    1. Factors impacting academic libraries currently

    Factor 1 Changes in Higher Education - the expansion of online learning and teaching, resulting in the need for libraries to engage in provision of online Course Materials databases (electronic reserves), integration of library resources and services into the online teaching environment e.g. chat and email reference services, etc.

    Factor 2 - Public issues - the requirement in Australia for students to pay a greater percentage of the cost of their university education means that most students are now working part time, or even full time, as well as completing their university studies. This means that they are physically present on campus for much shorter periods of time and are far more time pressured than in past years. As a result, Library services are increasingly emphasising measures which save time for users e.g. self checkout machines, more material available online, use of SMS and online technology to communicate with students. It also causes Libraries to place more emphasis on effective promotion of Library services to busy students who may otherwise not be aware of what we have to offer

    Factor 3 IT developments - the speed of change in all aspects of life facilitated by the progress of IT developments means that discipline knowledge has a shorter and shorter shelf life. This provides great opportunities for librarians to convince teaching academic staff of the importance of incorporating Information literacy skills into the curriculum of students to ensure their ability to continue lifelong learning once out in the workplace

    Factor 4 Finance policies the increased requirement for financial accountability both across society in general, and within universities in particular, resulting in the need for far greater internal and external reporting of activities, more checks and measures of financial and business processes, use of techniques such as Activity Based Costing, etc.

    Factor 5 Cooperation increasing government and institutional emphasis on collaboration, together with improved electronic communication to facilitate this leads to many more collaborative ventures, taking up much more of the time of smangers and other senior library staff

    Factor 1 IT progress new IT technologies and infrastructures are likely to result in entirely new ways in constructing the learning and teaching progress in universities, resulting in substantial changes in library support for the curriculum

    Factor 2 Changes in higher education higher education will become less campus based, more virtual and more international. Students will be able to mix and match parts of courses from a variety of institutions to meet their needs, and still result in a completed degree

    Factor 3 Changes in higher education higher education is likely to be more privatised. There will be less direct government financial support, but still extensive regulation

    Factor 4 Cooperation libraries may experience a loss of branding, and separate identity for many of their services as they become increasingly integrated into a merged service structure

    Factor 5 Cooperation there are likely to be more merged institutions, merged services, and the creation of specialist service centres to perform backroom services on behalf of a number of libraries

    1. Finance policiesAs a librarian at a public institution, Im concerned about the future funding of state research institutions and the impact of declines in state funding on the librarys budget. The costs of resources are rising, but its a constant battle for institutions of higher education to secure necessary funding. Fundamentally, universities have not always been effective in communicating with state legislatures on the importance of higher education and its relevance to the state and local communities. Academic libraries will increasingly need to find creative ways to secure needed funding. 2. Law regulations/public issues The U.S. Patriot Act, UCITA, and other legislation really make the point that libraries cannot afford to be complacent on the state and national scene. There is not only legislation, but public perception too. United States is undergoing a philosophical shift away from public good to private good and this change has significant ramifications on state and federal funding and support. Institutions of higher learning need to be more effective communicators and be more proactive in public relations to get our message out. Libraries need to be active participants in making the case for the importance of higher education and its role in creating an information literate citizenry.

    3. IT progress (development)Libraries are making the necessary investments in wireless technologies and other communication technologies. Unfortunately, there is great inequity among libraries in their funding and resources for IT, creating a divide among libraries.

    4. Changes in higher educationThere is not only the issue of funding, but academic libraries need to make the case of their importance to the campus. Newer faculty are not flocking to the libraries like their older peers did, but are doing research from their office. Much like students, they may feel more comfortable with Google and other Internet search engines, rather than the libraries online catalog and databases. Libraries need to reach out to faculty and integrate their activities into education and teaching. Faculty and students wont come to us, so we need to go to them.

    5. CooperationLibraries have not been able to afford all the resources they need to support education and research at their university. Libraries need to work on cooperative ventures to get needed resources and access to collections for faculty and students.

This is not only a reality for medium-sized libraries, but for major research libraries. It is only through co-operation and resource sharing that libraries will be able to provide all of the resources, both print and electronic, that our constituencies need for their research and education.

    3. Involvement in teaching and educationAcademic libraries need to reach out to faculty and find ways to integrate the library into teaching and education.

    4. Building collections and making them accessibleLibraries will continue to buy books and electronic resources, but some of the exciting possibilities are the creation of institutional repositories in providing access to local scholarly content and gray literature.

Creating electronic librariesIm not sure that the goal should be to go all electronic, but it does seem that users like the ability to access library resources and seek assistance from their office and home. The challenge for libraries is to make remote access as good as or even better than in-person services. It still seems that the technology (e.g., chat software) is still not there yet and service quality is not as good as in-person.

Managing electronic informationThe explosion in digital resources has made it hard for libraries to keep up and users may find it difficult to find resources through the librarys web site; but there are exciting possibilities in federated searching and other technologies.

    2. FinanceOverall funding has an impact on a librarys ability to purchase digital resources, and there is increasingly a divide between the library haves and the have nots. Im at a major research institution and we even struggle to pay for databases that our peers have, so this issue is fairly universal.

    3. LegalIm not involved in licensing negotiation, but it always seems to be a tug of war between libraries and vendors on issues of access, pricing, resource-sharing/ILL, archiving, etc. Plus, libraries need to be vigilant in keeping up with copyright and software licensing legislation. 4. Dealing with the pace of changeI think that libraries continue to struggle a little with the pace of change. You are not always sure that you want to be first adopter of a new technology, as it may fail or future technologies might be more viable. But, I think that this is becoming less of an issue as people are more accustomed to change.

    5. People (human factor)People are sometimes resistant to change, but I think that these issues can be addressed if the library has a responsive training program. People may feel more comfortable if they understood how various resources worked and how to use them effectively. Too many times people are just thrown in without the necessary training to become proficient.

    3. CooperationCooperation on the state and national level will help libraries to stay competitive.

Institutions of higher education will still struggle with public perception, but hopefully we will be better at articulating our value to society.

It may change to some extent the functioning of the library in the countries that will experience a huge change (number of students, different levels, change in students audiences, etc.), but in the countries where HE is already close to Bologna model the change in library work will not be great.
