The Governing Body’s Annual Report to Parents and Guardians 2014-15 Introduction from the Chair of Governors It is important to put into context the past year of successes at Llangattock School. Hayley Smith claims these “successes” to be “exceptional.” By the consistently high standards of Llangattock School they are not unusual at all, though they are exceptional within a local and national context. These high standards are maintained through massive effort, skill and professionalism of the School Staff; the impressive application of the pupils and the equal support of the families and wider community. Our school is currently facing a real threat through reduced funding and in spite of this I am confident it will remain a beacon of excellence. Review of the Year from the Headteacher We had another exceptional year at Llangattock School once again, with 100%pupils at the end of the Foundation Phase and Key Stage 2 achieving the expected national curriculum outcomes and levels and over 70% exceeding them. Once again the Welsh Government has placed the school in the highest category of green with leadership rated A. Well done to the staff and pupils, for achieving such great results and thank you so much to all the parents for your continued support in helping us to achieve these fantastic results. Additionally, I would like to express my thanks to Mrs Jayne Treasure, Clerk to Governors and to Mrs Corlett, LSA and staff governor for their work in applying for Governors’ Quality Assurance Award. We hope to hear very soon that we have achieved this prestigious award. Sadly we said goodbye to Mrs Waldron, who took voluntary redundancy from her learning assistant post. We are delighted that she has remained with us as a midday supervisor. We are very proud of the achievements of our school and we know that this is due to the enthusiasm and commitment of the children, staff, parents, governors and wider community. Introduction from the Chair of Governors It is important to put into context the past year of successes at Llangattock School. Review of the Year from the Headteacher

We had another exceptional year at Llangattock School once again, with 100%pupils at the end of the Foundation Phase and Key Stage 2 achieving the expected national curriculum outcomes and levels and over 70% exceeding them. Thank you all for your continued support; we couldn’t do it without you!

Teaching and the Curriculum

The National Curriculum in Wales The Literacy and Numeracy Framework (LNF), became statutory in Wales in September 2013. In 2015 a new curriculum for English and mathematics was introduced. These frameworks provide schools and par-ents with clear national expectations for every year group from Reception to Year 9. This forms the basis for every schools’ curriculum. THE FOUNDATION PHASE ( NURSERY, RECEPTION AND YEARS 1 & 2 ) The Foundation Phase includes Nursery, Reception and Years 1 and 2. In the Foundation Phase the chil-dren follow ‘The 7 Areas of Learning’, where the children experience education through structured play and a variety of practical activities. The Foundation Phase includes all children from the ages of 3 to 7. As the chil-dren progress through the Foundation Phase in Years 1 and 2, they will continue to be challenged in a slight-ly more structured way. At all times we take into account the development and abilities of each individual child. Working closely with parents at this early stage is essential for every child’s development. We provide informal workshops for parents, covering a variety of subjects e.g. phonics and reading, Numicon and nu-meracy and in the Autumn of 2014 we introduced the ‘Incredible Years’ Programme. The children will follow a carefully planned programme of activities grouped under the following topics areas of learning: • Personal, Social & Well Being • Language and Literacy Development • Mathematical Development • Knowledge and Understanding of the World • Physical Development • Creative Development KEY STAGE 2 ( YEARS 3, 4, 5 & 6 ) The essential skills of literacy and numeracy and the ability to apply them across the curriculum, will still be the central focus of our curriculum. Children will be encouraged to develop self-confidence, independence in learning and higher order skills in a range of situations. All classes will have daily lessons in English and Mathematics. In Key Stage 2, more time will be given to science, IT, RE and all of the other subjects, includ-ing: • Art • Design Technology • Geography • History • Welsh and Cwricwlwm Cymreig • Music • Personal and Social Education (including careers and the world of work) ESDGC (Education for Sustainable Development and Global Citizenship, including Eco Schools, Fairtrade and Healthy Schools). In order to encourage their motivation and foster their curiosity, all children at Llangattock School are taught through a thematic curriculum. Full details of the thematic schemes of work can be found on the school web-site. The current themes, taught over a two year cycle are: Nursery and Reception Family Album, Let’s Explore, Land Ahoy! Carnival, Wriggle & Crawl. Years 1 & 2 Amazing Me! The Time Machine, Land Ahoy! Let’s Celebrate, Houses, Homes and Castles, What a Wonder-ful World! Years 3 & 4 Off With Her Head! (Tudors), Journey Through Wales, What A Load of Rubbish! Dream for a Druid /Gods and Gladiators, Global Gourmet / Travel Agents (France), Wild Woods & The Big Dip (Habitats). Years 5 & 6 India, Victorians, Calling Planet Earth! Blitz! Heroes & Heroines, Journeys

Teaching and the Curriculum continued..

