“Leveling Up: PSA at 4” We are again at the threshold of another year as we are about to bid goodbye to 2016. We shall again look back at what we have accomplished and achieved this past year to enable us to plan better and program more efficiently the activities for next year. The theme for this year‟s planning workshop is “Leveling Up: PSA at 4”. Many of the vision our office have set eyes on have been gradually realized. Just recently, the CRS Outlets system was shut off due to the transfer of our Data Center from the old East Avenue building to CVEA. This is to give way to the construction of a new building. In our level, the regional office and almost all the PSOs transferred to a new building that best represents the vision of our National Statistician. Series of trainings had been done for the creation of our website, for the Registration of Authority to Solemnize Marriage, APCPI and series of trainings are on-going for the implementation of ISO 9000. Next year, the CRS-ITP2 will be implemented. The higher management has been very supportive of our requests for the budget for the improvement of our offices in terms of enhancement of physical structure, additional equipment and accessories, signage and much more. All these and more will be happening in the coming months because we are “Leveling Up”. If you can try to visualize the grand idea behind this “leveling up”, you will be amazed at the image of a government agency that lives up to its vision of a world-class authority and its corporate personality of professionalism. It will set us apart from the traditional government office the Filipinos have grown to know. But, this image will not be complete and remarkable without its human resource that will put life, shine and value to its elegant facade. The meeting of the minds during the planning workshop was instrumental in setting up the activities lined up to be undertaken for 2017 in a way that is more achievable and quality assured. What we have achieved in 2016, despite the overlapping activities, will be the measure of how we will conduct and implement projects whether in statistical, civil registration and administrative aspect of our overall operation. Those who participated in the annual regional planning workshop were chosen for their expertise and know-how which are critical in planning for next year‟s activities. Their years of experience guided them to guarantee that every step of the way is well thought out and carefully map out. But in order for these undertakings to be realized, I am expecting everyone to focus on every task that will be assigned to you and exert every possible effort and brilliant ideas for their effective implementation. Let us count on each other to finish what we have started and endeavor to reach our goals for 2017, the best performance of the best region. The best of luck to us all.

ABOUT the PSA
Philippine Statistical Act of 2013 An Act Reorganizing the Philippine Statistical System, Repealing for the
Purpose Executive Order Number One Hundred Twenty-One, Entitled "Reorganizing and Strengthening the
Philippine Statistical System and for Other Purposes" - created the Philippine Statistics Authority (PSA) that
shall comprise the PSA Board and offices on sectoral statistics, censuses and technical coordination, civil
registration and central support and field statistical services. The PSA constituted of the existing personnel of
the four (4) major statistical agencies engaged in primary data collection and compilation of secondary data,
i.e., the National Statistics Office, the Technical Staff of the National Statistical Coordination Board, the Bureau
of Agricultural Statistics, and the Bureau of Labor and Employment Statistics. The PSA is headed by the
National Statistician (NS) who is appointed by the President. The NS is supported by three Deputy National
Statisticians.
The data produced by the PSA are the official and controlling statistics of the government. It serves as the
central statistical authority of the Philippine government on primary data collection and administers civil
registration functions in the country as provided for in Act No. 3753, otherwise known as the Civil
Registry Law.

T he regional office launched the CRVS Decade with ribbon-cutting ceremony followed by a lecture on
Civil Registration and Vital Statistics.
The lecture focused on the vision and the three main goals of the declaration in line with its flagship initiative “Get Every Pinoy and Pinay in the Picture”. The PSA logo was also introduced in the lecture, and its vision to be a strong, responsive and world class authority was reiterated.
I n accordance with the Proclamation No. 1106 signed by President Benigno S. Aquino III declaring 2015 to
2024 as Civil Registration and Vital Statistics (CRVS) Decade the Philippine Statistics Authority (PSA)
supports the declaration. PSA supports all activities and programs relevant to the initiative “Get every Pinoy and Pinay in the Picture.”
In line with these programs and activities, PSA issued an office memorandum which invites all aspiring musicians, music enthusiast and all interested individuals to create an original song that would best represent the theme of the CRVS Decade.
Regional Elimination was held at the Regional Statistical Service Office (RSSO) Conference Hall last February 15, 2016. Due to geographical locations of the two provinces the RSSO decided that audio presentation of every entry shall be judged accordingly. Entries from the Provincial Offices of Marinduque and Palawan were judged based on the set guidelines and criteria by the Regional Office.

Registration focal persons, City and Municipal Civil Registrars and staff.

P art of the responsibility of the OIC Division Chief in Civil Registration and Administrative Support
Division (CRASD) is to ensure that the operation in any Civil Registry System (CRS) Outlet is well managed
and organized. It is in this flight that the OIC concerned conducted training in CRS Palawan Outlet. It was just a refresher for those who are with the CRS for a long time and additional knowledge for the new recruit. Since this period covers the peak season in the CRS, it is an opportune time to impart to them this lecture. documents were somehow educated on the
procedure and the do‟s and don‟ts inside the CRS. The 8-Point Basic Customer Standard was emphasized, the bottom line of which is a service worth to be called a public service.
A ll public agencies must adopt the Moral Renewal Action Program for their agency in accordance with
the E.O. 319, thus the Philippine Statistics Authority MIMAROPA conducted Moral Renewal Action
Plan last May 14, 2016. In line with this activity, PSA invited a guest speaker to talk about Moral Recovery for the employees. The objective of which was to enhance the values of each employee and ethical behavior to strengthen the good values of each individual. Mr. Modesto Quinio, the Head of the Diocesan Community of Family and Life shared his knowledge and insights about moral recovery and how a good employee shall act in accordance with the law of the land and with the law of God. PSA employees through the means of the guest speaker shared their experiences in life that made them reflect of how one must cope with the changes and how one must act within the scriptures of humanity. They have all learned that the attitude was the greatest attributes of life. Good attitudes towards others mean good things will come, vice versa. At the end of the lecture, PSA employees learned to reflect within themselves the values that they carry on through life.

possible thru Ms. Donna Marie D. Mobe, who acted as
a resource speaker. Her lecture focused on the
concepts, definitions
and uses of

