I want to start by giving you a little infor-
mation about myself. My wife is Connie,
who is retired as of June of 2015. We have
two daughters, Lynn who is married to Jus-
tin and they live in Beaver Crossing with the
4 grandchildren. We see them about every
week at ball games etc. Our other daughter
Jill is married to Dan and they live in Pough-
keepsie, New York. Jill was back in June for
a wedding. We usually go out to New York
about once a year. We will be going east
after conference is over.
We are about two months away from this
year’s annual training conference. This
year’s conference will be held Wednesday,
September 28th - Friday, September 30th at
the Holiday Inn in Kearney, Nebraska.
NCSEA’s Executive and Full Boards have
been working diligently on plans for the
upcoming conference. This year’s confer-
ence theme is Child Support Making a
World of Difference with an Amazing Race
theme. Mark your calendars to set these
dates aside for conference.
Our Vice President Lisa McNeece is in the
process of finalizing the Agenda for this
year’s conference. The agenda will offer a
wide range of topics. This is the 35th An-
nual Training Conference. The agenda will
offer a lot of different sessions that meet
the needs of the Clerks, new CSE worker,
child support attorney or a seasoned CSE
worker. I encourage you to take a look at
the preliminary agenda in this newsletter
and it will be available on the association’s
website at www.ncsea.info.
There will be no shortage of Legal
sessions at this year’s conference.
We will have Continuing Legal Edu-
cation (CLE) accreditation for the
attorney’s. If you know of an attor-
ney that would benefit from the
CLE’s please let them know, by giv-
ing them our website address of
www.ncsea.info.
NCSEA will continue to “go green”
and the conference sessions materi-
als will be available online. The Holi-
day Inn provides free Wi-Fi Internet
access throughout their facility.
I hope you have enjoyed the 4th of
July and enjoy the rest of the sum-
mer. Mark your calendars and send
in your registration forms as soon as
possible. I am very excited about
the excellent conference agenda and

I hope this newsletter finds you
happy and healthy; enjoying the
summer heat and Nebraska
Good Life.
The past few months have been
BUSY! We have sponsors, speak-
ers, a theme, an agenda, our
food and drink selection is com-
plete, and the fund raising com-
mittee has been busy gathering
door prizes. It’s impressive the
amount of work that gets done
when you have passionate vol-
unteers. I should also mention
the fun we have, everyone works
hard and plays harder.
I’m proud of the final agenda, I
think you’ll enjoy the lineup. I
won’t go through the entire
agenda here because we’ve
included it on pages 6 & 7. We
have something special every
day and lots of CLE opportunities
for our legal partners. As usual, a
CLE session will be offered each
breakout session. In many in-
stances, more than one CLE ses-
sion will be available each
breakout.
On Wednesday we have Ron
Brown from Oklahoma who spe-
cializes in skip tracing and asset
location. Based on my interac-
tion with Ron and material I’ve
read about him these sessions
promise to be informative and
entertaining. Ron and Collection
Advisor Magazine have given us
permission to republish an article
that Ron wrote last year. Look for
the article on pages 10 & 11. The
article includes some interesting
websites for locating people and
their assets. Wednesday also in-
cludes sessions for Legal Ethics
and Crimes against Children. The
evening festivities include a re-
ception, buffet dinner, and an
opportunity to network with oth-
ers who share your passion for the
CSE program.
Thursday we’ll start the day with a
plenary session presented by Of-
ficer Wade Bently and Sgt. Jim
Duering from the Grand Island
Police Department. They will talk
with us about what to do in an
Active Shooter situation. Thursday
evening you’ll have dinner on
your own and then the hospitality
suite will be open for more fun
and socializing with friends.
We wrap things up on Friday with
our Keynote speaker, Carmen
Schwab. Carmen will talk with us
about creating WOW moments
and experiences for our custom-
ers and within our teams.
I was amazed at the number
of people who were willing to
speak at our conference. I
kept waiting, even expecting
someone to say NO. Everyone
I talked with was eager to par-
ticipate and had nothing but
good things to say about the
association and the Nebraska
CSE Program. I hope this gives
you the same sense of pride it
gave me. What a great thing
it is to be associated with
something so positive.

Spring Raffle Winner
In June 2016 we held a raffle for a 40” television. Deb
Steidley drew the winning ticket on June 29th, the last
day of Intergovernmental training. The winning person
was Steve Havelka.

Here's the NEW Custer County Judicial Center locat-ed on West Hwy 2 in Broken Bow, NE. We moved
in to the new facility about a year ago, and are lov-
ing the new 'digs'. The County Courtroom & Clerk Magistrate's office; the District Courtroom and
CDC's office; State Probation; and the County Attor-ney's/ CSE office are all located in this facili-
ty. There are multiple meeting/conference rooms
available to use, Judge's offices, and a nice break room. On the north end of the building there is a sal-
lyport to accept vehicle transportation of inmates, and
a holding cell for them to wait for their turn in the courtroom.
Please stop in and take a tour if you are ever in the
area.
On April 11, 2016. Region
V members from the
North Platte DHHS office
attended a Social Security
training. Our speaker was
Michael Sullivan, with the
Social Security office in
North Platte. We learned
about Disability benefits,
Supplemental Security In-
come(SSI), Survivors bene-
fits and Retirement Bene-
fits. Mr. Sullivan was very
helpful in explaining the
different levels of disability
ratings, and how often
each of these are re-
viewed.

