From Pyu, Bagan, Pinya, Inwa periodsto Nyaungyan, Konbaung, Yadanabon periods,Myanmar music and dramatic arts has played apivotal role and the uniqueness of Myanmarcharacteristics, cultures, traditions andcustoms can be witnessed throughout thehistory.

The onus, therefore, is on every citizenas a national duty to preserve and promote ourthousand-year-old Myanmar traditional cultureand arts to sand tall in the world, to fosternationalistic spirit and study Myanmartraditional culture and arts to safeguard againstalien cultural influence, to hand down the dutiesof preserving and safeguarding traditionalculture and arts in order to exist forever, andto harmoniously realize the objectives of theMyanmar Traditional Cultural Performing ArtsCompetitions.

NAY PYI TAW, 17 Oct—Three innocent people ofManngon Village, Nankham Township, Shan Statewere killed, two injured and two taken by KIA armedgroup.

According to information that Ko Naing (a) NaingWunna of Manngon Village, was found dead withgunshot wound at his house, the authorities concernedon 15 October morning went to the site and found KoNaing (a) Naing Wunna, 41, his son Maung Nay YeLin, 20, and charcoal worker Maung Thet Ko Naing,24, dead with gunshot wound, and Ma Sandar Win, 41,wife of Naing Wuuna and charcoal worker Maung YeKo Ko, 22, injured.

According to the two injured, it is learnt that atabout 8 pm on 13 October a 15-member KIA grouparrived there and asked money from them whoresponded with no money. After ransacking the house,the armed group took K 250,000 and three pieces ofjade stones and shot Ma Sandar Win, calming that she

Volcanic ash forces Buenos Airesairports to cancel flights

BUENOS AIRES, 17Oct—Two airports heresuspended all or part oftheir flights on Sundaydue to the volcanic ashcloud generated byChile’s Puyehuevolcano.

Argentine Trans-portation Minister JuanPablo Schiavi confirmedthat all flights had beencanceled at the JorgeNewbery Airport, whichprovides domestic andregional services.

“All the companies

which operate in theairport have canceledtheir operations. Wehope that the ash cloudwould disappear fromthe sky,” Schiavi toldlocal television.

As to the city’s otherairport, EzeizaInternational Airport,Schiavi said thatalthough it remains open,most airlines havedecided to cancel ordelay their flights untilthe ash cloud disappears.

Residential building fire kills nine in RussiaMOSCOW, 17 Oct— Five children and four adults

were killed when a fire engulfed a residentialbuilding in the Russian Region of Krasnoyarsk, theITAR-TASS news agency reported Monday.

The fire was reported less than an hour aftermidnight in a village in the Siberian krai, accordingto the agency, which quoted local emergencyofficials as saying that a couple, their five children

and two guests were sleeping in the building whenit was ablaze. Firefighters worked for several hoursat the scene, but did not prevent the flames fromburning all the household goods inside and outsidethe building into ash. The cause of the fire was stillunder investigation, but the agency said that latereporting might have contributed to the severity ofthe tragedy.—Xinhua

Volcanic stain spreads off coast ofEl Hierro

MADRID, 17 Oct— Sea stain causedby the underwater volcanic eruptionoff the coast of the island of El Hierrohas grown to almost half the size as theisland itself, according to the latestsatellite photos.

The green stain, visible on thesurface of the sea, was caused bysulfur expelled by the underwatervolcano, which began to erupt onThursday after several weeks of seismicactivities.

Spanish government scientistshave been investigating the eruptionfor several days.

New Zealand South IslandWELLINGTON, 17 Oct— A light plane crashed in

New Zealand’s South Island on Monday, causingone person dead and two others injured, policesaid.

The Cessna Skyhawk crashed onto theArrowtown Golf Course about 3.30 pm local timeon Monday (2:30 GMT), landing in a gully. Its tailsection has broken off and witnesses at the scenereported the plane was on fire, Radio New Zealandreported.

Two killed, six injured in suicideattack in N Afghanistan

KABUL, 17 Oct— Two were killed including thesuicide attacker and six injured Monday morningin a suicide attack in Maiman City, the provincialcapital of Afghanistan’s Faryab Province, policesaid. “A suicide bomber blew his explosive up nearthe vehicle of head of provincial intelligencedepartment at around 8:30 local time (0400 GMT)in third sub-district of Maiman City,” a policeofficial, who asked not to be named, told Xinhua.

