The meeting was called to order by President Rich Carlson at 7:38 PM in the Union Pacific Clubhouse.

Membership Chairman John Holloway reported that the Chapter has 321 paid members for 1981+ with 46 more not yet paid. The membership was 311 last year at this time. March 15th will be the cutoff date for the new Chapter roster.

President Rich Carlsonreported: 1) The lease with the Portland Terminal RR Co. for the Room 1 annex has been signed, effective 3/1/81+. The additional room will be used mostly for storage. 2) A press conference on January 23 at the Brooklyn roundhouse to announce the 4449's trip had good press arrd TV coverage. 3) the pictorial cancellation to be used on the New Orleans excursion won't be an on train RPO but must be applied in each city where the train stops.

Frojact '84: Mary Lou Weaver reported that Chapter members will be guaranteed tic!':ets on the Chapter's segment of the trip until March 16. After that it will be first come first E9rved. About 80 tickets have been sold for the Portland to Sacra­m�nto segment as of today. Rich Carlson reported that all the equipment for the train has been obtained. T�,e consist will be coach baggage car #3300, the Mount HClOd, 8 coaches and 2 lounge cars. Roger Phillips reported that car #3300 has ��en named the Miln D. Gillespie in honor of the late Chapter member.

There were no additional nominations from the floor. Vote was by secret written ballot. Jim Gilmore and Doyle McCormack were elected.

The train will be piloted by the historic �1i49 streaml ined steam locomotive donated to the CitY,of Portl'�rid after the Southern Pacific railroad retl're'o it frol!' service' in the'1950s. P-efurbisiled by the Pacific Horth�est Chapter vbl�nteers and pa'nted red, white and blue, the 4449 took the American F�eedom Trairi'�round the United States during the observance of' the nation's' bicentennial in 1975-76. '

The 4449 and all its cars o� the r:�w Orleans excursion will wear the dramatic oranpe, d�ep red arid blac� liverY,of the S.P.'s famed Coast Daylight trains which bcigan operation between Los Anaeles and San Francisco in 1937 .

• Carlson said one of the big£est'expense items foi the run is the �L8,5CO needed to provide hotel rooms, per diem, and in some cases, wages for the 40 chapter members who have volunteered to work as engine crewmen, car hotts, lounge attendants and concessionaires during the seven-week trip. The train �ill stop at 17 cities alonr the route, either overnipht or with up to three-day layovers at several to allow public viewing.

Although the 4449 actually will be operated during the entire trip by the chapter's o�n steam engineer, Doyle �cCormack, and other chapter members in his crew, railroad safety repulations require the presence on board at all times of a full train crew familar with the trackage b�ing covered. Standby train crew costs are estimated at $93,OOC, Carlson said.

Another major cost is �73,OOO for fuel oil to fire the �4�S's big boiler. nn ex-�.P. coach-baggage car has been purchased for $7.500 to serve as a locomotive crew car o� the run. It will be one of the two chapter�ownedcars on the train. Another 10 cars have been lea�ed for th�' trip at a cost of $£3,800. There also will be a privately-6wnid, round-end observation car at the end of the train.

Other' costs the Pacific :;orth�Jest Chapter will bear include $17,000 for car and locomotive painting; �2B,bOO for insurance; �15,OOC for propane to provide car heating and air-conditioning; $10,000 for marketing; and approximately �(,50C for the use of helper locomotives needed on some of the steep mountain grades encountered along the 7,000 �ile run.

"The World's Fair Gaylight is by far the most amtitious project our chapter has attempted in its 30-year lifetime,· Carlson said. "It may be the biggest train excursion ever operated by any railfan or�anization anywhere in the world.

"Certainly all the members of our chapter board are wearinp white knuckles until we see the ticket sales money coming in to match what we are obligated to spend."

The Ilational f-aih:ay Historical Society was founded in 1935 to promote a greater public understanding of the vital role played by railroads in the remarkably swift growth of the �nited States of America from a strugg1 in9 young nation in the early l800s to a �!orld power less than a century later.

