1 CUSTOMS FORMALITIES
All consignments being imported into Qatar for the IAAF World Athletics Championships Doha
2019 will be subjected to Customs Inspection by the Customs Authorities. Qatar Port Customs will
allow temporary imports of event equipment and items, provided the customs guidelines are
followed and approved by the Qatar Customs Authorities.

Films and video cassettes are subject to review and censor by the Ministry of Information and
Culture. If approved, clearance of each consignment/item will normally take 3-5 working days. All
related documents must be handed over to the nominated clearance agent in order to proceed
with the clearance.
2 PACKING / MARKING
Packages should be addressed as follows:

We recommend you to design your packing carefully to minimize risks to your equipment. It is also
advisable to use bolts, screws and hinges and crates. Cardboard cartons should be avoided.
All packing should be in air/ ship worthy packing and internal cargo should be properly packed to
avoid damages during transport or customs inspection.

Marking of cargo should be clearly visible while opening the packages and windows to be provided
so that Customs can check the marking on the items.
Exact Country of Origin should be clearly & permanently marked on the items & should match with
the documents.

4 DOCUMENTATION REQUIREMENTS
The details in all the shipping documents (CI, Packing List, COO) should be detailed and match
each document. In order to ensure efficient & timely import or export of your consignment / items,
kindly follow the following guidelines & documentation:
1) Approvals on draft documents to be secured from notify party before chamber attestation.
2) Pre-Alert to the Notify Party prior to the arrival of the shipment (with a minimum of 2 weeks prior to
arrival)
3) Seaway Bill of Lading / or Original AWB to match with the shipping documents
4) Original Commercial Invoice, with country of origin attested by the chamber of commerce at the
origin.
5) Original Certificate of Origin attested by Local Chamber at the origin. (HS code is compulsory on
the Invoice & COO).

6) Packing List showing Harmonized Code (HS-code is compulsory), gross weight, net weight &
number of packages.
7) Invoice numbers to be mentioned in all shipping documents.
8) No discounts to be shown on the invoices.
Minimum information on documents should be as below:

Net weight & gross weight, with total packages & dimensions
Currency & terms of shipments to be mentioned (“Zero” values should not be mentioned; INCO
Terms should be specific as per the Purchase Order).
Single Window Authorization (ALL INCO TERMS)
Single window authorizations will be provided shipment wise, for those not under IAAF World
Championships Doha 2019 scope. Details to be provided to LOC Logistics team minimum of 2
weeks in advance.
4.1 COMMERCIAL INVOICE (1 SET)
Original Invoice with detailed information of each item of the particular consignment is required and
should be attested by local chamber of commerce at origin, stamped & signed by the shipper on
the original shipper letterhead. (HS code – Harmonized System Code is compulsory on the
invoice) – This can be provided by the local shipping agent
Note: “Made in” stamp is a must for all cargo coming in Qatar. The same should be embossed or
clearly marked as “Made in …….” Stickers, which are removable, are not acceptable. If the above
is not taken with care the shipment would be referred to the legal department and fine will be
imposed together with storages, usually the process consumes at least 3 or more working days.
Vague marking like EU is not acceptable & should be the actual country.

Note: Purchase order number issued by IAAF WORLD CHAMPIONSHIPS Doha 2019 LOC must be mentioned on the commercial invoice.
4.2 PACKING LIST (1 SET)
Packing (With the identification mark for Temporary Import) list is required. Similarly, this may be incorporated on the invoice. (HS code is compulsory on the packing list)
4.3 CERTIFICATE OF ORIGIN (1 SET)
A certificate of origin is required for and need to be attested by the Chamber of Commerce at
origin (HS code is compulsory on the COO). Commercial Invoice Number & gross weight to be
mentioned on the COO, together with all the countries of origin.
‘COUNTRY OF ORIGIN’ OR ‘MADE IN’ fields are mandatory for each piece, on materials, and on
cartons.
The below issues will lead to legal cases:

Undervalued commercial invoices
Undervalued Freight charges

5 AUDIO VISUAL AND CASSETTES
Films, videos and slides are subject to review and censor in Qatar. All such items should be sent
separately to enable censorship formalities to be completed. These items should be sent to:

6 INSURANCE
It is the responsibility of the shipper to ensure that adequate insurance coverage is available for
the consignment, whilst in transit to and from Qatar, whilst in storage and that the goods are
covered if to be forwarded to origin or another destination at the end of exhibition.
7 ATA CARNET
The ATA carnet is an international customs document that can be used in different countries around the world to cover temporary importation of goods without payment of customs charges for up to one year. Using a carnet:
Simplifies customs clearance of goods in exporting and importing countries by replacing customs documents that would normally be required
Provides a financial security for customs charges potentially due on the goods that will be used in the countries visited

