RMB Buffalo Regatta to be held on the Buffalo River in East London on 13th

and 15th February 2020.

1.0 Regatta Format 1.1 The regatta consists of six lane sprint racing over 1000 and 2000 metres.

1.2 The provisional schedule for the regatta is as follows :-

13th February 06h00 to 18h30 Junior Heats and

Finals for u15 & U16 singles and Girls u16 2-

15th February 06h00 to 18h30 Senior Heats and All Finals

Finals will start 20 min after the last heat

2.0 Local Rules 2.1 Except as detailed below the RowSA Rules of Racing apply.

2.2 No junior, apart from coxes, may enter a Senior event.

2.3 No composite crews are permitted, including coxes, except for Masters Events.

2.4 Progression to the Finals will be in accordance with Rule A2 Rules of Progression for an

Eight Lane Course, contained in the Rules of Racing issued by Rowing South Africa,

effective from 10 August 2017, curtailed to Six lanes.

2.5 In view of the length of the programme, the Organising Committee reserves the right to

combine races of similar boat classes, where the number of entries allows. In the event

of combined races, each class of boat will compete for medals in its class.

2.6 In order to run on time, inexperienced crews causing significant delays during alignment

will be disqualified.

2.7 In the event of 2 heats converting to a straight final due to scratching, the combined heat

must race at the time of the heat as a time trial ( then decide if they will still row the final)

2.8 All heats should be raced for time, ( two years in a row, we have had to use these times)

2.9 A traditional draw will be conducted for the Grand Challenge and the Silver Sculls’ events

in Public at 18h00 on Friday 15th February at Regatta control. The draw will be conducted

as follows:-

a) Heats

a.1 Entrants will be drawn from one lot and heat numbers from another to establish the

participants of each heat.

a.2 The entrants for each heat will be drawn against a lane number to determine the lane

allocations.

b) Finals

In the events of heats the draw for the finals will be undertaken 6 hours after the completion

of the last heat for each events. Progression from the heats will be interims of the Rules of

Racing for 8 lanes curtailed for a 6 lane course. The draw will be to determine the lane

allocations.

3.0 Navigation Rules during Racing 3.1 Boats may only be launched from the jetties.

3.2 Boats must be launched on the West bank with their bows pointing up-river.

3.3 All boats must proceed to the start against the West Bank (Clubhouse Bank) and must

remain on this side until they reach the 1500 metre mark. At the 1500 metre mark, crews

must move across the course to the East Bank and proceed to the 2000 metre start. Crews

may only cross the course when it is safe to do so. It is strictly forbidden for any crew to

move up-river against the West Bank between the 1500 and 2000 metre marks.

3.4 An umpire zone between the 2000 metre start line and the 2075 metre mark is for the

exclusive use of the Umpire and the crews entered in the race under his/her control. The

marshaling zone will be between the 2075 and the 2150 metre mark. The designated

warm-up area is beyond the 2150 metre mark. During warm-up in the warm-up zone,

crews are to circulate moving up-river against the East Bank (City Side) and down-river

against the West Bank (Clubhouse Side) i.e. Anti-clockwise circulation.

3.5 Any crew required to return the jetties during the regatta and which is not part of a race

may only do so under the permission and instruction of a regatta umpire. The returning

crew must utilize racing lane 6 in between races to move safely to the finish line.

3.6 Crews reaching the finish line and intending to return to the jetties must proceed through

the Steve Biko Bridge between the pylons before turning towards the West Bank. IT IS

STRICTLY FORBIDDEN FOR ANY BOAT TO TURN IN FRONT OF THE BRIDGE. Crews moving

up-river towards the jetties must pass under the Steve Biko Bridge between the West

Bank and the bridge pylon.

For umpire and marshaling zones see Rule 3.4 above

4.0 Navigation Rules during Training 4.1 During training, crews moving from the start to the finish line may only row down the

course in lanes 5 and 6. Lanes 3 and 4 must be considered as forbidden territory and

lanes 1 and 2 for moving up-river. No training crews will be permitted to boat during

regatta time from 30 minutes before the first race of the day to 30 minutes after the

last race of the day.

5.0 Entries 5.1 Junior Clubs/Schools may enter a maximum of three (3) crews per event except as allowed

in Rule 6.1. The first choice crew must be entered first in the regatta entry system. This

will indicate the A crew.

