1. Introduction

The Gardens, La Lucia Ridge represents a totally unique concept in suburban living in Natal.Not only will the estate be fenced off and access monitored, but it is surrounded by apermanently undeveloped green belt, which forms a Community Conservation Zone. ThisCommunity Conservation Zone, nestled in the rolling hills of the exclusive suburb of LaLucia with its sub tropical climate, is the origin of an architectural response, which is bothoriginal and appropriate.

Architectural character is usually derived from buildings responding to the climate conditions oftheir environment. In similar climates, similar architectural elements are often found.Polynesian Island homes respond well to their hot and humid climate. Set in dense tropicalgardens these buildings are similar in form and use similar materials. All homes boast largeverandahs, which moderate the hot tropical sun. Window and door openings are large and areprotected by shutters. The shutters, while offering a high level of security and privacy, allowbreezes to ventilate and cool interiors.

The architecture of the Northern Mediterranean such as the villages of Italy and Greece hasevolved in response to the sub-tropical climate of the Mediterranean. Most building regardlessof function are similar in form and are made with the same materials and building techniques.

Key architecture elements in both Polynesian and Mediterranean style villages are; visuallydominating roofs; uniform use of colour; large Verandahs / courtyards; windows protected withshutters.

Cohesiveness and uniformity is critical in projecting the character of these villages. It is thisuniformity in architectural style, which creates villages of memorable character. The Gardens,La Lucia Ridge is an interpretation of this appropriate form of architecture.

The purpose of this guide is to ensure that the vision of a unique, secure environment and originalin its architecture, is realised and successful.

Prior to submitting plans to the relevant controlling authority, all property owners will be requiredto submit Development Plans to the developer of The Gardens, La Lucia Ridge, MorelandDevelopments (Pty) Ltd (“the developer”) or their assigns. These plans should ideally displaythe general external design and character of the buildings, boundary enclosures and landscaping.

The developers DESIGN REVIEW COMMITTEE will consider the plans; hence theseGUIDELINES should be consulted timeously in order to obtain the approval of the Committee.

The owner shall allow all reasonable site and building access by the developer during or after thecompletion of the works to ensure compliance with the approved plan and this Building DesignCode.

2. Building Design Code

The code is designed to assist the homeowner in achieving The Gardens, La Lucia Ridge stylewithout limiting the individuality of the planning for each house so that a harmoniousenvironment is achieved. The code is easy to follow and is divided into the primary elements ofthe house. Each section will state the developer’s intent together with the code requirements.

2.1 Urban Controls

Height: Each dwelling may not exceed two storeys in height.A story is taken to be a maximum of 3.5m high and is measuredfrom the finished floor level to the underside of the finishedceiling.Double volumes may not exceed two storeys.Attics / Lofts within the roof space are permitted.

Building Lines: Front boundary - 7,5mSide spaces - 2m and 3m (total of 5m)

- 3m for double storey houses

Maximum areasper dwelling: Single Dwellings - 120m2 excluding garages,

Outbuildings and Verandah

Maisonettes - 100m2 excluding garages,Outbuildings and Verandah

Parking facilities: Special Residential: Dwelling is to have a double garage.Maisonettes: Each dwelling to have a single garage.

Maisonette Zones: Where 2 dwellings per site are allowed as on Maisonettes sites,these dwellings must be designed to give the appearance of onehouse.

2.2 Roof

Developer’s Intent:

The roof is also the most visually dominating element in a house and aharmonious relationship of complimentary roofs is of prime importance inpromoting the distinct architectural style. The roof design and appearance istherefore to be strictly controlled.

Mandatory Requirements:

Roofs: All roofs are to be pitched and hipped.

Ends of roofs must be hipped. Gable ends are not acceptable.

Roof Pitch: Minimum pitch to all areas, except on open verandahs, to be 26°.Roof pitches over verandahs may be reduced to 17,5°.

Overhangs: Minimum 750mm.

Shapes: Roof shapes are limited to those on the attached schedule.

