Our Steam Party was again a great success even though theweather made the field too wet to use but the yard around ourshed provided plenty of room for the engines.We would like to thank all the staff of Heacham Holidays Ltdand their helpers who made it a great weekend and also Markand staff from The Fox & Hounds who allowed the engines touse his car park on Saturday evening for the road run. A verypopular event judging by the number of people who went to havea look.A grand total of £2614 was raised over the two days includinga generous donation from The Fox & Hounds.

All the monies raised will be donated to Headway Norfolk &Waveney, the local brain injury association.

In which casewas it really necessary for a crowd of sightseers to gather? Andwasn't it going a bit too far for several people to be takingpictures on mobile phones? Don't the sick and the injured,especially children and elderly, deserve a bit of dignity in theirsuffering? Or are compassion, respect and dignity alien conceptsthese days?

As we all expected, the work being carried out in the woodlandsalong Hunstanton Road has been in preparation for planning.Many complaints have been made and many letters of concernhave been put into the Heacham Newsletter.Application no.17/00773/FM has been registered for 30 plus campinghuts; also a large 3-bedroom house, car port, stores etc. etc.The report clearly states that many more trees will beremoved to accommodate this plan.This will be only the start! A year down the line we will seetouring caravans move in, then it is mobile homes, until thereare no more trees left and it is the next building plot.There is very little woodland left in Heacham. Please don’t letthis one disappear and in its place another housing estate, wehave enough as it is. Remember, if this is passed the next one isjust around the corner!The only way to stop this is for all residents to gather togetheras in previous cases. Voice your concerns now! Doing it for my little sisterOn July 31st, I supported my little sister Jayne by having asponsored head shave after she had been told that she would loseher hair though intensive chemo treatment for Breast Cancer.Little did I know how big this sponsor trip was going to be? Withmy daughter Jemma's help, we set up aJUSTGIVING.COM page and had Pen and Cash paper sponsorforms printed up, realizing that not everyone is into the dot cominternet way of things (I am one of those!!). It escalated fromhoping to raise £1,000 for the Queen Elizabeth Chemo unit,where Jayne is cared for and treated every 3 weeks, to anenormous sum.Came the day of the dreaded hair appointment. Yes, I wasdreading it. But what is a sponsorship if it isn't going to be easy?As Annette at Images cut into that first big chunk, I don't thinkthere was a dry eye in the salon. It was very emotional. Jaynewas there to watch, along with my sister, daughters, friend,grandson and grand-daughter. When it was done, as Annetteheld up her mirror for me to see the back, the small audiencesent up a round of applause (I did wonder why they didn't giveme a standing ovation, after all I am a thespian darling. Haha!!).In the 9 weeks of starting this I cannot thank those enough, fordonating so generously accompanied with such thoughtful andkind messages. Thank you to our families, friends, acquaintances,total strangers and anonymous donations. I have receivedwonderful words of hope and encouragement via Royal Mail,social media, telephone calls, emails and also people in the street.The total so far is a whopping £3,105. It is truly unbelievable!This will not cure Jayne but it will make sure she and lots ofother local cancer patients are comfortable, as our wonderfulNHS caring chemo staff and volunteers cure her and them.The support has been overwhelming but no one has supportedme more, whether it be a head shave, something I am making,something I am doing or some other brainwave idea, than my

husband Dave. Thank you (I love you x). He tells people that itis the first time in over 30 years, that he has been allowed to havethe car window open as we drive along the roads because of thewind spoiling my hair style!Yes, I loved my hair as most women do but I had a choice tohave it shaved off. My little sister didn't. I will finish this letterwith these words sent to me by my niece:-Dear Janice         “When a woman starts out life as a young girl their hairbecomes an important part of their identity. They love nothingmore than to enjoy the experience of having their hair plaited,to be put up in various styles, to wear it straight or curlycompleted with pretty clips.     “While having fun playing dress up as a young girl perhapsit is not understood or foreseen that these things that peopleprovide such a great deal to you as a woman, can sometimes betaken away from you. Life can be very cruel leaving people toquestion why this has this happened to this person?    “Janice, thank you so much for having your hair taken awayfrom you to honour your nearest and dearest. It really does tugat the heart strings. I hope that you and my mum can go out tothe hairdressers one day when you both have lovely long tressesagain to celebrate the return of the woman's crowning glory.”               With love Sarah x  (Tom and Oliver)