5.2 Events offered at Buffalo Regatta 2019 are detailed in Appendix A. The proposed race

schedule is detailed in Appendix B.

5.3 Entries must be submitted using the online Regatta Entry System at www.regatta.co.za.

ACCEPTED.

5.4 The Closing Date for ENTRIES AND PAYMENT is :-

Monday 3rd FEBRUARY 2020 at 16h00 (4.00 PM)

5.5 Entry fees (per competitor per event including coxes) are as follows :-

• Snr A 1x - The Silver Sculls Trophy R 95-00

• Snr A 4- - The Grand Challenge Trophy R 95-00

• All Other Events R 50-00

5.8 The draft draw will be available on Wednesday 5th February 2020

5.9 final draw will be published on MONDAY, 10th FEBRUARY 2020

5.10 If an event is over-subscribed (entries exceed maximum limit) all ‘A’ boats will be

included. ‘B’ boats will be included on a first-come-first-served basis with respect to

receipt of entries, provided payment has also been received.

5.11 If any entries are not accepted due to over-subscription of the event, the fees will be

reimbursed by the East London Boating Association by no later than the 4th March 2020.

5.12 Entry fees will not be reimbursed for scratchings made after the closing date of 1st

February 2020.

6.0 Late Entries 6.1 Late entries will be accepted if there is space available according to the draw published

on 10th February 2020.

6.2 Late entries for Juniors will be accepted on a cash-only basis on Wednesday 12th February

2020 in the ELBA Clubhouse/regatta control from 15:00 to 16:00. -

6.3 Late entries for Seniors will be accepted on a cash-only basis on Friday, 14th February 2020

in the ELBA Clubhouse/regatta control from 17:00 to 18:00.

6.4 No late entries will be accepted at any other stage during the course of the regatta.

6.5 Late entry fees (per competitor per event including coxes) are as follows :-

• Snr A 1x and Snr 4- R 140-00

• Senior Events R 120-00

• All Other Events R 75-00

7.0 Prize Giving 7.1 Medals for all non-trophy events for the Buffalo Regatta will be presented at the Finish

Box at the end of the race.

7.2 All trophies for Seniors and Juniors, including points trophies, will be presented in the

Clubhouse approximately 1 hour after the final race on Saturday.

7.3 Points are allocated as follows 1st Place = 30 points. 2nd place = 20 points, 3rd place =10

points.

7.4 Points Trophies will be presented to the Senior and Junior Clubs

8.0 Safety Briefing 8.1 All Club Representatives must report to the Regatta Safety Officer at Regatta Control for

a safety briefing before their first race of the Regatta.

8.2 An official will provide a verbal safety briefing prior to the start of racing, highlighting the

control from race officials as well as Safety Rules and Guidelines for the event.

8.3 A copy of the “Event Safety Rules and Guidelines” (Annexure D) will be issued to all that

sign the attendance register at the safety briefing.

8.4 It is the responsibility of each Club Representative to communicate, inform and explain

these “Event Safety Rules and Guidelines” (Annexure D) to their respective teams.

8.5 ANY CLUB WHOSE REPRESENTATIVE HAS NOT SIGNED AS ATTENDING THE SAFETY

BRIEFING AND RECEIVING THE “EVENT SAFETY RULES AND GUIDELINES” WILL NOT BE

ALLOWED TO COMPETE IN THE REGATTA.

8.0 General 8.1 Access to the regatta venue is via Nuffield Road from Settlers Way or from the Old Bridge.

A site parking plan is attached.

9.0 Salty Dog Café 9.1 The Salty Dog Cafe will serving be delicious eats and treats throughout the Buffalo Regatta.

9.2 You can pre-order your clubs breakfast and lunch meal packs. Please see the attached

menu and pre-order form with details on how to do so. Completed pre-order forms

(Annexure E) along with proof of payment to be sent to [email protected] by no later

than 31st JANUARY 2020.

9.3 The Salty Dog Gin Stand will be on the roof terrace serving Craft Gins with all the trimmings

from 11h00 each day. Join us on the roof for a cool G&T.

9.0 Indemnity 9.1 The entering of your school or members serves as an acceptance of Indemnity in

this regatta, namely that you declare that you accept your own risk and indemnify

the Regatta Organisers, Sponsors and Officials of this rowing regatta against any

claim of whatsoever nature and howsoever arising, which may result from your

schools, clubs and/or your rowers’ participation.

