    More than 200 people recently

    took advantage of Huntington

    Beach's energy efficency

    partnership with Southern California

    Edison, to give Surf City a greener

    holiday season. The city recently

    provided these folks with 250 packages

    of advanced energy efficent holiday

    lights, when residents traded old,

    inefficient lights for 100 new energy

    smart Led miniature lights. To make this

    happen, the City's Enviromental Board

    staffed a booth at Surf City Nights in

    downtown HB on November 3rd and

    10th, so HB residents could make the

    free switch. "I love the idea of a Greener

    Christmas," said former Mayor Peter

    Green, whose wife Kathy, will be HB's

    next mayor. Peter, who taught ecology

    at Golden West College, applauded the

    efforts of the city and SCE to promote

    energy efficiency. With the exchange,

    people, received a 33-foot long string of

    100 LED lights, either multi-colored

    (yellow, purple, green, red, blue,

    orange) or white. My thanks to Aaron

    A: Heart only good for so many beats, and that it..Don't waste on exercise. Everything wear out

    eventually. Speed up heart not make live longer; that

    Recently you made a public statement about

    having received a number of Parking

    Citation...all for street sweeping we think.

    Granted, your initial reaction was emotional and

    perhaps focused more on you then the possible

    underlying problem.

    Issue: twice per month in the entire 26 square

    miles of Huntington Beach, every street (and I

    might note -No Alleys...perhaps because

    there is no readily apparent

    revenue source) are swept of all

    those fast-food beverage cups,

    and other debris. A good thing

    for all of us no doubt. I know

    because it was begun while I sat

    in your very chair.

    I sat through the debacle of

    one City Administrator hiding

    our infrastructure needs so that

    he could present a balanced

    budget each year. I helped preside over a process

    that took several years in the making; defining our

    infra-structure failures and trying to find a long

    term solution.

    The residents of HB have been put through

    pot hole after pot hole, sewer system repairs that

    kept major arterials dug up for years, tree

    replacement programs that take 10 years to

    materialize, street by street, neighborhood by

    neighborhood.

    We've dug up the beaches for over 10 years,

    took three years to rebuild our Pier, never stop

    repairing; re-paving, replanting Beach Blvd. City

    Hall has been under siege for almost two years,

    remember the Magnolia street closure that took the

    street, sidewalks, and block walls off the map!

    In the name of Tourism...we've built bridges

    across PCH, closed Main Street, opened Main

    Street, made Main Street one way, then the other

    way...we've saved Bolsa Chica so many times...that

    I lost tract who we saved it fororfrom. Bottom

    line...residents of HB have paid for it all in time,

    patients and above all money.

    Devin, take all that passion you have about

    those dozen or so Parking Tickets and give back to

    the residents something they deserve.

    The people who live in HB have been abused,

    taxed, re-taxed; in some cases not told the whole

    story and occasionally not listened to...they deserve

    a break.

    1. Rally your colleagues andallow each resident of Huntington

    Beach, California one FREE pass

    a year on a Street Sweeping

    Ticket...just because it is the

    right, human and fair thing to do.

    Don't accept the answer that the

    paper work is too complicated,

    its too much work -or it can't be

    done...make it happen.

    2. Meet with your colleague JoeCarchio and resurrect Joe's

    Freshman year

    effort to institute

    a program

    wherein local

    residents, once

    per year, can

    take advantage

    of a moratorium

    on certain

    building permit

    cost so they can

    remodel their

    homes. Costa

    Mesa, Anaheim

    and other local

    communities do

    it and thebureacratic r

    statement (BS)

    that the City

    can't afford is just that BS... they'll make money in

    the end with higher appraised values, more local

    craftsman and contractors working, more sales

    TAX with the purchase of more home improvement

    supplies, etc.

    Enough already with this concept that more

    people equates to more community success. If that

    were true than why are we the 4th most populated

    city in Orange County yet the 26th lowest generator

    of sales tax?