The i.RHS nO�J has about 100 chapters with more than 10,000 members in most major L.S. cities. It holds annual conventions hosted by individual charters, and publishes the quarterly 1:r.I:S Bulletin sent free to members and containing ne�s of chapter activities, book reviews and articles about railroading around the world.

i�RIIS n;embers come from all v.'alks of life. Sorr.e are active or retired railroad employees, but many rr.ore simply are people who have succumbed to the highly infectious Romance of the Rails, whether they be photographers, history buffs, live steam or �inature railroad modelers, or just people who enjoy riding on trains.

The Pacific ::orthl1est Chapter of the :lRHS �:as orranized in 1955 by the late C. F. "Jeff" Keenan, \'iho served in his youth as a fireman and engineer on steam loco�otives, and in retirement became a nationally-recognized rail historian and author. The Chapter has grown to a membership of 350 and is headquartered in Room 1 of Portland's historic Union Station. All persons over the age of 1G are eligible to join PNWC/HRHS. Lues are �lE.GO per year. The chapter meets on the third Friday of the month except in July, August and December, usually at the Lnion Pacific clubhouse at the intersection of i.orth Interstate r.venue and Russell Street in Port­land. �eeting locations and times are given in the monthly issue of The Trainmaster, published by the chapter for its members.

The Pacific i;OrUl�Jest Chapter is an Cregon non-profit corpor­ation, and acts as custodian of the famed Southern Pacific Daylight steam passenger locomotive 4449, owned by the City of Portland. Over the years it has acquired several pieces of rolling stock �hich are used on the chapter's frequent rail excursions. A favorite is the nt. Hood, an aO-foot sleeper-lounge car formerly operated I;,y the Spokane, Portland and Seattle railway. A recent acquisition is an ex-S.P. coach-baggage car that will �o along as a crew car on the "Louisiana �orld's Fair Daylight" excursion to t;ew Orleans.

Among other rail excursions sponsored by the chapter in recent years were the Scandia Limiteds, taking passengers to the annual Scandia festivals in Junction City; the Deschutes River Canyon tours to I':adras; a California State P.ailroad r'useur tour to Sacramento (with .the 4449 heading the train); the circle tour from Portland to Pasco to Spokane to Seattle and back to Portland; and last winter's Snowfall Special to Chemult.

The site the Union Station is buil t on is what vias kno�m a s Couch Lake. The l a ke was fil l ed in and Station foundation buil t in 1890 on pil ing . Sta tion �Ias buil t , compl ete vlith tower, and opened for traffic February 14, 1896.

The c l oc k in the tower is a Seth Thoma s , hand wound, weight actuated pend u l um c l ock . I t has four faces each with a diameter of 12 feet 2 inches . The minute hands are 6 feet l ong , the hour hands are 5 feet l ong . The c l ock was ins ta l l ed in 1898.

The main waiting room of the Station was remodel ed during the period 1929-1932. The wa l l s and fl oor of the s tation �Iaiting room are finished in Travertine and Lynel l e tlarb l e imported from Ita l y .

As the Chapter has grown i t has requ i red an address keep ing up with the Chap­ter ' s status. F i rst we made due by recei v i ng the Chapter ' s mai l at the homes of the Secretary/Treasurer , r:ati onal D irector, or Regi onal Vice Pres i dent.

By 1 965 the Chapter had been conv i nced to host the fi rst west coast convention of the flRHS and i t acqu i red a post office box ( and whoose number had some great sig­nifica nce that compl etel y excapes me at the moment) . After the convention the Chap­ter deci ded to keep the P.O. Box regard l ess of how i t wou l d stretch the f i nancial resources of the. Chapter. The Chapter deserved a permanent address after the b i g' conventi on si nce besides being the l argest and only chapter 11est of the Rocki es, i t had run a .conventi on that a l l l a ter conventi ons Vlould have to be judged aga i nst.

