I. INTRODUCTION

The National Council for Science and Technology, of His Majesty's Government of Nepal, is located in the Research Centre of Applied Science and Technology, at Tribhuvan University, Kirtipur, Katmandu. The Council consists of 17 members, including staff. Its main functions are, in general, to formulate science policies and to promote and publish research. Ten of the members of the National Council are the administrative heads of various government and university science and technology ministries, institutes, and organizations. Dr. Ratna S. Rana is the Chairman of the Council. Under the Council, there is a Library Committee which makes policies and administrative decisions for His Majesty's Government and university campus libraries. This Library Committee is headed by the Rector of the university, Dr. K.P. Malla.

The Research Centre for Applied Science and Technology (RECAST), where the Docu­mentation Centre is located, is an organization devoted to research and the develop­ment of technology, especially with an aim to developing local resources and exist­ing technology in Nepal. The Executive Director of RECAST is Dr. Amir Bahadur Shrestha.

II. A DESCRIPTION OF THE DOCUMENTATION CENTRE FACILITIES AND COLLECTION

The collection of the Documentation Centre is located in one medium-sized room (30 ft. x 24 ft.), with a small adjoining room which is used as a librarian's office. The main room of the Documentation Centre is also occasionally used as a conference room by the National Council for Science and Technology, and for RECAST seminars.

A. Holdings

There are about 918 books and reports in the collection. The subject areas covered by these are, in general, the same as those in which RECAST is doing research.

The Research Centre subscribes to 64 scientific periodicals and abstracts, four general periodicals, and four newspapers. About 50 other miscellaneous serial pub­lications come to the Documentation Centre free of charge. There are substantial numbers of volumes and back issues of 18 of the scientific journals and abstracts.

Most of the books and back issues of journals are bought from a book supplier in Delhi.

All books, periodicals, and reports are recorded in accession books and are given accession numbers. As it is not a policy to issue books or reports to bor­rowers, they must be read in the Documentation Centre.

In Appendix I of this report, there is a specific breakdown of the "collection in terms of subject areas covered for books and periodicals, and the kinds of refer­ence books available.

B. Budget

The current budget of the Documentation Centre for books and journals is Rs. 200,000 per year (about $18,000). The largest part of this budget is spent on periodical subscriptions and buying the back issues of those periodicals that are considered the most useful.

C. Present condition of the collection

None of the books or reports have been catalogued or classified, although there are some broad Dewey decimal class numbers written in the front covers of some of the books. As for the periodicals and journals, those that the Documentation Centre subscribes to are arranged on display racks in alphabetical order by title. However, back issues are not arranged by title and are kept in two different places. There is some effort, though, to keep single issues or volumes of periodicals in order of date. Back issues of some of the journals, which the Documentation Centre has in large holdings are in the process of being bound.

D. Facilities

Compared with many other libraries of the same size in Nepal, the Documentation Centre has an excellent collection of library furniture. There are 12 shelves and nine periodical display racks. There are two card catalogue holders, one with 36 drawers, and the other with 15 drawers, a circulation/charging desk, and one metal file cabinet with three drawers. Because the Documentation Centre is also used as a conference room, there is a very adequate number of chairs and table space.

Stationery supplies come from a central storeroom serving the whole Research Centre. The Documentation Centre already has a supply of blank catalogue cards and book cards. These, along with date-due slips and book—card pockets are avail­able locally and are not expensive.

III. A PROFILE OF DOCUMENTATION CENTRE USERS AND THEIR NEEDS

The National Council for Science and Technology is a body constituted to over­see all matters concerning scientific and technological research and education in Nepal. The 17 members of the Council represent such special fields as geography, geology, agriculture, medicine and health, botany and medicinal plants, water resources development, meteorology, wild-life, and engineering. Eventually, under the National Council, the Documentation Centre can become a central facility used by all scientists and technologists in Nepal.

RECAST, with 16 researchers, scholars, and scientists, and 28 administrative staff members, is currently engaged in research in chemistry, applied chemistry, microbiology, mycology, food preservation and technology, construction and engineer­ing, and ophthalmology.

