The Diplomatic Gazette August 2017 Monthly Newsletter Kingdom of Bahrain Seventh Issue His Majesty the King‘s visits always carry significant messages and purports, whether on the level of the Kingdom’s relations with brotherly and friendly countries or in terms of its vision towards the many regional and international issues. His Majesty’s last visit to Jeddah also falls in the framework of the Kingdom’s commitment to support joint action and its incessant endeavors to ensure a better future, not only for the states of the region but for the world as a whole. In this very context came his Majesty’s visit to Jeddah, the brotherly Kingdom of Saudi Arabia, in August 2017 and the meeting he had with His Royal Highness the Deputy Custodian of the two Holy Mosques, Prince Mohammed bin Salman Al Saud. The royal visit came to confirm once again a number of well-established constants, most important of which are the historically deep-rooted relations, based on common strong ties of kinship, love and fraternity between the leaders of the two countries whose ties are far embedded in history and founded on firm pillars of close cooperation at all levels. Examining these strong ties, we notice that coordination between the two brotherly countries with regard to all issues has been ongoing for long and will persist as the two sides believe that their security is inseparable. It is also true as both countries are working to reinforce joint action, preserve Arab and Islamic nations’ stability and security and confront all the practices that pose a threat to their peoples as well as to establish long-term regional and global peace for a securer world. Once again and in a crystal clear manner, His Majesty has affirmed that the prominent position of the Kingdom of Saudi Arabia, led by the Custodian of the Two Holy Mosques, is not acquired by coincidence rather than owing to the leading role it assumes in underpinning joint action, defending Arab interests and keeping the Arab brothers united in word and deed. The Reputation of the Kingdom of Saudi Arabia is also a byproduct of its responsible benevolent initiatives in the service of the two Holy Mosques and its care for Omrah performers and pilgrims, towards whom it spares no single effort to ensure performance of their rituals at ease and in total serenity. The services rendered to the visitors of the Holy sites to perform this Islamic ritual, with which Allah has honored this cherished land, are valued and supported by all the brotherly Islamic countries except a minority of spiteful, covetous and lying nemeses. Relations between the Kingdom of Bahrain and the Kingdom of Saudi Arabia stand for an exemplary model in terms of strength, fraternity and shared vision to jointly defend the nations. May God protect the Kingdom of Bahrain and the Kingdom of the two Holy Mosques as well as all the Islamic Countries and bless them with security and serenity and their peoples with further prosperity and stability. Sakhair, 25 July - His Majesty King Hamad bin Isa Al-Khalifa received at Sakhir Palace the credentials of three new ambassadors to the Kingdom. These included the ambassador of the Republic of Indonesia, Nur Syahrir Rahardjo, the ambassador of the Hashemite Kingdom of Jordan, Rami Saleh Al-Warikat Al-Adwan and the ambassador of the Republic of Austria, Dr. Sigurd Pacher.His Majesty welcomed the ambassadors and commended the relations between the Kingdom of Bahrain and their respective countries, wishing the new ambassadors all success in carrying out their diplomatic duties. The new ambassadors conveyed the greetings of the leaders of their countries to His Majesty, and their wishes of prosperity and development to the Kingdom.

His Majesty King Hamad bin Isa Al Khalifa hailed the tremendous efforts of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, to remove the restrictions imposed by the Israeli occupation forces on Al-Aqsa Mosque.His Majesty affirmed that such efforts reflected King Salman’s pivotal leadership of the Islamic Nation and the distinguished religious status of Saudi Arabia at regional and global arenas.

Jeddah, 1 August – His Majesty King Hamad bin Isa Al Khalifa affirmed Bahrain’s unwavering supportive stance towards the Kingdom of Saudi Arabia in combatting terrorism in all its forms, highlighting its leading role, under the leadership of the Custodian of the Two Holy Mosques, in reinforcing Gulf, Arab and Islamic joint action as well as preserving its unity.This came during His Majesty’s meeting with the Deputy Custodian of the Two Holy Mosques, Prince Mohammed bin Salman bin Abdulaziz Al Saud. His Majesty the King took pride in the historic brotherly relations between the two Kingdoms, reinforced by kinship and shared values and visions.His Majesty noted the whole Islamic world’s support to the dedicated efforts of the Kingdom of

