1973 Annual MeetingThe business meeting of the K.H.S.A.A. will

be held on Thursday, April 12, at 3:00 P.M., in the

Louisville Royal Room, Seelbach Hotel, Louisville.

The dinner meeting will be held at 6:30 P.M. in

th Ballroom of the hotel.

As provided in Article IX, Section 1, of the

K.H.S.A.A. Constitution, the following changes in

the Constitution and By-Laws will be acted uponby the Delegate Assembly.

Proposal I

Prin. Ronald L. Hager of the Prestonsburg

High School, proposes that By-Law 21 be changed

to read- "The number of basketball games played

by a member school after Decembr 31, and prior

to the district tournament, shall not exceed twenty-

two The number of games by any member school

shall not exceed thirty games. Any school whichviolates this rule shaU not be eligible for district

tournament competition. In one and only one

county, conference, or invitational tournament, the

games played by a member school shall count as

one game. All other tournament games shall count

as part of the thirty allowed games."

Proposal II

Prin. Arnold Stacy, Jr., of the Bath CountyHigh School, proposes that By-Law 21 be amend-ed by substituting the word "twenty-six" instead

of "twenty-four."Proposal III

Prin. Frank Lyons of the Dayton High

School, proposes the following change in By-Law28 Section 5: "Prior to the football season a teammay have only two scrimmages, or two practice

games or two gridorama games, or any combina-

tion of these not to exceed three, with players

other than members of the squad. Prior to the

opening game of regular season play, a basketball

team may have only two practice games and one

preview game with players other than membersof the squad, with the combination of these not

to exceed three."Proposal IV

Prin. Webb Young of the Paul G. Blazer HighSchool proposes that: "The Kentucky High School

Athletic Association Board of Control shall sanc-

tion and sponsor a girls' basketball play-off to de-

termine a state champion.These play-offs shall be under the complete

control of the Kentucky High School Athletic As-

sociation and its commissioner."A Committee (Chairman Frank Simpson, Eh

Alexander, James McAfee. Lloyd Sharp) appoint-

ed by President Richard Vincent to study the

Constitution and By-Laws and the Board of Con-trol proposes the following changes:

Proposal VIn Article III, (Page 5) — Delete in first sen-

tence "approved or" and replace "Kentucky HighSchool Inspector" with "State Department of

Education."Proposal VI

In Article IV, Section 2-a (Page 5)—Add after

first sentence: "In addition two blacks shall beelected (Federal Court Decree). One shall be

elected from each eight regions. They shall be afull time certified employee of a Board of Edu-cation."

Proposal VIIIn By-Law 1, Section 1 (Page 12) — Make

second sentence read — "Not later than Wednes-day of the week preceding the week of the con-test, the principal shall mail to the other, uponrequest, a statement to the effect that the per-sons named are eligible, under the rules of theAssociation, to represent the school on the datespecified. This statement shall be made on thestandard eligibility blank supplied by the Asso-ciation." (Request may be indicated on game con-tract form when it is signed.)

Proposal VIIIIn By-Law 1, Section 2 (Page 12) — Delete

last sentence.Proposal IX

That the first sentence of By-Law 1, Section5 (Page 13) be made to read: 'A new principalbefore certifying to the eligibility of his players,if there is reason to question any of the informa-tion, shall secure from the Commissioner's Officea copy of the original certifications for such play-ers."

Proposal XThat By-Law 1, Section 6 (Page 13) be made

to read: "Each principal of a member school shallsubmit to the Commissioner at the end of theschool year a list of the names of all students whoparticipated in any first team game in any sportduring the season. This participation list will besubmitted on a form furnished by the Association,which shall be filled out in full for each student."

Proposal XIThat By-Law 6, Section 3 (Page 16) be delet-

ed in its entirety. (All transfers would be gov-rned by Section 1 and 2).

Proposal XIIThat By-Law 19 (Page 18) be made to read:

"Section 1 — All boys contests shall be governedby National Federation rules if an official set is

issued for the sport."Proposal XIII

That By-Law 22 (Page 20) be made to read:"Only officials registered with the Officials' Divi-sion of the Association shall be assigned or em-ployed to officiate in basketball, football, baseballand wrestling."

Proposal XIVIn By-Law 29, Section 2 (Page 22) — Delete

"of $3.00."

Proposal XVIn By-Law 29, Section 4-c (Page 23) — Delete

in the last sentence "in at least six first team highschool football games or twelve first team highschool basketball games" and replace with "andhas worked all the games assigned to him duringthe previous season."

Proposal XVIThat By-Law 29, Sction 7 (Page 23) be de-

leted entirely and insert "An official shall acceptassignments in the amount of time and manneras prescribed by the local officials association to

TED SANFORD AWARDTo foster the ideals exemplified by Ted San-

ford, former commissioner of the Kentucky HighSchool Athletic Association, the Courier-Journaland Times inaugurated the Ted Sanford Award tobe given annually to a player in the KentuckyHigh School State Basketball Tournament whoexcels in four areas; basketball ability, academicaccomplishments, sportsmanship and citizenship.

