Queensland acts on Hendra Virus ReportThe Queensland Governmenthas adopted a pro-actionresponse to a detailed report bythe Queensland Ombudsmaninto the handling on Hendravirus incidents in the state from2006 to 2009.The ombuds-man, PhilClarke,(pic-tured) made 74recommenda-tions in thewake of hisinvestigations ifwhich nearlyhalf have already been imple-mented by the government.Mr Clarke’s Hendra VirusReport was submitted to thegovernment late last month anddetails systemic failures acrossseveral government agencies. However he did identify thatstate government agencies haveimportant roles in responding toHendra virus incidents, includ-ing:Managing biosecurity risks Controlling diseases in stock, including horses Regulating the safe disposal

of potentially harmful materialm managing workplace healthand safety issues Regulating public health con-cerns Communicating with vets, horse owners and members ofthe public. The investigation primarilyfocused on the administrativeactions of Queensland PrimaryIndustries and Fisheries, and toa lesser extent, QueenslandHealth and Workplace Healthand Safety Queensland.

The report details a two-yearinvestigation into the handlingof six Hendra virus incidentsbetween 2006 and 2009. In 2010-2011, a further 11Hendra virus incidents weredetected in Queensland. This report does not consider thelater incidents in any detail asthe Ombudsman’s investigationhad already provided sufficientevidence for this report. The Ombudsman’s investigationinvolved more than 50 inter-views with senior government

officers, private veterinariansand people affected by Hendravirus incidents. The investigation also examinedthousands of pages of internalgovernment documents andemails and consulted scientificexperts.“I found evidence that systemicfailures hampered the way gov-ernment agencies responded toHendra virus incidents,”MrClarke said.“The lessons from this investiga-tion will help government agen-cies respond more effectively infuture. “My recommendations aredesigned to improve the way thepublic sector manages Hendraincidents and other significantbiosecurity threats.”By the end of 2011, more than 70percent will have been complet-ed by the Queensland govern-ment with the remaining recom-mendations to be completed bymid-2012 under the oversight ofa steering committee.

THE PERFECTIONHow would you describe it?

When we asked many of the world’s top riders what they felt when they sat in our newest dressage saddle, they exclaimed it’s “Perfect”. So we named it “Perfection”. When our customers asked us to explain the difference between the “Perfection” and other saddles, we realized that the feelings are indescribable. You have to experience it. “Perfection” is a feeling you don’t want to miss.

WINNING TONGUE PLATE BITAn innovative Australian designed bit is prov-ing to be a winner both on the track and sport-ing arena and with horses and their owners. The Winning Tongue Plate Bit is designed tomake life more comfortable and relaxed for the horse while reducingthe risk and injury.Already proving to be a big winner and endorsed by leading trainerscompetitors and vets, the WTP bit stops the bit pinching the tongueand therefore stops pulling. Its design means the plate sits on top of the tongue, eliminating theneed for tongue ties and greatly reducing the risk of soft palate dam-age. Since the tongue can not get over the top of the bit, the tonguedoes not hang out of the mouth and with the horse more comfortable, there less resistance on their part meaning less pulling, head shakingor even rearing. While reducing the risk of injury, the WTP bit at the same timeimproves oxygen supply for the horse which in turns improves perfor-mance.Leading trainers such as David Hayes has seen the benefits first handof the new bit and has soundly endorsed it.The bit also reduces the incidence of bleeding after exercise and adrop in soft palate damage has seen it also given the tick of approvalfrom vets.Designed in Australia and recognised at international design awards, the WTP bit is easy to fit and also easy to clean. It is advised that owners allow a few days for their horse to becomeuse to the WTP bit but once the horse has, the results should provide amore relaxed and far more comfortable horse which is more receptiveto to the rider and capable of improved performance, regardless of thediscipline. If you are concerned about the well-being of your horse and want tosee it reach its potential, the WTP bit may just be the answer you havebeen looking for. The Horse Report