Executive Board Nominations Needed!
It is that time again. We are looking for NCSEA members willing to serve as officers for 2017.
It is our duty as NCSEA members to elect a strong core of individuals to carry on the work of so many past
officers. Being an officer of NCSEA is a rewarding role. You get to bring fresh ideas to the member-
ship. You have a hand in shaping the future of NCSEA. You are building on the success of so many out-
standing members who have served as officers for NCSEA in the past.
The time commitment always seems to be an issue when we talk to nominees. We want you to know
that a majority of the meetings are done by teleconference once a month beginning in January. The
Executive Board meets monthly and the full Board meets every other month. We generally meet in per-
son once prior to conference at the conference site.
Before elections can be held, we NEED nominations for the following Executive Board positions:
Secretary
Treasurer
Librarian/Historian
Vice President (Per By Law’s Article VII – Officers, Section II - Vice President: Only members who have
served on the Board of Directors for at least an entire term (one full year) in the past can be elected
or appointed to the position of Vice President.)
Executive Board nominations must contain the nominee’s name, the Executive Board position they are
being nominated for, the nominee’s email address and/or phone number.

Nebraska CSE has many dedicated staff working
diligently to help families. Each year, NCSEA
presents awards during the business luncheon at
conference to recognize some of the quality
people we have working in child support. It is
time to submit nominees for the following
awards.
Nominations for each award must contain the
nominee’s name, email or mailing address,
phone number, and brief description of why you
feel the nominee should be considered for the
award. Nominations containing only the name
and address of the nominee will be disqualified.

Member of the Year
The nominee must be a member of two or more
years who has displayed outstanding service to
child support during the past year.
Lifetime Achievement Award
The nominee must have at least 10 years profes-
sional experience in child support and a record
of leadership, innovation and dedication. Pref-
erence given to retired or soon-to-retire nomi-
nees.
Judicial Officer of
the Year
The nominee must be a Juvenile or district court
judge, referee, or clerk that has demonstrated
interest and concern about child support as evi-
denced by:
Writing articles for professional or popular
publication
Giving professional child support presenta-
tions and/or training
Drafting and/or testifying on behalf of child
support legislation
Participating in child support related commit-
tee for HHS or professional associations.
Appreciation Award
The nominee is not a person or organization who
works primarily in child support (i.e. legislator, edu-
cator, journalist, advocacy group or business)
that has provided significant contribution toward
the improvement of child support in Nebraska.
Volunteers are also need to help with the
Registration Desk. Desk volunteers are respon-
sible to greet conference attendees, ensure
they receive their registration materials, and
help attendees with general conference
questions. The Registration Desk needs cover-
age in the mornings before sessions start and
during each break. If you are interested in
helping with registration, please contact Sue
Ann Finke ([email protected]) with
a list of times you are interested in.
Award Nomination Request

The Conference Committee is looking for volun-
teers to serve as room monitors for sessions at
conference. Room monitors will be responsible
to introduce speakers, distribute training materi-
als, inform Conference Coordinators of any is-
sues, and collect evaluations forms. If you are

Hotel Reservations

To receive the contracted group rate, you must identify yourself as belonging to the Nebraska Child Support Enforcement Association group. NCSEA rates are $84.95 Single/Double. Reservations must be made by August 30th,
2016 to guarantee a room.
Hotel Registrations and NCSEA Conference Registrations are not combined. You must make your reservations separate-ly. If you need to cancel, you must notify both NCSEA to receive a refund on your conference registration (if applica-
ble) and the hotel to ensure you will not be charged for rooms you will not be staying in.
Continuing Legal Education (CLE) Hours
In order to offset the cost incurred by the Association to qualify sessions for CLE Credit, any Attorney wishing to receive CLE credit will need to indicate such on the Registration Form and will be charged and additional $25.00 CLE Fee on top of the regular Registration cost. This is an all-encompassing fee, not the fee per credit hour. The total CLE credits offered for this year’s Conference is 12.5 (which include 1.5 hours of profession responsibility credit). Qualifying CLE
sessions will also be noted on our website.