Retirement – Thank YouIt was said to me many times that when you retire you wonderhow you ever found time to go to work! Well having retired on30th June 2017, I missed the Newsletter deadline of 18th July2017 for the August edition to write my ‘Thank You’s’. Sobetter late than never…After 12 years on the corner of the High Street and Pound Lane,I will miss all the friends who waved as they passed or called infor a chat. I will miss the people who bought their propertiesfrom me and became friends and for those who used my servicesfor the Saffron Building Society, until in the Society’s wisdomthey decided that Agencies were no longer needed; try tellingthat to those who used this valuable service.To all my staff over the years who worked so diligently alongsidemyself through both the good times and the not so good timesand their tremendous support when I was not well.To Pat and Jackie who organised a Retirement ‘drop-in’ functionon the Thursday with tea and cakes and to all those who ‘droppedin’, and to the great number of retirement cards received fromwell-wishers.As I live in the village I will not be too far away and will supportall that I can. I am a Director/Trustee of the Heacham Youth &Community Trust Ltd and look forward to extending my dutiesto a stint in the ‘Charity Shop’. CHURCHES TOGETHER IN HEACHAMGod is working His purpose outAt the end of last month and the beginning of this, there weresome very high tides. We don’t have flood warning sirens anymore to wail their warning. Social media and local radio are themain agencies which warn us when the waters of the sea areclose to the top of our defences.We had all seen on our televisions and in our newspapers thepower of flood waters earlier in July when heavy rains causedflash floods and devastated areas of, first the village of Coverackin Cornwall, and then the Severn Valley. Many homes are stilluninhabitable with families still trying to reorganise their livesand most are looking for someone to blame. Their apparentlysecure existence had been suddenly revealed to be highlyprecarious. Excess rain had washed away roads and reducedorganised comfortable lives to soggy, smelling chaos with nowater and no electricity supply. Material possessions had provedunreliable.Insurance companies call this an “Act of God”. Would Godreally do such a thing to stir people from their complacency andremind them of His total power over the whole world? Not in avindictive sense, no, but he did allow these events to occur.East Anglia is curiously blessed with little or no high groundfrom which heavy rainfall can drain and cause flooding. To addto the irony the Fens don’t flood because they are designed forthat purpose! The crops growing in the fields around us werenot destroyed. Indeed they were well watered and a hot dry spellin early August allowed for a bumper harvest to be safelygathered.When we celebrate Harvest Festival this year, as generationshave done before us, we thank God for His generous provisionfor our food. Yes, He created those plants that are essential toour food chain. We can certainly genetically engineer them forbigger and better yields or disease resistance but we cannotcreate a single leaf. God created every aspect of our lives andHe created mankind for a purpose. Our role is to providecompanionship for God and to worship Him. Hardly surprisingthen that if we ignore God and deny His very existencesometimes he allows events to make us think.

Hunstanton Catholic ParishThe annual parish BBQ was on Saturday 12th August in thegardens at the Parish Church, Sandringham Road, Hunstanton.It’s one of the social occasions that is also a fundraiser for theparish and, as always, was well attended. REVIEW OFLOCAL PLAN –

CALL FOR SITESThe Borough Council of Kings Lynn and West Norfolk have alocal plan that aims to guide development in the Borough forthe period up to 2026. This plan is in two parts: a Core Strategydocument which provides a planning framework; and a SiteAllocations and Development Management Policies document(SADMP), which complements the core strategy by providingdetailed policies and allocates sites for housing development.In Heacham it details two sites, one off Cheney Hill for at least60 dwellings, and one to the south of St Mary’s Close for at least6 dwellings. You will be aware the Parish Council andcommunity vehemently opposed the application to increase thedwellings on the Cheney Hill site to 133 resulting in it beingturned down. The full Local Plan can be viewed on the BoroughCouncil’s website at:h t t p s : / / w w w . w e s t -norfolk.gov.uk/downloads/download/414/adopted_plan_documentsThe Borough Council have now commenced a review of thelocal plan, which will bring together the core strategy and theSADMP into one document covering the period to 2036.