By DAVID LOVELL BVScRedlands Veterinary Clinic

As it has been so hot recently, and we are approaching theChristmas and New Year period,I thought it might be time to dis-cuss anhydrosis, the technicalterm for the inability of a horseto sweat. Also called ` Puffs Disease’because of the puffing seen inhorses trying to cool themselves.Firstly it is necessary to under-stand the mechanisms of heatregulation in horses. When the horse commences toexercise and muscle contracts, energy must be utilised to powerthe muscle contractions.Biochemical pathways in themuscle fibres process energystored in the tissues. This energy is obtained from feedin the digestive system andstored as fat and starch. The process of converting storedenergy into mechanical energyfor muscle contraction is veryinefficient and at least 60% iswasted and lost as heat energy. This has the effect of raising the

core muscle and body tempera-ture. Nature dictates that for sur-vival, the body temperature hasto be maintained at very close to38 degrees and so it is veryimportant for the body to be ableto get rid of this wasted heatenergy when exercising. In the horse, most heat dissipa-tion is via the evaporation ofsweat and radiation from theskin into the atmosphere. When the environmental temper-ature is in the mid 20s andhumidity is low, this process isquite efficient. When the temperatures are in thelow 30s and humidity is high, heat loss is very inefficient andthe horse overheats. Nerve centres in the brainrespond to this and the horsestarts to pant and breathe rapidlyas another attempt at heat loss byexchange of heat with the envi-ronmental via air breathed intothe lungs. Anhydrosis or `Puffs’ is a condi-tion in horses where basically thesweat glands lose the ability tofunction. This is thought to be the result of

an extended period of over stim-ulation of the glands to the pointwhere they lose the ability torespond to adrenalin and simplywear out. The horse stops, or displays areduced ability to sweat, andheat stress develops.CLINICAL SIGNS:o Absence of sweat - partial orcompleteo Panting respiratory rate evenat rest, but particularly afterexerciseo Hair loss, particularly aroundthe face and necko Exercise intoleranceo General depression & ill thriftDIAGNOSIS:o Clinical signs and physicalexaminationo Adrenaline tests - differentconcentrations of adrenaline areinjected under the skin and thelocal sweating response isassessed. However, many hors-es that have temporary sweatingproblems will respond normallyto these tests giving many falsenegatives. TREATMENT:o There is no medical cureo Hose for a long period to cool(30 - 40 minutes). When hosingis finished, scrape the horse offand towel dry to damp to assistevaporation. o Provide a fan if possible toincrease evaporation.o Concentrate on hosing overlarge blood vessels as well asentire body eg. Jugular veinsand leg veins (inside front legsand hind legs), head and necko No treatments/medicationsappear to be effective.o May supplement with salt andlight salt (3:1 - 120g Lite salt maybe advantageous per day).o Various supplements contain-ing amino acids and mineral ele-ments have been advocated butnone have been shown to havedefinitive benefitso Always ensure your horse hasaccess to plenty of waterMANAGEMENT AND PRE-VENTION:This is primarily an environ-mental condition and the under-lying problem is that the horse ispoorly adapted to living in the

tropics. The heat affects nearly all horsesadversely and most are uncom-fortable during the hot time ofthe year. The horse is not suitedto enforced physical exerciseduring such conditions. Fortunately very few of thesehorses in this area progress totrue clinical anhydrosis. Places like Townsville andCairns and in particular,Singapore, have many clinicalhorses. In our climate, most horses canbe perfectly functional duringthe rest of the year when condi-tions are more equitable. If your horse is seriously affect-ed, the simplest thing is simplyto spell the horse over the reallybad months and plan your train-ing and competition for the restof the year. Fortunately most of the competi-tive year in most sports complieswith this approach. If you have to train your horseduring the bad months, mostpeople tend to get up and workthe horse early in the morning. I firmly believe this to be anincorrect approach and veryoften the early mornings areextremely hot and humid, thehorse heats up and then the daysimply becomes more and moreoppressive. It is usually much more satisfac-tory to work the horse in theearly evening when at least theworst heat of the day has passedand in most cases, there is atleast a strong breeze to help dis-sipate the heat and evaporationfrom sweat. If you feel your horse is havingsome problems, you should con-sult with your veterinarian. The horse should be examinedto ensure there is no underlyingrespiratory system problem, andthen a plan developed to allowthe best management of thehorse. Nearly all horses with heat intol-erance can be managed to allowthem to perform satisfactorilyfor the rest of the year. The majority of horses will com-mence sweating again later inthe cooler months.