All entries must comprise competent swimmers who must have successfully

completed the Sculling Test in terms of Rule 2.1.2 of the Rules of Racing, 28 July 2018

APPENDIX C – ELBA Site Map

1. Access to the site is via Nuffield Road off Settlers Way. Nuffield Road will allow one-way traffic only. No

vehicles will be permitted to return up Nuffield Road. Vehicles will be permitted to park on the left in

Nuffield Road.

2. Exit from the site is via the Old Bridge or Dr Zahn and Military Roads back into Settlers Way. No vehicle

parking is permitted in Dr Zahn Road.

3. Additional vehicle parking is available on the East Bank.

4. The Old Buffalo Bridge is open to all vehicles in both directions and pedestrians are permitted to walk across.

The distance from the East Bank parking area to the clubhouse is 1km.

5. Only Official vehicles and boat trailers will be permitted past the control point at the Pick-up/Drop-off zone.

6. The designated pick-up/drop-off zone is at the bottom of Nuffield Road.

ELBA STATEMENT

The 133RD Buffalo Regatta and Selborne Sprints are governed by the Constitution of Rowing

South Africa and its by-laws which includes the South African Rowing Officials Commission

(SAROC) “Rules of Racing” dated July 2017 and effective from 28 July 2018. By entering

these Regattas you confirm that your Club and it representatives are responsible for safety

as set out in South African Rowing Officials Commission (SAROC) “Rules of Racing” 2018 ,

clause 2.1, ”Responsibility of Clubs”.

Competitors, coxswains & coaches are specifically reminded that any persons using the river

do so entirely at their own risk & are solely responsible for:

• Their own safety, remembering that they have a duty of care to themselves & any

third party both on the water & on land.

• Ensuring that any equipment (e.g. boats, blades, buoyancy aids etc.) are safe &

prepared to the standards as required under the ‘Rules of Racing’. Any failure in this

standard shall result in exclusion from the event.

• The strict observance of the requirements for course crossing and finish.

• Deciding whether or not they are competent to use the river in the prevailing weather

conditions and communicating any decision made with the event officials.

• Ensuring that entries comprise only of competent swimmers who have successfully

completed the sculling test in terms of Rule 2.1 of the SAROC ‘Rules of Racing’.

By entering these Regattas you confirm that the safety rules and guidelines as set out in this

document was explained to you and that you as representative of your club/schools take

responsibility in ensuring these rules and guidelines are communicated to your officials,

rowers and spectators associated with your club/school for the period of the Buffalo

Regatta and Selborne Sprints.

Please assist us with good housekeeping and keep the Regatta site free of hazards and objects

especially at boat launch areas .Please use dustbins provided.

Report all injuries promptly, no matter how minor, to the Safety Officer and Medics on site.

All persons who enter this Regatta site are required to act responsibly and to do everything

reasonably expected to prevent injuries to themselves and to other persons, and to prevent

loss to equipment.

BUFFALO REGATTA AND SELBORNE SPRINTS SAFETY RULES AND GUIDELINES

These rules and Guidelines must be read in conjunction with the Even Safety Plan which was

emailed to your School/Club Representative and is also available on the Event Web page;

(www.elba.org.za)

MEDICAL EMERGENCY

In the event of a medical emergency, ELBA has provided permanent on-site emergency

resources through Alderson Ambulance Services who will provide immediate medical and

trauma care for the duration of the event. The resources consist of one stationed

ambulance and crew with three standby ambulances off-site.

Where a patient requires additional hospital care, Alderson Ambulance Services will

provide the required transport to the most appropriate medical facility.

In case of medical emergency:

• Indicate emergency to medical team on-site or,

• Phone Alderson Control Room at 0860 22 33 66 or,

• Health And Safety Officer at Regatta Control or phone 083 375 9655

OTHER EMERGENCIES

In the event of any other emergency, please contact the Health and Safety Officer (Mr

Alan Lester). He will execute the response in terms of the Event Emergency Plan. Such

emergencies include but are not limited to:

• Armed or Dangerous Intruders

• Car Accident

• Civil Disturbance

• Electrical Failure

• Fire

• Gas Leak

• Hazardous Materials

• Lost Child

• Person Entrapment

• Structural Damage

SITE EVACUATION

Where an event emergency requires site evacuation, the horn will be blasted continuously

and an Official will announce evacuation over the loud speakers.