Regardl ess of ho�: much of an i mprovement i t �Ias just to have a P . O . Box , the Chapter needed a real office wi th a pushy address. If the Southern Paci f ic cou l d have ONE flARKET PLAZA , the PIMC could have ROm'i OflE, UN lOti STATI Or:. Besides pro­v i d i ng a new and more appropri ate address, i t a l so was to prov ide needed space. to start a sma l l l i brary and acqu ire serveral coll ecti ons then becol)1ing avai labl e.

A room �Ias needed to go wi th the address . To f i nd a room to attach the ad­dress to, the Chapter contacted Jack Jones at the Termi na l Company. Sadly' the sub­J ect of rent came up and the Chapter had to agree to pay $ 1 1 each month . The room was next to the restaurant on the ground f l oor and i t was about 6 by 1 1 feet wi th' a 1 5 foot high cei l i ng . Chuck Storz conti nued to pay the rend for the P . O . Box so i t 1·!O u l d rema i n ava i l ab l e i f the Chapter could not rema i n i n the pal atial surrounds.

Portl and ' s Union Station is a gr8at i nsti tuti on that not only survives i nto the 9th decade of the 20th Century, but i t was abl e to surv i ve wi thout the burden of too many numbers to identify i t . Unti l the Chapter decided to rent a room, the station had found no need to number offices on the fi rst fl oor. Peopl e were ex­pected to know where they were goi ng . Because the Chapter was go i ng to use the room as a ma i l i ng address, i t needed a new and more preci se i dentificati o n because the postman d id not a l ways knov! I'!here he �Ias go i ng . Since this was the fi rst num­bered office on the ground f loor, the Termi nal agreed that i t would make sense to then start with the number �riE . Later tenants preferred to be i n the 1 00 range .

After a coupl e of years i t became apparent that the Chapter needed more space even with the shelves extended a l l the way up to the ce i l i n g . About the ti me that the fi rst ROOt, ONE �Ias bu l g ing at the seems, a new restaurant and l ounge replaced the o l d coffeee shop with i ts huge horseshoe counter , and the ne�1 one heeded our old space and offered us fi nanc'i a l assistance if we wou l d move out . l�e needed ground fl oer space but the Stati on i tsel f had none to rent , so we moved out to the Annex . The Annex l ocati on was between the o ld station jai l and the boi l er room:,. Now' the rent jumped to .$45 per month and vie sti l l had to VJor:ry about how to p.ayi t .

I n February of 1 984 the Chapter rented add i ti onal space i n the Annex to make ROOf,; ONE more usua 1 be . The neVi area wi 1 1 be for dead storage and it wi 11 pro-v i da better access to the l i brary .

Regardl ess of the Chapter ' s l ocation i n the termi na l , the ADDRESS remai ned ROar,i OrIE, UNION STATIDI'1 . Even after the Chapter moved to another part of the com­pl ex, the Chapter was abl e to move the room desi gnation .

After reading the February issue of The Trainmaster, I'd like to offer the following comments and suggestions:

1. As a railroad employee and manager for 25 years, it concerns me deeply to sec the article appear about his unauthorized cab ride to Eugene. We all know that these events sometimes occur, but it has long been the policy of NRHS nationally, and the Pacific Northwest Chapter locally, to carefully avoid any actions or published material which could embarrass the railroad companies (including Amtrak) or railroad employees upon whom the success of our many Chapter endeavors so heavily depends. The very existance of the Project 84 trip to New Orleans is testimony to the responsibile management and organizational credibility that Pacific Northwest Chapter NRHS has demonstrated, especially with railroad r:ompanies such as Southern Pacific. This credibility has been carefully nurtured over the 28 years the Chapter has been operating, and is a priceless asset that many similar organizations in the Northwest have not achieved. I hope that engineer has retired since that 1972 trip, or at least that the author or editors secured his permission for the article to appear. Southern Pacific is a company not likely to take reprisals, but SP and all other railroads take safety and operating rule observance very seriously, and it is simply not good practice to print material such as this that may lead the uninitated to think of "putting one over" on SP management.