He said the suicide attacker and a child werekilled in the blast that also injured six peopleincluding a provincial intelligence official, three ofhis bodyguards and two civilians. The area iscordoned off by police.—Xinhua

Japan cuts view of economy amid overseas slowdown TOKYO, 17 Oct—The Japanese government on

Monday downgraded its view of the economy forthe first time in six months as an overseas slowdownweighed on output and exports, while a strong yenfurther clouded the outlook.

In its monthly report for October, the CabinetOffice said “the Japanese economy is still picking upalthough the pace has decelerated, while difficultiescontinue to prevail” due to the 11 March earthquakeand tsunami. Smoking linked to earliermenopause

SYDNEY, 17 Oct—Women who smoke may hitmenopause about a year earlier than those who don’tlight up, according to a study that also notes anearlier menopause may influence the risk of gettingbone and heart diseases. The study, which wascarried in the journal Menopause, pooled data fromseveral previous studies that included about 6,000women in the United States, Poland, Turkey andIran.

Non-smokers hit menopause between age 46and 51, on average. But in all but two of the studies,smokers were younger when they hit menopause,between 43 and 50 overall. During menopause, awoman’s ovaries stop producing eggs and she canno longer get pregnant.

“Our results give further evidence that smokingis significantly associated with earlier (age atmenopause) and provide yet another justificationfor women to avoid this habit,” wrote study authorVolodymyr Dvornyk, from the University of HongKong. Dvornyk and his colleagues also analysedfive other studies that used a cut-off age of 50 or 51to group women into “early” and “late” menopause.Out of more than 43,000 women in that analysis,women who smoked were 43 percent more likelythan nonsmokers to have early menopause.

Both early and late menopause have been linkedto health risks. Women who hit menopause late, forinstance, are thought to be at higher risk of breastcancer because one risk factor for the disease is moretime exposed to estrogen.

Dvornyk’s team did not have information onhow long women had been smoking or how manycigarettes they smoked each day, so his team couldnot determine how either of those factors may haveaffected age at menopause. For that reason, and alack of data on other health and lifestyle factorslinked to menopause, the analysis may not be enoughto resolve lingering questions on the link betweensmoking and menopause, they said.—Reuters

China’s gold output up 3.87 pctduring January-August periodBEIJING, 17 Oct—China’s gold output rose by

8.436 metric tons, or 3.87 percent year-on-year, toreach 226.388 metric tons during the January-Augustperiod, the Ministry of Industry and InformationTechnology (MIIT) said Monday.

In August alone, China produced 31.889 metrictons of gold, up from 30.08 metric tons in July, theMITT said in a statement on its website.

The combined output value of Chinese goldproducers totaled 169.1 billion yuan (26.54 billionUS dollars) in the first eight months of the year, up23.14 percent year-on-year.

Many people are interested in Myitsone projectand every media has produced various criticismson it. No sooner had the President sent a messageregarding the project to the Hluttaw than variousforms of criticisms were rife not only in thecountry but also in the neighbouring country andinternational community. Especially, there aremedia attacks with the intention of harming Sino-Myanmar relations.

The Myitsone project started soon after ChinaPower Investment Corporation (CPI) and Ministryof Electric Power No (1) signed agreements in2006. A total of US$ 20 billion have been investedin seven dams on Maykha and Malikha riversincluding Myitsone project worth US$ 3600million. But there arose public concerns overMyitsone project that could trigger devastatingeffects on Ayeyawady River and environment,bringing serious consequences. The Uniongovernment has the responsibility to address publicconcerns in all seriousness when those concernsspread rapidly among the people. So, the Presidentdecided to inform the people through the Hluttawthat construction of Myitsone dam project will besuspended in the time of the present government.So everyone has to welcome this announcement asthe government elected by the people decided to do sorespecting the people’s will.

But there arises a new issue how Sino-Myanmarrelations will be affected due to suspension ofMyitsone dam project. Regarding this issue, themessage of the President apparently stated thatcoordination will be made with the neighbouringfriendly country, the People’s Republic of China,to accept the agreements regarding the projectwithout undermining friendly ties.

In fact, China and Myanmar are neighbourssharing a long border and the two countries havemaintained bilateral friendship and relationshipalong the course of history. Such a long history ofPaukphaw relationship has grown intoComprehensive Strategic Partnership ofCooperation. Both countries are trying hard tostrengthen more and more their already-achievedmutual trust, good neighbourly relations andbilateral cooperation.

