Tile Economic and Social Research Institute is a non-profit-making organisation which was founded in 1960 as the EconomicResearch Institute with time help of a grant from the FordFoundation of New York. In 1966, following a report by a UnitedNations special advisor, the Institute assumed responsibility for socialresearch and extended its title to The Economic and Social ResearchInstitute.
The Institute is a private company, limited by guarantee,incorporated under the Companies Acts 1908-1982, and enjoys fullacademic independence. It is governed by a Council consisting of 30members appointed from the general members of the Institute andrepresentative of business, trade unions, government departments,state agencies, universities and other research institutes. Acommittee of the Council, the Executive Committee, carries out thefunctions of the lnstitute’s Board of Directors.
The Institute receives an annual grant-in-aid fl’oIm’l the IrishGovernment which, in 1990, covered approximately 51 per cent oftotal expenditure. The remainder of its income is generated frommembership subscriptions, sales of publications, income fromcommissioned research projects and sponsorship of Instituteactivities by h’ish business. The most important resource of timeInstitute is its high-quality staff with the requisite academicstandards, training and expertise. The total number of full-timeresearch staff at the Institute is 25. The results of time lnstitute’sresearch have been included in over 350 major reports l)ublished bythe Institute in addition to the voh.nes of the Quarterly EconomicCommentary and the Medium-Term Review of the Irish Economy, as well asin numerous books, articles in academic journals, etc., publishedelsewhere.

The 1990s are likely to be d0rninatedby the increasing integration of theEuropean economy. The process ofdeepening the degree of integration isalready well in train with the aim ofcompleting the EC internal market bythe end of 1992. Furthermore, the stagestowards full economic and monetaryunion have been mapped out. With itsenergies directed to this deepeningprocess, the Community may find itdifficult to contemplate simu]taneous]),further widening of its membership. Butpressure of events is likely to ensure thatenlargement is only deferred, not ruledout. All in all, the next 20 years are likelyto involve a continuing, if not always
smooth, process of closer integration of the European economyaccompanied hy moves towards political integration.
Since h’eland now has the highest ratio of intra-EC exports to GNPof any of the twelve current member states, clearly thesedevelopments are of profound significance for the Irish economy. Aparticularly important concern is to ensure that increasedintegration will help the convergence of h’ish living standardstowards the average level of the Community. Of equivalentimportance is the achievement of maximum use of our manpowerand other resources within Ireland itself. It is essential to define andmake effective the policies necessary at Community and nationallevels to accelerate this process of development and convergence.
Addressing these and related issties will call for a sustainedresearch effort. If Ireland is to influence developments atCommunity level, it must be in a position to establish its case on thebasis of good information and analysis. Equally, to respond positivelyto the opportunities created by closer integration, domestic policy-makers and enterprises will need an enhanced flow of relevant, highquality research.
The ESRI is well fitted to provide this essential research. Last yearmajor studies were undertaken on the impact of 1992, the StructuralFunds and Economic and Monetary Union, the findings of whichare to be published this year. The Institute is already involved inseveral net~vorks with research agencies throughout the Communityand this development will be intensified. The Quarzerly EconomicCommentary, foR" the short-term perspective, and the IVIedium-TerrnReview, for the medinm-term perspective, provide Irish policy-makers, businesses and other organisations with an informed andindependent assessment of developments at home and abroad. TheInstitute is also developing several research centres to work moreclosely with key agencies and firms in producing research in areassuch as industrial development, energy, banking, health and socialwelfare policy, and manpower policy. It is heartening that, in thecourse of its fund-raising drive last year, the Institute received apositive response fl’om many firms and agencies willing to supportESR1 research.

REPORT 01: THE COUNCIL
INTRODUCTION
During 1990, 13 substantive reports by ESRI staff were published,either by the Institute or by outside organisations, in addition topapers presented at conferences and seminars, technical andworking papers and journal articles. In addition, thirty-fourcolnmissioned reports were completed. Four issues of the Q~artmlyEconomic Commcnztary were published, providing an on-going analysisof the h’ish economy. A new book by the lnstitute’s sociology staff,Undm’standing Contemporary heland, published by Macmillan, focusedon the rapid transformation of the h’ish economy and society overthe past three decades.
Fifteen new research projects were commenced by staff of theInstitute during 1990 in the following areas:
(i) h’ish sea fisheries and aquaculture(ii) Population and the labour force(iii) Education and training(iv) h’ish Government debt(v) EC issues, including European social values, the development
of the Atlantic regions and the development of statisticalmethodologies
(vi) Other social issues including health and lifestyle changes,retirement, alcohol consumption and wage differentials.
Further details of publications and new projects are given in acompanion volume to the Annual Report, entitled Review of ESRIResearch in 1990.
INSTITUTE RESOURCES
The Economic and Social Research Institute is the only organisationin h-eland providing a full range of independent and objectiveresearch covering the major areas of economic and social activity.The results of the lnstitute’s work are of benefit to all sectors of the
community and are freely available to them. However, the decline inthe Government’s grant-in-aid in recent years has made it muchmore difficult for the Institute to fulfil its objectives in regard to theprovision of much needed research for the public and privatesectors. The following table sets out the proportions of the Institute’sfunding generated fi’om the main sources of income for the years1981 and 1990.

