The education system of the future will undergo a

transition from a heavy emphasis on teaching to a heavy emphasis on learning.

Experts will create the courseware and the students will learn anytime or anywhere at a pace that is comfortable for them, learning about topics that they are interested in.

In the future, teachers will transition from topic experts to a role in which they act more as guides and coaches.

are integrated into the fabric of community life. Without a sufficient and reliable community-based

workforce, fewer people who want to leave institutions will have that choice, while others may have to leave community settings for institutional living

institutional long-term care should be available. Even if community-based services expand, the most frail among the elderly will sometimes require the high level of care that traditionally has been provided by nursing homes.

and education will come from private contributors who realize the importance and need for services and education to improve the over-all well-being of adults.

Possible Funding Scenarios

Grants; Community planners and governments rely on

census data to determine where there is the most need for additional social services and who gets needed funding, such as community development block grants.

Diversity is central to our commitment to academic

excellence. We know that a diverse living and learning community improves the educational experience for all.

We work to affirm the dignity and worth of everyone in our community and to ensure that all feel supported in their differences.

A culturally diverse community has a wide range of traditions, languages, beliefs, values, ideas and practices

Influences of Diversity

As groups of people worked and lived together, they

developed distinctive cultures. Together the cultures of the world create a rich and varied tapestry.

The resulting cultural diversity expands choices, nurtures a variety of skills, human values and worldviews and provides wisdom from the past to inform the future. Cultural diversity is a mainspring for sustainable development for individuals, communities and countries.

Congress has enacted a number of civil rights statutes prohibiting discrimination in community-based services and educational programs receiving federal financial assistance. These statutes are: Title VI of the Civil Rights Act of 1964 (prohibiting race, color, and national origin discrimination); Title IX of the Education Amendments of 1972 (prohibiting sex discrimination); Section 504 of the Rehabilitation Act of 1973 (prohibiting disability discrimination); Title II of the Americans with Disabilities Act of 1990 (prohibiting disability discrimination by public entities); and the Age Discrimination Act of 1975 (prohibiting age discrimination).

Influences of the Law

The federal civil rights laws have helped bring about profound changes in

American education and improved the educational opportunities of millions of students.

Many barriers that once prevented minorities, women, individuals with disabilities, and older persons from freely choosing the educational opportunities and careers they would like to pursue have been eliminated.

As we continue to work for the effective enforcement of the civil rights laws, it is important that we also look at the impact of the laws on students facing discrimination who attend our elementary and secondary schools and colleges and universities.

Influences of the Law

The following (anticipated changes, funding, and

influences of diversity and the law) are trends that are driving change in the world of education and community – based services. These trends will eventually define the size, scope, and speed of the emerging new system along with the characteristics needed for a global-scale adoption.
