Photo by Tomisha Sprouse The city has been doing some updates to the Wilson Memorial Library and Small Park, some by choice and others were mandatory. The most recent update is the security system that has been installed to watch over the park and the outside of the library. This system will help decrease the amount of vandalism at the park and make the area safer as a whole. The money that is saved repairing the park from unnecessary damage, will allow improvements to other areas of the parks that have aged. This improved was funded by WCRF (Washington County Riverboat Foundation). This organization has done their best to always help the city improve as whole, even though some of the items are not always physically seen at first. The next improvement to the library, as many of you have noticed was the sidewalk. The sidewalk was funded by KCCEF and with the help from the local option sales tax income the city receives. This sidewalk makes the travels to the library from the park and school safer, along with ADA compliant. Some of the windows in the basement have also been replaced due to BB gun holes in them. With the new security cameras, this will help prevent this from happening. These projects were made possible because of the support from the Washington County Riverboat Foundation and the recent support of the Keokuk County Community Endowment Foundation. City of Keota Receives Grant for New Roof

The city has been doing some updates to the Wilson Memorial Library and Small Park, some by choice and others were mandatory. The most recent update is the security system that has been installed to watch over the park and the outside of the library. This system will help decrease the amount of vandalism at the park and make the area safer as a whole. The money that is saved repairing the park from unnecessary damage, will allow improvements to other areas of the parks that have aged. This improved was funded by WCRF (Washington County Riverboat Foundation). KHS Graduates Awarded IHCC Scholarships Two area residents have been awarded Indian Hills Community College scholar-ships for the 2014-2015 aca-demic year. Brianna Slaughter has been given the IHCC Foundation Employee Giving Scholarship. Slaughter is a graduate of Keota High School and is enrolled in the Nursing Program. Kayla Baker will receive the IHCC Foundation Bright Scholars of Iowa Award. Baker is a graduate of Keota High School and is enrolled in the Arts & Sciences Program with an emphasis in Psychology at Indian Hills. The Indian Hills Foundation was created with the goal of providing scholarships to help deserving students enhance their lives through a college education. Since 1975, more than 17,000 students have been awarded $14.7 million. Last year, 550 students received nearly $1.1 million in schol-arships from the Indian Hills Foundation.

Matthew Romoser: Parents are Robert and Mary Romoser. Matthew will be a senior this fall at Iowa State majoring in Animal Science. Very active in Block & Bridle, he was the 2014 President, Chair of the 2013 Proven to Win Pig Sale, an Animal Science Peer Mentor and Student Ambassador for the College of Agriculture and Life Science. He is a member of the Iowa State Livestock Judging Team. Matthew won the State FFA Livestock Judging Contest and was a member of the State FFA team at the National Contest. He has played an active role in his family owned farrow to finish operation and developed a passion for raising and selling show pigs. He states, “Although great strides have been made in swine reproduc-tion, there is always room for improvement.” After gradua-tion, Matthew plans to pursue a graduate degree in porcine reproduction. Kolton Greiner: Parents are Lindsay and Shelley Greiner. As President of his FFA Chapter and High School Student Body, Kolton was nominated to go to the L.F.A.P. Leadership Academy at Indian Hills.

He received the Rising Star Award from the Iowa Soybean Association. Kolton has been involved in the family’s swine operation and with his brother started Greiner Brothers Show Pigs. Raising his own pigs, he has been very successful at the Washington County and Iowa State Fair with numerous champions and showmanship awards with both his swine and sheep projects. He has competed at the state level in several FFA Contests includ-ing Ag Mechanics, Business Management and Livestock Judging. Kolton states, “I have gained valuable leadership and interpersonal skills through 4-H and FFA leadership roles which will serve me well as I continue to be an advocate for agriculture.” Kolton will major in Animal Science at ISU. Patrick Frank: Parents are Rob and Tina Frank. As a senior in Animal Science this fall at Iowa State, Patrick has been very busy with Block & Bridle activities including Vice President, Co-Chair of the Grill Team and on the Little North American, Spring Market Hog Show and Cyclone Classic Committees. He is a College of Agriculture and Life Science Student Ambassador and active in Alpha Zeta. With interest in both beef cattle and swine which he showed in 4-H & FFA, Patrick has had an internship with AMVC, a swine manage-ment company; Clarahan Beef Farms; and this summer with Elanco Animal Health. He has a small cow herd with his father to raise club calves. Patrick has been an advocate for the beef industry completing the Master of Beef Advocacy program and working on the informational forum at ISU on Lean Finely Textured Beef. He plans a career in the animal health industry.