Besides, the two countries have co-existed inpeace through equality, sympathy andunderstanding during the period of more than 60years since the establishment of bilateral diplomaticties. The proclamation of the establishment ofComprehensive Strategic Partnership ofCooperation between Myanmar and China is notonly the highest in the relations between China

Kyaw Ye Minand other countries but also the remarkable progressthat opens the new chapter in the history of Sino-Myanmar relations. So it can be witnessed vividlythat the two countries are cooperating in varioussectors through comprehensive strategiccooperative partnership.

Especially, China rendered a lot of assistancefor economic development of Myanmar after 1988.China built significant bridges, buildings andfactories with its own money and providedtechnical assistance to Myanmar. Cash assistance,interest-free loans and business loans were alsogiven to Myanmar many times. Cooperation hasincreased in the many projects of energy,electricity, transport and agricultural sectors.Cooperative efforts are being made inimplementation of Kyaukpyu economic andtechnological development zone, deep-sea port,oil and natural gas pipeline and railroadconstruction projects for having access toeconomic and trade activities with India andBangladesh through Myanmar-China border. Thetwo countries will continue to cooperate inrendering necessary assistance for SEA Games2013 and ASEAN Summit 2014 to be held inMyanmar.

In trade sector, China is the second largesttrading partner of Myanmar. Trade volume betweenthe two countries had reached nearly US$ 5.3billion during 2010-11 fiscal year and it is expectedto reach US$ 6 billion in 2011-12 fiscal year. Ininvestment sector, China is the largest investor inMyanmar. It is learnt that China has invested US$15.8 billion in a total of 72 projects, which isexpected to add with influx of Chinese investmentsinto coming Dawei Special Economic Zone.

Moreover, China is a friendly nation which haslong been on Myanmar side in UN and internationalarena. In the course of history, China has stoodfirmly with Myanmar, defending the truth andsafeguarding the national interests of Myanmar. Inaddition, China respects the sovereignty andterritorial integrity of Myanmar and its fullcooperation with the latter in events and phenomenain border regions has proved its spirit of goodwill inSino-Myanmar relations.

One good turn deserves another and Myanmarhas strictly adhered to One-China Policy and showedits massive support in Taiwan, Tibet and XinjiangUyghur issues. It also stood on China’s side inrestructuring of the United Nations. Now, the twoneighbours have entered into ComprehensiveStrategic Partership of Cooperation, which has pavedthe way for mutual strategic support.

Another point is that both Myanmar and Chinaare developing nations which share the commoninterests in international and regional arena. Thus,Myanmar will safeguard the fair interests of Chinaand vice versa. So, it is crystal clear that Sino-Myanmar relation is not an ordinary relationship butlong-lasting strategic partnership.

Putting two and two together, Myitsone issuealone can hardly affect Sino-Myanmar relation inthe face of mounting reciprocal measures, i.e.mutual benefits, interdependent relationship,ongoing joint-projects as well as potential bilateralwork plans. Myitsone issue is to be settledthrough reciprocal coordination with China PowerInvestment Company, without harming the amity.There is no way this case cannot be successfullysettled as the two nations have treated each otherlike brothers sine time immemorial. I believe thatthe two sides could reach mutually acceptableagreement some time in the future.

Our Union in deed is like a big family. If thecentral State is of parents, the regions and statesare of offspring. The parents will try to equallyshare all fruits of their efforts with their offspringand all offspring, in turn, need to looks after thefamily’s interests without selfishness. Myitsoneissue cannot be left to Kachin State to handlealone because of the case having occurred inKachin State, but the entire nation has to face thepros and cons of the case. Likewise, advantagesand disadvantages of oil and gas production inRakhine Offshore is not merely concerned withRakhine State but with the whole country whichhas to share its positive and negative impacts. So,parent-offspring relationship and family spirit areof vital importance. As the Myitsone issue isconcerned with the entire nation, the whole familyneeds to join hands in seeking the solution with astrong sense of family spirit.

To put it in a nut-shell, definitely no wayMyitsone issue can ruin Sino-Myanmar relations.The President has vowed accommodationmaintaining the status quo. Furthermore, Sino-Myanmar relations have been of deep Paukphawrelationship of Cooperation since the time ofrecorded history and now have enteredComprehensive Strategic Partnership of Cooperation.Thus, the amity and friendly ties between the twoneighbours would be going from strength to strengthin the time to come. The poverty rate gapin some regions and states stands at sevenfold.

