(3) That letters of administration had been duly granted on her estate to Joseph L. Donovan. (4) That the said Barbara E. Mit- chell left no unknown living heirs, so far as can be earned, and that under the laws of the State of Maryland, the Board of School Commissioners of Howard County would be entitled to said property.