T raining on Preparation of Regional Social
and Economic Trends (RSET) Publication
- The training on the preparation of RSET
Publication was held on June 10, 2016. It
was participated by Ms. Maribel L. Bernardo, SOCD
Chief; Ms. Nenette Castro, Supervising Statistical
Specialist; and SOCD Staff. Ms. Ma. Liza E.
Macatangay presented the status of the region‟s RSET
publication. It was followed by the presentation of
RSET Output by chapters, done by SOCD Staff. Mr.
Jewell P. Garcia presented the Millennium
Development Goal (MDG) and Sustainable
Development Goal (SDG) and Ms. Macatangay also
presented the status of the 2015 Gross Regional
Domestic Product (GRDP) sectoral hard indicators to
be used in the 2015 GRDP estimation in July. After
the presentations,

Accounts Division, Macroeconomic Accounts – PSA
Sectoral Statistics Office. The Presentation of the
Highlights of the 2015 Regional Economy of
MIMAROPA was presented by RD Leni R. Rioflorido
of PSA MIMAROPA. She discussed the 2014 - 2015
Gross Regional Domestic Product of MIMAROPA, its
growth rate and its comparison to other regions.
She also discussed the sectors comprising the
GRDP such as the Agriculture, Hunting, Forestry
and Fishing (AHFF), Industry Sector and the Service
Sector. Susan Sumbeling, OIC-Director of NEDA 4B
also gave her statement. It was followed by the
Open Forum lead by Dr. Cueto, the emcee/
moderator of the conference. OIC-Director

suggestions of other participants from other RLAs,
LGUs and the media.

I n view of the declaration of CRVS Decade, implementation of the Revised IRR of RA 9255 and the need to inform and update the
stakeholders and Barangay Officials, this office conducted the Civil Registration forum for stakeholders
and Barangay Officials in Torrijos, Marinduque in a joint undertaking with PSO Marinduque and LCRO-Torrijos.
The highlight of the forum is the presentation of RD Leni Rioflorido of the Civil Registration Services. The presentation enumerated the numerous services of the office in connection with Civil Registration. It aimed to inform the participants the processes being done and the glimpse of how they are done. RD Leni clarified some issues that have been raised in the media by some government officials including the President. She reiterated that as far as PSA is concerned, there is no expiration set for the vital documents such as birth, marriage and death certificates. However, it is beyond PSA‟s control if the end users like DFA, embassies, education institutions and employees require recent issued vital documents. As for the long queue, she secure the support of the participants to encourage the general public not to wait for the peak season to request for their documents. They may also coordinate with the LCRO and PSO Marinduque on how to assist parents in requesting for the birth certificate of their children.

P SA RSSO MIMAROPA conducted 2015 Census of Population Results and Civil Registration Processes
Information Dissemination Forum on October 10, 2016, 8:30 A.M. at the gymnasium of Oriental Mindoro
National High School, Barangay San Vicente, Calapan City, Oriental Mindoro. About 89 students/ participants from senior high attended the half-day lecture/ forum.
The activity started with the prayer led by Engr. Diana Ross D. Diaz of OMNHS, followed by Ms.Creszida Salome – Cueto who led the national anthem. Mrs. Daisy H. Nieva gave the welcome remarks and acknowledged the presence of PSA staffs and the senior high school students. Dr. Alain A. Mendoza, the OMNHS Assistant Principal for Academics – Designate and Ms. Rebecca S. Arellano, OMNHS Assistant Principal for Operations and Learner Support also gave their remarks and were thankful to the PSA for imparting important information that could be useful to them.
The proponent presented the Background of the 2015 Census of Population and the results of the 2015 POPCEN while Mr. Warren Ramales assisted with the presentation. Ms. Ella Jean T. Del Rosario presented the Civil Registration Processes. An open forum held after the presentations. Some of the students also asked about their problems in their birth certificates in which Ms. Ella Jean T. Del Rosario easily answered and gave advices on how to fix them. To close the forum, the presenters thanked everyone who participated in the lecture / forum.
O n September 27, 2016, PSA RSSO MIMAROPA conducted Civil Registration Forum for
Indigenous People. It was held at St. John Mary Vianney Pastoral Center Hall, Sto. Niño Cathedral, Calapan
City. The forum was conceived as part of the commitment of the office to realize the goals of CRVS Decade.
Thirty-nine IPs from seven Mangyan Tribes attended the forum. Also present in the activity were fourteen Municipal Civil Registrars / representative, four representatives from
National Commission on Indigenous People (NCIP), three from Mangyan Mission, one from Provincial Government of Oriental Mindoro (PGOM), and one from PSA Oriental Mindoro.
Registration of participants started at 1:00 o‟clock in the afternoon, doxology and national anthem followed. Welcome address was given by Dr. Romeo G. Infantado, Executive
Assistant – PGOM and a message from RD Leni R. Rioflorido came next.
Topics discussed in the forum were Civil Registration and Vital Statistics (CRVS) Decade, Civil Registration Services, Pagtatalang Sibil Para Sa Mga Katutubo and Best Practices in
Registration of IPs. Discussants were RD Leni R. Rioflorido, CRASD Chief Pilar P. Mendoza, RO IV Veneranda F. Mendoza and MCR M. Rodriguez of Gloria, respectively.
Open Forum paved the way to the unveiling of concerns and issues in the registration of vital events of IPs on the part of MCRs and of IPs as well.