In order to meet Millennium Development Goal, theState needs to apply itself to narrowing the gap betweenurban and rural areas, aiming at reducing poverty ratedown to 16 % in 2015.

As it is required to carry out rural development andpoverty alleviation tasks up to December 2015, tenwork programmes for poverty alleviation are to beembraced as directives. They are:-(1) needs to make vertical extension more practical than

horizontal extension(2) needs to grow marketable strains: if the output is

from 50 baskets to 100 baskets per acre, they willbe profitable and if the output is quality products,growers will be able to make more money

(3) needs to seek way to reduce cost of production toremedy less profit due to high production cost

(4) needs for coordination between departments andvillages to use harvesters and ploughing tools bypurchasing them in combination and using themalternately to remedy time limitation betweenharvesting and ploughing times as paddy qualitybecomes terrible due to piling paddy on embankmentafter being harvested that lead to low income andgiving time to grow beans and pulses

(5) ensuring distribution of seeds, fertilizer, pesticide,

growing of paddy, beans, sesame and seasonalcrops through double- and triple-cropping patternsensures primary income, growers have to wait forfour or five months to enjoy this; breeding ofchicken, pig and cow on a manageable scale as wellas extension of integrated farming to have secondaryincome

(9) individually growing of semi-perennial and perennialplants to have secondary income on a commercialscale and to have one village one product

(10) giving encouragement to production of otherhandicrafts, arts works, personal goods, andhousehold goods as well as growing crops inimplementing one village one product project.Efforts should be made to extensively grow crops

which are favourable to regional climate. For example,tea should be grown extensively in Chin State. Only then,will the tasks of the development of rural areas andpoverty alleviation be implemented.

To reduce the poverty, it is needed to draw farmactivities and non-farm activities programmes for ruralpeople. One village one product programmes and ruralindustrialization programme play an important role inimplementing the non-farm activities. As most of privateindustries are small-scale ones, it is needed to supply rawmaterial, electricity and smooth transportation fordevelopment of the small-scale industries.

For development of micro-credit schemes,encouragement should be given to micro-credit schemesfor vendors, hawkers and daily-waged workers.

For development of cooperatives, efforts should bemade to gain confidence from the people in cooperativesocieties. In the rural area development and povertyreduction drive, achievement can be made within a shorttime only through cooperation. Therefore, efforts shouldbe made for development of cooperative societies.

For development of socio-economic life of ruralpeople, education, health, transportation, safe drinkingwater and irrigation should be on list of priorities.

Efforts should be made to encourage producingenergy from bio gas and it is needed to take measures forincreased production of energy. Especially, supplyingelectricity to all rural areas is necessary for the rural areadevelopment task.

While encouraging sustainable development,emphasis should be placed on environmental conservation.New technologies and ways should be sought not topollute water and air due to boosting production. Toconserve the environment, tasks for production of fire-wood substitute fuel and extension of forest reserves are

regions and states and they are working for the drive.Therefore, the committees are to report onimplementation of works and difficulties, the Vice-President said.

Afterwards, Union Minister for Agriculture andIrrigation U Myint Hlaing reported on distribution ofseeds of rice, beans and main crops to farmers, productionand distribution of special high-yield strains of crops byresearch departments, budget, cooperation with Vietnamand India to get high-yield strains of rice and arrangementsfor effective role of private sector.

Besides, he also reported on scientific agriculturalmethods, disseminating agricultural knowledge farmerto farmer and good agricultural practices for effectiveuse of paddy strains.

He then elaborated on ongoing research works,transformation into mechanized farming, moreinvestments at home and abroad in agriculture sector,implementation of irrigation systems and availability ofwater for agricultural purpose, disbursement ofagricultural loans, arrangements for production of value-added products in realizing the one village-one productscheme, and attracting private entrepreneurs to invest inagriculture sector.

With regard to development of livestock and meatand fish production, Union Minister for Livestock andFisheries U Tin Naing Thein reported on progress oflivestock breeding, fishery and production tasks inregions and states, formation of syndicates in meat andfish sector, participation of local people, production,consumption and surplus production and importing ofmeat and fish in respective regions, raising livestockbreeding tasks on a commercial scale due to marketdemand, availability of investment, extended formationof integrated farms in regions and states and their workprogress, cooperation of UN agencies in work sectors,invitation to entrepreneurs for formation of specializedcompanies, and joint ventures of national entrepreneursand foreign investors.