This process started in October/November last year with a ‘callfor sites and policy suggestions’ consultation which offered anopportunity for developers, agents, landowners, and otherinterested parties or individuals to:

· promote sites located within the borough for futuredevelopment

· suggest locations/areas for special policy treatment· put forward policy suggestions

By the deadline 14 sites had been put forward for Heacham.Over the next few months these sites will be subject to a Housing& Economic Land Availability Assessment (HELAA). This isone of several technical reports that the Borough Council isrequired to produce to underpin the Local Plan Review.

The HELAA is a technical assessment of sites which couldpotentially contribute towards the future supply of housing andemployment land within the Borough. As a consequence, theHELAA does not set policy, but provides background evidenceon the potential of available sites.

The identification of sites in the HELAA does NOT meanthat the sites will be allocated for housing, that planningpermission has been given, or that the sites will be developedat this time.

The Heacham sites that are subject for the HELAA are shownon the maps below, but can also be viewed on the BoroughCouncil’s website at:h t t p s : / / w w w . w e s t -norfolk.gov.uk/info/20091/local_plan/510/local_plan_review_2016-2036The outcome of the HELAA will be used by the BoroughCouncil to identify the most suitable and sustainable sites forpossible development in Heacham, which will then be includedin the Draft Local Plan.

A formal consultation on the Draft Plan, including the identifiedpotential development site, or sites for Heacham will beundertaken later this year. However as the consultation periodwill only be 6 weeks, the Parish Council wanted to make

residents aware of the proposals to allow time for the ParishCouncil to gather opinions and alternative suggestions. If youhave any comments about these suggested sites, or alternativesuggestions, please e-mail the Parish Clerk [email protected]. Please note we are unable torespond individually to these e-mails, but they WILL beconsidered and used to inform the Parish Council’s response tothe Borough’s formal consultation later this year.

Introduction to theHeacham Neighbourhood Plan

Heacham Parish Council are in the early stagesof developing a Neighbourhood Plan for thevillage. A Neighbourhood Plan is a plan whichsets out policies in relation to the development

and use of land in the whole or any part of a particularneighbourhood area. This is a community led plan to help guidedevelopment, regeneration and conservation. After the plan hasbeen made, it will sit alongside the Borough’s Local Plan andcarries the same weight in the decision-making process.The Borough Council has a duty to assist the process byproviding access to information, offering advice, making timelydecisions at the formal stages and arranging and paying for theexamination and referendum. This doesn’t mean that theBorough Council write the plan. The government is making morefunding available as the direction of travel is that the Local Planprovides strategic policies and strategic allocations.Consequently, this means that the government are really behindNeighbourhood Plans at this point in time.There are different reasons as to why a Parish Council, TownCouncil or Neighbourhood Group would undertake aNeighbourhood Plan. One of the reasons is to create acommunity produced plan. This means that the plan isrepresenting local issues that are not covered by the Borough’sLocal Plan. Secondly, the plan can create policies to addresslocal issues that are not covered by the Borough Council’s LocalPlan. Thirdly, the plan becomes part of the statutorydevelopment plan for the area. As well as the reasons mentionedabove, it can provide the community with greater control overdevelopment in their area, although it is important to rememberit can’t stop development. Lastly, Parishes with a neighbourhood

