The Nippon Foundation Group Projects in Myanmar The Nippon Foundation (TNF) has been supporting and implementing projects in Myanmar since 1976. Initial projects were concerned with development of human resources and treatment of leprosy patients through the distribution of medicine. Over time we have expanded our activities across a wide range of fields. Our current activities include support in Health, Education, Human resource development and support for people with disabilities as well as support to conflict-affected communities. Education We implement school construction projects led by strong ownership of the local residents for community development, focusing on border areas where education infrastructure trails behind. Agriculture We strive to increase the farmers’ income and enhance the community development through support farmers to obtain skills and to ship their crops to the enterprise. Projects in Myanmar

The Nippon Foundation (TNF) has been supporting and implementing projects

in Myanmar since 1976.

Initial projects were concerned with development of human resources and

treatment of leprosy patients through the distribution of medicine.

In consultation with Union and State governments

and Ethnic Armed Organizations (EAOs), relief

items including food, medicine, mosquito nets and

solar lanterns have been procured and distributed

to conflict affected communities in the areas

controlled or influenced by EAOs. As of November

2015, approximately 14,000 tons of rice, 200 tons

of pulse, 100 tons of salt, 150,000 liters of cooking

oil, 437 sets of clinical medicine, 43,922 sets of

solar lanterns and 43,922 sets of mosquito nets

have been distributed.

In Southeastern areas controlled or influenced by

Ethnic Armed Organizations(EAOs), The Nippon

Foundation provides support to conflict-affected

people for community reconstruction through the

rehabilitation programme to stabilize their everyday

lives. Moreover, the Nippon Foundation will support

Myanmar's peace building process by further

promoting trust building between the Myanmar

government and EAOs.

Providing health and medical services to IDPs in Myanmar and refugees of the Thai-Myanmar border

Support is provided to Mae Tao Clinic, which offers

free health and medical services targeting IDPs in

Myanmar and refugees of the Thai-Myanmar border.

Project activities include improvement of nutritional

conditions for inpatients, education on nutrition and

hygiene for parents of malnourished children,

provision of medical supplies, and the training of

clinic staff.

4Vocational Training Program for Myanmar Refugees in Thailand

This project provides the vocational trainings of

spinning and papermaking as well as marketing

seminars to Myanmar refugees in Thailand. The

objective of this project is to enable the Myanmar

refugees in Thailand to acquire vocational skills to

enable them to earn a stable income in Thailand as

well as after returning to Myanmar in the future.

School Construction Project in Rakhine State

100 elementary schools have been constructed in Rakhine State

in the past five years. The project is being implemented with the

objectives of securing a safe and sufficient environment for school

children to study, providing a place and knowledge to evacuate in

times of disaster, and creating opportunities for the acquisition of

construction techniques in regions where development has been

delayed. By using rebar for solid construction of school buildings,

the architecture will be able to withstand repeated flooding. In

regions where flooding disasters occur regularly, schools will have

a raised-floor style of construction, while in regions where

cyclones occur frequently, schools will be built with rooftop

evacuation areas. Furthermore, when building the schools, local

people are employed and undergo job training, which increases

their job opportunities.

Community-based development projects - not just for "hard" infrastructure-

type school construction - but also for the establishment of "softer" elements

enhancing post-construction operation (such as support for teaching staff,

textbooks, and hygiene facilities). Community residents participate in the

school construction process and a system has been established in which the

building costs saved by the materials and labor provided by the community

are calculated to be used as "Community Development Funds." The

development projects are income-generating projects such as simple

hydroelectric power generation and micro-finance activities implemented from

the ideas of local residents. This income promotes the post-construction

operation of the schools and community development by the residents. The

Agriculture Development and Extension Project has also been implemented

simultaneously. 302 schools have been completed in Shan state so far, and

from 2018 to 2022, 100 schools in Shan state and 20 in Kayah state plan to

be built.*Based on the request from the Myanmar Government, Saetanar

supported a 3 schools construction project in cyclone affected Ayeyarwady

Region in 2009.