2. I would suggest that when reprinting material from other publications, even a simple phone call would ordinarily obtain permission to reprint, and avoid the need for an unnecessary comment about reproduct i on "without permi ss ion" • Use of such a comment wou 1 d seem to be not responsible journalism, and could wave a "red flag" if the originating publication were inclined to press the matter, especially if copyrighted. In the event permission cannot be easily obtained, a simple credit lint'! indicating "reprinted from . . . " should be sufficient, if reprinting is so vital, and if the material is not copyrighted. Non-profit publications �re not, to my knowledge, exempt from prosecution for copyright law violations.

3. Your efforts to\�ard diversity of material are laudable. I do hope, however, that you take a page from Graham Cl aytor' s book at Amtrak, and work first at improving the basic system before expanding

too greatly.

4. Please keep in mind that it is the mission of NRHS to record railroad history, not to make it. There is no crusading investigative reporting mission of The Trainsheet of which I am aware, that would necessitate reporting derailments, rules violations, una uthorized access to rail road property or eq"ui pment, personnel prob 1 ems. or other mate�ial potentially embarrassing to railroad companies or employees. Ther� are reams of previously unpublished material in the Chapter library about SP&S and other railroads that could fill many issues properly researched and written. Accordingly, the editorial request for "gossip " about members troubles me, since by definition, gossip implies reporting unsubstantiated, unverified, or embarrassing material, perhaps about PNWC members, railroads or railroad employees. Such unethical reporting could be very damaging to the Chapter' s reputation, especially among the many railroad officers, corporate executives, and rail employees we have been so fortunate to obtain as members. If your intent is to report individual member activities, honors, and achievements (and this doesn't preclude humor), then such material has a welcome and legitimate place in the official Chapter publication. Remember that with Project 84 and continuing national interest in 4449, PNWC's newsletter is widely read and reprinted by the several hundred exchange publication recipients, and is the only vehicle by which thousands of people judge the Chapter and its officers and members. We don't need a Portland version of the National Enquirer, and I trust that \�as not your intent in requesting more "gossip. "

You have my support for a responsible, ethical, journal of railroad history and news of the Northwest. You are to be commended for undertaking the largely thankless and very time-consuming duties as Tr�inmaster Editor, and I wish you well in your assignment.

Final design work on a new Burlington Northern Railroad bridge over the Willamette River In Portland is expected to starl in December, according to the Kansas City designers.

Based on preliminary design work, cost 01 the span will not exceed $30 million. The bridge will surpass lhe minimum horizontal clearance of 440 feet sought by the U.S, Coast Guard, said Jack P. Shedd, an ass0-ciate with Howard, Needles, Tammen & Bergendofl In Kansas City.

The horizontal ciearance will be one of the great­est In the nation for a double-tracked bridge, he said,

The bridge would replace BN's exlsUng span , upriver from the SI. Johns Bridge. The move to re­

place the span, which has a horizontal clearance of

only 230 feet, started In 1978 after the Port of Port­land received Its glant dry dock, which can handle repairs on large, wide-beam ships. The Port claimed the bridge's narrow horizontal clearance was a hazard to navigation.

The last ship to hit the bridge and cause extensive damage was the Marie Bakke In October 1978.

Under an accelerated schedule, plans call for hav· ing final designs In time to let a contract In the IInnl

quarter or next year or !lrst quarter of 1985, Sbedd said. He said It would take up to 2� years to build the bridge.

Construction, however, Is (ontlngent on getting Congress to provide additional money, To date, $1.8 million has been spent ror preliminary design and environmental work.

The bridge will not require any new approach track. on either end and will be built without inter-

rupting ship traffic or train schedules. Shedd said. However, he added, there will be a halt In traffic or about three or four day. near Ihe complellon of the Job when a switchover to the new tracks will lake place . .

Shedd said the span will be a lilt bridge. The existing one, built In 1908, swings on a post to allow ship to pasa. The new span's vertical clearance of 185 reet above the Columbia River datum (zero) will be more than adequate to allow passage of Ihe biggest tankers overhauled at the Port's shipyard, the Kansas City enclneer-deslgner said.