Helps to overcome language barriers and having to complete unfamiliar customs forms ATA CARNET will not cover consumable goods or disposable items Allows duty/tax free admission of goods Goods must be totally re-exported/re-imported within time limits stipulated by Customs
Authorities An internationally accepted Customs Document, issued by an authorized Chamber of Commerce. Allows the temporary import and export of goods without the need for raising bonds, duty, tax and Customs formalities in one or a number of participating countries. In Qatar, ATA Carnets are issued by the Qatar Chamber of Commerce & Industry. The ATA carnet must be raised in the country of origin of the goods and prior to departure from the
country. It replaces the normal customs documentation required at the time of importation and re-
exportation. If the goods will be used for longer than one year, a replacement carnet will need to
be requested from the association that issued the carnet to cover use of the goods for a further
year. The issuing association may make a charge for the issue of a carnet and will require the
holder to provide them with a guarantee or other security to help ensure that the goods are re-
exported from the country visited.
How does an ATA carnet work? ATA CARNET is a passport for goods (a set of color coded forms)
The ATA carnet must be presented to customs each time the goods are imported, exported or
transported through a country. The carnet consists of a cover and vouchers for use during entry
and exit from each participating country visited. The cover sheet identifies the holder, their
address, the intended use of the goods, which countries the carnet can be used in and how long it
is valid.
Company details will be required as well as the list of goods to be included in the Carnet. All the
goods will need to be individually itemized by providing their trade description, marks and serial
number (if any), number, weight and quantity and other relevant details. It is important that the
Customs Officer of the importing country can identify the goods and match their details with those
provided in the Carnet otherwise he may refuse to accept them. Qatar Chamber, in cooperation
with the Qatari Customs Department, have formed a committee dedicated to studying all aspects
of the ATA Carnet in Qatar in order to launch the service in the next months.
Carnet inspection in Qatar is applicable only Sun – Thursday 7 am to 1 pm.
Carnets issued to Individuals is not accepted in Qatar.

ATA CARNET IN QATAR The Chamber is the only organization in Qatar authorized to issue and guarantee ATA Carnets to
facilitate the temporary import of exhibition/advertising materials, commercial samples and
professional equipment into one or a number of foreign countries without payment of duties/taxes.

8 TEMPORARY IMPORT PROCEDURES
NOTE: The shipping documents should bear the following declaration; “TEMPORARY IMPORT FOR IAAF World Athletics Championships Doha 2019 AND TO BE RETURNED AFTER THE EVENT”
The normal duration for temporary import is from one month with an option to extend. In addition
all cargo imported under this clause must have a permanent and clear identification mark (unique
serial numbers) for easy identification at time of import and re-export. Same details must be
mentioned in the shipping documents (i.e. invoice and packing list). If there is any discrepancy
between the goods inspected by Customs at import and the goods inspected by Customs for
export, the refund will be cancelled and the same will be back-charged to the faulting party. Also
Customs may ask the clearing agent to take pictures while the inspection is done which should
match with the cargo while the re-export is done. Each part must be clearly identifiable by serial
number or part number if possible. Temporary imports are subject to a 'cashier’s check deposit' of
the duty amount (and legalization charge if not carried out prior to export) which is refundable upon
proof of re-export within approved timeframe, depending on customs approval & bayans being
linked in customs system.
Note of Caution: Permission cannot be taken for granted even if the customer fulfills all
requirements; at the very end it is subject to the Director of Customs to decide the timeframe.
Drugs / Medicines / Alcohol / Pornographic material such as magazines, CD’S are strictly
prohibited as per the rules in Qatar and if found strict actions will be taken by Customs authorities.

9 EXPORT PROCEDURES
9.1 Required documents (Re-export, after temporary import)
If Temporary imported shipments need to re-exported, all necessary documents pertaining to the
import should be submitted at least 1 week prior to export. Also the serial numbers have to be
clearly visible for inspection & packing should be done accordingly to have an easy access for
customs inspection.
Change in serial numbers, weights, / incorrect documentation / or non-visibility of serial numbers
as mentioned in the import manifest will result in sending the shipment as a normal export and
Customs shall not refund the deposit amount placed at the time of import which will be back-
charged to the faulting party.
As per the Customs rule, the quantity/weight coming in per AWB/Bill of Lading should be the same
when re -exported back. If not, Customs will not agree for the deposit money to be refunded.
Note: All Exports are carried out as per Customs laws & regulations. To have a smooth operation,
we will require all the above mentioned information well in advance. Kindly note that due to port
restrictions & timings, certain operations could be delayed due to lack of information and last
minute changes.
9.2 Required documents (Normal export)
Commercial Invoice from shipper
Packing List from shipper
Certificate of Origin issued by the Chamber
Import bayan
Letter to Qatar Chamber of Commerce (as per standard format) in case of missing import bayan
If shipper needs to get the documents attested from Qatar Chamber on their letterhead, then the
shipper will have to be registered with the Qatar Chamber.
If chemicals or dangerous goods, then the teams has to provide necessary Material Safety Data
Sheet (MSDS) and requires Environmental Protection Council (EPC) permission. Also the
Dangerous Goods Declaration has to be duly filled & stamped by shipper.

