Welcome and Call to Order Dr. Ed Meadows, Council of Presidents Vice-Chair, called the meeting of the Council of Presidents to order at approximately 9:40 a.m. on Thursday, January 21, 2016 at TCC Capitol Center in Tallahassee, Florida.

Action: Upon a motion by Dr. Eileen Holden and a second by Dr. John Holdnak the minutes of the November 11, 2015, December 17, 2015 and January 8, 2016 meetings of the Council of Presidents were approved without objection.
3.0 Report of the Vice Chair, Dr. Ed Meadows
4.0 Report of the Chancellor, The Division of Florida Colleges
Chancellor Pumariega reported AACC is requesting Congress to reject a number of key initiatives in the Obama Blueprint. She added draft legislation is expected in both the House and Senate. The Chancellor reported there will be a reception with Governor on February 10th. She invited the presidents to attend.
The Division is planning a trustee training summit in May. Chancellor Pumariega thanked Dr. Ann McGee for serving ten years on the Florida College System Foundation. 4.1 EMSI Workforce Study, Mr. Brian Nuttbrock
Mr. Brian Nuttbrock presented an economic impact study. Dr. Ed Meadows suggested the Council do a special assessment to hire a company that can help develop a strategy that is data driven. Mr. Brawer suggested an RFP be sent out to various companies, including EMSI, that specializes in economic impact studies. Dr. Meadows asked for volunteers to review the RFPs and to recommend a company to the COP. The following volunteered: Dr. Jackson Sasser, Dr. John Holdnak, Dr. Judy Bilsky, Mr. John Grosskopf, Dr. Jim Murdaugh, and Dr. Chris Mullin. Action: Upon a motion by Mr. John Grosskopf and a second by Dr. John Holdnak, the Council of Presidents to do a special assessment to hire company to complete a statewide economic impact study was approved without objection.
5.0 Report of the Chancellor, Division of Career and Technical Education Chancellor Duckworth reported the WIOA state plan is due in March. He added there is proposed legislation that would dedicate rapid response grants to technical centers.

6.4 Media and Public Relations Committee Dr. Tom Leitzel reported new palm cards are now available.
6.5 FCSAA Ms. Daria Leon referred to the handout entitled Legislative Platform. She reported the Rally in Tally will be held February 10-11. Ms. Kelly Warren referred to the handout entitled Florida College System Activities Association. Ms. Warren reviewed the FCSAA recent events.
6.6 Support Council Reports 6.6.1 CIA
Mr. Anthony Iacono reported CIA will be meeting in Ocala on February 10-12.
6.6.2 COBA Ms. Gean Ann Emond reported COBA will be meeting in Gainesville on January 27-29. COBA will be reviewing the funding formula recommendations.
6.6.3 CSA Dr. Naima Brown reported CSA be meeting in conjunction with CIA on February 10-12.
6.6.4 FCRD Ms. Maureen Capp referred to the handout entitled Grant and Foundation News and Notes. She reported the Council is collaborating on best practices.

7.0 AFC Report 7.1 AFC Legislative Days
Mr. Michael Brawer referred to the handout entitled The Association of Florida Colleges 2016 Legislative Days.
7.2 Leadership Conference Mr. Michael Brawer referred to the handout entitled Leadership Conference.
7.3 ACCT National Summit
Mr. Brawer reported the ACCT National Summit is February 8-11 in Washington, D.C.
7.4 Membership Report
Mr. Brawer referred to the handout entitled AFC Membership Report by College.
7.5 Campus Safety Symposium
Mr. Brawer report the Campus Safety Symposium will take place on July 7-8 at Daytona State College.
7.6 AFC Calendar
Ms. Juanita Scott reviewed upcoming AFC events. Ms. Scott announced Mr. Brawer will be recognized at The Campaign to Keep Guns off Campus Spring Benefit in New York.
8.0 Other Business Dr. Ed Meadows adjourned the Council of Presidents meeting at approximately 10:46 a.m. without objection.