In the last issue we began to look at
the profitable tracing techniques
known in the industry as “waterfall
tracing”. In this issue we will continue
to explore the tracer’s options that
allow skip tracing and cyber tracking
while keeping costs at a minimum.
After exhausting our efforts to locate our errant con-
sumer through the use of directories including but not
limited to telephone directories, church directories,
homeowners’ association directories, licensing directo-
ries, occupational directories and advertising directo-
ries we then slide down the waterfall to “free data re-
sources”.
These “free data resource” sites gather up information
from many public sources, proprietary databases and
open sources and put them in one location that makes
a tracer’s job a lot easier. These sites make their mon-
ey by selling advertising; and the more people who visit
their sites the more money they can charge their adver-
tisers. The creators of these sites value the hit ratio
very highly and therefore provide pertinent and valua-
ble data to insure that ratio.
The only expense in using these sites is your time val-
ue and I have used several of these sites for many
years and have had very good luck. When using these
“free sites” you must realize that the information may
not be as good as a pay site but be constantly aware
the data you obtain is free.
One of the primary sites that I use on a regular basis is
www.blackbookonline.info. It usually provides a wealth
of information. This site promotes itself as “The Free
Public Records Site”; and it is that and much more. It
has 45 categories a tracer can choose from as well as
links to all 50 states and the District of Columbia. Sev-
eral links that I use are the People Profiler and the
Business Profiler. All you have to do is fill in the blanks
with a person’s name or a business’ name, the city and
state they are located in; and presto the link will
give you all the net data links on the subject. I also
utilize their SPYDIALER as it is truly a free data-
base of cell phone numbers that I have found to be
as accurate and complete as several of the pay
sites offering the same information. As a bonus fea-
ture, this site will dial the number and enable you to
listen to the voicemail message. This tool is very
useful if you want to see
who answers a particular
cell phone. I also use the
Voter Registration link; and
under it I often search the
Federal Campaign Contrib-
utor List when attempting
to locate a person’s assets.
The Asset Locator link
works well for me as well
as the Email Lookup, Pro-
fessional Licenses and
Property Records links.
When using the links at this
site keep in mind that all
the information is free; and
it is just another level of the
waterfall you are sliding
down.
The next “free site” I would
suggest you to look over,
and one I use quite a bit, is www.pimall.com/nais/
SKIPTRACE.HTM; or as the name suggests a PIs
Mall for data shopping. This site was developed by
a private investigator, Ralph Thomas, who runs the
National Association of Investigative Specialists and
touts having the “world’s largest list of phone
books”. At this site, under Phone Books, there are
21 categories; and under each category there are
numerous links. A few of the categories we utilize
on a regular basis are Toll Free Lookups, Reverse
Lookups, World Phone Numbers and World Switch.
In addition to the numerous other links at this site
we also use the 16 Email Lookup site, the UCC
Searches by State and the Ebay Seller Lookup.

As I previously stated this site contains too many
links to list; but I would recommend you peruse it
paying close attention to the eight Military links,
eight Alumni links and the Missing Persons links.
This is truly a tracers shopping mall; and you should
be able to obtain a huge amount of data on your
skip... remember it is all free.
The last site I would recommend you look at is
www.sagal.com/ajax/. This site is a cornucopia of
links to delight the national and international cyber-
tracker. Here you will find both national and interna-
tional links to Law Enforcement, Intelligence and
Military links. Included at this site will be links to the
CIA, DIA, NSA, and Secret Service. Also you will
find 15 US Regulatory Agency links, 10 US Law En-
forcement links and links to all branches of the US Mili-
tary. An enormous amount of data for the tracer who
cares enough to spend their time and not their money
while attempting to locate their quarry.
Once again I remind the reader that everything dis-
cussed in this article is available at no cost; and pretty
much brings us to the next stage of the Waterfall Trac-
ing Technique where we begin to pay for the data we
receive.
Join me in the next issue when we look at the players in
the data brokering business and see where the tracer
can get the biggest bang for their buck.

Can’t make it to conference, but want your vote to count...
In accordance with the By Law’s Article IV (Nominations & Elections) of the Constitution:
Absentee ballots shall be requested in writing by each member wishing to vote in order to allow
for the Past President to maintain the integrity of the voting process, in accordance with Article
IV of the Constitution. Members requesting and receiving absentee ballots will not be allowed
voting privileges during the Annual Business Meeting should they attend the Annual Training Con-
ference. All requests for absentee ballots must be made by 5:00 pm C.S.T. of the business day
that occurs one (1) week prior to the start date of the Annual Conference in an effort to aid in
the monitoring process. This deadline shall be communicated to all members in good standing
via the Association Newsletter or other means as determined by the Board of Directors. Nomina-
tions made from the floor for election of officers during the business meeting at the Annual Train-
ing Conference will not be reflected on the absentee ballots.
Absentee ballots from members in good standing may be submitted for counting and must be
submitted to the Past President, or their designee, by the close of business on the first day of the
Annual Training Conference.
Nominations made from the floor for election of officers during the business meeting at the Annu-
al Training Conference will not be reflected on the absentee ballots.
Any absentee ballots that are submitted at the conference registration area must be in an enve-
lope with the absentee voter’s name on the envelope, not on the ballot.