P SA RSSO MIMAROPA in the collaboration with PSA Palawan conducted the 3rd Provincial Seminar on
Solemnizing Officer at PSA Training Room, Puerto Princesa City, Palawan last November 14-15,
2016. The first day started around 7:30 AM with registration of Solemnizing Officers, MCRs, Mayor and guests. After all the participants registered, the seminar started with Doxology followed by the National Anthem then PSO
Maria Lalaine M. Rodriguez gave her Welcome Remarks. RO I Augusto M. Trinidad acknowledged all the participants and resource speakers. Afterwards, Regional Director Leni R. Rioflorido gave her
overwhelming message to the attendees because 91 attendees participated in the said seminar. RO II Jesus Sorima gave the Overview of the seminar. Atty. Fritzie E. Baban – Subang was the resource speaker for the topic “Marriage Laws Under the Family Code of the Philippines”. The next speaker was RD Leni R. Rioflorido for the topic “Role & Responsibilities of Solemnizing Officer.”
On the second day, OIC-PSO Gemma N. Opis tackled the CRVS Decade. RD Rioflorido also discussed the Issues and Concerns on Marriage Documents. MCR Delia Palasigue of Bataraza shared the Registration of Marriage: Bataraza Experience.
O n December 16-17, 2016 PSA RSSO MIMAROPA conducted a two-day Seminar on Solemnizing
Officers for Indigenous People. It was held at St. John Mary Vianney Parish Pastoral Center Hall, Sto. Niño
Cathedral, Calapan City.
Participants to the seminar were the identified Tribal Leaders / Elders from different Mangyan Tribes of Occidental and Oriental Mindoro. The identified secretaries of each participant were also part of the formation. Also invited were the Municipal Civil Registrar or his/her representative and personnel from National Commission on Indigenous People (NCIP).
The purpose of the seminar is to train the participants on how to solemnize marriage under their customs and traditions with proper documentation. Further, to register and issue them Certificate of Registration of Authority to Solemnize Marriage as mandated in Administrative Order No. 3, series of 2004.
The activity was materialized with the cooperation of National Commission on Indigenous People (NCIP) Provincial Office of Occidental Mindoro and Provincial Association of Civil Registrar (PACR), Oriental Mindoro Chapter.

The Philippine Statistics Authority celebrated its 3rd Anniversary with the theme “Synergy”. Series of events were lined up for the celebration. On September 7, 2016 PSA RSSO MIMAROPA, as part of the in lined activities for the 3rd Anniversary , had an activity for the health and wellness of every employee. These activities were Zumba and Health and Wellness Seminar sponsored by Herbalife. PSA RSSO MIMAROPA employees undergone zumba exercise which helps them to shed sweat and to have a full body workout. After shedding some extra pound through zumba, the next activity was Health and Wellness Seminar conducted by Herbalife. Employees were then weighed in and measured to know their body mass index (BMI) and assessed if the employee was overweight or underweight. After the activity, employees learned their assessed body measurement and what they need to do in order to achieve the prescribed ideal weigh by age and height. On September 8, 2016, employees went to Calapan Recreational and Zoological Park in Barangay Bulusan, Calapan City to visit the trees that were planted by the employees there three years ago. Employees made markings for the easy recognition of the trees. Towards the end of the activity, employees committed to return to Calapan Recreational and Zoological Park to check the status of the trees planted there and to plant more trees as needed. On September 9, 2016, PSA RSSO MIMAROPA conducted a quiz bee for the celebration. The quiz bee was hosted by Ms. Ella Jean T. Del Rosario and Ms. Donna Marie D. Mobe. Employees were grouped into four teams. The quiz bee consists of three parts: the easy, medium, and final round. For the easy round, every team must answer the questions and one point will be given for each correct answer. For the medium round, employees must race to ring the bell and the one to ring the bell would be the one to answer the question. One point will be given for each correct answer. This
will determine which team will advance to the final round. Pink and Green team made it to the final round. Pink team won the championship. At the end of the activity, each employee were given prices for their effort in joining the quiz bee.

The LFS is a quarterly nationwide survey that provides statistics on the levels and trends of employment,
unemployment, and underemployment for the country as a whole, and for each of the administrative
regions.
Four LFS rounds were conducted in 2016. The response rates of the survey by province in every quarter are

2. Consumer Expectations Survey (CES)
The CES is a household-based survey on the consumers‟ assessment of their financial situation, the
economic condition of the country and the overall performance of the government. The CES is undertaken in
collaboration with the Bangko Sentral ng Pilipinas (BSP).
The survey was conducted nationwide and four rounds of data collection were completed in 2016. Three
provinces of Region IV-B; Marinduque, Oriental Mindoro and Palawan conducted CES operation in 2016. The
response rates of the survey by province in all the quarters are shown below.

3. 2016 Annual Poverty Income Survey (APIS)
The APIS is conducted annually by the Philippine Statistics Authority (PSA) in years when there is no Family
Income and Expenditure Survey (FIES) which is undertaken every three years. APIS provides information on
the different indicators related to poverty. These include socio-economic profile and other information in
connection to living conditions such as health and education status; availment of credit; and housing, water
and sanitation condition, among others.

4. 2016 Farm Prices Survey (FPS)
The FPS is a monthly national survey covering all provinces. Each province has a basket of FPS commodities.
The main objective of the Farm Prices Survey is to generate estimates of farmgate or producers‟ prices at the
first point of sale. The outputs of FPS are used in the periodic valuation of the outputs produced by the
agricultural sector. Similarly, these are inputs to the development of price indices to measure the purchasing
power of growers of selected agricultural products.
* Response rate of Oriental Mindoro for the 1st Quarter of 2016 was low because the top producing municipalities were damaged by typhoon
Nona (December 15, 2015) and floodings in the municipalities of Baco and Naujan during the month of February. For 2nd Quarter, intense heat
was experienced which affects the production and harvesting of the recovering crops hence response rate for the 3rd Quarter declined, too. For
the 4th Quarter, response rate increased as crops started to recover from the damages of typhoon and intense heat.
5. 2016 Palay and Corn Stocks Survey 1 (PCSS1)
PCSS1 is a monthly survey conducted to achieve the following objectives:
Generate data on the current stock of rice and corn in farming and non-farming households during the first
day of the month in review;
Serve as input in the analysis of the seasonal trends and variations in the supply of rice and corn;
Serve as input for forecasting future supply, demand and prices of palay and corn;
Assist policy-makers in the formulation, implementation and administration of agricultura economic
programs; and
Guide farmers in forming decisions relative to agricultural activities aimed at improving profitability.

6. 2016 Palay and Corn Production Survey (PCPS)
The PCPS is a nationwide survey conducted quarterly. It generates estimates and forecasts on palay and corn
areas, production, and yield, which serve as inputs in developing policies and programs for the said crops.
Four PCPS rounds were conducted in 2016.
7. 2016 Monthly Palay and Corn Situation Reporting System
MPCSRS is a nationwide survey which serves as a monitoring system on the growing conditions and actual
plantings of palay and corn. The survey provides monthly updates of the forecasts generated by the PCPS, as
well as monthly reports on the area and production of the said crops nationwide.

