The impact of technological factors on
information systems success in the electronic-
government context
The topic of my project is Electronic Government. The purpose of this research paper
to study about impact of technological factors on information system success in the
electronic-government context. The purpose of this article is to investigate the influence of
technological factors on up-stream model of Delone and McLeans !" success dimensions. !n
this article# it state that the rapid gro$th in the use of information system has bring to gro$ of
several changes in $ay of $or% for challenge for every both sector# private or public. Thechange is bring the private sector for challenge each other for develop the best service# best
product# and good system. &o$adays# the use of prvate sector for gaining the important
strategy and get the financial benefit and this business can out$eighs the other public sector.
'ccording to this article# the technologies such as email# document scanning#
electronic data interchange# and internet have entered the public sector. The ne$ information
system $as help to overcome this problem of inefficient and information of delevery in public
sector. 's follo$ of the issue# several countries include Malaysia# $as applying the electronic
government project. (o$ever# the efficient of this electronic government system have not
revie$ed yet.
)or the literature revie$# this article has sho$ the frame$or%. The frame$or% have the
four independent variables# and also four dependent variables. )or the hypothesis# it can be
the relationship bet$een four dimension of information success have been investigated.
Therefore# the frame$or% shos the technological factors as teh independent variables and the
information systems success dimension as the dependent variables. The independent variables
are stated in the articles# first is !" facilities# second !" competency# third !" integration# fourth
user support# and last !" structure# $hile the dependent variables are# system *uality#
information *uality# perceived usefulness and user satisfaction.
)or the methodology# this article +sing a survey method# data $ere gathered from ,
users from four electronic government agencies in Malaysia. The technological factors $ere
represented by information system competency# information system facilities# information
system integration# information system structure and user support. The information system
success dimensions used in the study $ere systems *uality# information *uality# perceived
usefulness# and user satisfaction.
)or the scale of population# this study is from the survey of staffs in agencies of
electronic government in Malaysia. "ince year //0# several e-government pilot projects had
been implemented. )our agencies in main administration of government had been choose. The

chosen of the agencies are based on maturity because it $ill be the guide of electronic
government and its application.
)or the measurement# the article used the perceptual measures to capture data on
inforrmation system success and technological factors. 1erceptual measures are acceptable
measures in most survey research. 2esides# demographic factors 3age# gender# educational
level# job level# departmental level# and length of service4# fre*uency of use# types of
computer trainings attended $ere also measured. 5hile about data collection# this article used
a self-administered *uestionnaire to measure the system *uality# information *uality#
perceived usefulness# and user satisfaction.
)or the findings# in this article indicate all the technological factors are significantly
correlated $ith the four !nformation "ystem success dimensions. The study concludes that the
technological factors investigated $ere very important in ensuring the successful utili6ation
and implementation of information systems in the electronic government agencies. )or the
result# it dividing by t$o# there are information system factors and technological factors. The
main objective of the study is to investigate the relationship bet$een the technological factors
and information systems success factors. five technological factors have been identified to be
included in the study. The factors are !" facilities# !" competency# !" structure# !" integration#
and user support. The result also indicates that there has been a $ell-integrated system in
place $ithin the e-government system in Malaysia. This also implies that information and
resources $ithin and bet$een the government agencies are effectively shared. 'nother
significant attribute found $as !" integration. The attribute $as one of the significant
predictor of information system success mainly maybe due to the nature of electronic
government environment setup.
)or the conclusion# in Malaysia# this e-government project still ne$ from applying
aspect nad application. (o$ever# from the research# it stated the impletation and application
$as success. 'll of the information systems success had been calculated that are system
*uality# information *uality# perceived usefulness# and overall satisfaction $ere rated highly
by the participants of the study. This article is subjected to various limitations.
Methodologically# this study does not allo$ for more elaborative understanding of the
Malaysian e-government system as a case study can.
