    s a l v a g e o f s h i p s and c a rg o , have been r e s u l t o f mar i t ime

    complex sys tem o f u nd er w r it e rs and P r u d e n t i a l and Indemni ty

    c l u b s . t u r n i n g p o i n t in m a r i t i m e h i s t o r y o c c u r r e d on

    March 1 8 , 1967 when th e 117 ,000 dwt s u p e r t a n k e r TORREY

    NYON s t r a n d e d on t h e Seven S t o n e s r o c k s in t h e a r e a o f s e a

    b etw ee n C or nw all and th e I s l e s o f s c i l l y . minor human

    e r r o r c a u s e d t h e i n c i d e n t - - t h e a u t o m a t i c c o n t r o l s w i t c h was

    l o c k e d o n , d i s e n g a g i n g t h e helm. I r o n i c a l l y , s i m i l a r

    a c t i o n i s b e l i e v e d t o have c o n t r i b u t e d t o th e EXXON V LDEZ

    i n c i d e n t . The i n a b i l i t y o f e x i s t i n g m a ri tim e r es po n se

    o r g a n i z a t i o n s t o d e a l wi th t h e 100 ,000 t o n s o f escaped c rude

    o i l was soon e v i d e n t . The m a r i t i m e c r i s i s e v e n t was

    o f f o f Cape Co d i n December o f 1976 p r o v i d e d e v i d e n c e t h a t

    t h e prob lems o f o i l s p i l l p r e v e n t i o n and r e s p o n s e had n o t

    been s o l v e d . I n a 1979 a r t i c l e r e v i e w i n g t h e p r o g r e s s o f

    o i l s p i l l c l e a n u p i n t h e t e n y e a r s s i n c e t h e To r r e y Canyon

    i n c i d e n t Whi te , N i c h o l s and G a r n e t t s t a t e t h a t l i t t l e

    p r o g r e s s h a s been made o v e r t h e p a s t d e c a d e t o r e d u c e t h e

    i m p a c t o f o i l s p i l l s t o t h e e x t e n t t h a t a v a i l a b l e t e c h n o l o g y

    s h o u l d a l l o w . I n a 1979 r e po r t t h e N a t i o n a l R e s e a r c h

    C o u n c i l o f t h e N a t i o n a l Academy o f S c i e nc es s t a t e d t h a tl i t t l e a t t e n t i o n h a s been p a i d t o ho w government and

    Once a c a t a s t r o p h i c e ve nt o cc ur s , r e s p o n s i b l e d i s a s t e r

    managers mus t c r e a t e an o r g an i za t io n a p p ro p r ia t e t o t h e

    demands o f t h e c r i s i s . In o r d e r t o do t h i s , t h e d i s a s t e r

    and t h e d ec is io n s t h a t w i l l have t o b e made i n i t s wake must

    be a n t i c i p a t e d . c o n t i n g e n c y p l a n n i n g , i n o t h e r words , must

    l o s t 240 ,000 b b l s i n approx ima te ly 2-3 h o u rs . S c e na r io

    THE EXXON VALDEZ: A SE STUDY

    The a u t h o r s were sponsored by t h e N a t i o n a l S c i e n c e

    Founda t ion t o v i s i t t h e s i t e o f t h e EXXON V LDEZ s p i l l andt o i d e n t i f y p o t e n t i a l a r e a s f o r f u t u r e r e s e a r c h The

    r e s e a r c h team found t h a t d e c i s i o n making i n t h e e a r l y hours

    o f t h e r e s p o n s e e f f o r t was c o n s t r a i n e d by i n a d e q u a t e

    p l a n n i n g i n s e v e r a l ways . The most obv ious symptom o f

    i n a d e q u a t e p l a n n i n g was t h e l a c k o f immedia te ly a v a i l a b l e

    r e s p o n s e r e s o u r c e s a f a c t w e l l documented i n sUbsequen t

    government and p r e s s r e p o r t s More s u b t l e b u t p e r h a p s

    e q u a l l y s e r i o u s was t h e f a i l u r e t o a n t i c i p a t e t h e d e c i s i o n s

    and a c t i o n s which a m a j o r i n c i d e n t would r e q u i r e and t o

    d e v e l o p i n f o r m a t i o n and d e c i s i o n a i d s which would s u p p o r t

    t h e s e a c t i o n s such compute r based a i d s a re d es cr ib ed by

    B e l a r d o e t a le 1 9 8 4 , Everson 1986 , H a r r a l d and Conway

    1981 , M ick and Wallace 1986 , and Wallace and De Balough

    1985 . E v e n t u a l l y t h e f e d e r a l OSC t h e s t a t e OSC andEXXON a l l e v o l v e d compute r sys tems t o t r a c k r e s o u r c e

    a l l o c a t i o n s c l e a n up p r o g r e s s a v a i l a b i l i t y o f key

    p e r s o n n e l and s p i l l movement. These sys tems a r e r e l a t i v e l ys o p h i s t i c a t e d i n v o l v i n g l a r g e d a t a b a s e s and g e o g r a p h i c a l

    i n f o r m a t i o n sys tems , and l i t e r a l l y hundreds o f p e r s o n a l

    compute r s a r e i n u se a t t h e s p i l l s i t e U n f o r t u n a t e l y, none

    o f t h i s t e c h n o l o g y was i n p l a c e a t t h e t ime o f t h e s p i l l ;

    t h e i n f o r m a t i o n on r e s o u r c e r e q u i r e m e n t s and a v a i l a b i l i t y

    making p r o c e s s d u r i n g t h e s p i l l r e s p o n s e , we c o n s t r u c t e d a

    p r e l i m i n a r y n o r m a t i v e model o f t h i s p r o c e s s d u r i n g t h e EXXON

    V L EZ i n c i d e n t . A n o r m a t i v e model i s a d e s c r i p t i o n o f what

    s h o u l d h av e h ap pe ne d, assuming t h a t a d e c i s i o n maker had

    a c c e s s t o a l l r e l e v a n t i n f o r m a t i o n and p o s s e s s e d t h e a b i l i t y

    t o s o r t and t o c o r r e c t l y p r o c e s s t h i s i n f o r m a t i o n .
