We’reheretodaytointroduceyoutothe2015AmericanHousingSurvey.TheDepartmentofHousingandUrbanDevelopmentfundsandprovidesoversightforthesurvey.TheU.S.CensusBureaucollectsthedata.FormorethanfortyyearstheAmericanHousingSurveyhasprovidedresearchers,policymakers,academics,andothersinthehousingandurbanplanningprofessionswiththemostcomprehensiveup-to-dateinformationonthesizeandcompositionofU.S.housingstock.We’reparticularlyexcitedaboutthe2015survey,asitutilizesanewsampledesignwhichoffersuserstheabilitytoanalyzeaconsistentsetof metropolitanareas overtime.The2015AHS alsoprovidesuniqueinsightsontopicslikefoodinsecurity,accesstoarts&culturalactivitiesinrespondentneighborhoods,andsafetywithinthehome.
Aswediscussthe2015AmericanHousingSurveyduringthispresentation,ourintentistoprovideyouwithasolidfoundationforyoutobeginexploringthesurveyandallithastooffer.

Presenter:TheAmericanHousingSurveyisthenation’smostcomprehensivehousingsurvey.
ItisfundedandoverseenbytheDepartmentofHousingandUrbanDevelopmentandadministeredbytheU.S.CensusBureau.
Thesurveywaslaunchedin1973,astheAnnualHousingSurvey,andhasbeenconductedbienniallysince1981.Thecurrentnameof“AmericanHousingSurvey”wasadoptedin1984.

Presenter:Themostrecentsurveywasconductedin2015,withdatareleasesbeginninginlate2016.
HUDandCensuswillbeginthenextsurveyinJuneofthisyear,withsurveyactivitiesrunningthroughSeptember2017.Datafromthe2017surveywillbereleasedin2018and2019.

Presenter:TheAmericanHousingSurveyisauthorizedbyanactofCongress,withfundingandoversightprovidedbyHUD,anddatacollectionconductedbyCensus.ThemissionoftheAmericanHousingSurveyistosupplythepublicwithdetailedandtimelyinformationabouthousingquality,housingcosts,andneighborhoodassets,insupportofeffectivehousingpolicy,programs,andmarkets.
Professionalsinmanyfieldsfindthisusefulforplanning,decisionmaking,marketresearch,orvariouskindsofprogramdevelopment.WewilldiscussusesforAHSinmoredetailshortly.

Withstrategicgoal2,inmeasuringhousingcosts,affordability,andthehousingfinancesystem,HUDandCensusexploredataonincomeandhousingcostforrenters;thefinancialstabilityofhomeownersandtheiruseofequitytomaintaintheirhousethroughremodelingefforts;andthehouseholddynamicsofrecentmovers.
Instrategicgoal#3,HUDandCensuscaptureinformationonneighborhoodassetsandtheinteractionbetweenhousingandneighborhoods,suchasmonitoringaresident’sperceptionsofneighborhoodsafetyandsocialcapital;walkabilityandaccesstopublictransportation;andneighborhoodamenities.
Andfinally,instrategicgoal#4,HUDandCensusfocusoncreatingahousingsurveysystemthatcanadapttochangingdataneedsandtheevolvingsurveyenvironment.

Toachievethis,theAHSteamdevelopsaneffectivecommunicationsplantoensurepolicymakersandpublicandprivatesectorconstituentsgleanusefulinformationfromsurveyresults.HUDandCensusalsoseektoexpandaccessthesurveydataandmeettheneedsoftheresearchcommunity;toexploreandusealternativedatasourcestoreducerespondentburden;andtoofferopportunitiesforrespondentstotakeadvantageof21st centuryinternettechnologythroughonlinesurveyquestions.

Presenter:TheAmericanHousingSurveyisadatasourcethatawiderangeofAmericansuseintheirdailywork.Thesurveyisavailabletoallmembersofthepublicandisaccessibletoanyone.
Whilethegeneralpublic,includingevenyouthandyoungadults,willfindtheinformationcontainedinthesurveyveryinteresting,wefindthatthemostcommonusersarehousingandurbanplanningprofessionals;academics;tradeassociations;realestate,mortgageandfinanceprofessionals;andgovernmentpolicymakersandanalysts.