Commissioner J. B. Mansfield presented thefirst award to Ricky Weatherspoon, a sophomoreat Hickman County High School. Ricky was se-lected by a committee composed of school person-nel from throughout the state.

Annual Athletic Directors ConferenceThe Fourth Annual National Conference of

High School Directors of Athletics is set for theMarriott Motor Hotel in Chicago, Illinois, Decem-ber 9-12, 1973. Athletic Directors are encouragedto make appropriate budget requests now to in-sure their attendance in December.

The registration fee is $18.00, which includesthe Conference Luncheon, Banquet and all otherConference functions. The National Federationhas obtained special Conference room rates ofS25.00 for a single room and $28.00 for a doubleroom. The Marriott is located only minutes fromO'Hare Airport and free limousine service is pro-vided.

The Chicago Conference promises to be thebiggest Conference yet and will feature stimu-lating and informative speakers addressing them-selves to the relevant methods and problems ofinterscholastic athletic administration.

Second Annual Sports Medical Seminar

Scheduled At Eastern Kentucky UniversityRICHMOND, Ky. -- Eastern Kentucky Uni-

versity will host its second annual one-day "Medi-cal Aspects of Sports" seminar Thursday, May 17,Dr. Wilbur R. Houston, director of the EKUStudent Health Center, has announced.

The clinic will be jointly sponsored by theKentucky Medical Association, the Kentucky HighSchool Athletic Association, the Department ofHealth, Physical Education, Recreation and Ath-letics at Eastern, and the EKU Student HealthCenter.

The day's activities will include lectures,demonstrations, and consultations especially de-signed for physicians, school administrators,teachers, coaches, trainers, and student managersor trainers.

Presiding at the seminar will be Dr. Ronald E.Waldridge of Shelbyville, chairman of the KMACommittee on School Health and Medical As-pects of Sports.

Clinicians will be physicians, university in-structors, university and high school athletictrainers, and coaches. Specific consultation boothswill be available for coaches of most popular var-sity sports.

A sampling of the topics includes certificationof trainers, foot care, motivation, the familyphysicians role in sports medicine, nutrition andheat illness, mouth injury, resusitation, and tap-ing.

All persons concerned with the medical as-pects of sports are urged to attend. There will bea $5 per person registration fee which includesa luncheon and a certificate of attendance.

Minutes of Board Meeting

The Board of Control of the Kentucky HighSchool Athletic Association met at Stouffer's Inn,Louisville, on Friday morning, March 16, 1973.The meeting was called to order by PresidentRichard Vincent at 9:00, with all Board members,Commissioner J. B. Mansfield, and Assistant Com-missioners Billy Wise. Louis Stout and Tom Millspresent. The invocation was given by J. C. Can-trell.

W. P. Wheeler moved, seconded by Bill Doan,that the reading of the minutes of the previousmeeting be waived since the members of theBoard had received copies of these minutes. Themotion was carried unanimously.

The Commissioner reported the results of therecent balloting for Board membership for Sec-tions 1 and 6. Howard R. Crittenden. Principalof Calloway County High School was elected torepresent Section 1 and James R. Williams, Prin-cipal of Somerset High School was elected in Sec-tion 6. Both candidates were un-opposed in theirbid for election.

Representatives of the Kentucky Division ofthe Amateur Fencers League of America (Mr.Bill Long, Assistant Principal, Southern JuniorHigh School and Mr. Francis Wolff, Chairman ofthe League) appeared before the Board request-ing that the Board recognize fencing as a highschool sport. They presented letters from severalprincipals also requesting that fencing be recog-nized by the Kentucky High Scnool Athletic As-sociation. Several questions were asked concern-ing equipment, coaches, insurance and othercosts. Following this, Mr. Vincent thanked Mr.Long and Mr. Wolff and they departed. Actionwas delaved on the request to allow furtherstudy.

There was a discussion of possible Board pro-posals to be submitted to the forthcoming Dele-gate Assembly of the Association. There were noadditions to the proposals presented at the pre-vious Board meeting. Mr. Mansfield presentedfour proposals received from high school princi-pals to be placed before the Delegate Assemblyfor action.

The Commissioner presented a letter fromMr. Joe Ohr, Secretary of the Kentucky HighSchool Coaches Association, requesting permis-sion to continue sponsoring the All-Star Footballand Basketball games to be held in August. JackFultz moved, seconded by Bill Doan, that permis-sion be granted. All members voted aye.

Mr. Mansfield informed the Board that Mr.Fran Curci. Head Football Coach, University of

Kentucky, has accepted his invitation to be theguest speaker at the annual dinner meeting of

the Kentucky High School Athletic Associationto be held in the Ballroom of the Seelbach Hotel,Louisville, on Thursday evening, April 12, 1973.

Mr. Roy Winchester moved, seconded by W.P. Wheeler, that all bills of the Association for

the period beginning January 1, 1973, and endingFebruary 28, 1973, be allowed. The motion car-ried unanimously.

There being no further business, the meetingadjourned.