Roof Materials: The following are permitted:

Coverland “Riviera” concrete roof tiles only : Colour: Farm house range:Kalahari or Terracotta

Rainwater goods (if required): Brown Powder Coated aluminium only Fascias and enclosed eaves are not permitted Roofs may not be painted Exposed roof timbers must be painted black or stained

Excluded:

The following type roofs and roof materials are specifically excluded: All other roof types Thatch Sheeted roofs Mono-pitches, except for verandahs and pergolas Flat roofs (Portions of flat roof are acceptable where used as balconies

2.3 Walls (General)

Developer’s Intent:

The architectural expression of the Mediterranean style is carried forward in therustic earthen tones and textures of the walls.The colours and textures of the walls within The Gardens, La Lucia Ridge willcontinue this strong theme.Walls may be decorated with pre-cast mouldings, arches and columns, whichcorrectly convey the architectural style.

Mandatory Requirements:

Materials: All walls to the house and outbuildings to be clay masonry.

Finish: Walls may be; Smooth plastered and painted “Rough cast” or “scratch plastered” and painted “Lisrona Stone” imitation stone used as feature walls/elements Facebrick types as listed in Part3, Approved Facebrick Types

Colour: All external walls to be painted in accordance with the colours of TheGardens, La Lucia Ridge style. Please see the Dulux Colour Chart Annexure D.

Plinths: May be used if required. Plinths should not be visually dominating andmay not protrude beyond the main wall thickness. Plinths, which detract fromthe architectural style, will not be permitted.

Excluded: (General walls and boundary walls)

The following type walls and wall forms are specifically excluded:

2.4 Walls: Garden & BoundaryDeveloper’s Intent:

The entire estate is fenced and all access monitored. As such it is hoped that theneed for boundary walls as a security element will be rendered obsolete. Anenvironment without high and hostile security walls to each home is theobjective.Walls to control pets should be set back to the house and pets should be restrictedfrom the front gardens.

Boundary walls determine the character of the street and as such should conveythe architectural style as much as possible. Boundary walls also offset the houseand should therefore be carefully designed.

Where a front boundary wall is required, heights of 1,2m are preferred. Thisallows the house to impart their character to the street. Security is enhanced asvisibility is improved.

Mandatory Requirements:

Front boundary walls may not exceed 2/3 of the length of the front boundarywithout a setback of least 3m for the remaining 1/3 of the boundary. Gates orentrance features to be incorporated into the setback section of the front boundarywall. See Annexure A for typical diagrams.

Plinths, mouldings, copings and columns are architectural elements, which canimprove a boundary wall appearance.

Gates may be stained or appropriately finished hardwood; hot-dipped galvanisedmild steel painted black or dark green. Gate design to compliment thearchitectural style. Acceptable gate designs are shown in Annexure C.

Materials: All street boundary walls to be facebrick or plastered and painted

masonry. Scratch and roughcast plaster is acceptable. Plastered concrete block may be used for boundary walls only. Hot-dipped galvanised steel fencing ay be used in accordance with

details in Annexure

All side and rear boundary walls may be: Plastered and painted concrete block, clay or facebrick Timber post and rail(natural colour only) Timber forest fencing

2.5 Windows, External Doors & Shutters

Developer’s Intent:

Extensive use of timber throughout is a feature, which brings richness to theMediterranean style. All windows and doors in The Gardens, La Lucia Ridgemay be of aluminium or timber and are controlled so as to give a similarappearance regardless of material choice.

Windows and Doors: The use of windows and doors is an important elementcreating harmony, richness and wholeness in a “village”.

The emphasis on the suburb is unity. Therefore only he window types shown inthe attached schedule are permitted.

Simple plaster bands around doors and windows are acceptable and may becontrast painted with colours in accordance with the colour chart.

Shutters: Shutters are a distinctive part of the Mediterranean architecture. Theyhave come about as a low-tech response to climate control and have developedinto essential architectural elements.Working shutters have proved to be very successful in moderating Natal’s coastalclimate.Shutters are to be incorporated into prominent elevations as often as possible tofurther reinforce the architectural style. Decorative shutters may be used.

2.6 Verandahs, Balconies & Pergolas

Developer’s Intent:

Verandahs are one of the main design elements in The Gardens, La Lucia Ridgestyle. They create transitional spaces, which in our climate become importantliving and entertainment areas.