The bridge's vertical clearance should be no prob­lem, except possibly .1 times when the river Is high and a cargo ship Is bound for Terminal 2, said river pilot Capt. Mitch Boyce,

The mari time commun i ty , however , was not enti rely fenced i n by the bri dge bu i l ders. Section 1 8 of the R i vers and Harbors Act of 1 899 provi ded that when mari ners compl a i ned of a restr i ctive bridge , the U . S . Army Corps of Engi neers, through appropri a te procedure, cou l d have a bri dge decl ared to be an unreason­abl e obstruction to nav igation and order the owner to rebui l d as necessary , a l l at the owner ' s expense. f'lany ra i' l road br'idges �Iere thus rebui l t for the needs of navigation a l one . The first verti cal l i ft bridge of any i mportance to be bu i l t i n thi s country probably was the South Ha l sted Street B ri dge i n Chi cago . Th i s bridge was desi gned by Dr. \'Jaddel l i n 1 892 and constructed s hortly afterward. It had a span of 1 3 0 ' and a maxi mum vertical c l earance of 1 55 ' .

The turntabl e is part rim - rart center-beari ng , the l oad be­i n� d i stri buted i n the proporti on of fi ve-si xths to the r im and one-si xth to the center . I n v i ew of i ts l arge proportions , and great frequency of operati on , more than ordi nary care wa s exerci sed i n the des i g n of the operati ng mechani sm. The "d v l ga t i on i s open the year round : there i s no peri od of c l os ed navi gati on i n wh i ch to make repa i r s . T o prov ide for pos s i b l e derangement of parts of the swi n g ­i n g machinery, the ma i n p i n i ons and a l l gea rs , shafts , etc . , were made strong enough to operate the draw at reduced speed , by one pi n i on only, and by one motor on i ts over-l oad capac i ty . The general arrangement of the swi ng i ng machi nery i s the same as i n the Vancouver draw, except i ng that a l l the detai l s are much heav i er and en­ti rely of steel . There are two motors of 70 HP rated capaci ty , capab l e of a short t i me over - l oad three ti mes greater. The cal cu l ati ons were based on turni ng the draw 90 degrees i n one and three-quarter mi nutes . lis a matter of fact, the fri cti on of the vari ous parts of the turntabl e proved to be l es s than the one assumed i n the cal cul ations, and the draw operated the 90 degrees i n one and a quarter mi nutes . The gear rati o was subsequentl y reduced and s l ow speed £lears added for emergency. As i n the Vancouver dra�l, there are two i ndependent sources of power prov i ded . The gasol i ne eng i ne i s 1 65 HP , four cyl i nder vertica l type. I t i s d i rectly connected with the generator, and i s i ntended to act as auxi l i ary power, the current from out­s i de being used to operate the bridge under a l l ord i nary ci rcumstances . A thi rd , or emergency, motor , has been p l aced i n posi t ion , and may be qu ick ly connected to the gears . ' As a n addi ti onal precaut i on , a hand-turn i ng dev ice ha s been i nsta l l ed cons i sti ng of capstans pl aced on the protection, and cabl es which can be attached to the drum when needed . I t cons i sts of a dra\1- Span at the midd l e , w i th t\'10 fi xed channel , spans and a deck p l a te-gi rder approach span on each s ide of this drawspan . The l a ter i s 521 ' from center to center of end p i ers , making i t the l argest draw­span that has been bui l t. The four fi xed spans of the briage are approxi mately 269 ' from center to center of p i ers , and the phte-g i rder approach spans are each SO ' l ong . The two abutments and the p i er next to the east abutment are on pi l es . The rema i n i ng f i ve p i ers of the bridge were founded by pneumati c process on a stratum of cemented gravel and rock that underl i es the s and bed of the r i ver at a depth i ncreas i ng from 2i3 ' bel ow l ow water on the west s ide of the r i ver to 86 ' below that l evel at the l a st p'i er to the eas t that was seated o n i t .