Regarding development of rural area small-scaleindustries, Union Minister for Commerce U Win Myintreported on availability of raw materials, investment,technology and market being undertaken by Rural AreaSmall-scale Industries Development SupportingCommittee, progress of these tasks in Sagaing, Bago andAyeyawady Regions.

Four adults found chainedin storage closet

PHILADELPHIA, 17 Oct—Philadelphia police saythey found four mentally disabled adults chained ina storage closet Saturday while checking forsquatters in an apartment building.

“It’s obviously very unsettling — it’s verydisturbing,” City police Capt Frank Bachmayersaid.

The three men and one woman, all in their 40sand said to have the mental capacity of 10-year-olds, were being held in a 15-foot by 15-footstorage closet with a low ceiling and weremalnourished, The Philadelphia Inquirer reported.

“The conditions they were living in weredeplorable,” said police spokeswoman Tanya Little.“It was not good.”

The four victims were taken to a medical facilitywhere they were being fed and evaluated.

Six Hluttaw representatives raisedsix questions on agriculture and irrigation,and Deputy Minister for Agriculture andIrrigation U Khin Zaw replied to them.

U Nyan Swe Win of KyaukkyiConstituency asked how the governmentwill manage arrangements for upliftingcapabilities of agricultural economicmanagement for farmers not to dependon loans. The deputy minister repliedthat organizations including the Regionand State governments are to organize,supervise and control the farmers forimplementation of uplifting capabilitiesof agricultural economic management offarmers across the nation to be able toescape from circle of depending on loans.

The Ministry of Agriculture andIrrigation has adopted five key tasks forgrowth of agricultural production. Thesekey points are to use high yield qualityseeds, to apply good agricultural patterns,use agricultural inputs, fertilizers andnatural fertilizers including water foragricultural purpose in right time, to reduceproduction cost and trading cost includinguse of seeds, inputs and charge of labourfrom the growing to harvesting period,and to seek the strong market and costeffectiveness for the crops. The deputyminister replied that the State gives priorityto disbursement of agricultural loans tofarmers engaging in less than 10 acres offarmlands, who may face difficulty inagricultural loans, and there is no plan todisburse loans to the farmers who havemoney might to work more than 10 acresof farmlands.

With regard to individual savings offarmers, there are 3,024,000 farmers whoopen savings accounts up to 12-9-2011and they saved K 63585.63 million.However, farmers individually saved K21,027 only. As the money is personalsavings of individual farmers, MyanmaAgricultural Development Bank givesprescribed interest rate to them. If theywant to take out their savings, the bankwill immediately withdraw their savingsto farmers.

In 2011-2012 fiscal year, a plan wasset to disburse K 37,7791.64 million asmonsoon, cold season and pre-monsoonloans to farmers. To do so, savings offarmers are circulated in disbursement of

annual loans to farmers. Savings offarmers are to be paid interest without anyloss. In accord with the banking rules andregulations, their savings are used indisbursing regular agricultural loansthrough yearly installment system.Therefore, the savings of farmers will notbe set up as an emergency fund at MyanmaAgricultural Development Bank to be usedin timely cultivation of crops on the farmsdamaged in the natural disasters.

U Maung Maung of ThayawadyConstituency asked whether Myanma

Agricultural Development Bank has aplan to disburse loans to farmersdepending on actual owned farmlandsas those who own more than 10 acres offarmlands miss the chance to borrowagricultural loans. The deputy ministerreplied that with regard to disbursementof agricultural loans to farmers, the Statehas adopted a plan to assist the farmerswho are lesser capital. It may assume thatthose who own more than 10 acres offarmlands have much capital of farming.Moreover, farmers can pawn or sell theirfarmlands to seek capital if necessary inaccord with the forthcoming farmlandlaw.

Priority will be given to disbursingagricultural loans to the farmers who ownless than 10 acres of farmlands due todifficulty of agricultural capital. There isno plan to disburse loans to the farmerswho own more than 10 acres of farmlandswith much capital. Focusing on interestof the farmers, the State disburses loansto farmers, and Region and Stategovernments are to supervise farmers foreffectively spending the loans on cultivationand production of crops.

With regard to the question askingthat unequal rate of instrumentregistration fee means unequal chancefor the people and whether there is aplan to visibly post the instrumentregistration fee for the people raised byU Nelson (a) U Hsaung Hsi of KyaukmeConstituency, the government haspromulgated the fee for registration ofinstruments in accord with Section 78 ofexisting Instrument Registration Act. Listof fees for respective contracts or workshas not been amended up to now and thefees are prescribed equally across thenation. Differences of fee are based ontypes of instruments.