Keota Education Foundation Gives Money to Keota Schools

The Keota E d u c a t i o n Foundation r e c e n t l y p r o v i d e d the Keota Community

School District with a check for $38,000 to be applied toward improving the science curricu-lum. This money was donat-ed to the foundation by the community for the purpose of replentishing the general fund. Thus far we have collected and distributed the following: 2012--$144,000 2013--$38,000 2014--$38,000 The money was provided in various amounts by mem-bers of the community that are hopeful that with support we can keep our school and con-

tinue to provide a quality edu-cation. Two donors that have been particularly generous are RayMan Manufacturing with a gift of $20,000 per year for 3 years and Farmer’s Bank that has donated $10,000 per year for 3 years. We are extremely grateful for these two business-es but we realize that that level of commitment is not possible for everyone. The remainder of the money has come in smaller amounts but with no less importance. If we all give a little, it adds up and enables us all to make a difference. We need to continue to col-lect even more in order to keep viable as the funds are again declining and will continue to pose a threat to the district’s viability.

Donations Needed for Local Food Pantry The food pantry located at the United Church of Faith is in need of donations. This pantry was opened in September of 2013 and serves the needs Keota and Harper residents. It is open twice a month and distributes nonperishable items. Donations of canned goods, non-perishable food and personal hy-giene items are needed. Monetary contributions are gratefully appre-ciated and these can all be dropped off at the church.

Author, television host and farm equipment authority, Greg Peterson-widely known as “Machinery Pete”-will be the key-note speaker at the Vision Ag LLC/ Winfield Answer Plot Knowledge event on Sept. 4 in Richland, Iowa. Peterson will present data and commentary on trends in used farm equipment values. He will also report on what he sees as a highly dynamic and complex mar-ket due to lower row-crop com-modity prices, uncertain status on the Section 179 tax limit, and large inventories of large late-model equipment on dealers’ use lots. “We’re closely watching this shifting market,” said Peterson, Founder and Principal. “There are some widening price disparities all across the country, and there will be both winners and losers in the

used equipment space.” Peterson will also be available to autograph copies of the new 2014 Machinery Pete Classic Tractor Price Guide, which will be avail-able for sale at the event. With over 400 pages and 52 equipment brands from the early 1900’s to 1978, this guide is the most com-prehensive compilation of auction data on classic equipment. “I love every opportunity I can find to interact with farm-ers,” added Peterson. “Whether on social media or face-to-face, it’s great talking about trends in values and reminiscing on the classics. Board members present: Lisa White, Scott Flynn, Pat Hammen, Naomi Gretter, Billie Kindred (Present by telephone); Board mem-bers absent: None; Also present: Mark Sch-neider, Cherie Westendorf, Beth McBride. Naomi Gretter moved to adopt the agenda as written. Seconded by Lisa White. Motion carried 5-0. Open Enrollment Request: Shane and Marti Fleming of Keota spoke to the board about open enrolling their 4 children to Wash-ington Schools for the 2014-2015 school year. The board members discussed this request since it was past the March 1, 2014 deadline. Bill Kindred moved to deny the open en-rollment request from the Fleming family for the 2014-2015 school year. Seconded by Naomi Gretter. Motion carried 4-1, White –Nay. A Special Board Meeting will be held on Tuesday, September 2, 2014 at 6:30 p.m. re-garding the construction project. The next Regular School Board Meeting will be held on Thursday, September 11, 2014 in the Elementary Media Center at 6:30 p.m. The meeting adjourned at 6:11 p.m. K35

