The National Trajectory Project Who are the people found not criminally responsible on account of a mental illness? The National Trajectory Project examined the path of people deemed not criminally responsible on account of mental disorder (NCR) in Canada. The study analyzed 1800 cases between May 2000 and April 2005 in the three most populous provinces: British Columbia, Ontario, and Quebec. It included a three-year, follow-up review of each case.
