BETA LAUNCHES IN ALL 210 MARKETS In a surprise move, FOX yesterday began streaming primetime programming nationwide on its digital platforms. Although the live streaming is being called a “beta” test, FOX plans to offer all network entertainment programming seven days a week, including all of the series airing in the upcoming 2016-2017 season. Not included is sports programming, which will continue to be available for streaming on FOX Sports GO. Authenticated pay-TV subscribers may now access FOX primetime programming via FOX.com and the FOX Now app for iPhone, iPad, Android, Kindle Fire, Apple TV and Google Chromecast. Streaming began Monday night for So You Think You Can Dance: The Next Generation. FOX says streaming is available in all 210 DMAs for network entertainment programming seven nights a week, as well as Saturdays during late-night— making it the first network to offer primetime streaming nationwide. With more than 25 million downloads and support for all of the Top 10 pay-TV providers in the U.S., the network says live streaming on FOX.com and FOX Now will be available to more than 98% of pay-TV subscribers, representing 96 million homes. What about the local affiliates? FOX says its new live-streaming capability will enable FOX affiliates to dynamically insert local-market advertising and display station branding. “From the start of the on-demand and over-the- top viewing revolution, FOX has been at the forefront of providing greater access to our buzz-defining shows, like Empire, Lucifer, Scream Queens and Family Guy,” said the announcement from Dana Walden and Gary Newman, Chairmen and CEOs of Fox Television Group. “Adding nationwide primetime live streams is just another great example of how the FOX Digital Consumer Group, under Brian Sullivan’s leadership, is innovating to give viewers the convenience and flexibility to watch our programming whenever and wherever they want,” they added. FOX notes that the new live streaming comes in time for the Teen Choice 2016 awards show, airing (and streaming) Sunday, July 31, at 8:00 pm (ET). FOX.com already has lots of archived shows, so fans of FOX series can now also access live airings at the site. GM EXPANDS LYFT SHORT-TERM CAR DEAL Lyft and General Motors announced the expansion of their Express Drive short-term vehicle access program to California and Colorado, including (as previously suggested) the all-new 2017 Chevrolet Bolt EV. Launching in San Francisco in the summer of 2016 and in Los Angeles by the fall, Express Drive’s California members will have access to vehicles from what’s billed as “the largest electric vehicle fleet in ridesharing,” including the current 2016 Chevrolet Volt as well as the much-touted Bolt. The Denver launch is also set for this fall. The partnership that Lyft gained with GM as an investor means that the on-the-fly taxi service can make cars available to people who’ve applied to become Lyft drivers to earn some cash—but don’t have cars that qualify. In just San Francisco, Los Angeles and Denver, Lyft says that’s over 130,000 people. The expansion follows successful launches of Express-Drive in Chicago, Boston, Washington D.C. and Baltimore. In the first market, Chicago, Lyft says 30% of new Lyft-driver applicants have requested an Express Drive vehicle.

CNBC says the impending boom could rival 2008-2014 when about 25 million homeowners refinanced, and Zillow has reported the average 30-year fixed mortgage fell to 3.27%, close to the lowest rate since 2012. After the Brexit vote refinance requests went up 132%. The connection? A Zillow exec says post-Brexit, “Compared to everything else going on in the world, U.S. mortgage-backed securities now seem like a relatively-safe bet for global investors and this flight to safety has created savings opportunities for U.S. homeowners.”

TWITTER ON THE HUNT FOR SPORTS Having paid big for the rights to stream Thursday Night Football games this fall, Twitter is out to snare more big league sports for streaming. Recode reports that Twitter has been talking to various sports leagues—including the NBA and Major League Soccer—and at least one TV network group, Turner.

MORTGAGE AFFORDABILITY STILL A PROBLEM Mortgage rates have been falling recently as Brexit and other macro-economic factors have kept downward pressure on interest rates. But even with rates back to near historic lows, many people who are employed still have trouble being able to afford being a home owner. A new survey from Zillow finds that people with low incomes spend nearly 23% of their income on monthly mortgage payments, compared to high-income earners, who spend 11.5% percent of their income on monthly house payments. Low interest rates help some, but incomes at the lower end of the employment ladder have been largely stagnant, while low-priced homes are gaining value fastest. Being able to afford a home is really tough in some markets. In Los Angeles, for example, Zillow says people who earn the least could expect to spend more than three-quarters of their income on housing alone. For the top earners, mortgage payments only took up 27.5% of their income—a difference of nearly 50 percentage points. “Housing affordability is a different story for low-income Americans than for median and high-earning people,” said Zillow Chief Economist Dr. Svenja Gudell.