Florida College System Activities Association Report to the Council of Presidents

Brain Bowl: Preparing for regional tournaments, scheduled for February 12-13, 2016, at the following locations:
East Central: Santa Fe College, February 12 West Central: South Florida State College, February 12 Panhandle: Chipola College, February 12-13 South: Broward College, February 13
Region winners will be announced at COP meeting.
State Brain Bowl Tournament is April 14-16, 2016, at Pasco-Hernando State College's Spring Hill Campus. Brain Bowl State Advisor: James Givvines, Florida Gateway College.
FCSSGA: FCSSGA's Tallahassee conference was February 10-11, 2016, with meetings at the capitol and TCC. Approximately 300 students and advisors participated. SGA's next conference is April8-9, hosted by St. Petersburg College, Gibbs Campus. FCSSGA State Advisor: Kerry Roth, Florida State College at Jacksonville. FCSSGA State President: Daria Leon, Hillsborough Community College.
Forensics: State Forensics Tournament was Feb 4-6, 2016, at Florida State College at Jacksonville's South Campus. Overall sweeps champion was Florida State College at Jacksonville. Full list of individual winners is attached. Forensics State Advisor: Chad Kuyper, Florida State College at Jacksonville.
Music: Winter Music Symposium was January 28-30, 2016, at the University ofNorth Florida. Approximately 340 students and 35 faculty advisors participated. Student Artist Competition winners are attached. Music State Advisor: Michael MacMullen, Palm Beach State College.
Publications: The FCSPA Conference was held October 14-16, 2015, in Orlando. There were 110 attendees representing 12 colleges. The 2016 conference is scheduled for October 12-14,2016, in Orlando. Publications State Advisor: Elena Jarvis, Daytona State College.
STEM: Our first conference is scheduled for Friday, March 25, 2016, hosted by Tallahassee Community College. Based on the success of that conference, we will determine the viability of forming an official STEM division.
Theatre: Conducting campus respondent programs, in which individual campus perfonnances are adjudicated by guest respondents. Theatre State Advisor: Jeanine Henry, Eastern Florida State College.
Athletics Division
Baseball: Official season started January 31, 2016. State Baseball Tournament is May 13-18, 2016, m Lakeland. Baseball State Chair: Bing Tyus, Polk State College.
Basketball: Cunently in season. State Tournament is March 2-5,2016, at College of Central Florida. Women's Basketball State Chair: John Scarpino, Seminole State College. Men's Basketball State Chair: Jim Keites, Santa Fe College.
Softball: Official season started Januaty 30,2016. State Softball Tournament is April 29-May 1, 2016, in Vero Beach. Softball State Chair: Laurel Sue Smith, Polk State College.
Tennis: Cunently in season. State Tennis Tournament is April 7-9, 2016, at Sanlando Park in Altamonte Springs. Tennis State Chair: Laurie Ragsdale, Hillsborough Community College.
Volleyball: Congratulations to Hillsborough Community College for winning the State Volleyball tournament. Hillsborough, Polk and Central Florida all traveled to the NJCAA Division I National Tournament, with Hillsborough finishing 3rd nationally. Polk finished 61h, and Central Florida left the tournament with a 1-2 record. Three FCSAA players were named to the National all-tournament team: Hillsborough's Cherie Adorno Dejesus and Erika Zembyla and Polk State's Yue Wu.
Pasco-Hernando State College traveled to the NJCAA Division II National Championship, leaving the tournament with a 1-2 record.
Non-sanctioned sports:
Cross Country: Chipola College (W), Pasco-Hernando State College (W), and South Florida State College (W) cunently field teams. Tallahassee Community College (W) will begin Fall 2016.
Golf: Daytona State College (W), Eastern Florida State College (M), and Seminole State College (W) cunently field teams. Seminole and Daytona finished 1st and 2nd nationally in 2015.
Soccer: Broward College (M/W), Eastern Florida State College (M/W), and Polk State College (W) cunently field teams. Daytona State College (M/W) will begin Fall2016.
Swimming and Diving: Indian River State College (M/W) cunently fields teams.