8. 2016 Backyard Livestock and Poultry Survey (BLPS)
BLPS is a nationwide major survey which aims to generate primary data on supply and disposition of animals
from backyard farms (small hold raisers). The purpose of the survey is to be able to determine / measure the
performance of the livestock and poultry industry.
Conducted quarterly, four BLPS rounds were conducted in 2016.
9. 2015 Quarterly Aquaculture Survey (QAqS)
QAqS generates data on volume and value of aquaculture production by aquafarm type, by culture
environment, by species, by quarter at the national, regional, and provincial levels.
Four QAqS Rounds were conducted in 2016.

1. Foreign Trade Statistics
Foreign Trade Statistics constitute data on
imports and exports that are derived from the
various imports and exports documents of the
Bureau of Customs (BOC). Electronic data files
being provided by the BOC to PSA on a monthly
basis were included in the generation of monthly
foreign trade statistics.
For MIMAROPA, only the province of Palawan
collects import and export documents. There are
241 total number of imports and 241 number of
exports for the year 2016.

2. Commodity Flow or Domestic Trade
Statistics (DOMSTAT)
DOMSTAT refers to air, rail and coastwise
trade statistics collected monthly and
compiled monthly, quarterly annually based
from airway bills, daily report of outgoing
shipments, coasting and passenger
manifests. The data are tabulated on a
monthly, quarterly and annual basis by
commodity and by geographic area.
All provinces of the region collect coastwise
documents and documents of passenger
manifests while there is no railway bills
collected. Moreover, the province of
Palawan collects airway bills.

3. Building Construction Statistics from Building Permits
Building construction statistics from approved building permits submitted to Local Building Officials (LBOs)
relate to data on new construction and additions, alterations and repairs of residential and non-residential
buildings and other structures undertaken in all cities and municipalities in the country.
Data on number, floor area, type and value of construction are taken from original application for approved
building permits collected by the five provinces of the region from the LBOs and were submitted to the Central
Office. For the year 2016, there are 3,332 number of building permits approved in the MIMAROPA region.
4. Vital Statistics
Vital statistics are data derived from registered documents for births, deaths, fetal deaths and marriages
submitted by the LCROs, Shari‟a Courts and Department of Foreign Affairs. The LCROs submits registered
vital documents to the PSA provincial offices.
Vital Statistics reports provide information on facts surrounding the occurrences of vital events. These
statistical data serve as inputs for planners, policymakers and researchers in monitoring and evaluating
demographic and socio-economic programs of the country.

MIMAROPA has two Serbilis Outlets
servicing the whole of MIMAROPA,
one in Calapan City and the other in
Puerto Princesa City. Table 8
summarizes the volume of transaction
by month and outlet. It shows that in
2016, MIMAROPA posted a total
transactions of 300,219. The average
daily transaction was computed at
834.
It is expected that the trend will
continue to rise every year considering
this office‟s issued documents have
become the official and primary
documentary requirement both in the

2. Batch Request Query System (BREQS) for LGUs
Table 9 shows that for 2016, there were a total of 8,174 batch files
received and processed by CRS Calapan Outlet from the BREQS
Users in Marinduque, Occidental Mindoro and Romblon. Romblon
BREQS Users posted the highest batch files submitted to the
outlet with 3,867 followed by Marinduque with 2,516 and
Occidental Mindoro with 1,791.

3. CENSUS Serbilis Collection
Figure 13 shows the earned revenue of CRS- Calapan and Puerto Princesa Outlets respectively. For 2016, a
total revenue of PhP 45,164,505 was posted by the two CRS outlets in the region. Calapan Outlet has a total
revenue share amounting to PhP 21,453,790 while Puerto Princesa City with PhP 23,710,715. These
revenues were deposited to the bank on a daily basis.

The highlight of Civil Registration Activities for the year 2016 is the Ministerial Declaration “To get Every One in the Picture” through the
declaration of the years 2015 to 2024 as Civil Registration and Vital Statistics (CRVS) Decade. This declaration was approved during the
Ministerial Conference on Civil Registration and Vital Statistics in Asia and the Pacific, held in Bangkok, from 24 to 28 November 2014.
In the ensuing years, the Philippine Statistics Authority and all the Local Civil Registry Offices in the country are expected to work
hand-in-hand for the fulfilment of the CRVS Decade‟s 3 main goals, namely:
(a) Universal civil registration of births, deaths and other vital events;
(b) All individuals are provided with legal documentation of civil registration of births, death and other vital events, as
necessary, in order to claim identity, civil status and ensuing rights;
(c) Accurate, complete and timely vital statistics (including on causes of death), based on registration records, are produced
and disseminated;

Library Services
PSA Region IV - B MIMAROPA maintains regional and provincial libraries which cater students and
researchers. In 2016, personnel serves and assist the researchers with their queries and data. PSA
MIMAROPA provinces served a total of 1,537 researchers; Marinduque - 86, Occidental Mindoro - 610,
Oriental Mindoro - 74, Palawan - 49, and Romblon - 718.
Meanwhile, PSA Region IV-B MIMAROPA served a total of 85 complimentary data requests; Regional