The requirements of the Documentation Centre users at the National Council and at RECAST are as follows:

(i) The researchers feel that they need journals and periodicals relevant to their fields of study. This includes having substantial holdings of back issues of these journals for reference;

(ii) Reference and documentation centres are needed to provide information about, and access to, the reports and articles in any of the relevant fields;

(iii) The Library Committee of the National Council would like to avoid the acquisition of materials which are already in other libraries in Katmandu. This requires a central catalogue at the Documentation Centre of the holdings of ths other science and technology libraries in the Katmandu Valley. The establishment of this "union catalogue" is con­sidered to be of special importance and should be given top priority. It is also considered important for the libraries in Nepal not to over­lap in the purchase of major items, especially periodical and book pur­chases from abroad, in order to avoid expensive duplication of holdings. Thus, the Library Committee of the Council is in the process of making rules and regulations for new acquisitions for all of the government and university campus libraries.

IV. THE KINDS OF SERVICES NEEDED BY THE DOCUMENTATION CENTRE USERS

The arrangement of the Documentation Centre collection, so that any given book, report, or article can be quickly and easily found, should be the first concern of the staff. A card catalogue of the books and reports, a card catalogue of the periodicals, and an index of all useful articles in the Documentation Centre's periodical holdings should be maintained. This will include keeping files of useful pamphlets and newspaper or magazine articles in the Documentation Centre's pos­session. For example, the Documentation Centre subscribes to three Indian daily newspapers; thus, it might be worthwhile to keep back issues of only one of these, and to use the other two as sources of articles for this file.

Reference and documentation services should also be provided. These reference services will vary greatly in scope, with some of them relying upon the book and journal collection in the Documentation Centre and others providing access to infor­mation and publications outside of the Documentation Centre. A general description of these services would include:

(i) Immediately informing users of the arrival of new publications and the contents of those publications;

(ii) Compiling comprehensive bibliographies for keeping the scientists and technologists informed of new publications in their fields, using resources available at the Documentation Centre and also relying upon reference tools from other libraries in Katmandu Valley;

(iii) Providing access to, or compiling exhaustive subject bibliographies on, all scientific and technological publications about Nepal or from Nepal, in co-operation with colleges, centres or institutes of the university, government organizations, corporations, and other libraries;

(iv) . Finally, using the small but growing collection of reference" books in the Documentation Centre consisting of directories, handbooks, tables, dictionaries, and encyclopaedias, to provide to the users, on request, addresses or information about persons or organizations, statistical and geographical information, and any of the other kinds of miscellaneous information which the users will only occasionally but inevitably need.

The Docaimentation Centre can initiate contacts between the National Council/ RECAST and other scientific and technological research institutes outside of Nepal, especially those in South Asia. The main purpose of this would be for the exchange or purchase of publications.

V. ESTABLISHMENT OF THE DOCUMENTATION CENTRE

On the basis of the general services needed by the documentation users mentioned in Part IV, it is recommended that the staff undertake the tasks listed below;

A. The cataloguing and classification of the books and reports is the first thing to be done in setting up the Documentation Centre. Dewey Decimal Classification schedules and tables, Anglo-American Cataloguing Rules, Sear's List of Subject Headings, and a Cutter Table should be used for this purpose. I have chosen DDC because it is the one classification system most consistently used in li­braries in Nepal. It is also suitable for small libraries with growing collec­tions. The catalogue should be an author, title, and subject catalogue, and an extra main entry card should be typed to make a shelf list or classified catalogue.

After the cataloguing is finished, books can be issued to borrowers for a period of two weeks.

B. The periodicals, journals, and abstracts should be catalogued and then arranged alphabetically in order of title, with the science periodicals separated from the general ones. Back issues should be arranged by date of issue and bound into volumes. As was mentioned in Part IV, an index on cards can be made of useful articles, after the initial cataloguing is complete.

C. Some library furniture and equipment will have to be made, including microfilm reel holding trays, book supports, a large shelf for holding bound volumes of newspapers, and other extra shelves to hold the growing collection of the Docu­mentation Centre. In Appendix III, Part B, there is a short list of library furniture and estimated costs, which I would recommend the Documentation Centre to buy. All of the items are locally available, and are of good quality.

