Jain Director Board of Governors The 50th meeting of the BOG, of ECI, was held on 19th June morning, in Civil Services Officers Institute, F-116, Kasturbha Gandhi Marg, New Delhi, which was followed by the 17th Annual General Body Meeting. Along with the normal agenda points, the Registration of Professional Engineers, Internships following the MoU signed with All India Council of Technical Education (AICTE) on 24th May, 2017, the CPD programmes organized by the member associations and the status of the National Proficiency Test were discussed. ECI is a Federation of the Member Associations (MAs) which represent the engineering profession in respective areas. The success of any initiative depends upon the effort made by MAs to implement it. The initiatives of ECI are decided upon by the Board of Governors with full knowledge and involvement of the MAs. Therefore, it is expected that the MAs will play their role in implementing these. For example, the number of registrations of PEs needs to be increased substantially. Similarly, the implementation of Internship, as per the MOUs with AICTE also depends largely on the efforts of MAs. To provide appropriate branding ECI has offered to AICTE approved engineering institutions, (which will include colleges, institutes, and universities), a facility to get an Affiliate Status of ECI which would help them in their interaction with students, academia and industry. The Affiliate institutions can use ECI Affiliate logo and branding, apart from availing the benefits of a) Interactions with the Industry, b) organising Seminars, Conferences & workshops, c) Conducting Joint research programmes and/or jointly take-up Consultancy projects, d) Interactions with domestic & overseas peer groups, and e) Exchange programmes for Faculty & students, etc. MAs could interact with the engineering institutions and identify areas in which internship needs to be done and assist in identifying industries which could take interns, putting them in touch with each other, thus promoting and facilitating the internship which has been made mandatory by AICTE. The 50th meeting of the BOG, of ECI, was held on

19th June morning, in Civil Services Officers

Institute, F-116, Kasturbha Gandhi Marg, New

Delhi, which was followed by the 17th Annual

General Body Meeting. Along with the normal

agenda points, the Registration of Professional

Engineers, Internships following the MoU signed

with All India Council of Technical Education

(AICTE) on 24th May, 2017, the CPD programmes organized by the

member associations and the status of the National Proficiency Test

were discussed.

ECI is a Federation of the Member Associations (MAs) which represent

the engineering profession in respective areas. The success of any

initiative depends upon the effort made by MAs to implement it. The

initiatives of ECI are decided upon by the Board of Governors with full

knowledge and involvement of the MAs. Therefore, it is expected that

the MAs will play their role in implementing these. For example, the

number of registrations of PEs needs to be increased substantially.

For a student of an Indian technical educational institution, the first priority is to get

employment. The cream of these students get employed first. The remaining go for higher

education or seek alternate employment avenues.

Today, in the Indian industry, a person with higher educational qualification is not desired, in

fact he is looked down. In addition, it is also seen in the majority of the Indian industries, that

there is no compulsion for the employed engineers to upgrade their skills and knowledge on a

sustained and continuous basis. Their responsibilities are fit for a skilled workman or maximum that of a skilled

supervisor and not that of an engineer. Even the fresh intake, within a short span in this environment, become

outdated. As a result, the richest source of R&D talent goes out of the mainstream and is not available to be

harnessed for the development of Indian Technologies. It is estimated that more than a crore of engineers are

thus employed and who could be harnessed for development of newer / cutting edge technologies.

Today. we speak and aim of exotic technologies like Artificial Intelligence, Blockchain, Robotics, Cloud

Computing, etc. All these are IT or Software related technologies. The software or IT related technologies are

dependent on electronic / electrical hardware. Basically these are service industries which are based on certain

types of hard core engineering. It is the arrangement of the electronic components which interalia dictate the

type of software/s required to run the system. Hence, whichever country leads in the development of the basic

electronic/ electrical engineering components, would also dictate what type of software are needed to be

developed. These countries are the leaders and command the whole software and IT industry, in the world.

Today USA, Japan etc are the leaders in this field, while China is fast catching up.

If India aspires to become an economic and an industrial giant, then it has to develop its own industry. Our

manufacturing base is either stagnant or is going up very slowly. One of the main reason for our backwardness

is the lack of a sustained and continuous upgradation effort of our working engineers. Development of the

industrial base implies development of the hard core engineering streams. Development of the manpower is an

essential requirement to meet the targets. Hence in addition to our fresh engineers, we have also to ensure that

all employed engineers, with the industry, compulsorily take up skill and knowledge upgradation in a

sustained and continuous basis, in their chosen field of specialisation. This would enable them to be aware of the

latest developments taking place in their specialisation area. Thus involving this rich engineering talent also in

the development of the Indian Engineering Profession.