The Section 79 of the InstrumentRegistration Act has has stated thatregistration fees for instrument shall beposted in public at all instrumentregistration offices. Arrangements forposting registration fees in public at allinstrument registration offices have beenmade. According to the Instrument

Registration Act, measures are being takenthrough existing laws, rules andregulations and directives in order not tolose rights and interests of the people, toensure deserved opportunities, and not tosee forgery. Further arrangements willalso be made to extend advertisingmeasures to let the people know morethan before.

U Pyae Maung of Madaya TownshipConstituency asked whether there is aplan to continue to implement UpperHsedawgyi dam project in Madaya

Township. In response, the DeputyMinister said that Irrigation Departmentstarted construction of Hsedawgyimodulating dam project in 2006-2007 andcarried out construction of approach roadto the dam, buildings, clearing of alignmentof the main dam, and concreting works.According to earlier plan, construction ofthe dam was under the duty of IrrigationDepartment of the Ministry of Agricultureand Irrigation, and construction ofhydropower station was under Ministryof Electric Power No. 1.

In July 2009, Htoo Trading Co throughBOT system signed MoU with Ministry ofElectric Power No. 1 on constructionhydropower station of Hsedawgyimodulation dam, and coordinatedconstruction of the dam with the IrrigationDepartment. The Irrigation Departmentterminated its all works in 2009 due todenial of budget allocation.

Now, the government instructed theMinistry of Agriculture and Irrigation toconduct feasibility study on restart of theembankment and seek investors. So, theMinistry is seeking and offering the projectto committed investors at home andabroad. Although Hsedawgyi modulatingembankment construction project is theone incredibly beneficial to the State andregion, there is no budget allocation on listof priority. If an occasion arises,construction works will start again.

U Khin Maung Myint of YaksawkConstituency in his question said thatconstruction of Kengkhammultipurpose dam project beingimplemented by the Ministry ofAgriculture and Irrigation started inJanuary 2005 and terminated inNovember 2009, asking that whetherthere is a plan to resume constructionworks. In response, the Deputy Ministersaid that as from 2005-2006, conductingof geological study on compiling geologicalmap, drawing designs of buildings andembankment, and concreting works ofKengkham multipurpose dam project wascompleted by 13.05 per cent of the wholeproject.

It is needed to takemeasures for changing the system step bystep as it is a key to interests of the Stateand the people. The proposal will bringfruitful result to the State.

Regarding the proposal, the PyithuHluttaw Speaker said that as discussionsof Hluttaw representatives were awfullyhelpful facts to be followed, Hluttawshould record it. The main theme in thatregard is based on findings of emergenceof State-owned firms and State-ownedcompanies agreeable to present situation

in order to brace development of State’seconomy. If private companies emergefrom State-owned firms and State-ownedcompanies, it is essential to changepractical budget system. Only if workprocedures are carried out step by stepcan goal be seen.

Budget means balancing of debitand credit. Even world rich countrieshave to face budget deficit. But, economicgrowth of a country can be made bytaking measures to reduce budget deficitlittle by little. Although economicdevelopment measures are being takenthrough might of public and privatecompanies in global countries, eveneconomic-leading countries started theireconomy based on State-ownedcompanies. Therefore, the proposalsubmitted now is a must-do.

The minister stressed the need forcooperation between the Ministry ofForestry and other ministries and localpeople to conserve the natural resourcesin the country as part of efforts fordeforestation and natural disasters riskreduction.

U Kyun Khe of Chin Stateconstituency No. 1 asked whether thereis a plan to resume extraction of pineresin for medicinal purpose from pinetrees which was growing across Chin

State.The Union minister replied that the

Forest Department has established 9,100acres of pine tree plantations from the 1981-82 to the 2011-12 fiscal year and about 5.9millions of pine trees which have 2 ft andabove in circumference are growing in theplantations and the forests in Chin State.

The Forest Department had practicedU-BARI K method to extract pine resinfrom the pine trees which have five feetand above in circumference not to damagethe trees and meanwhile, the ministry hadallowed the Myanmar Paper and ChemicalIndustries to extract 150,000 viss of pine

resin. The ministry was also coordinatingto apply an advance technology and toinvite foreign investment in extraction ofpine resin.

