DESCRIBE THE KEY FEATURES OF THE DAWES PLAN. The Dawes plan came about when Stresemann realised that Germany could not afford the reparations payments, so in result, he managed to persuade the French, British and Americans to lower the price. This was agreed in August, 1914. Reparation payments would start at one billion marks for the first year, and increase to two point five billion marks, over a period of four years. The Ruhr area, was to be evacuated by Allied troops. The USA started giving Germany loans the help it get back ‘on its feet.’ The plan went in to effect in September 1924.