Educational Comic Book Project in Myanmar

The publication and donation to elementary schools

in Myanmar's Ayeyarwady Region of three volumes

of educational, biographical comic books about great

national figures, and so providing local children with

the opportunity to learn about how the

heroes/heroines of their country lived, as well as the

history and culture of those times. Furthermore,

through the provision of easily-understood "comic

book" teaching materials and a biography-themed

essay contest, the local children's reading and writing

abilities will be improved.

60 schools have been built since 2013 in the

Ayeyarwady Region. Not only does the project involve

the construction of sturdy schools able to withstand

flood damage, it involves a school-focused village

development project whereby part of the costs for

building the schools will be collected from donations of

villagers and invested in community development

projects. Examples of community development projects

are paddy field development and student dorms.

Since April 2015, Japanese language instructors of the Shinjuku

Japanese Language Institute have been dispatched to the

Myanmar Defense Services Academy (DSA) to provide the

Japanese Language Course, which trains 40 young officers every

year. The objective of this project is to promote the defense

exchange as well as the diplomatic relation between Myanmar

and Japan. This will be achieved through training officers to

become proficient in Japanese and to be capable of becoming

Japanese language trainers which will enhance self-management

of the Japanese Course by the Myanmar DSA. 12 officers have

been dispatched to the Ministry of Defense of Japan and 2

officers was assigned to be the assistant teachers of the

Japanese Course from May 2017 (In 2016, 1 of the 2 officers

served as a Japanese interpreter of the Myanmar Armed Forces

in 2016).

Based on a memorandum exchanged between the

Nippon Foundation and the Armed Forces of

Myanmar, with the cooperation of the Ministry of

Defense and Japanese Self-Defense Forces, in

December of 2014, 10 military personnel with the

rank of General were invited from Myanmar to Japan,

where they underwent training to learn what an army

should be like in a democratic nation. The program is

planned to take place once a year from 2014 to 2018.

The training mainly involved visiting the Ministry of

Defense and Self-Defense Force bases, and learning

about Japan's defense policy and personnel training.

Human Resource Development

Short-term training for senior and mid-level government officials of

Myanmar Ministry of Border Affairs is conducted to cultivate the

qualities required for the administrative officers engaging in the

local administration of Myanmar (especially in the area of

education for minority races). Training is held in Yangon and

Japan, and its contents range from administration and politics to

leadership.

In this project, with the cooperation of Myanmar’s

Department of Education and Training, Ministry of Border

Affairs, Bridge Asia Japan founded a Technical Training

School in Hpa-an in Karen State, Myanmar in 2014 for

local young people who do not have the chance to get an

education. The school provides four technical training

courses in construction, automobile mechanics, electrics

and welding in an attempt to increase employment

opportunities along with a goal of self-management of the

Training School.

Cultivation of Medicinal Plants

The Herbal Garden Project was launched in 2013 based

on a request from the Kayin State Government. Kayin

State Medicinal Resource Center opened in 2016, which

enabled systematic cultivation and processing of medicinal

plants that meets market needs. Processed medicinal

plants are currently sold to a pharmaceutical company in

Myanmar, but the Center plans to partner with more buyers

in the coming years. The Center also provides training on

medicinal plants to local government officials and farmers,

aiming to contribute to the development of the rural

communities in Kyain State.

Prosthetics/Orthotics services have been provided at the

National Rehabilitation Hospital, Yangon, the largest city in

Myanmar, to meet the needs of people there. Myanmar

government officials and the International Red Cross have

considered to expand the service provided area, for

example to Mandalay and consultation is on-going.

National Rehabilitation Hospital used to provide P/O

services to 400 people per year. Now it has been

increased to 2,200 per year with our support. The Nippon

Foundation has also supported schools of P/O in

Myanmar’s neighboring countries, and graduates from

Indonesia and Cambodia have worked here and

contributed to providing services.