Besides, the ministry wouldimplement the project for extraction ofpine resin if foreign investment flows intothe sector as the project would create jobopportunities for local people and wouldbenefit the State.

Afterwards, Deputy Minister forInformation U Soe Win replied thequestions of the three representatives.

Dr Myint Kyi of Yangon Regionconstituency No. 8 asked whether thereis a plan to review the programmes ofMRTV to conserve Myanmartraditional cultural heritage.

Deputy Minister U Soe Win repliedthat Myanma Radio and Television hadthree objectives: to inform, to educate andto entertain: and had broadcast

programmes in accordance with thepolicies laid down by the State. Atweekend, MRTV broadcast eighth hoursper day : from 7 am to 9 am, from 11 amto 3 pm and from 4 pm to 10 pm.Myanmar International Channel broadcastprogrammes in English from 9 am to 11am daily. The Information programmeaccounted for thirty per cent of a dailyprogramme of MRTV, the educationprogramme for thirty per cent and theentertainment programme for 40 per cent.

Programmes shot by private media,in-door and out-door programmes,ceremonies of the government, Myanmarmovies and foreign movies which wereadaptable to Myanmar’s culture werebroadcast in prime time. There are 12programmes of Myanmar culture in primetime and MRTV broadcast Myanmarmovies, videos and Myanmar traditionalcultural programees in Sunday afternoonsand evenings of Wednesday.

Regarding movie series, MRTVbroadcast movies from Korea, China,India and Singapore which were adaptableto national characters of Myanmar, andMinistry of Information had encouragedthe production of Myanmar movie seriesby private media, he said.

Afterwards, U Hnin Wai of KayahState constituency No. 12 asked whetherthere is a plan to retransmit digitalchannels such as MRTV and Myawadyto 10 villages in Maesaw Township,Bawlake District, Kayah State.

The deputy minister replied that atotal of seven relay stations had beenestablished in Kayah State.

Meisei re-transmission station cameinto operation on 4-7-2000. Thetransmission of 1 KW transmitter cancover 10-mile radius area, the 50Wtransmitter, five miles radius area and 10W transmitter, two miles radius area. Ifthere is no barrier between transmissiontower and receiver, transmission can beoperated on a wider range than the limitedarea. If not, the transmission cannot coverthe limited area thoroughly.

The distances between villages inMeisei Township and Meisei TV re-transmission station are six miles distancein Hose, eight miles distance in Namman,15 miles distance in Pantein, 12 milesdistance in Meisenan, eight miles distancein Nanhu, four miles distance in Hojit, 18miles distance in Nampeinlain, 22 milesdistance in Kyauksu and 14 miles distancein Lanhson. As such, it can be seen thatalthough people of Hose, Meisenan, Nanhuand Hojit can receive the TV programmethrough high intenna and booster, somevillage cannot receive it due to longerdistance than the limited one from the re-transmitter.

Myanma Radio and Television of theMinistry of Information gives priority toconstruction of TV re-transmissionstations in township and sub-townshipsin accord with the guidance of the Headof State. So far, already-built 226 re-transmission stations cannot covervillage-tracts from the dense forests andhilly regions. DTH system is being realizedin Myanmar for enabling the village-tracts to have easy access to TVprogrammes. It is a system applying theDirect to Home through satellite. Byinstalling the DTH equipment, the peoplewill have easy access not only free to airchannels from MRTV, MITV and MRTV-4 but also more channels to be extendedfree of charge. Moreover, these channelsare run round the clock, and they canenjoy the programmes at any time. Asthe prices for them are reasonable, thepeople can buy the equipment of DTH.

The government adopted the plan of

rural development and poverty alleviationled by the President. With regard to theplan, human resource development willbe undertaken in the rural socio economicdevelopment sector being undertaken bythe Union Minister for Information. Therespective region and state governmentshave formed rural socio economicdevelopment committees. Thesecommittees will make field trips to allvillages for fulfilling requirements ofgrassroots level in education, health, humanresource development and communicationsector. When these committees havecompleted the field trips, the mattersincluded in the submission will be solvedautomatically.

The matter on Myawady TV in thequestion is being broadcast by Directorateof Public Relations and PsychologicalWarfare of the Ministry of Defence.Therefore, the matter will be submitted tothe department concerned.