When any of the above instructions are given, you are to ensure that your club/school,

including spectators, proceed in an orderly manner towards the emergency assembly point

at the turn-off to the ELBA premises (Tar Road). DO NOT RUN

ADVERSE WEATHER

Weather conditions will be continually monitored by the regatta safety officer. In the event

of adverse weather conditions or possible lightning strikes, officials will be instructed to clear

the river as quickly and as safely as possible. Racing will be stopped and all crews whether

racing or marshalling will be dispersed under official’s directions. All crews MUST obey their

instructions without hesitation.

Lightning

In the event of lightning, the procedures, rules and guidelines applicable to this Regatta is

based on “Guidelines for Dealing with Lightning” (Jandrell & Blumenthal, 2016) compiled from

the World Rugby guidelines and in contemplation of the Safety at Sports and Recreational

Events Act (Act 2 of 2010) . These guidelines were adapted to suit rowing conditions at our

event.

The specific measures for a possible lightning event are further detailed in the event Safety

Plan which is available for viewing at Regatta control and which was forwarded to each club

via email. It is your responsibility to ensure that everybody associated with your club/school

including spectators has read and understood the guidelines for a lightning event as detailed

in the event Safety Plan.

The following are very important rules;

1. When you hear thunder you find shelter immediately! This applies to all areas of the

Regatta whether on land or on the water.

2. Three blasts from the sound horn indicate a high Risk lightning event. When you hear

the horn going of three times, you find shelter immediately. This applies to all areas

of the Regatta whether on land or on the water.

3. If the Regatta announcer indicates stoppage due to a lightning risk or if the Marshals

and Aligners indicate stoppage due to a lightning risk, you find shelter immediately.

This applies to all areas of the Regatta whether on land or on the water.

4. Only seek shelter in a fully enclosed substantial building. This means a brick building,

fully enclosed, preferably with a cement floor, such as a club house, change room, or

boat bay.

5. Do Not seek shelter under trees, small outdoor buildings, open areas, on or close to

water bodies.

Once the lightning threat has passed, the event organizers will inform everybody via the

loudspeakers. Only then are you allowed to return outside and resume the regatta activities.

Where a race was stopped as a result of a lightning threat, the POJ will make a ruling.

Other Water Conditions

The proximity and position of the Buffalo River to the ocean and prevailing winds can create

unsafe rowing conditions.

Rowing conditions will be continually assessed by the President of the Jury (POJ) in

consultation with the Regatta Marshals and the Event Safety Officer.

Where the conditions are found to be unsafe, the POJ will instruct stoppage and the way

forward. Where the Regatta is stopped due to unsafe water conditions, the Marshals and

Aligners will instruct the rowers to return to the jetty.

If any rower feels unsafe, he must indicate to the marshal, aligners or safety crews by raising

his/ her hand. The safety crews and marshals will escort those crews back to the jetty.

WATER SAFETY

Navigation rules during Racing

It is the responsibility of the coaches and rowers to adhere to the regatta navigation rules during racing and training. These rules are indicated in the event notice and a copy is available at Regatta control.

Crews may only cross the course when it is safe to do so. It is strictly forbidden for any crew to move up-river against the West Bank between the 1500 and 2000 metre marks.

Crews reaching the finish line and intending to return to the jetties must proceed through the Steve Biko Bridge between the pylons before turning towards the West Bank. IT IS STRICTLY FORBIDDEN FOR ANY TO TURN IN FRONT OF THE BRIDGE

LIFE GUARDS

There will be two certified lifeguards on two separate boats on river at all times during the

running of regatta. These two boats are in radio contact with Regatta Control at all times.

CREW SAFETY

All entries must comprise competent swimmers who have successfully completed the Sculling

test in terms of Rule 2.1.2 of the South African Rowing Officials Commission SAROC) “Rules of

Racing” effective 28 July 2018.

No Bow Ball, No racing

SECURITY

A private security company (RED ALERT) will provide a minimum of 3 guards in day and 3

guards at night to patrol the ELBA clubhouse, Henderson Rd and Dr Zahn Road from 10TH

FEBRUARY 2020 until the morning of 16TH FEBRUARY 2020 when all equipment will be

collected.

The road intersection of Dr Zahn and Pontoon and will be manned by BCM traffic officials as

well as an ELBA marshal.

SAPS and BCM public safety officials have been informed of the event and will have a

considerable visual presence on the day via both vehicle and foot patrols.