News Conference of the 2015 Report on the
Regional Economy of MIMAROPA
The Philippine Statistics Authority (PSA) MIMAROPA held the 2015 Gross Regional Domestic Product (GRDP) News Conference on July 28, 2016 at Tamaraw Hall, Provincial Capitol Complex, Brgy. Camilmil, Calapan City. The said event was participated by Representatives from Regional Line Agencies (RLA), Local Government Unit (LGU), Academe, Private Sectors and Media.
The program started with an Invocation and the singing of National Anthem. Dr. Luis T. Cueto, Information Center Manager of PIA Oriental Mindoro, as emcee/moderator of the conference, recognized and welcomed the guests and participants.
Ms. Maribel L. Bernardo, SOCD Chief of PSA MIMAROPA gave her welcome remarks. She quoted Samuelson and Nordhaus saying, “GDP enables policymakers and central banks to judge whether the economy is contracting or expanding, whether it needs a boost or restraint, and if a threat such as a recession or inflation looms on the horizon.”
It followed by a message from Mr. Christian Patrick Vinculado, Senior Statistical Specialist, Production Accounts Division, Macroeconomic Accounts – PSA Sectoral Statistics Office, who urged everyone to take advantage of this opportunity to listen and reflect on our success and our shortcomings in the previous year.
The Presentation of the Highlights of the 2015 Regional Economy of MIMAROPA was presented by RD Leni R. Rioflorido of PSA MIMAROPA. She discussed the 2014-2015 Gross Regional Domestic Product of MIMAROPA, its growth rate and its comparison to other regions. She also discussed the sectors comprising the GRDP such as the Agriculture, Hunting, Forestry and Fishing (AHFF), Industry Sector and the Service Sector.
Susan Sumbeling, OIC-Director of NEDA 4B, on the other hand, stated that critical strategies of innovation and diversification are needed for both sectors that will allow us to maximize the opportunities brought about by the ASEAN integration.
Open Forum ensued and moderated by Dr. Cueto. OIC-Director Sumbeling, RD Leni Rioflorido and Mr. Christian Patrick Vinculado responded to the inquiries and suggestions of other participants from other regional line agencies, LGUs and the media.

The 2015 Census of Population Regional Data Dissemination
Forum of PSA MIMAROPA Region was conducted on September
30, 2015, 9:00 A.M. at Feraren Hills Resort, Barangay
Lumangbayan, Calapan City, Oriental Mindoro. About 75
participants from the national government agencies, LGUs and
NGOs and Academe were gathered at the function hall for the half-
day forum.
SSS Nenette D. Castro of PSA RSSO MIMAROPA served as the
Emcee and requested everyone to stand up for the Invocation led
by Ms. Eliza F. Barrientos of PSA RSSO MIMAROPA, and
immediately followed by the national anthem led by Ms. Jomery
Ann M. Navarro of PSA RSSO MIMAROPA.
RD Leni R. Rioflorido gave the Welcome Remarks and
acknowledged the presence of RD Lydio M. Español, Jr., the

Statistics Officers (PSOs) from MIMAROPA province, PSA regional
staff and guests were likewise acknowledged.
PSO Maria Lalaine M. Rodriguez of PSA Palawan presented the
Background of the 2015 Census of Population. The results of the
2015 POPCEN at the national and regional level were presented by
Chief Statistical Specialist Maribel L. Bernardo of RSSO, SOCD-
MIMAROPA. PSO Efren C. Armonia from Oriental Mindoro
presented the Population Density of the Philippines & MIMAROPA.
Population Counts by Legislative District of Philippines &
MIMAROPA was presented by PSO Samuel A. Villar from
Occidental Mindoro.
Afterwards, RD Lydio M. Español, Jr., the Keynote Speaker, shared
his presentation with the title “Beyond the Population Data”. The
outline of his presentation include the Increasing Population,
Implications of Increasing Population and Recommendations.
An open forum was held after the presentations and was facilitated
by OIC-PSO Gemma N. Opis of Marinduque.
To close the forum, PSO Lino P. Faminialagao from Romblon
thanked everyone who participated, and those who helped analyze
to come up with the recommendations of this census.

Conduct of Planning Workshop

Chief Administrative Officer Pilar P. Mendoza of PSA
RSSO MIMAROPA presented the 2016 Personnel
Complement. The presentation was comprised of the
list of positions, corresponding salary grades and the
name of designated employees as well as the vacant
positions to be filled up in the regional office and the
provincial offices of PSA MIMAROPA.
On the second day, PSO Samuel A. Villar of PSA
Occidental Mindoro presented the activities for Sectoral
Statistics, while PSO Efren C. Armonia of Oriental
Mindoro presented the activities for Censuses and
Technical Coordination and PSO Maria Lalaine M.
Rodriguez of Palawan presented the activities for Civil
Registration and Central Support.
An open forum followed, and the issues and concerns
regarding the lists and scheduled of activities presented
earlier were raised.
Chief Administrative Officer Pilar P. Mendoza
presented the Project Procurement Management Plan
for 2016. The presentation focused on the Rule II
Section 7 of IRR RA 9184. Regional Director Leni R.
Rioflorido presented the Updates on Civil Registry
System - Information Technology Project II (CRS-ITP
2).
Supervising Statistical Specialist Natalie T. Torreliza of
Occidental Mindoro delivered the synthesis for the two
(2) days of planning workshop. She said that this
year‟s theme motivate the participants to pursue the
realization of our organization‟s vision and putting the
mission into effective actions. She mentioned that with
the preparation for the ISO accreditation, it is truly a
challenge of adapting the 5S.
Overall, the two (2) fruitful days of planning workshop
was a success. After that, RD Leni R. Rioflorido
initiated the oath taking of Oriental Mindoro staff led by
PSO Efren C. Armonia followed by Occidental Mindoro
staff led by PSO Samuel A. Villar and lastly Romblon
staff headed by PSO Lino P. Faminialagao.
Then, the recitation of the PSA Commitment was led by
RD Leni R. Rioflorido. PSO Lino P. Famialagao of
Romblon gave the closing remarks. He thanked
everyone for the support and success of the workshop
and hope that the plans for 2017 will become a reality.

2017 Regional Planning Workshop was held
at Ramada Manila Central, Binondo, Manila
on December 13-14, 2016. The Workshop
has the theme: “Levelling Up: PSA at 4” which aims to
assess the major accomplishment in 2016 and to look
back on how PSA MIMAROPA did in 2016 to measure
the level of success with all the overlapping activities.
RD Leni R. Rioflorido gave the welcome remarks and
her message was an encouragement for all the PSA
MIMAROPA employees to look back at what have been
accomplished and achieved this past year to enable to
plan and program more efficiently the activities for next
year.

PSA MIMAROPA had a total workforce of 106 PSA personnel by the end of December 2016. Of this total,
25 percent (27) were based in the regional office and 75 percent (79) at the provincial offices. Female
employees dominate the total personnel complement as they comprised 60 percent (64) of the total PSA
Region IV - B employees compared to their male counterpart of only 40 percent (42).
Training
As of December 2016, PSA MIMAROPA conducted and attended 24 trainings/seminars/conventions on
civil registration. Moreover, there were 22 trainings/seminars/workshops/lecture series initiated/organized
by the agency as well as other agencies which were attended by PSA personnel. Of this total, 13 were
conducted by the agency and 9 were attended by PSA personnel.
Such activities significantly contributed to the planning and development as well as to the
accomplishment of providing quality services by the agency.