Saudi Arabia to strengthen cohesion and bolster unity in order to confront all the challenges that threaten regional security and aim to destabilize the Arab and Islamic nations.He praised its efforts to facilitate Haj procedures and expressed confidence in the success of this year’s Haj season.For his part, the Deputy Custodian of the Two Holy Mosques valued the visit of His Majesty the King, hailing the strong Bahraini-Saudi relations.The meeting discussed joint cooperation and coordination between the two countries to achieve mutual interests and enhance the march of the Gulf Cooperation Council. His Majesty King Hamad bin Isa Al Khalifa, upon receiving the envoys of a number of brotherly and friendly countries, praised the historic ties between the Kingdom of Bahrain and the State of Kuwait, the People’s Democratic Republic of Algeria, the United States of America and the Republic of Kazakhstan.He affirmed the Kingdom’s keenness to strengthen these relations for the benefit of the brotherly and friendly countries and peoples.His Majesty the King, met with the First Deputy Prime Minister and Minister of Foreign Affairs, the Emir’s Envoy, His Highness Shaikh Sabah Al-Khalid Al-Hamad Al-Sabah, where he received a written message from His Highness the Emir of Kuwait, Shaikh Sabah Al-Ahmad Al-Jaber Al-Sabah. The King stressed that the latest regional developments require unity and joint action. His Majesty also received a written letter from the President of Algeria, Abdelaziz Bouteflika, which was delivered by the Algerian Minister of Foreign Affairs, Abdelkader Messahel, on bilateral relations and the latest regional developments. His Majesty the King

noted the importance of exchanging brotherly visits to reinforce cooperation and coordination between the two countries.His Majesty commended the role Algeria, led by President Bouteflika, in defending the issues of the Arab nation.His Majesty the King also received Kazakhstan President’s Special envoy and Deputy Foreign Minister, Akylbek Kamaldinov, who delivered to His Majesty an invitation letter from the Kazakh President, Nursultan Nazarbayev, to participate in the first summit of the Organization of Islamic Cooperation for Science and Technology, which will be held next September.His Majesty the King received the United States Special Envoy, Retired General Anthony, Zinni and Deputy Assistant Secretary of State for Arabian Gulf Affairs in the Near East Bureau at the U.S. Department of State, Timothy A. Lenderking. HM the King reviewed with them ways to further develop relations between the two friendly countries and the latest regional and international developments as well as issues of mutual interest.

The FDP Fellowship Programme invests in Bahraini potentials and increases government bodies’ productivity

It also offers an opportunity for the trainees to gain knowledge of the policy-making mechanism in the Office of the First Deputy Prime Minister and the implementation of government programmes associated with the government programme of action. The interaction shown by the employees in all government bodies to join the program is a positive indication of the interest of young people in Bahrain to seize the available opportunities to achieve their ambitions and contribute effectively to the development of the Kingdom. Those in charge of the programme are keen to make joining it a comprehensive experience where vocational development and training are combined to help fellows gain a deeper knowledge of the aspects of government work and the importance of its interlinked elements.

His Royal Highness the Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, Prince Salman bin Hamad Al Khalifa, places great importance on developing the human element in the Kingdom. He emphasizes that investing in humans should be the focus of all programs in Bahrain to achieve the development vision of His Majesty King Hamad bin Isa Al Khalifa, to place citizens at the core of comprehensive development programmes. His Royal Highness believes that investing in humans and Bahraini potentials establishes the foundations of sustainable development and leads to increasing productivity in various governmental bodies. The Fellowship Programme, which was established in 2015, has so far attracted three batches and is considered one of the promising programs that reinforce the directives of His Royal Highness the Crown Prince to develop Bahraini cadres.

His Royal Highness the Crown Prince affirmes the importance of investing in young national cadres, developing them and honing their skills to reflect positively on the development and production sectors, in order to achieve all aspired goals.His Royal Highness commended the affiliates of the first batch of the program, noting that they set an example of young national competencies that contribute to the march of development in the Kingdom. He also praised the high level of commitment demonstrated by the affiliates, and their determination to meet the requirement of the program in all its stages. The program enriches the expertise of national cadres and sharpens their training skills through intensive programs on research methods, analysis, leadership skills and reporting.

It is worth mentioning that the First Deputy Prime Minister Fellowship Programme is an achievement of the vision of His Royal Highness the Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, Prince Salman bin Hamad Al Khalifa, through which he seeks to prepare leading national cadres to be involved in the development of the Kingdom.The program is designed to recruit to the Office of the First Deputy Prime Minister talented young Bahrainis from government agencies for one year to offer them first-class training on research, analysis methods and leadership skills to positively impact their career and help them better serve their original government sectors.

The programme was enriched by the variety of the participants whom the organizers are keen to select from the Ministry of Foreign Affairs, Central Bank of Bahrain, Ministry of Interior, Ministry of Works, Municipalities and Urban Planning, Ministry of Finance, Ministry of Health and the Ministry of Education.This in addition to fellows from Derasat, Ministry of Industry, Trade and Tourism, Supreme Council for Environment, Electricity and Water Authority, Ministry of Housing, Labor Market Regulatory Authority, Bahrain Bourse, University of Bahrain, Bahrain Technical College, Economic Development Board, Bahrain Authority for Culture and Antiquities and

Bahrain Real Estate Investment Edamah.The First Deputy Prime Minister Fellowship Program is not the only program that comes to implement the visions of His Royal Highness the Crown Prince on investing in Bahraini cadres. Another successful experience is the Crown Prince’s International Scholarships Programme (CPISP), which has reached advanced and honorable stages after 18 years of its inception. His Royal Highness looks forward to achieving more success and outcomes that would positively impact the members of successive batches that join the programme from various government agencies.

