Our FBI resident, Leon Dobbs has consented to sharing another of his many cases with us Providence Park friends. He began his first assignment with the FBI on March 1, 1955, in Detroit, Michigan, where he worked with George Blue, an experienced agent with a wealth of knowledge about crime in Detroit and Windsor, Ontario.

Early on, the first major case that George and Leon investigated involved a car theft ring in which new cars, Cadillacs and Oldsmobiles, were being stolen from Detroit automobile dealerships and transported to Windsor for sale. Fortunately, George had several contacts in the Royal Canadian Mounted Police (RCMP), and, by chance, he had an informant who was dating a Canadian who told her that he was registering American made vehicles before they were smuggled from Detroit into Canada to avoid paying the high duty taxes.

Three Cadillac and two Oldsmobile Dealers in the Detroit area had reported 36 new vehicles stolen over the previous year. They had no idea how they were being stolen. George and the RCMP had learned from their informants that two Canadian businessmen would go alone to the new car dealers, test drive a new car alone, make a wax imprint of the two keys (door and ignition) and return the vehicle to the dealer. Keys would be made by the businessmen and given to the thieves with a good description of the vehicles and the approximate location on the lot. The thieves would check on the vehicles daily until they were moved and parked near an exit. They then would get in the cars and drive them from the lot to a house in nearby Royal Oak, Michigan. (Having worked on the case for sometime before Leon’s arrival in Detroit, George showed him the house with its detached double

garage.) The businessmen would have their friend in the registration office in Windsor issue new car tags for the stolen cars and send them to the thieves to put on the cars before driving them to Windsor.

Surveillance at the house began early on a Sunday morning. George parked the van with the hood up to give the impression of having car trouble and walked away, leaving Leon in the back hidden behind heavily darkened windows. The van was parked on the street directly in front of the driveway, so all activities in both sides of the garage could easily be seen. As action started, Leon was able to get pictures of two men and the car they drove there, as well as the two stolen cars parked in the garage. He was also able to photograph the men placing the Canadian license tags on a Cadillac and an Oldsmobile and driving the cars out of the driveway around 8:00 a.m. Leon

Frances was born in Oklahoma City – “got to Texas as soon as I could” she said. When she was nine (9) years old the family moved to Canyon, Texas where she graduated from high school in 1948.

New Friends at Providence Park

Frances attended Baylor from 1948 to 1951. She met her husband while at Baylor and they were married in 1950. Her husband worked for Diamond Shamrock and 3M and she said they moved about 25 times during their married life.

Frances had three children; a boy and two girls. She lost her son when he was 19 years old. He had a rare blood disease called Aplastic Anemia. Her daughters are both teachers, one here

Welcome Frances Standley Apt. 1108in Waco and the other in Houston. She has five grandchildren and four live in the Houston area and one works for a Senator in Washington D.C.

Frances moved to Waco to be near her daughter. She’s enjoying the meals here and says “I’ll probably gain weight.”

We want to welcome Frances to Waco – one more time and welcome to Daisy, her cat too.

remained behind to watch the car left by the two men as other agents followed the stolen cars through Port Huron, Michigan, into Sarnia, Ontario. At that point, the RCMP took over and followed the cars into Windsor where they were left in a busy parking lot. No arrests were made.

On Monday George learned that the car dealers did not know those cars were missing; however, on

Wednesday he was advised that two Oldsmobiles were not accounted for. Early Thursday morning, Leon and a partner were back in the van, parked in the same position without the hood up. They observed no action at the garage throughout the day. Leon was back in position early Friday alone in the back of the van. As before, about 8:00 a.m., the same two men and a third man arrived together. The third man got out of the

back seat, reentered the car and drove away. The other two men opened both garage doors, put the plates on the stolen Oldsmobiles, backed the cars out of the garage, locked the garage doors, and drove the cars away together. Leon was instructed to drive the van, first participating in the surveillance of the stolen cars, and then joining the RCMP in Sarnia as they followed the stolen cars. The RCMP officers coordinated the arrest of the two men at

The car thieves were very cooperative. Around 3:30 p.m., RCMP officers monitored two telephone conversations the thieves had with the Canadian businessmen. The first call was about where they should park and leave the keys to the new cars, claiming several policemen were “all over” the regular parking lot. In the second, they urged the businessmen to come out of their offices onto the street where the cars had been parked and remove them before the 4:00

p.m. deadline for towing. A large eighteen-wheeler truck pulled up beside the cars as the men were starting the engines. Four RCMP officers promptly arrested the two businessmen and moved the cars out of the area before the parking deadline.

Leon served in Detroit, Norfolk and Kansas City as a Special Agent Account Investigator for 9 years. At FBI Headquarters he held positions of Supervisor, Unit Chief and Inspector for 12 years. He was Assistant Special Agent in Charge of the St. Louis FBI Office

and Special Agent in charge of the El Paso FBI Office. Throughout his career, he received two incentive awards for supervisory work and more than 25 commendations for his case work. He retired June 12, 1979.