Presenter:HUDandCensusredesignedtheAmericanHousingSurveyfor2015.Theydidthisforseveralreasons.Between1985and2013,thesurveymaintainedthesamelongitudinalsample.Thismeantthateverytwoyears,HUDandCensuswentbacktothesamehousing unitsandaskedthesamequestions.This providedresearcherswithalong-termglimpseatvarioushousingcharacteristicsastheychangedovertimeforasinglehousingunit.However,afterthirtyyears,researchersatHUDandCensusdecidedtoinitiateamajorredesigntohelpreducerespondentburden,implementmorestringentdisclosureavoidanceprocedures,andupdategeographicdefinitions,aswellastoaddressissuessuchashousingunitattrition.
Thenewsampledesigniscomprisedoftheintegratednationalsampleand10independentmetropolitanareasamples.

The demographicquestionscovertopicssuchasrace,ethnicity,education,andtheageofthehouseholdmembers.Thesurveyquestionsondisabilityexaminethenumberandtypesofdisabilitiesinthehousehold.Thesurveyalsoincludesquestionsonthehousingunititself,suchaswhenitwasbuilt,thenumberofbedrooms,andwhetheritincludesamenitieslikeaporchorfireplace.

Presenter: Thesurveyalsoincludesquestionsonthequalityofthehousing,suchastheexistenceofmoldorpestproblemsandheatingadequacy.Itcoversneighborhoodcharacteristics,includingthepresenceofabandonedbuildingsorbodiesofwaternearthehousingunit.Thequestionsalsoexplorethemigrationormovingpatternsofthehouseholders,suchasthetypeofhousingtheymayhavelivedinpreviously.Finally,thesurveyasksrespondentswherethehousingunitobtainsitswatersupply,forexample,fromawellormunicipality.

Presenter:EverytwoyearstheAmericanHousingSurveyincludestopicalquestionsuniquetothatsurvey,whichHUDandCensusdevelopinconjunctionwithpartnerorganizations.• Thefirsttopic—Healthandsafetycharacteristics—includesaseriesofquestions
onthenumberofsmokersinthehousehold,whetherelectricalplugswerecoveredinthepresenceofyoungchildren,theexistenceofradon,andthesourceofhouseholdwater.ThesequestionsweredevelopedjointlywiththeHUDOfficeofLeadHazardControlandHealthyHomes.
• ThesecondtopicfocusesonArts&Culture,suchasthepresenceofartsandculturalamenitiesinaneighborhoodandhowmuchvaluethehouseholderplacedonthem.ThistopicwascreatedinpartnershipwiththeNationalEndowmentfortheArts.
• ThethirdtopicwasdevelopedinconjunctionwiththeHUDOfficeonHousingCounseling,andincludesquestionsonwhetherhouseholdersreceivedhomeownershiporrentalcounselingandiftheyfoundtheadvicehelpful.
• And,thefourthtopicincludesaseriesofquestionsrelatedtofoodsecurity,suchaswhetherthehouseholdrespondentwasworriedfoodwouldrunoutbeforemoneywasavailabletobuymore,ifthehouseholdrespondentcouldaffordtoeatbalancedmeals,orifthehouseholdrespondenthadtocutthesizeofthemealor

skipamealbecausetherewasn’tenoughmoneytopurchasefood.ThissetofquestionswasdevelopedinpartnershipwiththeUSDAEconomicResearchService.

Presenter:Intermsoftopics,the2017surveywillreinstatetotwomodulesfrompreviousstudies:emergencyanddisasterpreparednessanddelinquentpaymentsandnotices.Thesemoduleswillincorporateslightlydifferentquestionsfromprevioussurveys.
HUDandCensusworkedcloselywithFEMAtorevisetheemergencypreparednessquestionsfromthe2013survey.Thesequestionsnowreflecttherespondents’abilitytofinddisasterinformation,whethertheyhavefloodinsurance,andtheavailabilityofemergencysupplies.Italsoincludesquestionstoidentifyconnectionsbetweendisastersandreasonsformoving.
Forthequestionsinthedelinquentpaymentsandnoticestopicalmodule,respondentswillbeaskediftheyhavehaddifficultymakingrent,mortgage,orutilitypayments.
