negotiate. These stands will alwaysbe logged by horses. and the loggingwill be done in the summer monthsonly, for the moment it starts rainingor snowing in the fall ·even horsescannot work on this ground. There­fore, practically all the logs that areput up for the yearly drive on theClearwater h:J.ve to be logged in fouror five months in summer. The num­ber of teams worked by the companyruns around 1,0 and will weight from1600 Ibs. up to a ton per horse.

A large part of the timber land, bothat Clearwater and Potlatch. is levelenough to permit the use of tractorsand a number of them are used in bothooerations. In the old growth standsin particular, when the timber is scat­tering and too large for the teams,tractors are used to gocxl advantage.One large C:lOlp 10 the Clearwateruses all tractors and so does one ofour contractors. The tractors runfrom 2-ton machines of 2Q..!lorsepowerto 7;·horsepower machines, dependingon the kind of work to be done. Wehave over ;0 tractors working in thevarious camps.

The advent of a bulld07.er on atractor 10 grade rO:lds has changedroad construction complctcly. Eachcamp has from one to two bulldozersfor road building, and. :llthough weoperate tWO diesel shovels for railroadconstruction, by far the greater partof our rO~ld building is now done withmodern bulldozer equipment.

After the logs are taken out of thewoods to the landing they are trans­ported in a number of diff~rent ways.

The greatest portion is still hauledwith locomotives. At Potbtc.h fivegeared engines are used in a 32-miletrain operation 10 the W. I. & M. Ry.Co. ne:tr Bovill, from which point theyare hauled by that road to Potlatch.

At Clearw.:ner, five more locomotivesare used on hauls varying from ; to20 miles over company tracks toHeadquarters, at which point they arepicked up by Camas Prairie enginesand hauled I miles to Lewiston. Allthese locomotives are oil burninggeared engines of from 70 to 90 tonsweight. The logs are loaded on thecars by either gas or oil burning hoist­ing machines. which have a loadingcapacity of about 120.000 feet a dayper machine.

The Family Tree

Next to the railroad transportationcomes the truck haul. Owing to cheaproad construction with bulldozers andthe greal improvement in cheap lighttrucks. this method of hauling logshas displaced railroading in manyplaces, especially when the stands oftimber are either too light or on toorough ground to warrant railroad con­struction. Grades as steep as 30% canbe operated on and adverse gradesof 10% are used succe fully. Largemovements of logs are made by truckto central loading points on the rail­road. and, at Potlatch, as high as 20million feet of logs are hauled directto the Potlatch pond from distancesup to 2; miles. During the summertrucking season. up to 200 contracttrucks are employed hauling logs forthe Ihree Potlatch Forests sawmillunits.

Besides the railrooding and truck­ing. logs 3re moved at the Clearwaterunit by means of flumes and riverdriving. In the neighborhood of 40,­000,000 feet of logs come to theClearwater plant by river driving eachyear. These logs come out of the NorthFork from rough. steep country whereneither railroads nor trucks are feas­ible transportation owing to steepgrades.

Once the logs are in the river, twolong wanigans are constructed at thehend of the drive, one for the cookhouse and the other for sleeping quar­ters, and as soon as the W:lter is highenough. tile work of rearing the banksand picking jams commences. Withfavorable water, the dri\'e comes toLewiston. a distance of II; miles, inabout six weeks with :t driving crcwof 30 men.

Differing vastly from the early logcamp. we now find most of the rail­road camps built on port::lble cars withH men to a bunk car, lighted withelectricity, :lnd heated by Pres-to­logs. But the picture had to ~hange a.ndchange il did, radically. High loggmgcostswereencountered as the nat groundwas lert behind and logging was mo\,·cd to lhe steep hillsides. and the costof conslructing logging railroads :l.ndother logging impro\'ements .incre:l~dtremendouslv. Money waS lied up mIhese impro\'ements for long periods,thus effecting wh:l.t amounted to :I. re­duction in working capital for eachoperating company. And oper:lIi~nswhich became dependent upon driV­ing in the smaller streams found thatthey must finance an entire SC.:1SOn'scut of logs before any of them couldbe sawed and sold as lumber. The go­ing became pretty tough.

And ;'IS if lhis natural handicapwere nOI enough, other artificial onesappeared to color the picture still moredarkly. The construction of the Pan·ama Canal which had been carried onduring the same years as those. of earlylarge scale lumbering in Idaho finallycame to an end. The Canal was fin­ished and thrown open for business.At once there began the developmemof a movement of PacirlC Coast lum­ber 10 the Atlantic seaboard which hasfinally reached the amazing propor·tions thal we see today. The profoundeffect of iOlercost:l.1 traffic through lheCanal on the value of timber proper­ties in Idaho and the Inland Empiregenerally was not foreseen by anyoneor gT3Sped in its full significance untiltoo [ate. The Douglas fir lumber ofthe coast states which could not onlybe produced for less cost, but whichcould now be transported to m:l.rketfor less money, came into dose anddirect competition with the mixedwoods (red fir, larch, white fir, spruce,hemlock) of our region.