plan will receive 25% of any Community Infrastructure Levyarising from the developments in their area compared to parisheswithout a neighbourhood plan who will receive 15%. (Cappedat £100 per dwelling).I met with Tracy Raby to discuss what the future holds for thepotential Heacham Neighbourhood Plan. She commented: “Withthe Localism Act 2011, came the ability for town and parishcouncils to carry out their own Neighbourhood Plans. Bycreating a Neighbourhood Plan, it brings the community togetheras it has to be driven by the community itself, although, theNeighbourhood Plans are coordinated by the Parish Council,Town Council or neighbourhood group. Therefore, this enablesthe community to voice their opinion on how they see the futureof Heacham in twenty years’ time, based on how it is now beforeany action is taken.“If we have a Neighbourhood Plan it gives us much more say inevents when areas in Heacham are up for development, in termsof what sort of development is available. This will includefactors such as the size of the development area, the type ofdevelopment, the buildings we have, helping to preserve thecharacter and heritage of the village. Therefore, this will allowus to have a little bit more control on matters arising like this inthe future.”The Neighbourhood Plan isn’t just about housing, it is also abouthow the village can attract businesses, what type of businesses,transport and leisure. This will bring the community together tounderstand everyone’s opinion and ideas on the village’s futuredevelopment. The plan can’t change how many houses are goingto be built, but the group will be able to comment on what sort,where and how they are built. They can also influence what elsethe community believes should be either preserved or developedin Heacham. To help with this the Heacham Parish Council arelooking for five or six members to be part of the working groupfor the Neighbourhood Plan.This particular plan is also a great way to get people under 50years of age involved. This is critical because the village needsyounger people who are prepared to be actively involved in thevillage. Also, the decisions that could be made have more of along-term effect for them.On Saturday 21st October, there will be a presentation on theoutlines and proposals for the Neighbourhood Plan at HeachamPublic Hall, open to the public. Think about ideas beforehandsuch as, the things you like about Heacham and whatimprovements could be made. Heacham at NightDid you see any Perseid meteors around the 12th August? I wentto the North Norfolk Astronomy Association annual Perseidbarbecue and enjoyed the food (excellent meat supplied byHowells) but thick clouds and a threat of rain persuaded me toleave. On return to Heacham the sky was clearer if patchy andI saw six meteors, one fat and bright, two with long trails andthree with short ones. Not up to the 100 or so sightings in pastyears but thin cloud no doubt hid all the faint ones and thisthickened just after midnight when the Moon came up.

Hedgehog aficionados: I heard one snuffling in the hedge as Iwas looking up for meteors. Undoubtedly scores rained downas I looked for the hog which, annoyingly, did not appear.

Last month I promised to tell you about the Great USA solareclipse but I can’t because it’s on the 21st August and I amwriting this on the 13th. So, hopefully, there will be somethingin October’s edition. However, did you see the small partialeclipse of the Sun from Heacham on the 21st last? If you didplease write in to the Newsletter and I will include yourcomments in the article.

Now to catch up with September: At precisely 21.02 pm on the22nd autumn officially begins. It is the Autumnal Equinox whenthe day is 12 hours long and, consequently, so is the night. Afterthat it gets dark earlier and earlier, hooray. If you want to avoidthe day slipping away go to the southern hemisphere wherespring is starting.

The ringed gas giant, Saturn, is still the planet to catch. I caughtit on 10th August when the sky appeared clear after a very sunnyday. However, it had rained heavily the day before so there wasa lot of moisture in the air. The rings were easily visible but notsharp in the eyepiece. This month, when the sky darkens it willbe found SW moving further west as the hour gets later and themonth moves on. It is unmistakable as it does not glitter like astar. A telescope, including a good bird spotting scope, will bringout the rings. It will set, vanish into the western murk, about10.30pm so no need to stay up late. Towards the end of themonth, around the 24th to the 28th, Saturn is close to the fatcrescent Moon.

Look at Saturn in the first half of the month and imagine thespacecraft Cassini zooming around it and between its rings. After1.17pm on the 15th Cassini will be no more. It will have beendeliberately crashed into Saturn, imaging all the way down (thedate is certainly correct, the time is my calculation). Cassini hasbeen a truly remarkable craft and is now 20+ years old, including7 years to reach Saturn and 13 years exploring the planet, itsmoons and the rings. The engineers who designed, built and

controlled it should receive far more recognition than someonewho kicks a ball or pouts on television.The official reason for destroying Cassini is to avoid anypossibility of the craft, with no fuel, colliding with Saturn’smoons, particularly Enceladus or Titan; these may harbourprimitive life. However, a craft that has been blasted with solarradiation for 20 years is undoubtedly sterile so I think theprospect of getting really close up images and data aboutSaturn’s atmosphere outweigh keeping the craft in a distant orbit.