Keota City Council Meeting

August 18, 2014 The Keota City Council met on August 18, 2014, in the city hall. The meeting was called to order at 7:01 P.M. by Mayor Pro Tem Keith Conrad. Council Members answering roll call were Westendorf, Davis, Hill and Conrad. Council-man Greiner arrived shortly after roll call was taken and Mayor Cansler was unable to attend. City employees present were Osweiler, Conrad and Slaubaugh. Also in attendance were Matt Wildman, HR Green; Jim Dickinson and Janie Hammes, Library. Motion was made by Westendorf to ap-prove the agenda, Davis seconded the motion. Motion passed with a unanimous vote. Motion was made by Hill, seconded by Westendorf to approve the minutes from the previous meetings. Motion carried unanimous-ly. Janie Hammes attended the meeting to discuss the Wilson Memorial Library’s property. She presented pictures of problem areas that the board would like addressed. The drains in the parking lot and in front of the building are not working correctly. Slaubaugh will have them cleaned out to allow better fl ow. There is not enough parking around the building. Slaubaugh

will have rock hauled to other side of the park-ing lot to meet up with the building and rock part of the alley by the basketball court for parking. There are holes in some of the basement win-dows. The windows have been ordered and will be replaced once they are in. Matt Wildman presented the report from the fl ow meter’s that were installed in four of our storm drains and how it coincided with the modeling of our sewer system. He recommend-ed that the old brick man holes be relined to help with infi ltration and the covers with holes in them be replaced. Slaubaugh also asked about videoing the other two-thirds of the town to see what the lines look like. All of these op-tions could help with the infi ltration problem; the council will discuss this more at the next meet-ing. Kevin Slaubaugh reported the following for the public works department. The new water department truck is in and will be delivered later this week. The new sidewalk is installed and will be fi lled in around it once it has set. The well is getting closer to being done. They are trying to break through the check valve at the bottom and then they will start bringing the pea gravel out of the bottom. The pressure reducing value for the emergency WRWA hook-up is in and will only be used if there is no other option for wa-ter supply. Dickinson presented the test results from the tests downstream from the waste wa-ter plant compared to the new DNR standards and the results of the water discharged directly from out system into the stream. Hill made a motion to approve the public works report, Greiner seconded the motion. Motion passed with a unanimous vote. Offi cer Doug Conrad submitted the follow-ing report for the police department. He dealt with the following service calls and complaints: one assault, three theft, two vandalism, weap-ons, sex offense, three controlled substances, mental, two assist and service, attempt to lo-cate, two civil disputes, two traffi c violation, domestic abuse, three animal and misc. com-plaints. He issued two citations for speeding, one for Washington County warrant and one for domestic abuse assault with injury. He will be taking evidence to Des Moines later this week. Motion was made by Greiner, seconded by Hill to approve the police department’s report. Mo-tion carried with a unanimous vote. The United Church of Faith approved the city’s counter proposal for the park. Motion was made by Westendorf to fi le all the paper work to take ownership of the park, Hill seconded the motion. Motion passed with a unanimous vote. Motion was made by Greiner to approve the demolition agreement with the VFW for 605 West Broadway Avenue, Westendorf seconded the motion. Motion passed with a unanimous vote. Osweiler did the second reading of Ordi-nance 247: An Ordinance Amending Provisions Pertaining to Service Discontinued. Osweiler did the second reading of Ordi-nance 248: An Ordinance Establishing a Ben-efi ted Sewer District. Motion was made by Westendorf to ap-prove Resolution 2014-24: A Resolution Ap-