New Orleans PORTLAND'S steam locomotive, the

SP 4449, will work hard to hold onto its reputation as the "most beautiful engine i n the world" when it leaves Portland on a two-month-long run to New Orleans and back this year. The engine was voted the most popular i n the nation in a poll o f rail fans b y Trains magazine last year.

The SP 4449 will pull a full train of "Daylight" cars in their famous orange, red, white and black livery.

The "World's Fair Daylight" will ar­rive at the Louisiana Intl'rnational Ex­position of 1984 in New Orlean$ on June 2 to herald "TI,e City of Portland, Oregon Day at the Fair," according to Petr Spurney, president and chief ex­ecutive officer.

The entire trip" arrival ceremonies near the fair's main entrance and week­long display there, will help draw at­tention to the city of Portland's exhibit. It will revolve around the theme of water at a time when many areas of the nation are experiencing or looking for­ward to serious water shortages. It will be targeted toward industries needing large supplies of pure watel in order to sustain their factories. It is� hoped .that the train's arrival will set off a series of major entertainment and sports events in New ('Irleans that will call attention to Portland and Oregon.

To make the trip possible, the engine is being rebuilt at a cost of S250,OOO in Southern Pacific's Brooklyn Round­house, from which the general public i s barred. SP Engineer Doyle McCormack, Oregon City, who rebuill' the engine twice previously and was the engineer

.for both the American Freedom Train and a roundtrip pxcursion to Sacra­mento and Los Angeles in 1980, again heads the reconstruction effort. He also will be the engin.eer for the excursion.

Money for the restoration has been donated to the Pacific Northwest chapter, National Railway ·Historical Society, Portland, (which is acting as agent for the city of Portland) by Roger Peck, president of Cascade TraiIways, Tacoma.

Portland Mayor Francis j. ivancie called the SP 4449 "America's Engine," explaining that when work on the 432-ton, 1 1O-foot, 2 . 25-inch-long locomotive and lender is completed this spring, the engine will be con� sidered operable for seven years under Federal Railroad Adminjstration fules. It will be run, however, only for very special events, Ivancie said.

The excursion will be operated by the Pacific Northwest chapter of the Na· tional Railway Historical Society, ac­cording to Richard Carlson, chapter president. Tickets will be sold only be­tween key stopover points on the trip.

In addition to the city of Portland, the Louisiana International Exposition of 1984, Cascade Trailways, National Trailways Inc. and the National Rail­way Historical Society, other sponsors of the trip are the ,tate of Oregon, the

. state of Louisiana and the city of New Orleans, with the cooperation of Southern Pacific which will absorb many of the substantial costs normally charged to such runs on a commercial basis.

When the train leaves Portland It will make overnight stops at Klamath Fall .. , Sacramento, San Francisco, San Luis Obispo, Los Angeles, Phoenix, Tucson, El Paso, Alpine, San Antonio, Houslon, DaUas-Fort Worth, lafayette and New Orleans, It will remain on display a t some.of these stops for periods ranging between one and three days.

The trip is designed to draw atlen, tion to Portland and the remainder of the Western and Southwestern cities and states served by Southern Pacific and to help bring attention to the New Orleans world's fair.

The round .trip excursion will cover 7,477 miles - the longest steam locomotive excursion in modern U.S. history, according to Carlson. Hereto· fore, the longest had been made on a run from Birmingham, Ala. in 1977 when the SP 4449 was returned to Port­land from its service powering the American Freedom Train during the nation's bicentennial celebration in 1975-76. During that Odyssey, accord­ing to Carlson and Spurney, who head­ed the Freedom Train operation, :he engine was viewed by an estimated. 30 million people throughout most of the contiguous 48 states.

The SP 4449 was donated to the city by Southern Pacific on April 24, 1958, subsequently sitting Bnd rusting away for years at Oaks Park until its rescue by the American Freedom Train Foun· d ation, with the cooperation of tho city and Southern Pacific, in 1975,