    It's time to do something for the people

    who live here. Congress and the President

    have given our Federal Tax dollars to banks,

    auto makers and Insurance companies. Cant

    we at least, at the local level, look our

    neighbors who are paying all the bills in the

    eye and say... it's your turn...we're going to

    stop this big government machine and just do

    something for us!

    Devin...we're throwing you the ball. Issue

    your own cease and desist ticket, stop

    spending all the money for a moment and do

    something for the local taxpayers.

    Devin, you have an opportunity at

    your doorstep that happens seldom in

    a local political leader's life... you

    have a chance to make a real difference in the lives of

    over 60,000 local families.

    With all the talk over the last few years

    about marketing to the largest group

    of consumers and purchase

    influencers (women), we predict that wine

    marketers will finally place more effort into

    engaging affluent female consumers. After all,

    according to a 2006 Gallup survey, women

    make 55% of U.S. wine purchases. According

    to another survey, nearly a quarter of women's

    wine purchases are over $100.

    The evidence suggests that winemarketers are starting to recognize the trend,

    with wine clubs, Web sites, and ladies' nights

    at bars, all designed to appeal to women

    imbibers. There's a low-alcohol, low-calorie

    wine, White Lie Early Season chardonnay,

    with a 9.8 percent alcohol content, compared

    with the 13 percent and 14 percent found in

    some vintages. Displays of pink and white

    wines in bottles bearing such flowery names as

    Seduction have been derided by the Web site

    womenwine.com as the Virginia Slims of the

    wine trade. Wine marketers need to understand

    the more contemporary, affluent and

    accomplished women. They are not looking

    for upscale wine coolers. Unless you are

    marketing a wine that benefits the Susan G.

    Komen Foundation, it's not advisable to use

    pink or anything that speaks to the "child"

    inside a woman.

    Aggressive marketers

    with leadership cultures

    will customize

    programs that also

    target Royaltons

    via member-

    b a s e d

    organizations

    a n d

    associations.

    This is a great

    niche not

    c u r r e n t l y

    being filled by

    any wine

    marketer (or

    other marketer forthat matter).

    Affluent ethnic

    women feel more

    pressur e than their white

    counterparts to be respected and

    feel a sense of accomplishment, and therefore

    work harder to achieve this. If you want to

    reach this time- strapped consumer, deliver

    programs that merge her desire for a work -life

    balance and the respect she's likely earned.

    Our recommendation: If wine companies

    want to achieve brand dominance, they need to

    create experiences that maximize women's

    social life and enhance their businesses and

    careers.

    We predict that more emphasis will be

    placed on differentiating prod ucts at the r etail

    level that aim to make the shopping experience

    and purchase decision easier. This will be

    accomplished through on- premise

    and off- premise events,

    including weekend in-

    store tastings,

    sponsored invitation-

    only wine dinners

    at upscale

    restaurants and

    high- profile

    e v e n t

    sponsorships

    of women's

    social events

    a n d

    pr of es si on al

    organizations.

    Dear Santa,

    Its just a couple of weeks b efore Christmas. Your

    big night!

    I know you must be very busy, but I just wanted

    to write to see how you are doing this year.

    Its got to be a tough one for you; these tough

    economic times will mean some disappointed little

    munchkins here in Surf City. Oh, most of them will

    get some pretty fancy stuff, and a few wont notice

    any difference at all.

    But, in some Surf City homes, under some Surf

    City trees, there will be a noticeably smaller haul than

    in previous years.

    And, unlike the Whos down in Who-ville, -

    who, much to the Grinchs amazement, celebrated

    Christmas without their tags and boxes and bags

    I doubt too many kids who experience the cut back

    will be taking to the streets in song.

    In all fairness Santa, most of them wont even

    understand how mommy or daddy losing their jobs

    should affect what you leave under the branches.

    You dont exactly make it clear, Santa. But, I know.

    I know that, when times are tough, there are

    many, many little children who dont have enough to

    eat. There are families that cannot pay their gas bill to

    keep warm or buy jackets and warm jammies to stave

    off winter illnesses.