6 August - The Representative of His Majesty the King for Charity Works and Youth Affairs, Chairman of the Supreme Council for Youth and Sports, President of Bahrain Olympic Committee, His Highness Shaikh Nasser bin Hamad Al Khalifa received the Minister of Foreign Affairs, Shaikh Khalid bin Ahmed bin Mohammed Al Khalifa, who introduced participants of the Ministry’s Foundation Program for New Diplomats.

His Highness Shaikh Nasser conveyed the greetings of His Majesty King Hamad bin Isa Al Khalifa to the participants of the program, affirming His Majesty’s pride of Bahraini youth and their keenness to further develop the Kingdom and add to its achievements.

His Highness Shaikh Nasser hailed the success of the Ministry’s adapted program which aims at preparing diplomats to be ambassadors of the Kingdom abroad.

For his part, the Minister of Foreign Affairs expressed thanks and appreciation to His Highness Shaikh Nasser for meeting the participants of the program, noting His Highness’ support to Bahraini youth which encourages them towards further development.

Manama, 30 July – The Ministers of Foreign Affairs of the Kingdom of Bahrain, the Kingdom of Saudi Arabia, the United Arab Emirates and the Arab Republic of Egypt held a joint meeting in Manama.The meeting is in the framework of their ongoing consultations on the Qatari crisis and the need for Doha to stop supporting and funding terrorism, inciting hate and interfering in the affairs of the countries of the region.The Foreign Ministers appreciated the warm welcome by His Majesty King Hamad bin Isa Al Khalifa and looked forward to His Majesty’s wise vision to achieve the common Arab interests and continue close solidarity between the four countries in what pertains to all the challenges facing them.The Ministers reviewed the latest developments regarding the Qatari crisis and the contacts they have made at the regional and international levels to achieve security and stability in the region and the

world.In a joint press conference on the sidelines of the joint meeting, the Minister of Foreign Affairs, Shaikh Khalid bin Ahmed bin Mohammed Al Khalifa, stressed the adherence of the boycotting countries to the six principles announced at the previous the quartet meeting in Cairo, denouncing Qatar’s support to Iran’s statements on Haj politicization.In a joint statement issued on July 2017 ,24, the quartet announced the addition of 9 entities and 9 individuals to their banned terrorist lists, which are directly or indirectly linked to Qatari authorities.They called on the Qatari authorities to urgently pursue the terrorist and extremist individuals and entities on the list.They stressed that the quartet with its international partners would monitor the commitment of the Qatari authorities and make sure that it does not harbor, support or fund terrorism.

He reiterated that the Kingdom supports the Republic of Iraq in its fight against terrorism and shore up its efforts to stabilize security and stability throughout the country.This came during the official visit of the Minister of Foreign Affairs to the Iraqi capital of Baghdad and

separate meetings with President of the Republic of Iraq, Dr. Fuad Masum, the Prime Minister, Dr. Haider Al-Abadi, and Minister of Foreign Affairs, Dr. Ibrahim Al-Jaffari.During the meetings, he conveyed the greetings of the wise leadership and wishes of success and affirmed the Kingdom’s keenness to expand the framework of cooperation and joint coordination between the two countries. Cairo, 27 July – The Minister of Foreign Affairs, Shaikh Khalid bin Ahmed bin Mohammed Al Khalifa, affirmed the Kingdom of Bahrain’s total condemnation and absolute rejection of the illegal procedures that Israel has recently taken with regard to Al Aqsa Mosque. He held Israel fully responsible of its violations of this holy place for Muslims around the world.He stressed in his statement at the Ministerial-level Meeting of the Council of the Arab League in its Extraordinary Session,

The First Deputy Prime Minister Fellowship Programme, launched by His Royal Highness the Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, Prince Salman bin Hamad Al Khalifa, has been a milestone in my job career which began with the completion of the requirements of this programme and then engaging in working closely and learning about the decision-making mechanism and the various developmental projects adopted by the honorable government. The second edition of this fruitful program, in which I took part along with a number of distinguished employees of the Ministry of Foreign Affairs, has opened new horizons for the promising capabilities of the youth towards distinguished diplomatic performance and in line with the Ministry’s vision on diplomatic and economic leadership.The message that went out from His Royal Highness the Crown Prince on love of challenges and passion for achievement during the first government forum in 2016 is still echoing and present in my mind as this forum was one of the most important activities we had the honor to attend. The challenges faced by the Kingdom of Bahrain at the local, regional and international levels require concerted

efforts in preparing qualified and trained national cadres to support the advancement of the national development process at all levels and in various fields.