Other planets in the sky: Jupiter is still with us but moving everfurther west ever earlier and it will be lost in the murk very earlyin the month. The spacecraft Juno is still bobbing towards andaway from that planet, protecting itself from the magnetic andradiation belts which have proved to be even stronger thananticipated. Jupiter will be very low in the west as the Sun justsets.

Neptune, the most distant planet is at its closest to us this yearon the 5th but will remain a binocular object all month. LookSE from the middle of the month when it will be about 20degrees above the horizon around 9pm. You are looking for adim, bluey-green dot. Venus is brilliant before dawn. Look due east at 6am betweenabout the 15th and the 26th and you will see Mars and Mercurytoo. Mars is the red dot and swaps positions with Mercury as themonth progresses. On the 16th these planets are very close. Thecrescent Moon joins this trio of planets on the 18th and 19th,You will need a good easterly horizon so you may have to getup a tad early to get to one.

News from Heacham Fire StationHi everyone, it's a brief report from the fire station this monthas we prepare for our Open Day which will actually have beenand gone by the time this is published! I wonder how it went.....?I'm sure there will be a full report in next month’s Newsletter

In the meantime, the busysummer of events hascontinued, with four of thecrew enjoying anafternoon at theSnettisham Fete on 22ndJuly, then on the  6thAugust we took our placeat the head of the paradefor the Heacham Carnival

and Fete. We were joined once again by our former appliancefrom the Norfolk Fire Museum which was crewed by membersof the Hunstanton Fire Cadets, although I should perhaps saythat it was driven by their leader, our own Guy Tavener. FireCadets get to use most of the equipment that we do but drivingfire engines is one thing that is left to the adults!The Carnival was, ofcourse, one of theaspects of village lifethat Tracey was a bigpart of and so it was anhonour for us to place atribute to her on thefront of our appliance.There was a fantasticturnout on the field thisyear and we even had afew enquiries from people about joining the crew. Even if all ofthese were to bear fruit, we would still be below full strength sowe must keep on trying to recruit new members. The number ofcalls we have attended is still up on the same time last year but,worryingly, so is the number of calls we have been unable toattend through lack of crew.Please help your fire station to help you if you can.Well, this report has not been as brief as I intended and notwishing to end on a low note, I'd like to say how wonderful thestation looks at the moment thanks to 'Heacham in Bloom'. Theysupply the buckets and troughs already planted and we just addwater........... something that, as firefighters, we are trained todo!Thanks to the team for making us look so good!

Heacham History GroupNorfolk Village Signs was the topic for our July talk, when MikeWeatherstone took us through the beginnings, types and varietyof village signs in Norfolk.  He then showed a selection of villageand town signs which he had spent 15 months photographing,travelling over 5,000 miles around Norfolk.

The idea for a village sign tocommemorate events or showthe history or people of avillage, began on the royalestate at Sandringham,encouraged by Edward VII andsuccessive monarchs andsubsequently taken up byvillages and towns throughoutEngland.    In Norfolk alonethere are over 400 village signs.These range from the familiarlarge shape made from English

oak, with painted and carved items for which the village isrenowned, mounted on a post, to wrought iron plaques and themore modern stone, fibreglass or plastic. In fact, one of ourparish councillors in the audience was able to inform Mike that

Heacham’s sign ofPocahontas was made offibreglass.    Locations varyfrom the centre of the village,the village green, schoolplaygrounds and at Upton andWramplingham, in the middleof the village pond (detersvandals wonderfully). Manysigns show the initials of theW.I. who were ofteninstrumental in getting avillage sign made and erected.The jubilees of the W.I. weresome of the occasions

celebrated on the signs, but a lot of the signs commemoratejubilees or coronations of our sovereigns from George VI’sSilver Jubilee, the Queen’s Coronation (Brinton Hingham andmany others) to her Diamond Jubilee.  I for one will certainlylook at our village and town signs with renewed interest as Idrive around the county.On September 25th, Gary Rossin, one of the directors of ourlocal “Sedgeford Historical and Archaeological ResearchProject” (SHARP), will be coming to talk about the dig and itsstory so far.  In over 20 years, the project has unearthed treasuresand surprises such as a horse burial, gold coins hidden in a cow

bone, the other half of a golden torc (the first half was found in1965) and a body in an oven.

