DRPT Background

Presentation Title: The Evolution of a VA Rail and Transit Agency2

1970’s-1992 – Known as the Rail and Transit Division of the Virginia Department of Highways and Transportation (VDH&T)

Following ISTEA calling for all modes to be represented at the planning table, VDH&T was split with the creation of VDOT and the Department of Rail and Public Transportation- DRPT was created with VDOT providing for all

administrative costs - Annual budget was committed to not increase in MEL or

Cost- MEL 30 held until around 2007 with 9 MEL in the Rail

Division had decreased to 5

2007 – Workforce and strategic organization review conducted that resulted in:

- Rail Division RIF of 3 of 5 filled positions and froze all other vacancies

- Rail Division transitioned from employee based to PMOC arrangement.

- DRPT signs a 3 year contract for 5 contractor embedded staff for the Rail Division