Verandahs should form an important integral part of a house design and becapable of functioning practically as a usable area.

Mandatory Requirement:

Every house is to have a minimum of one covered verandah, not less than 5.0min width. Depth of verandah must not be less than 2,8m. Balustrades arepermissible.

Materials: To match the main house. Acceptable materials include thefollowing:

Columns as detailed in Annexure A only Timber posts Timber decks Balustrades in stained or varnished hardwood, hot-dipped galvanised

mild steel or aluminium in design which reflect the Mediterranean styleonly.

Excluded:

The following are specifically excluded:

Creosote gum-poles Primary colours Pre-cast concrete balustrades.

2.7 Garages

Mandatory Requirements:

Each dwelling is to have a double garage. Timber raised and fielded panelgarage doors to be used. Fibreglass doors, which resemble timber in colour andtexture, are acceptable.

Excluded:

The following are specifically excluded: White garage doors Shade cloth Sheeting Free standing carport Garage doors with glazing insets.

2.8 Signage & Post Boxes

Developer’s Intent:

All house names, numbers and post boxes are regarded as part of the architecturaldesign and are therefore to be approved by The Gardens, La Lucia Ridge DesignReview Committee before installation. Post office cluster boxes will be locatedat the main entrance gate.

Mandatory Requirements:

House numbers are to be 150mm high. Only the following font is permitted:

“Monotype Corsiva eg: 1 2 3 4 5 6 7 8 9 0”Numbers are to be made of aluminium, powder coated “Pine Grove” green orsolid brass. Numbers are to be fixed to the boundary wall or gate at 900mmfrom the natural ground level. See detail in Annexure A.

Post boxes are to be built as an integral part of the boundary wall or gate. Onlythe letter plates to be visible from the street. Letter plates to be brass or powdercoated “Pine Grove” green.Where a house has no front boundary wall, post boxes are to be built into amounting mall 1.2m high x 0.9m wide x 0.23m thick. This wall is to alsoaccommodate the street number, house name and on the reverse side, theelectrical meter box. This mounting wall is detailed in Annexure A.

Driveway Ducts Under Paving:

Paving to verges for driveways and pathways must incorporate 2 x 100mm heavyduty PVC ducts at 600mm below the ground level and approximately 1500mmfrom the road edge. These ducts should protrude a minimum of 500mm oneither side of the paving. The PVC pipes must have stop ends on both sides.

This measure is to ensure that should any of the service providers need to lay acable / pipe in the verge in the future, then they will be able to traverse thedriveway without having to lift the paving.

Telkom Ducting:

Telkom requires a buried 20mm conduit be installed within the property, fromthe house to the nearest distribution point in the verge.No overhead telephone cables will be permitted.

3. Approved Facebrick List

Developer’s Intent:

The use of colour is important element, which will create harmony, richness andwholeness in the village of The Gardens, La Lucia Ridge. The aim is toreinforce the character and uniformity of The Gardens, La Lucia Ridge style.

Permitted facebricks: Although it is anticipated that most houses will beplastered and painted, facebricks may be used. Only the facebricks listed belowmay be used. This list will be revised should any of the bricks no longer beavailable. A combination of plaster / paint and facebricks may be used providedthe paint colours used are as per the attached chart and that the overall effectcompliments the intended architectural character of the development.

4. Landscaping

A landscaping style that is sympathetic to its environment, responds correctly to the sub-tropicalcoastal climate and whose mass is low in scale is proposed for The Gardens. The mass is low inscale because the strong winds from the north-east and south-west keep the natural vegetationclipped to a height of around 8 metres on the exposed slopes and because of the dry winter periodfrom April to August each year.

The following are important aspects when planning a new garden: the re-supply of organicmatter as the soil may be lacking in nutrients; the vegetation must respond to the rolling hills andsloped sites; the control of storm water runoff.

