NetworkingDG Agriculture launched the European Rural Development Network (ERDN) for the networking of national networks, organisations and administrations active in the field of rural development (in the framework of RD policy 2007-2013). An ambitious EN RD work programme has been agreed which blends policy-level guidance for rural development actors on Euwide issues with focused support at national, regional and local levels for each Member State.

The network includes 4 organisational structure:Coordination CommitteeLeader Sub-Committee Thematic working groups Evaluation expert committee

Structure of EN RDStructure and goals of EN RDThe coordination committee is composed of: 27 from MS authorities 27 from national networks of rural development12 from EU-wide organisations, max 4 from each RD objective: 2 from Leader sub-committee 1 from EU-wide LAG-s organisation

improving the competitiveness of agriculture and forestry;improving the environment and the countryside;improving quality of life in rural areas and diversification of the rural economy.The tasks of the Coordination Committee include:

Assist the Commission in the preparation and implementation of network activities;Coordination between the ENRD, national rural networks and organisations active in rural development at Community level;Advise the Commission on the annual work programme of EN RD, contribution to choice and coordination of thematic work;Propose the creation of thematic working groups.

A Leader subcommittee, Thematic Working Groups and European Evaluation Network for Rural Development Leader SubcommitteeAdvises the Commission on the annual work programme of the EN RD concerning the Leader axisContributes to coordination of thematic workSupports the Commission's monitoring of the implementation of transnational cooperation projects.

Thematic Working Groups (TWGs) which carry out specific analysis on the basis of on-going rural development programmes in a variety of areas. At present TWGs have been established on the following topics:Targeting rural territorial specificities and needs Linkages between agriculture and the wider rural economyPublic goods and public interventionDelivery mechanisms of EU Rural Development Policy

AEuropean Evaluation Network for Rural Development toexchange expertise and establish best practice on evaluation of the rural development policy. This network is coordinated by an Evaluation Expert Committee.The Contact Point

A Contact Point provides the European Commission (Directorate General for Agriculture and Rural Development) with technical assistance in support of the European Network for Rural Development. Its main activities include:Support to the Coordination committee, Leader Subcommittee, Thematic Working Groups Support for EN RD cooperation, information exchange, networking and publications Support for analysis/summary of rural development programmes and monitoring indicators; Collection and dissemination of relevant experience on programme implementation

Hungarian National Rural Network (HNRN)

In line with the provisions, the Hungarian National Rural Network (HNRN) has started its work:- open forum for all the actors involved in rural development;- setting up an information and co-operation network; - an umbrella network of already existing private and public networks, agricultural and rural development advisory networks and the network of independent civil actors and organisations dealing with rural development or related issues;- strong emphasis on the network of the LEADER Local Action Groups (LAGs) and on the network of the Local Rural Development Offices (LRDO).

The process of the establishment of the HNRN2007- I. semester preparatory meetings, social reconciliation.May 2007:Establishment of the Local Rural Development Offices (to support the work of the Local Rural Development Communities).2008: Planning phase of the 96 Leader strategy.October- November 2008:Establishment of the HNRN Permanent Secretariat;Regional consultation with LRDOs managers about the HNRN;Start-up of the registration, introduction of the goals with the stakeholders.2 December 2008: Launching units (Council, Presidency, President).I. Semester 2009. Launching Thematic Work, and the work of the HNRN itself.

I. Information:Organises the exchange of experiences and know-hows,Helps the methodological exchanges,Disseminate the best practices,Launches survey of needs regarding to the New Hungarian Rural Development Program (NHRDP),Organises professional trainings and further vocational trainings,Fosters the activity of the 11 thematic fields.

1516 II. Communication:

Communicates with the organisations effected by the implementation of the NHRDP and fosters the relations among them;Provides general information about the measures of the NHRDP;Database of the best practices;Database of the international legislation;Harmonises the networks and the development opportunities of the involved ministries (MARD, Ministry of Environment and Water, -Development and Economy, -Social Affairs and Labour, -Education and Culture, -Local Government).

17 III. Inter-territorial and international cooperation:

Assistance to the inter-territorial- and international cooperation;Organization of study tours and trainings;Assistance to the creation of cooperation networks and help by the common projects of several actors;Inform the members concerning the Hungarian and international development tenders;Assure the cooperation with the European Rural Development Network.

Function of the network in the CAPSignificant role because it can collect comprehensive the rural actors, organizations and administrations.NRNs bring together a variety of rural stakeholders to promote communication and information exchange at regional, national and European level.In the run up to the communication the European Commissioner for Agriculture and Rural Development, Dacian Ciolo, has launched a public debate on the future of the CAP, inviting all interested EU citizens and organisations to participate.NRNs had to collect the opinions of the interested citizens. Each country organised the public debate.FutureNow NRNs function is facilitating and promoting inter-territorial and trans-national cooperation in relation to the delivery of Axes 3 and 4. The network must have the capacity to develop the co-operation principle, provide regulatory advice and offer appropriate mentoringDuring the EU debate about the CAP the NRNs represent the their own opinions.