    I know that you and your elves must turn your

    attention from an overabundance of toys to those less

    fortunate and to those who need more important things

    than iPods and Disneyland passes.

    Maybe if the children understood this and the

    teenagers and adults, too theyd be okay with less

    stuff and more substance. Maybe theyd even be

    happy. (Okay, that might be pushing it).

    I dont know, Santa. Maybe we started off wrong

    on this whole thing. Instead of asking each child what

    they wanted for Christmas, maybe we shouldve been

    asking them what they would give, if they could give

    whatever they wanted to whomever they wanted.

    And, no offense, Santa, but just by the very fact

    that youve become the focal point of Christmas might

    have been a mistake.

    Its not your fault. You definitely epitomize the

    spirit of the season.

    But, your prominence has more to do with those

    that disparage the true meaning of Christmas or

    simply do not believe in Christ but want to keep all

    the goodies that come with it.

    They dont want Merry Christmas said aloud,

    but theyll happily partake of Christmas cookies and

    show up at Christmas parties.

    Our government at all levels employs the

    generic Happy Holidays in public buildings and

    schools and for all events and productions centered

    around December 25th, but they put up Christmas

    trees and deck the halls with poins ettias and garland

    and ask us to pretend these are simply symbols of

    winter.

    Perhaps most ironic, while you who fully

    believes in the Christmas and understands that there

    would be no such holiday without the Christ, work all

    night, those who object to the mere

    mention of anything remotely related

    to this most religious of holidays,

    take the day off.

    If its just another day, then I

    say Congress and the President and the

    Post Office, DMVand every other government office

    should be open for business as usual. If they need

    some kind of vacation in the winter, they can take

    time off in February.

    And, maybe only those schools who believe in

    Christmas should be closed for Christmas. Ive heard

    there are many parents who object to the indoctrination

    of their children into this Christian celebration, and

    have successfully kept Christmas from the classroom.

    But, arent their children equally traumatized by the

    importance clearly placed on this occasion by the fact

    that the whole school closes down?

    The poor little things should be able to attend

    school as if nothing special is going on, shouldnt they?

    Well, anyway, Santa, this Christmas is sure to

    be different for a lot of people. If were all lucky, it

    will be the beginning of new traditions that focus less

    on what we get and more on why we celebrate.

    There is no Christmas without Christ, take

    it or leave it.

    And, Santa? You just go right ahead and eat

    those cookies and drink that milk.

    Carrots are for reindeer.

    Good News? OC Home Prices Rise 25% (By Zip)For October: DataQuicks freshest stats. Orange County homebuying patterns showed:

    40 of O.C.s 83 ZIP codes had gains in their respective median selling price.

    Overall, prices were +3.9% vs. a year ago.

    5 of 83 O.C. ZIPs had median sales prices above $1 million in the period vs.

    11 million-dollar ZIPs when the county median price peaked in June 2007.

    Since that pricing pinnacle, theres been a -32% drop in the countywide median price!

    51 of 83 O.C. ZIPs had year-over-year sales gains in the period.

    Overall, countywide sales were -1.2% vs. a year ago.

    That means that the 15-month O.C. homebuying surge has ended!

    4 of 83 O.C. ZIPs has sales gains of 100% or more in the period.

    The county region

    of Sunset Beach, aone mile stretch of

    coastline in north Orange County between

    Seal Beach and Huntington Beach, seeks

    help in forming its own city so that it can

    keep its old-fashioned charm, its name,

    and its independent ways. This is a townwhere volunteer firemen fight fires in the

    citywhere the towns biggest fund

    raisers such as the Firemans Ball this

    weekend helps to support their local

    firefighting heroes, and where annual

    picnics and parades are traditions.

    When the County of Orangerecently announced that the

    unincorporated town of Sunset Beach

    would be removed from County services

    and placed in a sphere of influence of

    Huntington Beach, many townsfolk in the

    Sunset Beach Community Association

    were really upset. This not the kind ofplace we want to become, said Pat Thies,

    who hopes that Sunset Beach can raise

    enough money to become Orange

    Countys 35th city.