Llangattock School Curriculum Statement At Llangattock Church in Wales Primary School, we promote a broad and balanced curriculum taught through a variety of teaching methods. Our curriculum statement is in accordance with the requirements of the Foundation Phase and the National Curriculum orders, which are currently being revised. Our vision aims to prepare our children with the skills, knowledge and attributes to equip them for life in the twenty first century. We aim to provide education of the highest possible standard within the context of Christian belief and practice. To this end we will offer all our pupils an appropriately differentiated, challenging and stimulating curriculum in the context of a thematic approach. We provide our pupils with a curriculum which seeks to educate the ‘whole person’, both in academic and practical ways. We strive to make our curriculum appropriate to pupils’ needs and talents with teaching styles that develop positive attitudes through enquiry based learning. Our teaching will promote the following:

Independent children who take responsibility for themselves and for others

Active learners who have excellent literacy and numeracy skills and fully develop their creative, prob-lem solving and thinking skills

Confident children who at least reach and often exceed their potential

Co-operative learners who work effectively as part of a team All school policies, schemes of work and planning will clearly indicate a skills based approach to learning. Assessment of and for learning will ensure that there is a focus not only on what children learn, but also the way in which they learn. We are a school situated in Wales and through our formal and informal curriculum we aim to foster and develop an awareness of Welsh language, culture and heritage as well as a knowledge and understanding of the wider cultural inheritance of Wales and the UK. The schools teaches mainly through the medium of English but Welsh is taught as a second language. In addition, pupils have further opportunities to learn Mandarin and Latin. Through our curriculum and from working with the local community, our pupils will also develop an under-standing of global issues and the need for sustainability. Additional Learning Needs and More Able and Talented Pupils We aim to ensure that all children achieve their full potential and we are committed to the early identification of any specific needs a child may have. The curriculum will be adapted to suit the needs of all children and the level of provision will vary according to the needs of the child. This information is agreed with the child and parent and is documented on an IEP (Individual Educational Plan) or PSP (Pastoral Support Plan). Mrs Marcell Smith, our SENCo (Special Needs Co-ordinator), and other qualified staff, work with children on the special needs register individually, or in small groups, using a wide variety of intervention and support programmes. Many children require additional support or intervention in some form during their school ca-reer and this is nothing to be concerned about. We will work closely with parents to ensure that all children thrive and leave our school confident and ready for the challenges ahead.

Family of Schools June 2015 We are required to provide information for parents regarding our performance compared to our fam-ily of schools. There are 10 schools in our family and all of these schools are similar in size to us; English speaking schools teaching Welsh as a Second Language and Church in Wales schools. The catchment and number of children on free school meals is also similar. We are family member number 6, which means that we are the sixth most challenged in the family group. The results indi-cate that we are performing above not only Powys and Wales averages, but also above or in line with our family average. Review of 2014/2015 School Improvement Plan

Key Green Target fully met Amber Target partially met Red Target not met

The School Improvement Plan is regularly reviewed at governing body meetings. De-tailed evaluations and action plans can be found in the School Improvement Plan ac-tion plans, which are reviewed termly. Each subject leader is responsible for writing action plans for their own curriculum areas. All teachers are subject leaders and in a small school like ours, teachers will be responsible for more than one area. Parents’ questionnaires, governors’ observations and School Council suggestions al-so inform the improvement plan.

Main short term and long term priorities following: School Self Evaluation, Inspection, Performance Management , Local and national

priorites

Key Question 1: How good are outcomes?

P1 Improve outcomes for MAT pupils in numeracy in Y3 and Y4, achieving performance in the higher quartiles

P3 Improve outcomes and provision for MAT pupils in upper KS2 in science (to achieve performance in the higher quartiles)

Key Question 2: How good is the provision?

P2 Further develop opportunities for pupils to apply their numeracy skills across the curriculum

P4 Further improve provision for MAT pupils throughout the school (so that performance in all areas is in the top 2 quartiles)

Key Question 3 : How good is the leadership and management ?

P5 Further develop the role of the governing body in all aspects of monitoring and self-evaluation.

How is the School Funded? The LEA provides the school with a budget for each financial year based upon a number of factors, including the number of children on the special needs register, floor space within school, but the main factor is the school’s pu-pil numbers. The money received from the LEA is called the Delegated School Budget. On receiving the delegated school budget the governors then decide how this money should be allocated and agree a budget that is fol-lowed for the year. This account is monitored continually by the County Council, the School management staff and the Governing Body at their regular meetings.

