Greetings! Hello! My name is Lisa Ruggiero. I walked through the doors
of Desert Horizon Precinct on the Monday following my
academy graduation, as a brand new officer, back in July of
1991. Words cannot express how exciting and how much of
an honor and privilege it is to now be your newly assigned
Commander at the very precinct in which I started my
journey.
Patrol has always been near and dear to my heart. It would
take me thirteen years in patrol, and a few mentors urging
me to promote, before I took the Sergeant’s test; I loved
working the field so much that promoting was a difficult
decision! I am grateful I took the leap but as a Sergeant, a Lieutenant and now as a
Commander, my favorite assignments have always been patrol. I am so appreciative
of the officers and sergeants who pound the pavement on a daily basis doing what
we do best - putting bad guys in jail and working to maintain the quality of life to
which you are accustomed. I could not ask for a better team of people.
But, as you know, we cannot be everywhere all of the time and, as always, we need
your help to be our eyes and ears. Please call when you see suspicious activity, blight
issues (graffiti, abandoned properties, etc.), or criminal activity of any kind. While I
am strongly motivated by crime statistics, I am equally as motivated about quality of
life issues within this precinct.
I am truly vested in this area. I have been a long time resident in Desert Horizon
Precinct; it is where I attend church, shop, eat, and exercise. I have strong ties here
and I hope to build even stronger connections with the community members I meet
along the way. It is my sincere hope that we exceed your expectations as we ap-
proach the Holiday Season and ring in the New Year.

Be Aware
- Be alert to any suspicious activity and report it immediately to the Phoenix Police Department by calling Crime Stop at (602) 262-6151 or if it is a crime in progress call 9-1-1.
- Be alert to your surroundings when parking, walking, or withdrawing money at an ATM. Try to avoid carrying a large amount of cash. Keep your purse closed and close to your body.
- Don’t overload yourself with numerous packages; by doing this you become vulnerable.
- Automobile accidents increase over the holiday season so please drive carefully, and watch for children.
Parking - Park as close to your destination as possible and in a well lit area.
- Re-park your car in another spot after you have secured packages and plan on more
shopping, this is to deter criminals that may be watching.
- When returning to your vehicle walk with confidence and have your vehicle keys in hand.
Vehicle
- Lock your vehicle and set your vehicle alarm or use an anti-theft device. When returning
to your vehicle look around outside and inside before you get in. - Never leave your vehicle running while unattended, even for a minute.
- Do not leave children unattended in your vehicle.
- Secure your packages out of sight, preferably in the trunk.
- Remember where you parked, if possible write it down, which aisle and near what store.
- Have your license plate number and the description of your vehicle written down and kept in your purse or wallet, in the event your car is stolen or towed. - Don’t place your purse on the rooftop or on the trunk of your car, this is setting yourself up to
be a victim.

New Kiosks at Sky Harbor Help with
International Travel
International travel at America’s Friendliest Airport® is now a little
easier and quicker thanks to the recent installation of Automated
Passport Control (APC) kiosks. The 12 kiosks are available for U.S. and Canadian citizens not requir-
ing an entry visa.
In the future, the APCs will be available to travelers from visa waiver countries and legal permanent
residents. No pre-registration is required for travelers to participate, and there’s no cost for travelers
to use the kiosks. Travelers using the APCs experience shorter wait times, less congestion and faster
processing.
Use of the APC is simple: travelers follow on-screen instructions and answer Customs declarations
questions. A confirmation receipt is printed and then the traveler proceeds to a Customs and Border
Protection (CBP) officer to finalize processing. There’s no need to complete a paper declaration card
under this system.
This technology is in use at several other major airports including Boston Logan International Airport,
Chicago O’Hare International Airport, Dallas/Fort Worth International Airport and Tampa Internation-
al Airport. Travelers can select from a variety of languages – English, Spanish, French, Italian, Kore-
an, Dutch, German, Chinese and Japanese.
Next time you are returning home from abroad, try out the APC to speed up your journey through
Customs.

United Airlines
Begins Early Bag Check
at Sky Harbor
We’re happy to report that United Airlines is now participating in Early Bag Check. If you
recall, we noted in a previous column travelers flying American Airlines, Southwest Air-
lines and US Airways could take advantage of Early Bag Check and eliminate the need
to carry checked baggage aboard the PHX Sky Train® or Airport shuttle. The free ser-
vice – available at East Economy Parking, the 44th Street PHX Sky Train® Station and
the Rental Car Center – has proven to be quite popular.
Here’s how it works:
- If you’re parking at East Economy, you can drop off your luggage before you park. Just look
for signs when entering the parking area.
- Travelers using the Valley Metro Rail or who are dropped off at the 44th Street PHX Sky
Train® - Station can check their bags on level 2 on the east side of the station.
- Travelers using the Rental Car Center can check their bags after returning their car and be-
fore boarding the Airport Shuttle.
You will need to check your bags a minimum of 90 minutes prior to your flight departure. Al-
so, note that due to airline policies, baggage cannot be checked more than four hours in ad-
vance of flight departure. The nice part is that there is no additional cost for this service,
but individual airline bag fees still apply. Gratuities are accepted for exceptional ser-
vice.
Hours of Operation:
East Economy: 4 a.m. to 6 p.m., seven days a week, including holidays.
44th Street: 6 a.m. to 1 p.m., Monday through Saturday, including holidays.
Rental Car Center: 5 a.m. to 6 p.m., seven days a week, including holidays.