Engineering Council of India (ECI), with its Member Associations, has put in place a system to monitor and

implement just this process. It has initiated 'National Registers of Professional Engineers', in which registration

of an applicant is granted after due scrutiny and diligence. This registration is for 5 years during which the

registered engineer has to accumulate a minimum of 250 credit hours of skill and knowledge upgradation

(Credit Hour is a unit, which reflects various modes of skill and knowledge upgradation). Continuous

monitoring and information is provided to the registered engineer, throughout this 5-year period, to motivate

and encourage him to meet his target. A major advantage, which would also accrue to the industry, from

this process is that it would be possible to ensure an engineer is placed in that area which matches

his chosen field of specialisation, thus ensuring best possible involvement of the engineer

with his work.

Registration of Professional Engineers

1) Introduction

Registration of Professional Engineers, Associate Professional Engineers, Student Engineers, and

some other categories on a voluntary basis is going on since December 01, 2015.

Member Associations (MAs) have a major role to play as they call for applications, screen them

through their set up National Committees (NCs) for respective fields/disciplines of engineering.

These NC give their recommendations to the Board of Registration of Professional Engineers (BRPE)

set up by ECI.

2) Benefits of Registering

The Registration, enhances the credibility and image of the Engineer. His/her acceptance by

industry, institutions, clients and other organisations goes up when he/she mentions the fact of this

registration as PE (or APE or SE) which distinguishes him/her from those who are not registered. We

are informing the various government departments, public sector organisations, local authorities,

industry associations regarding the National Register.

Specifically, it will result in; (i) Better credibility and possibility to make use of the branding of ECI

and concerned Member Associations, as the names are being listed on the website (ii) Using the

Certificate of Registration as PE in the National Register as a part of CV, and (iii) Better prospects for

assignments/jobs after this is publicised to client/employer organisations.

3) National Registers

There are separate National Registers for (i) Professional Engineer (P.E), (ii) Associate Professional

Engineer (APE), (iii) Apprentice/Graduate Engineers (ApE), (iv) Junior Apprentice Engineer

(JrApE), (v) Student Engineer (SE) and (vi) Diploma/B.Voc Student Engineer (DiSE). There are

separate National Registers under each category for different engineering fields/disciplines:

Construction, Consulting, IT, Computers/Telecom/Civil/Electrical/Mechanical/Chemical/

Mining/Meta llurgy/Industrial/Aeronautical Engineering, etc. The details and Criteria for

registration under each category, Disciplines and Code of Ethics which the applicant has to sign, are

given on the website www.ecindia.org.

4) Categories and Fee

Initial registration fee is Rs. 3000 for PE, Rs. 2000 for APE, App. E & Jr. App. E and Rs. 1000 for SE plus

applicable GST. And for other categories, the fee is Rs. 2000. plus the applicable GST. The fee

structure is subject to change in future. The registration is subject to renewal after 5 years.

5) Continuous Professional Development (CPD)

Each PE/APE is expected to meet minimum CPD requirement before being considered for

registration or renewal of registration. Nature of the programmes constituting CPD activities and

credit hours to be earned are given on the web site www.ecindia.org. It is the aggregate of credit

hours earned in 5-years that will determine as to whether a PE has secured at least 250 credit hours

within his/her five years' registration validity period or not, for re-registration. MAs have a major

role in organizing the CPD programmes for respective disciplines.

Executive Development Programme

Engineering Council of India is organising a five days

Executive Development Programme on “Project

Management for Engineers”. After completion of the

programme a certificate will be given to all the

participants. The Programme will be held from July 29,

2019 to August 02, 2019 at Lecture Room-1, Annexe,

India International Centre, New Delhi. The programme

is supported by the Ministry of Statistics & Programme

Implementation. For further details, please visit

ECI News

ENGINEERING COUNCIL OF INDIA

Dr. R. B. Grover is Emeritus Professor,

Homi Bhabha National Institute (HBNI)

a member of the Atomic Energy

Commission, and the Board of Research

in Nuclear Sciences. He was awarded a

Padma Shri in 2014.

Dr. Grover joined Bhabha Atomic Research Centre

(BARC) in 1971 and up to 1996 worked as a nuclear

engineer specializing in reactor thermal hydraulics. In

parallel, in 1982, he received a Ph.D. in the faculty of

engineering at Indian Institute of Science, Bangalore.