To overcome this decline in resources the Council of the Instituteestablished a Standing Committee on Funding in 1989 tmder theChairmanship of Dr T.E O Cofaigh, President of the Institute. Thework of the Committee was highly successftd. Financial support inthe region of £400,000 per annum has been committed by firms andorganisations throughout the. country over a period of five years upto 1995. The major portion of the financial support committed byfirms and organisations is in the form of sponsorship of programmesof research in areas of key importance to the irish economy to beundertaken in Research Centres at the Institute. The Council wishesto acknowledge the support of these firms and organisations and tothank them for their very generous sponsorship of Institute resem’chactivity. A list of contribtttors is provided in Appendix A. TheCouncil also wishes to thank the members of the StandingCommittee on Funding for their wholehearted support withoutwhich the ftmd-raising campaign would not have been a success. TheCommittee, as constituted, has completed its task and a smallercommittee under the Chairmanship of Dr Eugene McCarthy willcontinue to monitor the fund-raising activities of the Institute.
The campaign to increase corporate membership of the Institute,in which all Council members participated, has also been verysuccessful. As a result the number of corporate members of theInstitute has increased from 250 in 1989, to 450 in 1990.
The success achieved by the Standing Committee on Funding inobtaining the support of firms and organisations in sponsoring

research and the increase in the nunlber of corporate members hasenabled the Institute to initiate research in important areas thatwould otherwise be neglected. It does not pro~4de, however, a long-tet’m solution to funding researcl~ carried out in the nationalinterest and available to all. There are severe limits on the numberot7 sponsors who are prepared to finance such research. Accordingly,the Government grant-in-aid to the Institute remains the criticalsource of funding for independent research.
A PROGR~MMMED APPROACH TO RESEARCH
It is normal for the Institute to operate to a plan outlining theresearch it intends to undertake during the next five years. Thisprovides the impetus to the staff of the Institute to consider researchrequirements in the longer term. In this regard a five-yearfl-amework has worked very well. In the course of the campaign forsponsorship undertaken by the members of the Standing Committeeon Funding discussions were held with most of the larger businessorganisations and many smaller businesses as well. Discussions werealso held with secretaries and senior personnel in several of theGovernment Deparmmnts and State Agencies. There is now a wideacknowledgement within organisations of the need to take a longer-term view of research requirements particularly if Ireland is tomaxiulise the benefits of EC membership and to develop aprogrammed approach to research.
The development of Research Centres at dae Institute is a directresult of the discussions. In addition to the Health Policy Researcl5Centre which commenced operations at the beginning of 1990, ajoint agreement between ESRI and FAS (The Training andEmployment Audmrity) to develop a manpower forecasting systemfor h’eland was finalised during 1990. Negotiations have beencompleted recently in respect of the establishment of a Banking andFinancial Services Research Centre and an Energy Policy ResearchCentre at the Institute. Negotiations for the development ofResearch Centres or programmes of research in the areas of forestry,industry and social policy are at an advanced stage.
These developments are the manifestation of fundamentalchanges in the approach to research which have been initiated inresponse to the many challenges facing tim Institute in the 1990s. Itis expected that in tim region of one-third of the lnstitute’s researchstaff will be engaged in the work of the Research Centres and theagreed programmes of research. The developments ~re welcomed by
the Institute. Since the sponsoring firms and organisations play amajor role ill determining the research, pa’ogrammes being.undertaken, the results will be of direct, relevance and value in .tHeirstrategic planning and will help in the formnlation of consistent andsensible national policies for the sectors. As with all ESRI research,the results will be made widely available through publication subjectonly to academic assessment of quality.
COUNCIL CHANGES
In November :1990, Professor D.E McAleese retired as Chairman ofthe Institute. Dr Eugene McCarthy was elected as Chairman tosucceed him. During the year Mr D. Buckley Dr G. Dean, ProfessorN.J. Gibson, Mr M.F. Keegan and Mr T. Toner retired fi’om theCouncil. Mr K. Bonner, Professor V. Borooah, MrJ. Cawley, Mr E.McCumiskey and Dr G. Qnigley were co-opted to the Council.

Tile Income and Expenditure Account, Balance Sheet and AttditorsReport for the year ended 31 December 1990 are given in AppendixE. Total income for the year was £1,934,436 and the Governmentgrant-in-aid was £986,400. Income fi’om other sources amounted to£948,036. Current expenditure for the year amounted to £1,929,058’including depreciation of £13,380. Expenditure for the year is shownless an amount of£7,980 which was charged to Economic and SocialStudies in respect of salaries and wages for" 1990. This charge hasbeen waived and written off ira the Balance Sheet.
Receipts and Payments Account for the lnsfitute’s 25th AnniversaryFund for the period of its operation to 31 December.1990 isincluded in Appendix E. This account has now been closed.