proving Wallington as the new member of the Planning and Zoning Committee and McGuire as the new member of the Board of Adjust-ments; Davis seconded the motion. AUGUST 18, 2014 The Keokuk County Board of Supervisors met in regular session, Monday, August 18, 2014 in the Board Room of the Courthouse. All members were present. Hadley moved, Wood seconded to approve the agenda. All ayes and motion carried. Discussion with County Attorney regarding proposal to create and solicit applicants for Ke-okuk County E911 Director/Manager/Coordina-tor position was held. This matter will be placed on next week’s agenda for formal action. Met with Engineer McGuire regarding Ke-okuk County Highway Department happenings as follows: the REAP application was complet-ed and hand delivered; blading roads; digging ditches; working on life cycle cost analysts re-garding concrete versus asphalt and gathering information regarding the W15 pavement crack-ing and possible solutions thereof. Hadley moved, Wood seconded award of contract for communication tower replacement to Sabre Communications Corp. in the amount of $228,966, low bid, as submitted. All ayes and motion carried. The bid includes demolition of existing tower, purchase and erection of 250’ self-support tower, civil, concrete, foundations, electrical, installation of prefabricated shelter, associated labor and material. Wood moved, Hadley seconded to award the Keokuk County 911 PSAP generator project to Ace Electric Inc. of North Liberty, IA - $41.500 for a new 60 kw generator (installed). By Adam Meier,Regional Sports Editor Chris Carter’s Sigourney High School volleyball squad got its final warm up against actual competition on Friday against WACO.After playing a number of schools in a jamboree on Thursday, the Savages, who finished 11-10 last season, hosted WACO in a Gatorade scrimmage. Projected starters and reserves, alike, where given chances to prove their worth to the Sigourney coaches, with the official season just around

the corner. Last week’s action helped give the Savages a feel of play-ing in front of their fans against solid competition. The matches also helped give Coach Carter a glimpse of what combinations may, or may not, work best for her team come the regular sea-son. Sigourney’s first match is on Thursday, Sept. 4, at home against Lynnville-Sully.

For the first time this season, the S i g o u r n e y -Keota football players got a chance to take out their aggression against someone other than their own team-mates. The WACO Warriors, who finished 5-5 last season, vis-ited the Cobras on Friday for a friendly Gatorade Scrimmage between the two squads. Sigourney-Keota opened up the scrimmage on offense and broke off the first big play of the night, when Nate Sieren took handoff from Blaine Gretter 80 yards for a touchdown on the very first play. First-string, second-string and third-string players from both teams all got ample opportunities to make plays and gain experience in front of the big crowd on Friday, making the scrimmage a valuable learning experience for both sides. No score or time was kept. The Cobras open up their season this Friday, Aug. 29, at 2013 Class A runner-up, BGM.

The State Fair hosts both Championship and Open Class competitions everyday. All Horseshoe Pitching competitions are on the clay courts, Farm Bureau Pioneer Hall.August 10 Tom Cranston of Keswick placed second in the Open Singles Division.August 11 Richard Cranston of Keswick, scored second in the Midwest Classic Class B and Bob Dugger of What Cheer took third. Richard and Tom Cranston were first in Class A Open Doubles.August 12 Tom Cranston scored first place in Open Singles Div. Class A. Tom along with Richard Cranston placed second in Open Doubles Class A.August 13 Richard and Tom Cranston placed in Senior Championship and Open Singles divisions. Richard placed third in Class A in the Senior Championship class and fifth in Open Singles Class A. Tom took third in Open Singles.August 14 In the Class A division of Open Singles-Afternoon, Richard was second and Tom was third. That evening Tom placed fourth in Class A Open Singles.August 15 Tom with Carol Ewing of What Cheer, placed sixth in the Two-Player Championship Pro-am and Open Singles contests. Richard with Josh Sinnott, of Bloomfield, first in the Class A in the Two-Player Pro-am. Tom placed second in the Open Singles Class A Division