10 IMPORT AND EXPORT WITHIN GCC COUNTRIES
10.1 Statistical Import (Only applicable for import from GCC countries – and not applicable for
the shipments out of the blocking countries
Customs requirements:
a) Statistical Export manifest with the valid (Makasa) stamp
b) Copy of import manifest of first time entry into a GCC country and the same import manifest
number should be mentioned on the stamp which has to be embossed on the statistical export
manifest
c) The import Airway Bill / Bill of Lading / Truck waybill, Invoice, packing list & statistical export
manifest should show the same no. of packages, weight, description, value, etc. and should not
vary from each other or else the Customs will consider this as a discrepancy & may ask to pay
Duty & Legalization.
d) Qatar customs require the “Makasa stamp” on the “Original Green copy” & not on the “computer
printout” which is issued in some GCC countries
10.2 Statistical Export (Only applicable for export within GCC countries)
It is not easy to provide statistical export manifest from Doha as this is not a general practice here
& hence not recommended. The Customs will require the import papers & they should match the
export papers then there might be a possibility but cannot guarantee the same.
11 GOODS THAT REQUIRE SPECIAL APPROVALS/PERMISSIONS
11.1 Import of Chemicals
Prior permission should be obtained from the Environment Protection Council Department (EPC
Dept.) to import any type of chemical or chemical related materials such as paints, fuels, chemical,
clearing agents prior to dispatch of the cargo. EPC Department requires a clear copy of the
Material Safety data sheet (MSDS). An EPC spreadsheet should be completed along with a
covering letter from the consignee, which needs to be submitted to EPC for approval. The time
duration for such approach cannot be defined; however it takes minimum of 7 working days.
Restriction applies for the importation.

11.2 Import of Communication & Computer Accessories
All communication equipment and parts (i.e. radar, satellite receivers/transmitters, phones, walkie-talkies,
PC, computer accessories, any telecommunication, etc.) require prior permission to be obtained from
ICT/CRA (Supreme Council of Information & Communication Technology).
Process to obtain approval for communication & computer accessories:
Sponsorship letter from LOC Media & Broadcast Committee for Media & Broadcast Equipment Suppliers &
for technical suppliers to obtain sponsorship letter from respective LOC committee.
Registration under ICT/CRA E-Spectrum Services Portal by Suppliers or Shippers

11.3 Import of Photographic / Video graphic Equipment & other devices by a passenger through
hand carry
Photographic equipment – Cameras, Lenses, Pocket Wizards etc. :
a) All Photographers bringing equipment (such as cameras, lenses, pocket wizards etc.) need to fill out the
declaration Form for temporary Import of equipment (to be provided by LOC Media), including equipment
type, model, serial number and FOB Value.
b) The declaration form should be signed, scanned and emailed to the designated LOC Media & Broadcast
representative
c) Photographers should carry the hard copy of the Declaration Form to present if stopped by customs upon
arrival to Qatar.
d) For non -standard equipment / long range devices, in addition to the above it is advisable for photographers
to carry along with them a Commercial Invoice, Certificate of Origin – COO & Specification (Data Sheet) as
per normal import and also ensure that the description of the goods (i.e. specification of goods, value, no. Of
pcs, weight) is mentioned.
e) Failing to list equipment correctly may result in it being detained by customs authorities at airport Doha.
f) If Customs stop the passenger, a “GOODS DETAINED RECEIPT” will be provided and the equipment will be
kept with them.
g) This receipt should be given to IAAF World Athletics Championships Doha 2019 LOC Media representative
in order to coordinate with LOC Logistics to clear the equipment from custom authorities at the airport Doha.
LOC Media & Logistics has no liability for delays & consequences due to any detained equipment by
customs authorities.

Video graphic equipment i.e. ENG Video Cameras, Lenses, Hard Drives, Video Cassettes, Pocket
Wizards etc.:
a) All IAAF Productions, RH & Others bringing equipment (such as ENG Video Cameras, Lenses, Hard Drives,
Video Cassettes, Pocket Wizards etc.) need to open ICT/CRA account based on the letter provided by the
LOC Broadcast.
Registration under ICT/CRA E-Spectrum Services Portal by Suppliers or Shippers

b) Filling the information into the E-Spectrum Portal of ICT/CRA
c) ICT/CRA will review the submitted information from IAAF Productions, RH & others to approve or reject.
h) Passenger should carry a hardcopy of ICT/CRA approval & letter provided by the LOC Broadcast to present
if stopped by customs upon arrival to Qatar.
d) For non -standard equipment / long range devices, in addition to the above it is advisable to carry along with
them a Commercial Invoice, Certificate of Origin – COO & Specification (Data Sheet) as per normal import

equipment by customs authorities.