Good plant to use for the initial binding of the soil are:Lawn Grasses;Berea - Dactyloctenium australe semi-shade or sunBuffalo – Stenotaphrum secundatum semi-shadeThese grasses need proper fertilisation and compost to be turned into the soil prior to planting orlaying in the case of sod. In its first season grass needs to be mowed regularly to encourage sideshoots to create more roots which further bind the soil. Care must be taken not to cut the grasstoo short as removing all the leaves reduces the capacity of the grass to grow.

Lawn grasses should be used as sod on the shoulders of banks and along areas where water willwash through your garden. The pegged sod helps to prevent the wash of the sandy soils. Geo-jute or other soil binding mechanical methods can be used to hold soil and plants in place until theroots of the plants bind and hold the soil after about 3-4 months in the summer or 6-7 months ifplanted in the winter months.

A plant list that is predominantly indigenous, is proposed to attempt to ensure that what littleurban wildlife is left in the La Lucia Ridge are will continue to live here once the development iscompleted. The few patches of indigenous forest and bush have to be augmented if local birdsand mammals are to be catered for.

The developer is creating partially functional habitat in the Community Conservation Zone. Thiszone forms part of the D’MOSS (Durban Metropolitan Open Space System) and is a vital link asan East to West corridor between the coastal plain and the inland section with Mount Edgecombe.

The developer would like to encourage homeowners to use plant species that provide feeding,breeding, nesting and resting opportunities for urban wildlife. Therefore the plant list that hasbeen drawn up provides a template for you, the landowner, to design your garden accordingly.Plants have been selected which will survive the relatively harsh pioneer conditions of the site.The plant list of species has been drawn up for the use of “The Gardens” is the most diverse thatany developer has used to date on any housing development in the Durban Metropolitan Area. Intheory you should have a good deal more wildlife in your gardens because you are using at leasttwice the number of plant species that other developers would draw from. This increasing bio-diversity is what designing an urban garden is all about in the new millennium.

Listed below, are a few ideas on how many plants might be planted on a site to establish thefoundation of a functional garden habitat. This functionality is really providing feeding,breeding, nesting and resting opportunities in your garden for any of the organisms that mightwant to live there. The individual gardens are not large enough on their own to provide all theabove life requisites. However if you add up the trees, shrubs and groundcovers over the wholeestate, the life requisites of many insects and bird species will be met. The sum of all theseplants makes up a total of plants that become functional once the Community Conservation Zonewithin the whole estate is included.

A general report of the geotechnical conditions of The Gardens exists. This document is a publicdocument and is available for scrutiny at the offices of North Local Council or at Moreland.

This report is, however, not site-specific and it is recommended that a site-specific investigationbe carried out to ascertain the optima founding solutions.

6. Plan Approval Procedure

6.1 Design Review Committee

6.1.1 Sketch plans may be submitted to the Design Review Committee of theDevelopers or their assigns for pre-scrutiny and preliminary discussion ifrequired. This is to ensure that the proposed development complies with theBuilding Design Code and to avoid any unnecessary delay or expense.

6.1.2 A plan scrutiny fee will levied.

6.1.3 Any relaxation of this Building Design Code will be at the discretion of theDeveloper. If relaxation is required, the applicant will submit a letter ofmotivation together with the drawings, clearly explaining the need and reasonsfor the relaxation. The reasons should be based on topography, site shape/size,costs, design considerations, etc. If approval is granted by the Developer thenormal procedure for relaxation as required by the Local Authority must then befollowed.

6.1.4 Two sets of working drawings, together with the Design Review Committeechecklist are to be submitted to the Design Review Committee for approval.

6.1.5 The Design Review Committee hereby reserves it’s right to discretionary powersshould any “grey areas” or ambiguity exist in this code or where an alternativeinterpretation of the code and specification has occurred.

6.2 Local Authority

Once approved by the Design Review Committee, plans must then, in the normalprocedure, be presented to the Local Authority for their approval prior to commencementof building.

NOTE: These controls are those of the developer and do not override the Town PlanningRegulations of the Local Authority.It is brought to your attention that there are further controls, such as side space for double storeybuildings, applicable in the Town Planning Scheme. In all cases, architects are advised toconsult the Town Planning Department of the North Local Council (Umhlanga) – Telephone(031) 561 1101, to ensure that the interpretation of the scheme is correct.