The railroads, badly crippled byCanal traffic competition and by rap­idy increasing operating costs, raisedfreight rates to a prohibitively highlevel and the markets of the greatMiddle West were also lost to the..-~

woods. The region was being askedto pay higher freight rates than anyother producing region in the UnitedStates. il could not be done. Therecould be and there was only one p0s­sible result-the destruction of thevalue of these woods and the consc­quent elimination from production ofone·half of Idaho's timber.

Taxes in these years went up byleaps and bounds. The very com·munities which the lumbermen hadbuilt up eX:l.cted enormous sums an·nually for purposes of education, roadbuilding and government. The stand­ards of living, common in older states,were established in northern Idaho inan unbelievable short time. And allthaI was done was done by the le\'y·jng of taxes on property. Mountingtax costs on a declining output of lum·ber brought an inevitable reactionagainst the holding of large proper­ties. The scheme of blocking 20 yearssupply of timber behind a sawmill inorder to justify the cost of a large

plant had been o\'ertaken by economitevents :lnd h:ld collapsed. It couldnot be done.

The difficulties, naturaland anificial. have been so severe :uto constitute an impossible handicapfor a I:trge share of northern ldah<,lumber production in comparison wit.more favored regions of the UniledSlates.

More than100,000 acres of these lands have beendonated outright to the Federal gov­ernmcm and included among thesetransactions is an instance of one ofour counties giving 10,000 acres ofthese lands which it had securedthrough tax delinquency. INDUSTRY OvER-BUILT

The industry finds itself over-builtfor lhe limited volume of white pinebusiness available with too many millscompeting for the comparalively smallamount of business that can be had.Production control under Ihe LumberIndustry Code of F::tir Competitionhas. al least for a time. haIted theruinous competition which was rapidlydriving the remaining survivors of theold days to the wall. "ruthless" loggingpractices-particularly. bad brush dis­posal-have been curbed by the For­e:tlry Laws of 192, and ame.ndments.Volunlary selective cutting, LumberCode rules of forest practice andproper brush disposal all work together10 the end that young timber is leftto grow on logged areas instead of be­ing destroyed. The greatly extendedparticipation in Timber ProtectiveAssociation affairs on the parr of theU. S. Forest Service. not only throughconlribution of funds under theClarke-i\ilcNary 13w bUI. as :1 resultof land donations, as an aClual landowner with consequent sharing of ex­pense, has had a stabilizing effect. Forest economists ::trgue for thepractice of sustaincd yield forest man­agement which means that timbershould be CUt at a rate commensuratewith its total annual growth in a 10-­calityor region. but at no greater rate.

In northern Idaho we can St:C thatthe forces working toward eliminationof productive capacity are nearlyspent. They were mighry hard tocombat in their day, but their day ISover. Conditions will still be difficultenough at best and some few of thecompanies now operating will retirefrom the field but in terms of total an­nual production it is very doubtful ifany such proportionate reduction as wehave had call occur again for a I ng.long time.

SUSTAtNED YIELD IN SIGHT

We face now the: inleresting possi­bility that we have reached a pointfrom which sustained yield forest man­agement is at leasr in sight. Lumberproduction will suffer some further de­crease and the production of forestcrops through better handling of ourcuning is bound to increase. Prob­ably at a day nOI too f::tr off we shallhave actually reached a balance be­tween growth :lnd cutting in the whitepine forests of northern Idaho.

This is an inspiring prospect. Withtwo or three large operations runningsteadily and a growing activity ofsmall mills hauling their products bytrucks, nonhern Idaho lumber produc­lion will have settled down to a steadypace for the long pull. The Potlatch Lumber Company wasincorporated in 1903 under the laws ofthe State of Maine. with Charles Wey­erhaeuser its president. For its tim­ber, the new organization received theholdings of the Northland Pine Com­pany and the Wisconsin Log and Lum­ber Company, which made up largeare:1s in the Palouse. Potl:1tch. and ElkCreek drainages. Shortly after thecompany was incorpor:lled. it acquiredthe mills and timber of the Codd Lum­ber Company of Colfax, Washington,:lnd the Palouse River Lumber Com­pany at Palouse. The Oxfd mill wasoperated very little. if. any, :lfter irsacquisition. and apparently the Pal­ouse mill only served to cut the lumberto build the town and planl whichnow comprises Potlatch, Idaho.

Lumber is transported about theplant by monorails, which are elec­trically operated. They operate on250 volts D. C. taken from a trolleywire. A monorail loaded with greenlumber weighs around 17 tons, andlravel at a speed of ;00 ft. per minute.
