THE KEZAR TRIANGLE ART PROPOSAL The Carla and David Crane Foundation has been working with the Recreation and Park Department to transform the Kezar Triangle, an underutilized open space, into a place where various kinds of temporary environmental art can occur. Some of the proposed projects will be interactive, involving school children or the local community. Carla Crane, the project sponsor, working in conjunction with Sam Bower, project director, Jeffrey Miller, landscape architect and community members who comprise the Kezar Art Coalition have come up with a preliminary plan that shows where different kinds of art installations will occur in addition to overall site improvements. They have also identified the first round of art projects to be implemented. The Cranes worked with Recreation and Park General Manager Phil Ginsburg regarding their initial interest in making a contribution that involved earth art, recycled materials and landscaping and he directed them to the Kezar Triangle site which is located at the intersection of Lincoln, Frederick and Arguello Streets in the Inner Sunset. The project team will meet with Recreation and Park Department staff to get general approval before coming to the VAC. All project funding is provided by the Carla and David Crane Foundation. The project is coming to the Arts Commission for approval because of the temporary art installations.

Location: The Kezar Triangle is a 1.6 acre triangular area between Arguello Boulevard, Kezar Drive and Lincoln Way in San Francisco. It is officially part of Golden Gate Park and lies adjacent to Kezar Stadium, and between a residential neighborhood and the southeastern end of the park near the Children's Playground.

Proposal Process: Friends of Kezar Triangle, a nonprofit group fiscally sponsored by the San Francisco Parks Alliance, has worked with local neighbors and and artists to convene a Kezar Triangle Arts Coalition, an open volunteer-run advisory and planning group that combines art, ecology and community engagement to support placemaking activities and cultural infrastructure at the Kezar Triangle. The Arts Coalition has met monthly since February of 2013, hosted by the Circus Center near the Triangle. Initially, the Arts Coalition will suggest projects and proposals to be considered by the Carla and David Crane Foundation for funding and then reviewed by relevant city organizations (SFRPD, SF Arts Coalition, etc.) with input from local neighbors and community groups, as needed, before final approval.

KEZAR TRIANGLE ART PLANFriends of Kezar Triangle is proposing a five (5) year Art Plan that includes:

• a detailed plan for 2013• the formation of a Kezar Triangle Arts Coalition (KTAC) of local residents and supporters• a commitment to activities until 2015 (3 years of active sponsorship of projects), after which project recommendation, supervision and

funding responsibilities would be transferred to the KTAC.

Local interest in participative arts programming throughout the San Francisco Bay Area and within the Inner Sunset neighborhood has grown considerably in recent years as evidenced by the successful implementation of an Inner Sunset Art Crawl in 2012, as well as several popular Inner Sunset Sunday events 2012-2013 which attracted hundreds of local participants and considerable volunteer effort. The Kezar Triangle aims to contribute to that growing momentum by facilitating the creation of a vibrant space for temporary community and artist-led projects that support the ecology, landscaping, historical context and varied uses for this important section of Golden Gate Park. Friends of Kezar Triangle has successfully hosted public programs and community art picnics at the Kezar Triangle including our first Gopher(it) Day in October of 2011, a tree planting and Earth Day event in 2012 as well as an Equinox event in 2013 attracting hundreds of visitors to the site and introducing the possibility of future landscaping and arts programming to local neighbors with very positive results. !Future enhancements to the area will involve the following elements:

3. Programming of art spaceA. Seasonal picnic Events at the Kezar Triangle held four (4) times per year on or near the date of the Equinox and Solstice. These events will be planned through the Arts Coalition with final approval through Friends of Kezar Triangle and SFRPD. These are one day events that highlight public participation and invite the public to gather at the Triangle and connect with nature, local history and each other.

B. Infrastructural Art Projects will be identified by the KTAC with approval through Friends of Kezar Triangle and SFRPD and relevant City and local agencies. These projects will have a larger duration as they may involve enhanced practical amenities such as the following: artful water fountain, bicycle amenties, community art box, seating, fencing or entry elements, etc. These projects will be implemented over time as approval, construction and interest allow. Some projects might emerge through the KTAC recommendation process and direct discussions with selected artists. For other projects, selection through open calls for artist proposals or the Public Art Commission depending on the scope and nature of proposal will also be considered based on recommendations by SFRPD and the SF Park's Alliance. Daniel McCormick and Mary O'Brien's entry area erosion control installations are examples of this type of work. A traffic and safety enhancing Street Mural will also be considered for intersection at the North end of the site.

C. The "Plot to Grow Art" is a low-fenced approximately 1,000 sq. ft. (25' diameter circle) to be made available to artist led proposals that involve agriculture and planted works. All projects will be installed and maintained and removed by the KTAC, lead artists and their teams. All projects are temporary and will be harvested and the site restored at the end of the project period. Fallow periods many include plantings with beneficial cover crops such as fava beans, clover or native grasses until the next artist led project is installed. Selection of these projects will be made by the KTAC in coordination with the SFRPD. One project per year will be considered.