School Fund The school also manages a school fund which is an account where all the money collected for trips, sweatshirts, events and daily expenses is placed before the mon-ey is then paid out. This account is audited on an annual ba-sis after the accounts are recorded. Thank you to Jill Pritchard for her help with the school accounts.

The Delegated School Budget April 2014 / March 2015

Income Expenditure Delegated budget £ 317,201 Salaries and Wages £ 359,740 Class Size Protection £ 6,574 Premises £ 43,130 Pupil Number Adjustment £ - Supplies/Office/Capitation £ 15,484 Teacher Cost adjustment £ - Breakfast Club Funding £ 7,770 LA Support Services £ 2,198 Foundation Phase funding £ 43,589 LMS SEN Funding £ 2,798 Sports Facilities £ 3,542 Additional ALN Funding £ 11,886 Total Delegated Funds £ 389,818 Total Expenditure £ 424,094 Total Expenditure £ 424,094 Total Income £ 10,000 Planned Under/ (Over) spend £ (24,276) Balance (01/04/13) B/F £ 16,022 Under/(over) spend C/F £ (8,254) Due to reduced pupil numbers in 2012 and 2013 and reduced ALN budget which funds staff, the school is now in budget deficit for the first time in a 7 year period.

The capitation budget is the budget with which the school buys all the paper, books, art materials, comput-ers and resources for the whole school.

Salaries and wages include all the teaching staff, learning support assistants, secretarial help and midday supervisors.

The premises expenditure includes repairs and maintenance, cleaning, electricity, gas, rates, water/sewerage and any furniture purchased.

LA support services is the advice and support provided by the LA which we buy in from the County Council.

Office expenses is mainly the use of the photocopier and also includes telephone and postage and the pur-chasing of new computers.

The School pays £4,553 annually to use the Community Hall, which has included 75% of the electricity costs. However, a new electricity sub-meter has now been installed to provide actual rather than estimated costs. In addition, due to the solar panels, which generate free electricity and greatly reduce our usage, we also receive a FIT (Feed in Tariff) payment of approximately £1, 665 per annum. This is paid into our school fund.

School Concerts The school has continued to enjoy a variety of concerts and celebrations this year. In October we held our annual harvest festival at St Catwg’s Church in Llangattock, where each class contributed to part of the service.

Christmas concerts took place again in December. We also sang at the Chapel. The School held its Christingle service at a full St Catwg’s Church in December, after the previous week completing two evening performances of its productions of ‘Merry Christmas Tommy’ and ‘Born in a Barn’.

We held our annual eisteddfod again this year on St David’s Day. Competitions included poetry, art, handwriting, recitations, singing and drama. A chairing of the bard also took place.

The Year 6 took part in the Leavers’ Service at Brecon Cathedral and were presented with prayer books by the Right Reverend John Davies, Bishop of Swansea and Brecon. The Y6 of course performed their own tribute in the last week of term in the Community Hall and the year was finished off with a dinner at the Bear Hotel, followed by the annual sleepover!

Special Educational Needs (SEN) / Additional Learning Needs (ALN)

Marcell Smith, our Special Needs Co-ordinator (SENCO), currently works 2 days a week in school (Wednesday and Thursday). This time is spent supporting children with their specific needs out of class and within class. As the co-ordinator for SEN provision, Marcell is responsible for assessing children’s particular needs and supporting staff to write Individual Education Plans for children who are on the SEN Register within the school. She also co-ordinates a range of in-tervention programmes which are delivered both by her and LSAs. These include: Popat, Spring-board maths, ‘Nessy’ and Catch Up numeracy and literacy. The governors are responsible for planning to meet the needs of any child who may apply for ad-mission to our school. Mrs Sandra Harris is the link governor for SEN. During the inspection of July 2009, the SEN provision within the school was judged as ‘very good with outstanding fea-tures’.

Estyn and Section 50 Inspections February 2015

In February 2015, the school was subject to inspections by both Estyn and the Church in Wales (Section 50). The Estyn report commented that ‘The school is a very happy and inclusive community. It has a very positive and caring Christian ethos within a climate of trust and mutual respect. The headteacher leads by example and has communicated a clear vision of the school and its future development to pupils, staff, governors and parents. She provides highly effective leadership and strategic direction for the school. All members of staff work closely together to create a supportive whole-school ethos based on highly effective team work. The behaviour of nearly all pupils is exemplary.’ ESTYN 2015 Full copies of both reports can be found on the school website.