Gender and Development
Lecture on R.A. 7877 or the Sexual Harassment Law with Ms. Miramelinda O. Leuterio of DSWD as guest speaker, and attended by PSA MIMAROPA employees.
Last March 22, 2016 PSA invited the DSWD in the person of Ms. Miramelinda O. Leuterio. She discussed the essential elements of Sexual Harassments, what constitutes it, where it could be done, how it is committed and what are the forms of sexual harassment.
Lecture on R.A. 9262 or the Anti Violence Against
Women and their Children Act of 2004 - PSA invited a resource speaker for the Lecture on Violence Against Women and their Children (VAWC) in the person of PSupt. Imelda V Tolentino, Chief of Women and Children‟s Protection Desk (WCPD). PSupt. Tolentino discussed the cases involving women and children from January – February 2015 and from January – February 2016. These include crime statistics that were recorded at PNP, what were the causes and what recommendations can be applied in order to prevent these crimes. She also discussed the VAWC Law or the Violence Against Women and their Children, what comprises it, what are the forms, who may file the case and what remedies should be applied to victims.
Training on Balloon Decoration - Training on Balloon
Decoration was conducted as part of the celebration of Women‟s Month. Ms. Jeile Gandia, the trainer of the Training on Balloon Decoration taught PSA RSSO MIMAROPA employees a lot of basic balloon decorating techniques. She started the training with the basic procedure showing how to correctly fill and tie balloons and how to knot them into pairs.

Philippine Statistics Authority, being a government agency that advocates women empowerment and
gender equality, lined up series of activities for the National Women‟s Month Celebration with the theme
“Kapakanan ni Juana, Isama sa Agenda” that gave emphasis on the awareness and protection of women.

Financial Management The regional office cooperated with the Central Office to instill efficiency in disbursing funds and
monitoring its balances. Out of the Php 80.35 million for the fiscal year 2016, 99.99 percent was utilized in the
region. This left an unexpended allotment of Php 3.89.

Information Dissemination Forum on Civil Registration for the 2016 Civil Registration Month
In celebration of the 2016 Civil Registration Month with the theme: “Makiisa. . . . Makisali sa Dekadang CRVS”, Philippine Statistics Authority - Marinduque Provincial Statistics Office and the Local Civil Registry Office of Torrijos conducted an Information Dissemination Forum on the following:

Training on the Revised Implementing Rules and Regulations of Republic Act 9255
PSA - Marinduque Provincial Office conducted Training of Revised Implementing Rules and Regulations of Republic Act 9255 on May 10-11, 2016 at MSC-AVR, Tanza, Boac, Marinduque. It was participated by Municipal Civil Registrars, LCRO Staff, PSA Staff and Municipal Health Officers. The training revolves on the discussion of Revisions in the Administrative Order No. 1 Series of 2016, Manual of Instructions and some sections of RA 9255. After discussion, workshop exercises were done to know if the participants understood the discussion.
The last part of the training was the open forum in which different issues and concerns were raised like COLBs submitted to LCROs with AAP signed by the father of the child. MCRs would like to refrain from affixing their signatures on the “subscribed” portion without the presence of the father of the child. MCRs even suggested that implementation of the law must be relayed to end users, which the Office greatly supports and suggests that further information campaign be intensified. Also, aside from the RTC authenticating Legal Instruments (LIs), the RSSO can authenticate subscribed LIs from MCRs. This caused the delay in the processing of the document. Remarks portion/box of COLB should be used for first time registration. Any further revision on the COLB should be written outside the box (side portions of the document). Date of implementation of Revised IRR of RA 9255 was not stipulated in the manual.
Civil Registration Forum for Stakeholders and
Barangay Officials
PSA Marinduque, with the cooperation of PSA RSSO MIMAROPA and the Local Civil Registry Office of Torrijos, conducted a Civil Registration Forum for Stakeholders and Barangay Officials on August 19, 2016 at SB Session Hall, Torrijos, Marinduque. It was attended by barangay officials and stakeholders from different barangays and local agencies of Torrijos. The activity started with a prayer followed by national anthem.
Engr. Ronan L. Regio, MCR of LCRO Torrijos, welcomed the group by thanking all the participants for their participation to the said activity. He also gave an overview of the activity.
On the other hand, Regional Director Leni R. Rioflorido stressed the importance of civil registration. She also gave updates about the PSA through a video presentation.
Moreover, OIC-PSO Opis discussed the Civil Registration Services and CRVS Decade, while MCR Ronan L. Regio tackled the Laws on Civil Registration.
The activity ended by an open forum whereby the participants were given chances to raise questions. Most of the problems raised by the clients/participants were on clerical error and legitimation. All the queries were answered by RD Rioflorido and OIC-PSO Opis, with the help of MCR Regio.
PSA Marinduque Participates in the 116th Anniversary of Battle of Pulang Lupa
PSA Marinduque Provincial Staff, headed by RO II Sartillo, joined the commemoration of the 116th Anniversary of Battle of Pulang Lupa with the theme “Tapat na Paglilingkod sa Bayan, Pangangalaga sa Kalikasan: Tungkulin at Pananagutan ng Bawat Mamamayan”, in the morning of September 13, 2016 held at the Torrijos Covered Court, Torrijos, Marinduque. They were among the audience who witnessed the different activities conducted during the celebration.
The commemoration started with the wreath-laying ceremony and 21-gun salute from the Marinduque Police Provincial Office (PPO) Band and Torrijos Municipal Police Station, LGU Officials and Guests.