D. Seed Projects involving temporary installations onsite installed and managed by a lead artist are proposed for the first years of the Kezar Triangle Art Plan to give residents a sense of what might be possible long term on this site. Depending on the response and interest, these could be as few or as many as 2-5 projects to be realized per year for this initial period. Projects would all be of temporary duration varying from a several month to a several year lifespans. Artists would be identified and selected by the KTAC for consideration by Friends of Kezar Triangle funding and through coordination with SFRPD and related agencies. Cameron Hockenson's "Growth Rings", the Quigley House brick outline and Streetcolor's Fence beading installation on the discus cage would be examples of this type of work proposed for the 2013-2014 period. Longer term projects such as a traffic calming street mural at the northern entrance to the Triangle will be considered in the future.

E. Art Locker program will be developed for long term storage of selected reusable art projects that involve public participation and elements such as artful picnic blankets or creative tools in a storage locker onsite for access to the community as needed. Location for this locker is proposed for the Eastern end of the Triangle and may also double as tool storage for volunteer gardeners. The Kezar Triangle Arts Coalition would provide access, maintain and take care of these resources as needed.

Signage for art projects projects will include durable ground level plaques or plaques set onto nearby posts or structures (where appropriate). They will be designed in coordination with city authorities and include raised letters for the visually impaired. An Art Map will also be included on the Kiosk proposed for the SW entry area of the Kezar Triangle. The Kiosk also provides an additional potential space for temporary installations.

2. Organization development - In addition to developing artful planting and landscaping, as well as selecting and installing initial temporary projects with lead artists, Friends of Kezar Triangle is in the process of establishing an Arts Coalition that will provide long term curating and supervision of the arts components of the site:

Foundation, Villa Montavlo Arts Center and the California College of the Arts)Friends of Kezar Triangle is the nonprofit umbrella for the Kezar Triangle Arts Coalition. The KTAC is an all volunteer advisory body composed of local neighbors and Bay Area supporters interested in art, ecology and community engagement. Any fundraising and donations for temporary art projects will come through the Friends of Kezar Triangle who will manage permitting and installation of temporary projects with SFRPD and an artist lead.

5. FundraisingFor 3 years (from 2013, 2014 until the end of 2015), funding for these projects will be provided by the Carla and David Crane Foundation pending approval by relevant City agencies and input from the KTAC and community partners. Additional funding will be considered and solicited on a per project basis from outside sources as needed. Friends of Kezar Triangle will be strengthened during this period to take on the possibility of additional occasional fundraising duties as needs and interests emerge. The Kezar Arts Coalition will also be strengthened to take on curatorial and custodial responsibilities for Arts Programming on the site and will use the nonprofit structure of Friends of Kezar Triangle and the San Francisco Parks Alliance to continue and develop future projects. Once the initial seed projects are installed and the site begins to welcome and attract creative input from artists and the community a yearly budget of $5,000 - $10,000 might be sufficient for an ongoing program of seasonal picnic events and occasional projects as interest and opportunities emerge.

4. Maintenance of art and landscape elementsVolunteer programs for both planting/weeding/landscaping support will be developed with the help of the KTAC. All art elements will involve a lead artist who will work with KTAC volunteers to manage any and all maintenance, supervision and if needed - repair, during the project period. The "art locker program" will involve long and short term storage of a limited selection of reusable art tools and infrastructure in a locker onsite for access to the community as needed. The Kezar Triangle Arts Coalition would maintain and take care of these resources as needed.

Cameron Hockenson Growth Rings

A temporary ground based installation where sculptures made from cypress tree rounds hover a few inches above the ground, creating sitting areas for visitors to the park. Rings may be underlit at night, and might provide protection for new saplings that can be planted in the center of each ring. A ring of mulch, no-mow or appropriate ground cover around each grouping will support maintenance needs.

“From 1870 to 1912 the triangle was the home of the Quigley family. Patrick Quigley was the supervisor of all the pick-and-shovel guys who really made Golden Gate Park. McLaren was the administrator, but Quigley oversaw the real work that was done. “The large Quigley family lived there till Patrick died in 1912. By then the children had grown and moved away. For a few years the old Quigley house

stood empty and was considered haunted till it burned down in 1914.”

art locker programAn Art Locker program will be developed for long term storage of selected reusable art projects that involve public participation and elements such as artful picnic blankets or creative tools in a storage locker onsite for access to the community as needed. Location for this locker is proposed for the Eastern end of the Triangle and may also double as tool storage for volunteer gardeners. The Kezar Triangle Arts Coalition would provide access, maintain and take care of these resources as needed.
