I’m pleased to be a newer member of the Lake McClure HBOA community, as well as being your new source of information for your quarterly updates. •Lake McClure was first created by the original Exchequer Dam. The Dam was constructed between 1924 and 1926.

•It’s original capacity was 281,000 acre ft. •In 1926 its name was changed to Lake McClure to honor Wilbur Fiske McClure, head Engineer of the State of California. He helped develop and layout the John Muir Trail in the Sierra Mountains of California.

•The New Exchequer Dam was built in 1967 to increase the reservoir's storage to 1,032,000 acre ft. MID completed it in just 5 years.

•The McSwain Dam was built at the same time as the New Exchequer Dam, and creates Lake McSwain just 6 miles downstream, but only has a capacity of 9,700 acre ft.

•350,000 acre ft is used for flood control

Calling all California Operators!! Urgent News!!! New Legislation from the California State Parks Division of Boating and Waterways (DBW)

What’s the news? How is this relevant to you? California’s Boating Education Law went into effect January 1, 2018. As of January 1st, Boaters are required to carry a California Boater Card. It will be phased-in over eight years. To obtain a card, you’ll have to complete the requirements of a Boating safety course. Different study environments are available. All Boating safety courses must be NASBLA approved AND be state-approved by DBW. There is a current list of approved courses that can be found at www.CaliforniaBoaterCard.com. You’ll be relieved to know the phasing portion of this bill is quite generous. For this year, only persons 20 years of age or younger will be required to have a Boater’s Card prior to operating a motorized recreational vessel on California’s waterways. For more information, visit the FAQ portion of the California’s Boater Card website. The remaining phases:2019 - Persons 25 years of age or younger2020 - Persons 35 years of age or younger2021 - Persons 40 years of age or younger2022 - Persons 45 years of age or younger2023 - Persons 50 years of age or younger2024 - Persons 60 years of age or younger2025 - All persons regardless of age

YIKES! Seems like a lot, I know. It’s not too bad, though. For starters, once you pass your approved Boating Safety Course, you’ll head on over to California’s “California Boater Card” website and apply for your card. It’ll set you back $10.00 plus whatever fees incurred from your safety course…but you’re set for life!! No renewals. Lasts a lifetime. Never expires.

Still sound horrible? More restrictions. More regulations…but what about safety?

I know you’ve witnessed bad judgement from another boater. How about people speeding through a “No Wake” zone…clearly making wakes? I’m sure another boater has cut you off at some point. Yes, some people know better and they do it anyways; but what about the boaters who are simply…uneducated? Do you recall every rule you learned during Driver’s education? Crisp memory of the test questions? Scored a perfect behind-the-wheel practical?!? Probably not, but you’ve retained enough to know how to safely maneuver most private/public roads and highways (at least I hope you have). Similar concept here. Boating accidents are scary. This new law can help keep our beloved Lake McClure a safe and enjoyable retreat. Wait! How is this enforced?

If you happen to get flagged down by the men in green you’ll have to furnish this card. It’s a requirement. Uh oh. You left it on the kitchen counter. Don’t worry, if you can provide proof you had one at the time of citation, they’ll waive the fees. Any boaters who haven’t obtained a card by the specified dates for their relative ages may be fined or may be issued a court order to complete and pass a boating safety course.

That doesn’t sound so bad. Bring on safer waters with Boater’s Education!!