Teams are made up of a minimum of three players ofeither male, female or mixed membership. Heacham Manor Golf Club held theannual Junior Championship onMonday 7th August.With good conditions, scores from theimproving juniors were expected to begood. The competition was won by9-year-old Chloe Tarbard who shot anet 68 to win the championship for the2nd year in a row ahead of WarrenBates on net 70 who also secured thebest gross score with a gross 73.Chloe now plays off 22 coming down12 shots since last year’s competition!

Heacham Carnival 2017Wow! This year’s carnival was bigger andbetter than ever before.As usual the traditional parade left fromCollege Drive with all different kinds of floats:Heacham Minors, Radio Heacham, HeachamJudo Club, The Force of Heacham, Bob the

Builder, Heacham Youth & Community Trust, Coastguards,Pocahontas (400 years since her death), St Mary’s ParishChurch, Messy Church, Snettisham Beach Sailing Club, DaveCurtis and Joshy Chilvers on mobility scooters (Grumpy OldPeople in Training,) and Mandy Cobb with her horses, Bobbyand Boyo. Whilst waiting for these floats to arrive at theHeacham Sports field, I also saw Harley Davidson Riders Clubof Great Britain Anglia region become a float of the parade. Theparade was accompanied by the City of Norwich Brass Bandwith a street collection in aid of West Norfolk Mind.The carnival was held on Heacham’s sports field, full ofcompetitions and traditional stalls. There were lots ofentertainment for the children, such as a bouncy castle, rides,bungee jumps and game stalls. Also, there was plenty of foodand drink around the carnival, with stands such as, Thompsonsto a Barbeque and other types of refreshments were availablethroughout the day. The Royal British Legion, SedgefordPre-School and Guides Dog Trust were also present at thecarnival.Two of the fire engines from Heacham Fire Station were alsopart of the carnival parade. But one of the fire engines carried avery special message to the village during the parade and at thecarnival itself. This particular fire engine had a banner acrossthe front of the fire engine saying, “Thank you, Tracey, we willnever forget you.” This was significant because this year was

the first carnival since Tracey Swann’s death. She loved hervillage and did everything she could to help and support hercommunity. She was also the former organiser of the HeachamCarnival. Tracey was one of the leading figures in the campaignto save Heacham Fire Station from closure, in which shesucceeded.I spoke to Joseph Rumens, owner of Radio Heacham, Hecommented, “There is definitely a lot more floats at this year’scarnival and of course Radio Heacham is here yet again. I thinkthe Carnival is a great way to bring the community together andour radio station can’t wait to come back next year!”

This year, the categories for the winning floats were: BestFamily, Best Group, Best Junior Entry, Best Adult Entry andBest Overall. St. Mary’s Church in Heacham and HeachamParish Council have joined together in order to sponsor this eventwith the prizes for the winners. Norfolk Lavender also providedgoody bags for those who took part in the parish float.

This year’s results are as follows: Willy Wonka and theChocolate Factory (Heacham Judo Club) won the best groupprize; The Best Junior Award went to the Rainbows(Pocahontas); The Best Family Award went to the McGinnFamily (Bob the Builder); The Best Adult Entry went to JoshyChilvers (Grumpy Old Woman); the trophy for the best overallfloat was won by the Guymer family (The Force of Heacham).

Heacham Table Tennis Club CoachingAfter the four very successful coaching sessions held in April,the club were asked to run some more. Fitting in during theSummer was not easy with people on holiday etc. However, twomore sessions were arranged for Monday 14th and 21st August,again being held in Heacham Public Hall. With a maximum of12 people we quickly filled all places, mostly again players fromthe original sessions, but we were pleased to see some new faceswho took the place of people away on holiday who could notattend.The first session on Monday 14th, again run by TTE coach SteveGoodale, went very well and was enjoyed by everyone. I wouldlike to thank the 'helpers' as without them these sessions couldnot go ahead. Borough Council NewsThe doubling of the Cheney Hill development was thrown outby the planning committee. There is a belief by many of thatbody that people should be listened to. The reasons for rejectionare robust and correct. However, this may not stop an appeal as,in my limited experience, developers appear to rarely listen toor recognise what is correct or moral or common sense. Neitherdoes this mean an end to large scale development proposals forHeacham; the next batch is about to be decided. At the sametime, significant local effort is being made to create aNeighbourhood Plan which will aim to reflect the interests ofHeacham residents and can have a significant impact on howdevelopment is managed. Look out for notices about that andget involved.