Post 1996, he performed managerial roles in BARC

including as Head of Technology Transfer and

Collaboration Division; and Director, Knowledge

Management Group.

He was head of Strategic Planning Group, DAE since its

setting up in December 2000 until his superannuation on

28th February 2013 as Principal Adviser, DAE (in the

rank of a Secretary to Government of India).

Dr. Grover was responsible for core and fuel thermal

hydraulics, and safety analysis of a research reactor – a

first such job in India. He did similar work and also

process design of systems and equipment for a compact

light water reactor. His work as a nuclear engineer led to

his election as a Fellow of INAE in 1999 and President of

the Indian Society of Heat and Mass Transfer in 2010 for a

four-year period.

In 2004, Dr. Grover completed formulation of a scenario

for growth of electricity demand for the next five

decades, first such long-term forecast in India, by taking

into consideration economic growth, population

growth, and improvement in energy intensity of GDP

and possible supply mix in order to delineate niche area

for nuclear energy. He is a strong supporter of nuclear

energy and his op-eds and talks highlighting the

importance of system costs have contributed to bring an

awareness about the subject.

Dr. Grover played maximum role in all steps taken by

the Government of India towards resumption of

international civil nuclear trade involving negotiations

with professionals from many advanced countries and

International Atomic Energy Agency (IAEA). Dr. Grover

covered himself with glory in the way he functioned

either as a key member or as head of the technical groups

of the negotiating teams that helped to conclude

agreements with USA, France and Russia for

cooperation in the peaceful uses of nuclear energy; so

also to conclude the text of the India-Specific Safeguards

Agreement and an Additional Protocol thereto with the

Secretariat of the IAEA.

He played a lead role during successful negotiations

with the then six Parties to admit India as a full partner in

the International Thermonuclear Experimental Reactor

(ITER) and is the leader of the Indian delegation to the

ITER Council since 2006. In view of his knowledge of

nuclear issues, the Government designated him as a

sous-Sherpa for all the four nuclear security summits

held so far.

Considering the importance of well-trained human

resource for the nuclear programme, he was involved in

conceptualizing the setting up of HBNI, a deemed to be

university under the Department of Atomic Energy and

was nominated its founder Director in June 2005. To

comply with the regulations of the University Grants

Commission, he was re-designated as Vice Chancellor

and remained in that position till end-February 2016.

HBNI is now a well-established research university.

Dr. Grover was awarded Lifetime Achievement Award

– 2011 by the DAE, Distinguished Alumnus Award –

2011 by the Indian Institute of Science and its Alumni

Association, and Lifetime Achievement Award – 2016 by

Delhi College of Engineering Alumni Association.

During a career spanning almost five decades, Dr.

Grover has distinguished himself as an academic,

research and development engineer, an institutional

builder, and a science administrator.

Matter relating to Internships-MOU between ECI and

AICTE

Recognizing the need for introducing compulsory

Apprenticeship/ internship in the technical institutions,

for increasing employability of Technical Graduates, a

MoU was signed between ECI and AICTE on 24th May,

2017. By this MoU, ECI has been made an authorized

body to facilitate hands-on training and/ or arrange for

“internships” to technical graduate education for their

Continuing Professional Development (CPD). This MoU

aims to initiate and implement programmes of

apprenticeship and up-gradation of skills, so as to enable

upliftment of economic and social status, of the technical

graduates.

AICTE have issued a New Guidelines of Internships. The

basic salient features are:

a) The Internship shall be of at least six-month duration

at different stages of the programme for a degree

course.

b) A minimum of 14-20 Credits of Internship/

Entrepreneurship activities/Project work/Seminar

and Inter/Intra Institutional Training for B.Tech

degree programme and 10-14 Credits for three year

diploma programme, shall go towards his

qualification.

c) Internships may be full time or part time. AICTE

curriculum is flexible to adjust the duration.

During the summer vacations, after the 2nd Semester,

students are required to be involved in Inter/Intra

Institutional Activities. During the summer vacation

after 4th/6th semester, students are ready for industrial

experience.

The need of the hour is that not only we think of making

our budding engineers ready for employment in the

traditional industries but also explore unconventional

arenas for opportunities for their employment and

careers. All these new opportunities need to be taken up

and developed by the Technical Institutions. These

would require faculty to be trained, labs / workshops to

be created.

Continuous Professional Development Programmes

(CPD)

CPD methods of this upgradation process includes

EDPs, Training Workshops, and Short term/ Long term

Courses etc.