U Hla Swe of Magway RegionConstituency No. 12 asked whether thereis a plan to present Life-timeAchievement Academy Award. Inretrospect, motion pictures in Myanmarhave been produced for 91 years startingfrom 1920. Focusing on uplift of Myanmarmotion picture standard, the MyanmarMotion Picture Promotion Board wasformed in 1952 and the board has beenawarding outstanding artistes andtechnicians in the motion picture field. Upto 23-1-2011, the Myanmar motion pictureoutstanding award presentation ceremonyfor 2009 held in Nay Pyi Taw was for 54th

time within 58 years.In looking back the chronicle of

giving Myanmar motion pictureoutstanding award, three outstandingmotion picture awards were designatedin 1952 and 1953. The awards wereadded with Best Film Director Award in1954, Cinematographic Award in 1956,Best Actor Award, Best Supporting ActorAward, Best Actress Award and BestSupporting Actress Award in 1962, FilmScript Award, Film Music Award andFilm Sound Effect Award in 1990, andFilm Editing Award in 1994. So, thereare 11 best awards in motion picture. Itis known to all that due torecommendation of the Myanmar MotionPicture Promotion Board, a special awardis presented to the winner. During the 58years period from 1952 to 2009, a totalof 328 academy awards have beenpresented to the winners.

Increasing numbers of academyawards to the winners is aimed at ensuringpromotion of Myanmar motion picturestandard and development of those in themotion picture field. The Ministry ofInformation has adopted the aims andtasks for Myanmar Motion PictureOrganization and those of motion picturefield with a view to ensuring promotion ofMyanmar motion picture standard anddevelopment of those in the motion picturefield. Moreover, the ministry providesnecessary for them to implement the aimsand tasks as much as possible.

Latest equipment has been purchasedfor producing films to meet internationalstandards. Encouragement is being givento applying digital system and technological

special effects in the movies. Efforts arebeing made for emergence of modernstudios. Thanks to encouragement toemergence of advanced movie system,modern cinemas have emerged one afteranother in Nay Pyi Taw, Yangon, Mandalayand other major cities. Concerted effortsare being made for presenting movies andvideos will soon be shown across thenation through E-cinema system.

So, it can be seen that the State isassisting from all aspects for thedevelopment of film industry and thoseemployed in film industry; presentation ofAcademy awards is a shot in the arm for

promotion of film industry anddevelopment of those engaged in it; it isencouraging that all outstanding artisteshave won Academy awards and somegifted artists have won academy awardsfor several times, and so six-, five- andfour-Academy award winners haveemerged; artistes have the chance to playa role in film till the death and to winfurther Academy awards in their advancedages and because of this particular nature,such life-long achievements are notdifferent from Life-time AchievementAcademy Award in term of essence.

Regarding the presentation of life-time Achievement Academy Award ininternational countries, some countriespractices such system in accordance withtheir objective conditions but mostcountries still have not exercise suchsystem; looking to ASEAN andneighbouring countries, only Chinapresents the award in Golden RoosterFilm Festival.

More and more Academy awardshave been presented and now 12 awardsincluding special award have beenpresented yearly and thus the number ofawards is fairly adequate for Myanmarfilm industry and those employed in it forthe time being; as life-long outstandingfilm award is still not widely popular ininternational community and Myanmarcurrently needs not to develop such prize

and thus when conditions are mature, hisministry would coordinate with MyanmaMotion Pictures Organization forpresentation of such award.

The Hluttaw sent that paragraphs 1and 2 of the bill revoking the law onprimary rights and responsibilities of 1964Public Workers Act are part of the bill,which was confirmed and sent by thePyithu Hluttaw.

U Aung Hsan of PabedanConstituency said that aseligible members of theSangha submittedapplications on religioustitles for three consecutiveyears, he asked howdepartments concerned willconfer religious titles oneligible members of theSangha; and asInternational TheravadaBuddhist MissionaryUniversity admits under-45trainees, he asked whetherthere is a plan to reconsiderrelaxation of age limit forthe trainees. for Religious Affairs Thura UMyint Maung replied that atpresent, the number ofapplicants to take religious titlesis more than the chosen numberof eligible persons. As there areover 1000 applicants for religioustitles yearly, it is much difficultto choose the eligible persons.Under the advice of the StateSangha Maha NayakaCommittee and Sanghaorganizations, basicqualifications for respectivereligious titles were prescribed.For example, a total of 144members of the Sangha of 1181applicants were conferredreligious titles in 2010 with theaim of raising value of the titlesand scrutinizing the best eligiblerecipients. Although number ofapplication is larger, theapplicant members of theSangha may not be conferredreligious titles due to givingpriority to qualification.