Those of you, likely young, who would like a house aresometimes critical of attempts to limit house building. The term‘affordable homes’ appeals and is, as on the Archers (Radio 4),misunderstood. ‘Affordable’ homes have to be provided onlarger housing developments, typically 20 houses on a site of100. Most will be owned and managed by social landlords. Therent can be about 80% of market rent so it could still be a lot asmarket rents are far too high. Some ‘affordable’ houses will beused in shared ownership schemes.

Heacham will get some ‘affordable’ homes from the 69 housesalready given permission at Cheney Hill but it does not meananyone in Heacham will actually live in any. There is no ‘locallink’ to affordable homes. There is a borough wide housingregister and those who are homeless or disabled or living inovercrowded housing who also meet the income criteria aregiven priority. If no such people want to move to Heacham –after all there are few jobs and they would likely have to travelback to Lynn to get one – then, possibly, the criteria might be‘softened’ but it could then mean someone from Hunstanton, forexample, accessing the affordable home, not someone fromHeacham.

There are houses on ‘rural exception sites’ which are meant forlocal people. Heacham has one but when it was built, so I amtold, sufficient local demand did not come forward. To get arural exception site a landowner has to offer cheap land becausethe houses are not worth so much as ‘normal’ ones – mortgagelenders don’t like them as it can be difficult to sell them on.When a rural exception site was proposed recently for OldHunstanton, the borough interpreted is as housing forHunstanton too; that went to appeal and I think Old Hunstantonwon but there are still rumblings.

Anyway, if you are young and want a place of your own, goon-line and find out how to qualify for registration and how toapply for properties which become available. But do not assumethat ‘affordable’ houses are affordable or that you have any rightsto one in the village because you live here. What are needed arecouncil houses with realistic, controlled, rents but they are notbeing considered at all in this borough. And remember, to get50 ‘affordable’ homes around 250 houses have to be built. The200 market houses will go to anyone with the money. The 50‘affordable’ to those who best fit the current council criteriawhich does not include where you live. Apparently,discriminating by favouring where a person lives would fall foulof anti-discrimination laws. Feel free to complain to your MP.

Single Person Discount claims beingreviewed for fraud

A review of council tax single person discount claims is underwayto reduce the number of fraudulent and incorrect claims.This regular review looks at households where council tax SinglePerson Discount is being claimed to check that claims aregenuine, and to remove discounts where households no longerqualify, or where claims have been made fraudulently Thediscount is worth a 25 per cent reduction on the Council Taxbill, and fraudulent and incorrect claims directly take moneyaway from other council services.Customers whose discounts are correct will automatically havetheir details verified and the discount will continue without anyneed for the customer to contact the council.Where there is a query, customers will be contacted by letter formore information. Customers are able to go to the website shownon their letter to verify their details, or can post theirconfirmation back to the Nottingham address shown.They should respond as quickly as possible as failure to do somay result in the Single Person Discount being removed.If fraud is discovered, the Single Person Discount willimmediately be revoked and the council will consider proceedingwith prosecutions and large penalties.Cllr Brian Long, Leader of the Borough Council of King's Lynn& West Norfolk, commented: "Nearly 30% of all households inthe Borough receive the council tax Single Person Discountrepresenting a substantial amount of money. By removingdiscounts from those who are making fraudulent claims andpaying less than they should, the council can ensure money isavailable for vital services.  It is not fair that other tax payersshould be subsidising those that are claiming under falsepretences".The borough council uses an experienced supplier to provide amanaged service to review Single Person Discount claims usingcredit reference data, in addition to  contacting customers forfurther information. This approach has been successful forprevious reviews.Cllr Brian Long added: "Whilst it is crucial that we reducefraudulent claims we would not want to put off people who areentitled to the discount, and would encourage them to apply".Any adult in the borough who lives alone or with children under18 may be entitled to claim the Single Person Discount. Thediscount is not a ‘benefit’ and it is not means tested so nofinancial information is needed. The only criteria being that thereare no other adults living in the property. An application formis available on the council’s website at  www.west-norfolk.gov.uk/reduceyourbill or by calling 01553 616200.