The Prosthetist/Orthotist Training Course based on the guidelines

for the International Society for Prosthetics and Orthotics (ISPO),

which is recognized by WHO, has been established and

operated at University of Medical Technology, Yangon. This aims

to implement the training of local Prosthetists/Orthotists. Students

need to take Cultural Studies in first year of University, and then,

this course corresponds to three years from second to forth. 15

students started to take this P/O Training Course as the first class

in January 2015. Around 15 students will be accepted each year,

with the long-term target for training 200 to 300

Prosthetists/Orthotists.

Since 1994, The Nippon Foundation has distributed

welfare vehicles in order to support the community

lifestyles of disabled persons and the elderly in Japan.

Those vehicles that have fulfilled their roles in Japan, but

are still serviceable, are converted into ambulances to

reinforce the emergency medical services in Myanmar.

Some of the vehicles are not converted and are allocated

across Myanmar to be used for public health purposes. A

total of 258 vehicles have been donated to Myanmar up to

FY 2015.

From 2017, Prosthetics/Orthotics services has been

provided in Mandalay, the second largest city in

Myanmar. Hiring graduates of P/O schools in Sri

Lanka and Cambodia, the clinic aims to provide

services to 1,000 patients per year at maximum.

From 2018, it plans to hire graduates of P/O school in

Myanmar to gradually increase the numbers of

prosthetist/orthotist. The Japanese Embassy also

supported the construction of this clinic and made a

grant of USD98,252

Over three years from 2009, 7,000 traditional-medicine boxes

containing seven kinds of natural remedies manufactured at

Myanmar's National Traditional Medicine Factory have been

distributed to 14 states and regions all over Myanmar (500 boxes

per region, one box per village), serving some of the the villagers'

health needs. The Ministry of Health's Department of Traditional

Medicine is in the process of adding another 1500 boxes/villages

per state over three years from 2012, bringing the distribution to

roughly 28,000 villages all over Myanmar. Furthermore, a

Myanmar medicinal plant pharmacopoeia containing 20 kinds of

medicinal plants (including the seven in the medicine boxes) has

been completed by a Pharmacopoeia Development Committee

Chaired by the Minister of Health, with work on a second volume

currently underway. Japanese experts, including some from the

University of Toyama, are also providing assistance by being part

of the development team. Moving forward, detailed data will be

collected, which will be used as a basis for improving the medical

treatment situation in villages.

Support for people with disabilities

Leadership trainings have been offered to potential young leaders with disabilities for

two main goals: 1) to promote social inclusion of persons with disabilities through

enlightening them and 2) to eliminate discrimination and prejudice towards people with

disabilities. Trainings for establishment of self-help branches and trainings for

improving management for the established branches have also been provided. 110

young persons have received this leadership training and 24 branches have been set

up since 2011. The total number of members is over 2,200 today. Beginning in 2017,

the second five-year plan calls for the strengthening of the head office’s management

functions and support for local branches. The focus on existing social work activities

will also be further enhanced. In addition, the first disability-inclusive business

incubation center in Myanmar was established in August 2014 to expand their job

opportunities and support disability-inclusive business. This centre offers basic ICT

and English education programs to persons with disabilities, and plays a role as a

support stronghold to launch the business.

The project purpose is to provide a training course using a

specially made curriculum for visually impaired persons to acquire

the medical massage techniques used since ancient times in

Myanmar. The training's focus will mainly be on acquiring practical

skills, but also includes lectures concerning anatomical theory and

traditional Myanmar medical massage techniques. The objective

is the achievement of increased independence and income for

visually impaired persons participating the course. The school was

opened in January 2016 in Mandalay.

TA scholarship program to expand opportunities for university

education for persons with disabilities. The Nippon Foundation will

pay scholarship students a maximum of $150 a month, while the

Myanmar Apex Bank will provide zero-interest loans. A total of 79

people have been selected to receive scholarships as of December,

2016 (26 in the first year, 26 in the second, and 27 in the third).

The purpose of this project is to enhance

job opportunities for people with

disabilities through providing training such

as basic Information and Communication

Technology (ICT) skills and graphic

design. By combining with other TNF

projects in this field, we aim to promote

self-reliance and social inclusion of

people with disabilities.