The Horse Report

By JOHN DOWNES

I was going over a recent articlethe other day and realised I hadfailed to mention the value ofLong and Low in the gymnasticpreparation of your horse. Most of you will be familiar withthe exercise but for people whoare not here is a brief precis ofwhat it entails. The horse normally, in trot on a20 meter circle, will carry himselfin a stretched frame with hishead close to the ground, main-taining himself on the bit, hisback will be raised and swingingand he will hold a steady rhythmand a soft contact with the rider'shands.

Benefits to the horse include: Relaxation not only physicallybut mentally Increased suppleness and aswinging back Increased longitudinal submis-sion and thus acceptance of thebridle The lifting of his back allowshim to step further under hisbody with his hind legs thusimproving engagement and bal-ance A requirement of most of theEquestrian Australia Preliminary

and Novice testsA word of warning though. This exercise when done poorlyor excessively particularly indraw reins or double bridle canlead to the now discreditedRollkur. They are very different exercises.Be clear in your mind what youare trying to do. Remember Long and Low is notRollkur, low deep and round orhyperflexion. As shown above in figure 1, I

introduce this exercise to thehorse very early on the training. As soon as I feel the horse cancarry himself on the bit with asoft contact on a 20 meter circle, Imove on to the introduction ofthe Long and Low or showinghim the way towards the ground. This has a clear benefit to thehorse as the muscles that mayhave been working with tensionand have become contracted arenow allowed to stretch and relax.Like any other movement, thedeveloping of the exercise willoften take months. Some horses are naturally morebalanced whilst others will strug-gle. This can be due to poor con-formation as well as a lack of cor-rect muscular development. So let's get back to how we intro-duce the exercise. I will have the horse on a 20meter circle in trot on his bestrein. When he is on the bit and main-taining a soft contact with myhands, I will soften my handsand surrender the reins a little. He should follow the bit forwardand down and lengthen hisframe a little. If he fails to do so, I rebalancehim by bringing the inside hindleg under (half halts) and thenrepeat the softening of the reins. You will initially have to repeatthis aid numerous times on thecircle until he gets the idea. As I have mentioned previouslysome horses are quicker with theconcept than others. Now once he starts to stretch oneof two things will occur. He will either accelerate or pull. This is him shifting his weightfrom the hind quarter onto theforehand and he will requirerebalancing. So shorten your reins a little and

again get him on the bit with hishind legs well engaged, with asoft contact, a steady rhythm andhave another go. All horses will need rebalancing. The degree and regularity willdepend upon his education andgymnastic ability. My goal is that he will executethis exercise without going onthe forehand but of course thiswill take a while.

Points to consider or be awareof: Sponging or fiddling with thereins may get him to drop hishead but he will not lift his backso the gymnastic benefit of theexercise will not be achieved Using draw reins or other gad-gets will often get his head downand his neck low but you maywell not achieve a swinging backas his hind legs may be trailing If your horse pulls or acceler-ates he will need rebalancing ashe has gone on the forehand The rider decides what framehe works in, he should not takethe reins from you You can use Long and Low insome lateral exercises to helpdevelop a swinging back andsuspension The regular changing betweencollection and extension, a short-er frame and Long and Low is agreat way of increasing the gym-nastic ability of your horse Keeping the horse in Long andLow is a way of enforcing relax-ation and preventing shyingIdeally I start my and finish mytraining sessions with this exer-cise and when used wisely Longand Low will give massive bene-fit to your horse and is a mostimportant step in the pathway tothe higher level tests.