    Huntington Beach just celebrated its100th birthday in 2009, but Sunset Beach

    has been around even longer, celebrating

    100 years in 2004.

    Wise Water Wisdom:

    California did it. This month, the Legislature passed a package of bills that

    includes a statewide urban water conservation goal of 20% by 2020. We have

    confronted the kind of conservation that will be needed to secure the water

    supply of Los Angeles, and the state, in the face of population growth

    Only a cynic would scoff at the steady savings recorded this summer andautumn by cities across the Southland, which responded to drought conditions with

    emergency cutbacks. Beverly Hills is down 13% compared with the same period last

    year. Huntington Beach achieved a 10% savings, and in markedly progressive Long

    Beach, consumption has been more than 17% below the historic average. In the

    foothills, Glendale achieved a little more than 18% savings this summer, and in the

    baking-hot Inland Empire, savings ranged from 5% to 15% over the same period.

    Even at the edge of the Mojave Desert, where conservation is orders of magnitudemore difficult, Lancaster exceeded a 10% goal.

    Top 10 Jobs for 2010

    Average pay in the San Jose-San Francisco-Oakland, Calif. Metropolitan

    Statistical Area (MSA) was 19 percent above the national average in 2008, the

    U.S. Bureau of Labor Statistics (BLS) reported today. This means the area had

    a pay relative of 119, with workers earning an average of $1 .19 for every dollar earned

    by workers nationwide. (See chart A.) Regional Commissioner Richard J. Holden

    noted that the San Jose metropolitan area had the highest pay relative in the nation

    among the 77 metropolitan areas in the National Compensation Survey (NCS), the

    source for this data.

    Of the six metropolitan areas surveyed in California, only Visalia-Porterville had

    a pay relative that was not significantly higher from that for the nation when averaged

    across all occupations. Instead, Visalias pay relative was not measurably different

    from the U.S. average. (See chart A)

    BLS produces occupational pay relatives to facilitate comparisons of

    occupational pay between metropolitan areas and the United States as a whole. Pay

    relatives - a means of assessing pay differenceshave been prepared for 2008 for each

    of the 9 major occupational groups for the 77 metropolitan areas surveyed, as well as

    averaged across all occupations for each area.

    The Committee reviews the Citys ongoing

    (CDBG) makes recommendations for future

    Community Development Block Grant Program

    regulations (HUD) require that the City shall

    provide citizens with an adequate opportunity to

    participate in an advisory role in planning,

    implementing, and assessing the programs. The

    Board meets on the 1st Wednesday of the month at

    7:00 P.M. in the City Council Chambers.

    Advisory Committee ForThe Disabled

    The Committees primary function and

    responsibilities are to facilitate the development of

    barrier-free buildings and facilities within the City,

    assist the various departments in the

    implementation of specific guidelines for accessible

    facilities, facilitate the development of recreational

    programs useable by the disability, provide

    information concerning special recreation

    equipment, work with various levels of education

    on the development and implementation programs

    to assure maximum integration for disabled students

    in such programs and to develop community

    awareness of the employment potentials of the

    disabled population. The Committee meets on the

    1st Thursday of every other month at 7:00 P.M. at

    Mary and Maureen Harrigan Its a family affair

    at Stonefire Grill, a casual dining restaurant

    scheduled to open in Westlake Village in

    spring 2010. Sisters Mary and Maureen Harrigan have

    decided to bring their family-style, family-run

    Valley, Valencia, Irvine, Fountain Valley and

    Pasadena closer to home.

    Mary Harrigan lives in Thousand Oaks, and

    restaurants at record speed. The Westlake Village

    location will be the seventh to open in 10 years. The

    The Huntington Beach Business Improvement District

    Dear EarthTalk: I recently heard the term

    living building. Can you explain? -

    Over the past

    couple of decades,

    architects and builders looking to green their projects

    turned to the addition of various piecemeal elements

    to save water here or cut down on electricity there.