PARISH COUNCIL MEETINGS IN BRIEF

Cheney Hill Development: The revised application to build afurther 64 dwellings was rejected by the Borough Councilplanning committee on 31 July, with only two Councillors votingin favour. The Chairman of the Parish Council thanks allresidents of the village who attended the meeting to object tothis overdevelopment of the Cheney Hill site.Grass cutting: The Parish Council continues to receivecomplaints about the standard and frequency of the BoroughCouncil’s grass cutting in the village. The Council is lookinginto the feasibility of paying for additional cutting, but in themeantime urges residents to make the Borough Council awareof any grass cutting issues by contacting them on 0800 253 2687or [email protected] Road bus stops: Councillors met with Lynx Busesand Highway officers and it was suggested verbally, that if itwas safe to do so, Lynx drivers, if asked or hailed, would stopfor passengers by Pinnacle Cottages, this though is not thepreferred bus stop. The official bus stop would be placedopposite Caley House. The stop for Hunstanton bound buseswould remain beside the Heacham Declaration plaque.Hunstanton Road Woodland: The Council has put in anobjection to the planning application for the installation ofglamping holiday pods in the woodland. Full details of thedevelopment are available under Planning on BCKLWN’swebsite www.west-norfolk.gov.uk the reference number is17/00773/FM.

The next Full Council meeting will be held on Tuesday 19September at 7.00pm at the Parish Council Office.

What a lovely day; the sun shone, the band played - thanks toThe City of Norwich Brass Band (especially as they had nevermarched before), the number and variety of floats was fantasticand it was great to see the horses taking part. Well done to allthe entrants - you made the judging difficult but the winners for2017, who received a trophy and £25 each, were: Best Family:'Bob the Builder' - McGinn Construction; Best Group: 'WillyWonka' - Heacham Judo Club; Best Junior: 'Pocahontas' -Heacham Rainbows; Best Adult: 'Grumpy Old Woman (intraining)' - Josh Chilvers.  The Overall Winner, scooping the£100 prize and a trophy was 'The Force Heacham' - Ian Guymerand family.  Thank you to everybody who helped with theCarnival Parade in whatever way but a special thank you mustgo to St Mary's Church, Heacham for co-sponsoring the prizesthis year, to Norfolk Lavender for generously providing goodybags for those aboard the Parish Council's float and to EdHammond and Moulam and Horn who made it happen!  It waswonderful to see so many people along the route, cheering onthe Parade, and we hope that you all enjoyed the event as muchas we did. Well, Carnival 2017 is over but remember it is nevertoo early to start planning a float for next year!

NEW PARISH COUNCILLORKEVIN PATIENCE

The second of the two new Parish Councillors co-opted in Juneis Kev Patience, who is married with grown up children. He haslived in Heacham for over 30 years and works as a postman inHunstanton. He has worked for Royal Mail for 28 years, enjoysvillage life and has helped out at the carnival in Heacham andHunstanton with Royal Mail and Postman Pat.He also helped as coach/manager with Heacham minors startingwith ages under 7 through to under 16.He is currently helping to run the Heacham Horse Show whichis now in its 15th year and is now looking forward to what thefuture brings with the Parish Council.

DOGS AT THE SALTINGSWould dog owners please note that the Saltings is a naturereserve and that, while the Parish Council is happy for dogs tobe walked on the site, the notices requiring dogs to be on a leadshould be observed. Please be advised that the Parish Councilwill take action against dog owners who do not comply.

LODGE ROAD BUS STOP

The Parish Council and Norfolk County Council have jointlyfunded the provision of hard standing at the Lodge Road busstop beside Brays Pit. The work has recently been completed byNCC Highways, with the Parish and County sharing the cost of£1239.