This also opens revenue earning avenues for the

Member Associations. As these are the agencies who can

devise programmes/courses for such upgradation. With

a huge numbers of engineers available, these efforts

could result in substantial earnings for the Member

Associations.

In this regard, Industries/Institutions, who run

upgradation/specialized courses meant for their own

people, could be encouraged to make them available to

outsiders also, thus increasing the availability of such

CPD programmes.

To encourage more such programmes, ECI is quite

liberal in awarding recognition/approvals, as approved

CPDs, to enable the registered engineers meet their

requirements. Till date ECI has given approval for

around 45 programmes, as CPD Programmes. A number

of these programmes have been organized by Member

Associations and the rest by outside agencies. Nearly all

of these programmes relate to Civil Engineering.

National Proficiency Evaluation Test (NPET)

In the 45th BOG Meeting on November 10, 2017,

Chairman ECI had informed the Board that Dr. Rajiv

Kumar, Vice Chairman Niti Aayog, had suggested that

there should be a system evolved, by professional bodies

like ECI, to assess the proficiency of the engineers

graduating from the engineering Colleges which would

be of great help to industry and the students. VC, Niti

Aayog, had also suggested that the test should be

expanded to cover all branches of engineering and

conducted online to cover large numbers. A National

Proficiency Evaluation Test (NPET), had already been

evolved and put in practice by CIDC, ECI’s MA. The

National Proficiency Evaluation Test (NPET) presently

conducted by CIDC is an independent assessment of

proficiencies of young engineering Graduates, diploma

holders as well as supervisors. It could be a joint effort of

AICTE, ECI, its member associations and the

Universities. As decided in the BOG meeting to

constitute a separate Board for NPET, a National

Proficiency Evaluation Board under the Chairmanship

of Mr K.M. Singh, Former CMD NPHC, has been

constituted. A meeting of all Member Associations was

also called to discuss the modalities of this test, on 16th

March, 2018. The software for conducting NPET on line

has been developed and is ready to be field tested.

It is proposed to start initially with 18 streams of

engineering. The first test is proposed to be held by 1st

week of August, 2019. As decided in the 45th BOG

meeting, it would be conducted online.

Engineering Council of India celebrated its 17th

Foundation Day on 4th April, 2019. Continuing its

tradition, Eminent Engineers' Awards in 2 categories-

Industry and Research & Consultancy were also

presented on this day. The high level Jury consisting of

Dr. Kirit Parikh (Chairman), Dr. R. A. Mashelkar, Mr. B.

Muthuraman, Mr. Mahendra Raj and Dr. D.V. Kapur

CECAR (Civil Engineering Conference in the Asian

Region). This is one of the major activities of ACECC.

Leaders and decision makers from Academia Industry

and Public Sector get together to discuss issues of

infrastructural development in the Asian Region and

elsewhere.

CECAR is held every 3 years and participants from

ACECC countries and others attend it in large numbers.

The 8th CECAR was held in Tokyo, Japan from April 16

to April 19, 2019 in which ICE (I) also participated.

The next 37th Executive Committee Meeting of ACECC

is being held on September 25-27, 2019 and ICE (I) is

hosting it in Goa, India.

The 9th CECAR also will be held in 2022 and ICE (I) has

the honour to host it in Goa in India.

Indian Concrete Institute (ICI)

ICI is conducting a short term certificate course on

“Foundation Design and Construction” at its

Technology Centre at Chennai on 18th & 19th of July 2019.

Indian Institution of Industrial Engineering (IIIE)

An invited talk was organized under IIIE Dharwad local

Chapter on 15th March 2019 at S. D. M. College of

Engineering & Technology. The Guest speaker was Mr.

Saideep Ratnam who is eminent personality from

Industry and Change Management Consultant. Mr.

Saideep Ratnam gave talk on “Importance of VLCI

(Visionary Leaders Community of India) and its success

stories in Indian context”. He urged students that, there

is lot of scope for VLCI know how people as the same

will bridge the gap between institutes and industries. He

also gave practical demonstration on observation skills

and safety aspects which are basic needs for an

Engineer.

Indian Society of Agricultural Engineers (ISAE)

53rd Annual Convention of ISAE along with

International Symposium on "Engineering Technologies

for Precision and Climate Smart Agriculture" held at

Banaras Hindu University (BHU), Kashi, Varanasi

during 28- 30 January, 2019. The inaugural session was

graced by Sri Surya Pratap Shahi Minister of

Agriculture, Government of Uttar Pradesh and Dr.

Trilochan Mohapatra, Secretary DARE and DG, ICAR.