Shannon’s Law Reminder… As the holiday season approaches, we all look forward to spending
time with our friends and family. This is a time to celebrate and
look forward to the new year ahead. As we celebrate, we must do so safely.
There are many ways to celebrate the holiday season safely. However, the dis-
charge of firearms is not one of them.
We are reminded of the tragic events that occurred in June of 1999. Shannon
Smith was enjoying a nice evening in the backyard of her home when she was
struck by a bullet that someone had fired randomly into the air from some-
where near her neighborhood.
The discharge of firearms within the city limits is danger-
ous and illegal. An individual that discharges a firearm
within city limits will be charged with a class 6 felony. Of-
ficers will be out this holiday season trying to make the
city safe for everyone. If you see or hear someone dis-
charging a firearm in your neighborhood please report it.
With the combination of our officers on the street and the
community serving as our eyes and ears, we can work to-
gether to make the 2013 holiday season safe for everyone.

Phoenix Block Watch Advisory Board

If you are familiar with the Phoenix Block Watch Advisory Board (PBWAB), you have probably met Candy
Dugdale and me. If you are not familiar with PBWAB, this is the time to become acquainted. The PBWAB
mission is to offer continuing education, networking, and support for block watches.
We hold meetings and classes all over Phoenix. Some are bound to be close to your home and work and
definitely worth a drive. The past 14 months as a Phoenix Block Watch Advisory Board Director have been
amazing. When I first stumbled across the PBWAB I was gobsmacked! You mean to tell me that there is a
group that covers ALL of Phoenix that works to lower crime? I get to attend interesting and useful meetings
with like-minded people. I get to talk with people who have brilliant ideas. I get to share those brilliant ide-
as with others. SIGN ME UP! I promptly became a member and a director. And since I live at 11th Ave and
Camelback, the change in precinct boundaries brings me in to Desert Horizon from Mountain View.
Here's a little about myself. I grew up in the backwoods of New Jersey and my tack toward crime fighting
started in 2003. I got involved on my street and in my neighborhood to lower crime, raise property values,
and increase the quality of life. As the years went on, I met extraordinary people in my neighborhood and
at Mtn View precinct meetings and events. In August of 2012, a group of 12 neighborhoods in Mtn View
joined forces to share ideas about crime fighting, grant writing, increasing neighbor involvement, and even
offering moral support when a neighborhood experienced a problem. We feel that this combining of ideas,
efforts, resources, and camaraderie made a difference in reducing the crime level in the 73 area of the
precinct. I look forward to meeting more of you in Desert Horizon. We'll work together to reduce crime and
we'll have fun doing it.
The other Block Watch Advisory Board Director for Desert Horizon is Candy Dugdale.... Hi, I am Candy Dug-
dale, another one of your Desert Horizon Directors. Although I come from Minnesota I have spent most of
my life here in Phoenix. I have been part of Block Watch for a little over 4 years and a Director for three.
Like so many neighborhoods, it took a break-in to get our group started but now that we have, we have
continued to keep the momentum going. Our events seem to attract new people. Getting folks involved
and looking out for not only their neighborhood but each other is really important. I am very proud of the
fact that we have been able to spot crimes in process and get our precinct to apprehend these criminals in
the act. Like AJ, I echo her comments on the great folks I have met as part of Block Watch and the sharing
of ideas at the various meetings and events.
We invite you to come to our monthly PBWAB meetings.
Attend a Phoenix Neighborhood Patrol class to learn more about
fighting crime and how the Phoenix police do their work. Visit The

vantage of all the resources. Be sure to check the calendar section
for classes and events. Feel free to contact us if you want Block
Watch support or have an idea that we must share with other neigh-
borhoods. We'd love to come to your meetings,....ice cream socials,
block parties, and events.

Giving Back...
Recently, Farrell Kenimer, a Phoenix Neighborhood Patrol (PNP) member of the Desert Horizon Precinct
worked with volunteers to knit and crochet about 50 beanie like hats for special needs kids at Moon Val-
ley Elementary School. The kids ranged from 3 to 5 years of age. They dedicated hours of work, about 3 to
5 hours was the average time it took to make one hat. Totaling about 200 to 250 hours required for all
50, but it was all worth it in the end!