Since I have been in Nepal, I have discovered that any kind of basic library equipment or furniture can be made to order here, even if the same equipment has not been made before. This stimulates local industry and decreases depen­dence on supplies and equipment from India or abroad.

D. It is most important that the librarian who initially works in setting up the Documentation Centre train at least two assistants in basic library techniques. Since these are cumulative skills, acquired over a period of time on the job, these assistants should start working from the beginning with the librarian. They should have some job security or tenure with RECAST. The Documentation Centre should also have a full-time typist who would be trained to type cata­logue cards, and any other typing required by the Documentation Centre. Eventu­ally, one of the assistant librarians can be promoted to the position of li­brarian, and another assistant hired. Thus, the staff of the Documentation Centre should, after one year, consist of two highly skilled librarians, two assistant librarians, and one full-time typist.

E. After this initial organization is complete, it is recommended that the Docu­mentation Centre provide the following services:

(i) Maintain a vertical file of pamphlet-type materials and clippings from those newspaper and periodical issues which the Documentation Centre will throw away;

(ii) Type and send out copies of the tables of contents of new journals, including abstracts or annotations if there are any, to the Documentation Centre users;

(iii) Keep the members of the National Council and RECAST informed of new publications in their fields by compiling subject bibliographies from publishers' catalogues, book trade bibliographies, report and periodical indexes, and book reviews in journals;

(iv) Write a quarterly report listing the new acquisitions of the Documentation Centre, containing book reviews written by members of the National Council and RECAST, and including miscellaneous information concerning the Docu­mentation Centre, for local circulation;

(v) Establish liaisons with other libraries and scientific and technological organizations in Nepal, for keeping abreast of the current literature published in Nepal, to co-ordinate book or periodical acquisitions in the libraries, and to encourage those libraries to regularly publish their own accession lists;

(vi) Establish contacts with South Asian and overseas scientific and techno­logical organizations, especially with the purpose of getting informa­tion about research they are conducting and acquiring their publications;

(vii) Periodically publish Scientific and Technological Publications in Nepal, containing abstracts and annotations of articles, reports, and books, for local and international distribution. This publication would be selective and concerned mostly with those publications which come under the auspices of the National Council or RECAST;

(viii) Maintain a card file of all publications, in specific scientific or technological subject areas, which are concerned with Nepal. This should be exhaustive, and would be published in book form after compila­tion is complete. Yearly supplements of new publications in these fields could be compiled and published;

(ix) Finally, the Documentation Centre should become a depository of all scientific and technological books, reports, and journals of Nepal. An Accession List of these publications should be compiled and printed annually for local and international distribution.

VI. CO-OPERATION WITH OTHER LIBRARIES IN KATMANDU VALLEY

A card catalogue of relevant books and journals available in other libraries is in the process of being made by Mr. Shyam Kazi, working for the Library Committee of the National Council of Science and Technology. This union catalogue is in the form of an author list. The cards will eventually be deposited in the National Council/RECAST Documentation Centre, after being published in book form with a title

index. When finished, it will be very useful, considering that RECAST is located four miles from Katmandu city, where most of the libraries are located. In Appendix IV, there is a list of the libraries in Katmandu Valley, whose collections are in the process of being included in this catalogue.

I have found that Mr. Shyam Kazi is doing this work quite satisfactorily. He says that he only has assistants for short periods of time and that he lacks suf­ficient office space in which to carry on this work. I recommend that he be given full-time assistants and office space so that this work can be completed in a reasonable amount of time.

Copies of the National Council/RECAST Documentation Centre quarterly reports and bibliographies can be sent to other libraries in the Valley. The only libraries that I know of in Katmandu which regularly distribute bibliographies of new acqui­sitions are the Tribhuvan University Central Library and the Centre for Economic Development and Administration Library. Such lists would be very useful in keeping a union catalogue of holdings of outside libraries up to date.

As I have mentioned, the Library Committee of the National Council for Science and Technology is in the process of making rules, for all government corporations, and university campus libraries in Nepal, governing acquisitions. This is being done to ensure that there is no costly duplication in the purchase of new books or periodicals.