In connection with this celebration, indoor games like Pinoy Henyo, PSA Quiz and “Strongest and Highest” were played. They were thankful and blessed because despite of their busy schedule from work, they finished the program within a day with joy, love and peace. Attends Alay Lakad with the Theme “Alay Lakad: May Pag-asa ang Kabataan On September 13, 2016, Philippine Statistics Authority Provincial Statistics Office of Occidental Mindoro joined the Alay Lakad 2016 with the theme “Lakad sa Pag-unlad ng Batang Mambureño” conducted in Mamburao, Occidental Mindoro. The activity was spearheaded by the Officials and Employees of Provincial and Local Government Unit of Mamburao; Government Agencies, Civic Organizations; Religious Sectors; Staff of Police Provincial Office and Mamburao MPS; BFP; Coast Guard; Private Establisments. This was also participated by Non-Government Organizations and initiated by the Alay Lakad 2016 Executive Committee led by Ms. Marie Rose A. Delos Reyes in support of the Local Government Unit of Mamburao led by Honorable Angelina F. Tria. At around 6:00 o‟clock in the morning,assembly of all participants was conducted at Mamburao Municipal Town Plaza. All the participants joined the Zumba Session before the parade started. Parade toured around the major thoroughfares of the town. Second part of the program was conducted at Municipal Plaza Gymnasium wherein all the members of Alay Lakad 2016 participants were presented and acknowledged. This yearly endeavor intends to raise funds for the projects and programs of the local government unit pertaining to the benefit and welfare of our youth. Activity ended at 10:00 o‟clock in the morning same date with satisfactory result.
Conduct of Mobile Acceptance As per request from the Local Government Unit of the municipality of Magsaysay, this level was represented by Ms. Griselda D. Malabanan in the mobile acceptance of the requests for authenticated documents.
During the said activity, queries regarding the clients‟ problems were attended while accepting their requests. Said activity started as early as eight o‟clock in the morning and lasted till afternoon. PSA Occidental Mindoro Conducts Launching of
CRVS Decade
The celebration of Civil Registration Month in the province was highlighted by the province-wide launching of CRVS Decade through Mobile Info Caravan. It was started in Abra de Ilog on February 23, 2016 at 9:30 a.m. and ended in the municipality of Magsaysay on February 26, 2016 at 11:00 a.m. It is also where the launching of the event was conducted in nine mainland municipalities of the province.
PSA Occidental Mindoro Attends 2016 Seminar
on Professional & Career Development and Strategic Performance Management System
OIC-PSO Samuel A. Villar and regular employees of this province attended in the seminar on Professional & Career Development Planning and Strategic Performance Management System on June 17-18, 2016 at Benilda ng Bancuro, Naujan, Oriental Mindoro. All participants actively participated and enjoyed every lectures, team building and social activities.

3rd Anniversary PSA Occidental Mindoro celebrated the 3rd PSA anniversary on September 9, 2016 at the PSA Occidental Mindoro Provincial Statistical Office with the theme “Syn3rgy”. PSO Samuel A. Villar read the anniversary message of beloved National Statistician Lisa Grace S. Bersales.

Participates in the National Clean-up Day PSA Oriental Mindoro participated in the National Clean-up Month and in the 31st International Coastal Clean-up Day last September 17, 2016 at Suqui, Calapan City. The theme for the said activity was “Bayan Ko, Linis Ko: Bayanihan para sa Malinis na Karagatan: and spearheaded by the Department of Environment and Natural Resources.
Seminar Workshop on Barangay Civil Registration System and Civil Registration Laws
and Procedures This office in coordination with PSA Cavite conducted Seminar Workshop on Barangay Civil Registration System and Civil Registration Laws and Procedures last March 28-30, 2016 at San Isidro, Puerto Galera. OIC PSO Efren Armonia discussed topics about Barangay Civil Registration System Concepts/Definitions and Collaboration.
Attends Integration Workshop SS Pepito David attended Provincial Development Investment Program 2017-2019/Annual Investment Program 2017 Integration Workshop. Participating Sectors Social Service Sector, Economic Development Sector, Environment Sector, Infrastructure Sector and General Public Sector last July 12-13, 2016 at Puerto Galera, Oriental Mindoro. Objectives of the workshop is to facilitate the implementation of the 10-year Development Plan of the Province to include the following: construction of hospitals in strategic location, to promote various tourist destination in the province, to protect the environment and conserve the natural resources, construction of farm to market road and to provide continuous assistance to the growing needs of Mindoreños. The role of Philippine Statistics Authority is to provide data regarding Population, Agricultural Statistics, Establishments and Civil Registration.
PSA Oriental Mindoro Conducts PhilCRIS Training
Training on PhilCRIS was held at St. Anne Lying - In Clinic, Roxas, Oriental Mindoro last February 4, 2016, 10:00AM to 5:00PM. OIC PSO Efren C. Armonia and Stat II Charlyn R. Cantos conducted the training. The clinic administrator with her staff attentively participated in the training.
PSA Oriental Mindoro Participates in Civil Registration Month initiated by Calapan City
Parole and Probation Office SCO II Pepito S. David acted as lecturer in the Seminar on Responsible Parenthood, Understanding Gender and Reproductive Health last February 12, 2016 in Parang, Calapan City. The seminar was organized by the Calapan City Parole and Probation Office. Since February 2016 is civil registration month, and the seminar is about responsible parenthood, it is indeed proper to discuss civil registration.
PACR Meeting and Oriental Mindoro CRVS Decade Launching
Oriental Mindoro PACR Meeting was held last July 20, 2016 at Max‟s Restaurant in Calapan City. During the event, PSA Oriental Mindoro launched the CRVS Decade.
RD Leni R. Rioflorido was invited to give a message to the occasion. However, CRASD Chief Pilar P. Mendoza delivered the message on behalf of the Regional Director. She said that this is an opportune time to introduce the Civil Registration and Vital Statistics Decade. The decade covers years 2015 to 2024. She also mentioned the Ministerial Declaration, “To Get Everyone in the Picture” in Asia and the Pacific. It was adopted by the Ministerial Conference on CRVS in Asia and Pacific on November 28, 2014 in Bangkok, Thailand. She gave emphasis on the important role of the LGUs with the C/MCRs as PSA‟s direct link in carrying out the CRVS Decade vision. She further mentioned that together as one, we will achieve the goal of 100% registration of vital events.
The second part of the occasion was the PACR Meeting. CCR Nely Asturias of Calapan City shared that LCRO of Calapan City is no longer collecting fees for the registration of Vital Events as per President Ramos‟ state declaration of national policy of registration.