    Those who added more than a few green touches

    could apply for and get certified by the United States

    Green Building Council (USGBC) under its

    Leadership in Energy and Efficient Design (LEED)

    program. While these efforts have been laudable

    essentially launching the green building industry as

    we know it todaythey represent merely the infancy

    of what green building might someday become.

    The concept of the living building has now

    emerged as a new ideal for design and construction.

    The Cascadia Region Green Building Council

    (CRGBC)the Pacific Northwest chapter of the

    USGBCdefines a living building as a structure that

    generates all of its own energy with renewable non-

    toxic resources, captures and treats all of its water, and operates efficiently and for

    maximum beauty. The group has been pushing for adoption of the concept by

    construction industries here at home, and also helped to launch the International

    Living Building Institute to promote the concept internationally.

    We view our role as the organization that is meant to ask the really tough

    questions, to push the boundaries as far as possible, says Jason McLennan, CEO of

    CRGBC. To this end, in 2006 the group launched its Living Building Challenge

    (LBC), a call to the design and construction community to pursue true sustainability

    in the built environment. So

    far 60 different projects

    around North America are

    vying to meet the high

    standards of the LBC, which

    exceed even the highest status

    of LEED certification.

    The first building to be

    completed for consideration

    under the LBC program is the

    Omega Center for Sustainable

    Living, in Rhinebeck, NY.

    The 6,200 square-foot, one-

    level building, which serves

    as headquarters for the Omega

    Institute for Holistic Studies,

    features a geothermal heating

    and cooling system, solar

    panels, rain gardens that direct

    water run-off to irrigate plantings, a 4,500-square-foot greenhouse that helps filter

    wastewater for reuse, daylighting design that brings natural light indoor to

    minimize electric light usage, and eco-friendly building materials all around. It was

    designedper LBC criteriato be net-zero, meaning it uses no more energy than

    it generates itself. Once the building has been in operation for a full year next

    summer, CRGBC will audit it

    to see if its performance lives

    up to the green hype. Dozens

    of other LBC contenders

    around North America will be

    audited as well.

    Of course, the costs of

    creating a living building

    today are very high.

    Achieving net-zero can be

    especially costly, and stands

    out as one of the biggest

    obstacles to greater interest

    in the living building

    concept. Another challenge is

    finding materials that meet

    LBC standards, since many

    common building materials -

    such as PVC piping for

    wastewater transport - off-

    gas chemicals and have other

    hazardous attributes. LBC

    also expects builders to

    source locally as many

    materials as possible to boost

    local economies and make

    efficient use of nearby

    natural resources. McLennan

    remains confident that costs

    will come down as green

    materials, technologies and

    methods become more

    commonplace within the

    general building industry.

    our electrical energy and is one of the

    main ingredients of the human body.

    With power like that it should come as no

    surprise that water is now being used to

    power other things that may s eem a littl e

    small when compared to life in general,

    but ar e st ill p retty neat ideas.

    Everyones heard of the water

    power ed vehi cles that never seem to

    reach the consumers market so its no

    secret that water can be used as a power

    source, but what you may not have heard

    is that just a few sips of water can power

    a calculator or a digital clock as long as

    those products are equipped for water

    power. Other water powere d gadgets are

    in the works including cell phones and

    mini-generators that can be used to

    power Ipods or laptop s with water.

    The refills of water can last from 2

    huge savings on power and less

    reliance on batteries which

    contain harmful chemicals

    that usually end up in

    landfills.

    The water works

    by creati ng a small

    chemical reaction

    in the fuel cell,

    and instead of

    replacing old

    batter ies when

    they where out

    you simply

    have to re-fill

    it with a small

    amount of tap

    water or any kind

    of liquid containing

    electrolytes. Most

    sports drinks would

    probabl y work, but they may

    be too sti cky. Whil e wate r powe red

    calculators will probably never replace

    the efficient solar powered ones, it is a

    great idea for other gadgets like alarm

    clocks that usually run on either

    electrical or battery power. You could

    even take your alarm clock camping and

    never have to worry about running out of

    batter ies or having to dispose of them

    and risk introducing the chemicals,

    which include mercury, into the
