Development Context

Urban Competitiveness (Art Corpuz)•

World population is increasingly becoming urban.•

Urban regions account for increasing amount of economic activities and values; these •regions are clearly establishing themselves as drivers of economic growth.

China has a significant share of the world’s most productive urban regions; the largest is HK-•Shenzen-Guangzhou region in the PRD, which accounts for 120 million people.

Philippine urban regions, in their own smaller scale setting, are following the same trend. •(Note: This comprises the bulk of the presentation; it will include maps and illustrations of urban trends focused on the region of Metro Manila.)

Instead of being subjected to anti-urban bias, this trend needs to be recognized as an •opportunity to enhance much needed economic growth in the Philippines, and consequently, supported by specific policies and projects.

In addition to fostering growth, these policies and projects should also address •environmental and other sustainability concerns.

Note: A possible segue way to the next topic is to mention that a large part of sustainability concerns is best addressed at the local level and therefore, local governance and administration is critical.

Given limited resources, focus •investments on Mega Manila where opportunities to enhance productivity and to reduce the cost of doing business are greatest.