PSA Palawan Conducts Oath-Taking Ceremony of personnel
Finally, the long awaited event for the PSA Palawan personnel has come. The most awaited Oath Taking Ceremony. They are very glad and honored that the National Statistician Dr. Lisa Grace S. Bersales administered their Oath as public servant. They were very grateful also with the presence of the PSA top officials DNS Romeo S. Recide, DNS Josie B. Perez, ANS Grace Del Prado and Regional Director Leni R. Rioflorido during the ceremony. It is indeed such a worth having activities for everyone. A total of 18 personnel from PSA Palawan have taken oath that time along with Ms. Maribel L. Bernado, Division Chief, SOCD of PSA MIMAROPA.
Participates in ARTA Caravan PSA Palawan participated in the Civil Service Commission (CSC) 2016 ARTA Caravan held at Puerto Princesa City Hall on September 26 to 28, 2016 with various national agencies namely: GSIS, PhilHealth, Landbank, HDMF, SSS, LTO, TESDA, DFA, BIR, DTI, DOLE, PRC, CHED, NBI, DSWD, LRA and Bureau of Fire Protection. They set-up a mini booth to display their products and provide services like mobile acceptance of requests of birth, marriage, death and CENOMAR and entertain queries on the status of their documents through the OnDDot Login, distribution of pamphlets on civil registration and country statistics. They have served about one hundred fifty-six clients during the event.
2016 Civil Registration Planning Workshop In celebration of Civil Registration Month, PSA -Palawan conducted the 2016 Civil Registration Planning Workshop which was held last February 1, 2016 at Circon Lodge Business Inn in Puerto Princesa City. The activity was highlighted by the symbolic turn-over of key responsibility of outgoing PSO Benjamin Quintero to OIC-PSO Maria Lalaine Rodriguez and unveiling of PSA Logo by OIC-RD Leni Rioflorido and OIC-PSO Rodriguez. During the workshop, OIC RD Leni Rioflorido discussed some important updates on civil registration and PLCR Abner Maduro presented the plans, issues and concerns in civil registration.
Conduct of Orientation/Presentation on Local Statistical System Development Projects
With the development of the Provincial Statistical System Development Project with Palawan as one of the pilot province, the Philippines Statistics Authority officials from central Office spearheaded by the National Statistician Dr. Lisa Grace S. Bersales along with the DNS and ANS made attendance to the session of Sanguniang Panlalawigan of Palawan and subsequently conducted meeting with the honorable governor of Palawan Jose Ch. Alvarez with NS Bersales as presenter re: Concept paper on Local Statistical System Development Project. The activity were participated by a total of 59 pax comprised by officials/personnel from top managerial position of the provincial government of Palawan with primary functions related to generation of statistical development in the province of Palawan. Palawan joins Tree Planting Activity during PYAC Pista Y Ang Kagueban (PYAC) or Feast of the Forest is an annual activity organized by the city government which seeks the support of the residents of the city to plant seedlings of different species to preserve its green forest and fight the effect of global warming. On its 26th year, with a theme “Sulong para sa Buhay-Ilang”, PSA Palawan joined the said activity, once again. Despite the muddy road and hikes to Sitio Tagaud, each participant planted at least two trees to the designated area.

OIC-RD Leni R. Rioflorido, meanwhile, presented the topics on civil registration laws wherein the processes in correcting errors in the civil registry documents were presented. Then after, an open forum was made to address the queries raised by the students concerning their erroneous civil registry documents.
Launching of the CRVS Decade PSA Romblon conducted the Launching of the CRVS Decade on February 15, 2016 with the presence of the municipal civil registrars of the province. A ribbon-cutting ceremony of the “Get Every Pinoy and Pinay in the Picture” exhibit was made to highlight the launching activity. OIC-RD Leni Rioflorido expounded on how the Philippine government entered into an agreement regarding the promotion of the CRVS Decade. Present during the occasion were the municipal civil registrars and visitors from partner agencies of the PSA.
Training on Revised IRR and Manual of Instructions of RA 9255
Training on Revised Internal Rules and Regulations and Manual of Instructions of RA 9255 was conducted on August 9-10, 2016 at Hiland Resort, Budiong, Odiongan, Romblon. Said training was sponsored by the LCRO of Odiongan, Romblon. Present in the activity was Hon. Trina Alejandra Q. Firmalo-Fabic, municipal mayor of Odiongan, who gave her welcome remarks. In her message, she emphasized the importance of having correct birth record to avoid future problems. RD Leni R. Rioflorido and CRASD Chief Pilar P. Mendoza served as resource persons of the training. They discussed alternately the concepts and instructions in the manual including the situational examples. They also addressed the queries raised by the participants during the 2-day training. Participants in the training include municipal civil registrars and staff, midwives and nurses of Rural Health Units, and registration officers of private and public hospitals in the province.
PSA-MCR Civil Registration Consultative Forum A forum with municipal civil registrars of the province and their staff was organized by PSA Romblon in order to stress out the problems concerning civil registration in the province. Present in the conference was OIC-RD Leni Rioflorido and PSA Romblon provincial staff headed by OIC-PSO Lino P. Faminialagao. Asst. Stat Fely F. Miñano, being the civil registration focal person, presented the consolidated concerns addressed to the municipal civil registrars. It was about the errors most commonly observed in the submitted civil registry documents. Then after, OIC-RD Leni Rioflorido presented her topic on how to address the common problems in civil registration to help the MCRs in making decisions in the petitions filed in their offices. In response, MCR Belcezar Fajutagana presented their concerns to PSA. Included in their concern is the lack of meetings or seminars called by the provincial office with which OIC-PSO Faminialagao promised to make in his words of commitment. An open forum was conducted in order to address all the problems concerning the civil registration and system in the province.
Orientation-Seminar/Lecture Forum on Civil Registration Laws
PSA Romblon conducted a Lecture Forum about Civil Registration Laws at Romblon State University-Sawang Campus on February 16, 2016. OIC-RD Leni Rioflorido was the main presenter in the activity. More than hundreds of graduating college students in the said campus was present in the said activity. Campus Director Cresenciana M. de Luna welcomed the PSA staff and recognized the important role that the civil registration system plays in the development of our nation, thus encouraged the students to make sure that their birth was registered and that it is error-free to avoid hassles in accomplishing personal goals in life.
