasseur, President of the Parliamentary Assembly of the Council of Europe (PACE), OlemicThommessen, President of the Norwegian Parliament and Thorbjørn Jagland, Secretary General of theCouncil of Europe inaugurated the event and highlighted in their speeches again the importance ofcombatting hate speech online.

Before that the PACE had adopted the report of counteraction to manifestations of Neo-Nazism with anoverwhelming majority and also recommended to the Committee of Ministers of the Council of Europe todeclare 22 July as the European Day for victims of hate crime. Anne Brasseur and Olemic Thommessen hadcalled for this already in the beginning of September during the European Conference of Presidents ofParliaments in Oslo as we reported in the last Newsletter. WARSAW

The No Hate Speech Movement campaign was one of the Side Events during the Human DimensionImplementation Meeting of the OSCE in Warsaw! The panel of the round table “Combating hate speechonline” included the campaign co-ordinators from Poland and Latvia, as well as several experts and activistsfor human rights to discuss the problems of hatred and discrimination on the Internet. EUROPEAN ACTION DAY AGAINST FASCISM ANDISLAMOPHOBIA – 9 NOVEMBER 2014

The upcoming European Action Day will focus on Fascism and Islamophobia and will take place on 9November 2014. The theme of this Action Day was very much discussed during the Forum in Gabala. Theteam of online activists and volunteers together with the Online Community Manager will set up and define aseries of activities and actions to be undertaken during this day. NATIONAL CAMPAIGNS

MEXICOWe welcome on board the Mexican campaign that was just launchedlast week! The campaign was presented during the last day of the NoHate Speech Movement in Gabala, Azerbaijan. It shows theexpansion of the campaign outside Europe.www.sintags.mx

IRELANDThe National Youth Council of Ireland (NYCI) officially launched thecampaign on 24 September in Dublin! An Irish delegation also tookpart in the No Hate Speech Movement Forum in Azerbaijan andcontributed with their knowledge and experiences to the Forum.Please follow them regularly on their Facebook page.

Le début de l’automne a débuté avec beaucoup de dialogue. Beaucoup d’ateliers et d’activités ont eu lieu àGabala, le débat de l’Assemblée Parlementaire sur la manière de faire barrage aux manifestations denéonazisme, la réunion de mise en œuvre de la dimension humaine de l’OSCE à Varsovie ainsi que laBibliothèque Vivante, beaucoup d’heures passées à échanger les idées, les expériences de vie, les bonnespratiques et les visions du futur à différents niveaux.

Le blog de Lina Toumi sur la plateforme du MCDH est particulièrement pertinent- pour citer sa première etdernière phrases :

« Je pense que l’une des causes du discours de haine vient du fait que les personnes ne se parlent pasentre elles »…. «Sortir de sa zone de confort et confronter ses opinions avec une personne qui a despréjugés est difficile mais nécessaire pour atteindre la paix ».

Nous avons besoin de dialogue pour comprendre, il s’agit du premier pas à effectuer vers la tolérance ets’éloigner de la haine. Nous avons fait de grandes avancées en quelques semaines, et la campagne devientde plus en plus forte – grâce à tous ceux qui ont investi autant de temps et d’énergie.

FORUM DU MOUVEMENT CONTRE LE DISCOURS DE HAINE!

250 participants représentant 47 pays ont pris part à l’évènementle plus grand et le plus important de l’année du Mouvementcontre le discours de haine, qui a eu lieu du 2 au 5 Octobre àGabala, Azerbaïdjan !

Pendant ces trois journées, les participants se sont réunis pourdiscuter de différents sujets sur le thème des droits de l’hommeen ligne et du discours de haine.

La première partie du Forum a consisté à faire le point sur la campagne et à partager les résultats de chaquecomité national de campagne. Une table ronde sur le discours de haine et la discrimination a eu lieuégalement au cours de la première journée, ainsi qu’une première série d’ateliers sur les échangesd’information et d’expérience des expériences. Une deuxième série d’ateliers sur le futur du mouvement a eulieu lors du dernier jour du Forum. Les représentants de ces 40 pays ont eu également la possibilité deprésenter leurs campagnes, en exposant notamment leurs matériels nationaux.

Les participants du Forum se sont mis d’accord sur un Message au Conseil de l’Europe qui résume lesattentes et demandes sur l’organisation et les pays membres au sujet de la campagne et son suivi. LeMessage sera diffusé dans le prochain Flash News.

Dans son message adressé aux participants, Snežana Samardžić-Marković, Directrice Générale de laDémocratie du Conseil de l’Europe, a reconnu leurs « engagements et actions pour les droits de l’hommepartout dans le monde » comme étant un important signal montrant que le combat pour les droits del’homme et la démocratie n’est pas terminé : «La sécurité démocratique doit être implémentée dans uneculture des droits de l’homme, en incluant également le cyberespace. »

Nous aimerions remercier les Ministères Azerbaidjanais des Affaires Etrangères et de la Jeunesse et desSports pour le soutien au forum, ainsi qu’à NAYORA pour les efforts continus et inlassables pourl’organisation de cette activité inoubliable. BIBLIOTHEQUE VIVANTE ET APCE

Les 30 Septembre et 1er Octobre dernier, une « BibliothèqueVivante » a eu lieu au Palais de l’Europe à Strasbourg ! Cetévènement ayant eu lieu au même moment que la sessiond’Automne de l’Assemblée Parlementaire du Conseil del’Europe (APCE), plus de 70 parlementaires et autresvisiteurs ont pu « emprunter » un de nos livres humains etdécouvrir leurs histoires relatant la manière dont ils étéconfrontés à la discrimination et à la haine dans leurs vies.

Les réfugiés et les Roms, entre autres, ont parlé de leurs expériences mais aussi notre coordinateur de lacampagne en Norvège, Eirik Rise, faisait partie des « livres ».Anne Brasseur, Présidente de l’Assemblée Parlementaire du Conseil de l’Europe (APCE), OlemicThommessen, Président du Parlement Norvégien et Thorbjørn Jagland, Secrétaire Général du Conseil del’Europe ont inauguré cet évènement et ont souligné dans leurs discours l’importance de combattre lediscours de haine en ligne

Auparavant, l’APCE a non seulement adopté le rapport sur la manière de faire barrage aux manifestations dunéonazisme avec une majorité écrasante mais elle a également recommandé au Comité des Ministres duConseil de l’Europe de faire du 22 Juillet une Journée d’Action Européenne pour les victimes de crimes dehaine. Le Mouvement contre le discours de haine a fait partie du programme de la réunion de l’OSCE sur la miseen œuvre de la dimension humaine à Varsovie ! Les panelistes de la table ronde « Combattre le discours dehaine en ligne », y compris les coordinateurs de la campagne en Pologne et en Lettonie, ainsi que plusieursexperts et activistes pour les droits de l’homme, ont débattu des problèmes de la haine et de la discriminationsur Internet.
