Now therefore, I, Manoj Kumar Verma, IPS, Commissioner of Police, Siliguri Metropolitan Police in super session of all the orders passed earlier in exercise of power conferred upon me under section 144(2) of the code of Criminal Procedure, do hereby prohibit movement of food grains and food stuff i.e. rice, paddy, sugar, salt, wheat, pulses and other essential commodities and movement of trucks carring cattle, live stock etc. From 07-00 P.M. each day to 06-00 A.M. next morning daily within 2 kms of Indo-Bangladesh International Border areas of Siliguri Metropolitan Police. In addition to this, grazing of cattle at night within 300 (Three hundred) meters of Indo-Bangladesh Border is also prohibited from 07-00 P.M. each day to 06-00 A.M next morning.

This order will take immediate effect and will remain in force for a period of two months w.e.f. 21st September, 2015.

This order will take immediate effect and will remain in force from 21st September, 2015 to 20th November, 2015.

Whereas several instances of illegal activities through the Cyber Cafes have come to the notices to the state.

AND

Whereas some banned out fits/antisocial/anti national elements are using this facilities to create panic and other criminal activities in the society using Internets with the help of Cyber Cafes.

AND

Whereas I, Manoj Kumar Verma, IPS, Commissioner, Siliguri Metropolitan Police have been specially empowered by the State Government to act under section 144 of the Criminal Procedure Code, 1973.

AND

Whereas it is necessary to take appropriate measures in this behalf to prevent Criminal/terrorist activities which may effect the security of the state and disturbance of public order and tranquillity.

Now, therefore, in exercise of power conferred upon me by the sub-section (1) of the section 144 of the Cr.P.C 1973 read with sub-section (3) of the said section, I, Manoj Kumar Verma, IPS, Commissioner, Siliguri Metropolitan Police, Siliguri to do hereby order for strict compliance by the owners of such Cyber Cafes in the entire area of Siliguri Metropolitan Police.

1. Prohibiting the use of Cyber Cafes by the unknown persons whose identity have not been established by the owner of the Cyber Café.

2. Maintaining a register for identity of the visitors / users.3. Make an entry in the hand writing of the visitors/users

mentioning name, address, telephone no. and identity proof. The visitors / Users shall also sign the register kept for this purpose.

4. The identity of the visitors / users shall be established through Identity Card / Voter Card/ Ration Card /Driving License / Passport / PAN Card /Photo Credit Card (any of them).

5. Activity Server log should be preserved in main server and its record should be preserved for at least six months.

6. If any activity of the visitors is of a suspicious nature the owner the owner of such Cyber Café will immediately inform the local Police Station.

7. Record is maintained about the specific computer used by the person.

This order will take immediate effect from 21st SEPTEMBER, 2015 and shall remain force for a period of 60 days i.e., up to

20th NOVEMBER, 2015 (both days inclusive unless withdrawn earlier).

Any person converting this order shall be punishable under sec 188 of the Indian Penal Code, 1860

As the notice can’t be served individually upon all concerned, the order is hereby passed expert. It shall be punished for information of public through press and by affixing copies on the “NOTICE BOARD” of all police establishment under Siliguri Metropolitan Police.
