1. AMENDMENTS TO AGENDA

Mayor Pankow requested that Priority Issue 7d) Municipally Significant Event at Meraki be added to the agenda.

2. DISCLOSURE OF MONETARY INTEREST Councillor Gallipeau declared a pecuniary interest during the In Camera Item 8b) Proposed or Pending Acquisition or Disposition of Land discussion. Councillor Gallipeau left the room and did not participate in the discussion.

3. DELEGATIONS a) Bruce Enloe, Two Rivers Food Hub

Bruce Enloe provided a presentation to Council on the Two Rivers Food Hub (presentation attached). B Enloe encouraged Council and the public to check out their online market place, the local foods and groceries that can be purchased. He noted that they have pick up in Smiths Falls twice a week. Bruce Enloe shared that the Board is requesting a reduction in taxes or waiving of property taxes. Council requested more information including a business plan and financial information detailing what they are currently charged for taxes. Councillor Brennan shared that he would like the item discussed a future Committee of the Whole Meeting.

5. C.A.O. / DIRECTORS’ REPORTS - The Management Team provided reports

on their areas of responsibility.

6. CORRESPONDENCE ITEMS – None due to the nature of the meeting.

7. PRIORITY ISSUES a) Engineering Services for Rehabilitation of Beckwith Street Bridge

Report 2017-117 Director of Public Works and Utilities T Dunlop provided Council with Report 2017-117 requesting that Council award the design services contract for the rehabilitation of the bridges over the old lock, new lock and pedestrian underpass to Greer Galloway Group. T Dunlop reminded Council that in March, the municipality received notice that the Connecting Links Grant Application had been approved in the amount of $1.2 million. He noted that the barriers will remain but that staff will make sure that they are cosmetically attractive. Councillor Maloney requested that at least the railings be changed to connect with the stone arch bridge. T Dunlop noted that there will be further discussion with Council respecting the cosmetics of the barrier and what can be done. ACTION - Council to bring forward a resolution to tonight’s meeting of Council awarding the Engineering Services for Rehabilitation of Beckwith Street Bridges to Greer Galloway Group in the amount of $72,037.50 including HST.

b) Engineering Services for the Filter Media & UV Replacement Report 2017-118 Director of Public Works and Utilities T Dunlop provided Council with Report 2017-118 respecting Engineering Services for Filter Media and UV Replacement. T Dunlop requested that Council support the recommendation as detailed in the report to direct staff to retain the services of R.V Anderson & Associates. T Dunlop shared that staff recommend that the work be conducted by RV Andersons as they are very familiar with plant. He noted that staff will be working on an hourly basis and that the upset limit of costs are detailed in the report. Council supported the staff recommendation. ACTION – Council to bring forward a resolution to tonight’s regular meeting of Council authorizing staff to retain the services of R.V. Anderson & Associates at an upset cost of $11,020 and $27,935 respectively as detailed in Report 2017-118.

c) Municipal Recreation Cost Sharing-Non-Contributing Municipality Policy Report 2017-116 Chief Administrative Officer M Morris provided Council with Report 2017-116 requesting that Council adopt a By-law to impose a prohibition on residents from non-contributing municipalities that share a common border with the Town from using the Town of Smiths Falls arena complex. M Morris reminded Council of the three options that were provided to them for consideration including the implementation of a surcharge, prohibition and to take no action. M Morris noted that the Township of Merrickville-Wolford decided not to enter in to the recreation cost sharing agreement. M Morris shared that the Town did have an information session with the 37 user groups but that only 3 groups attended the meeting. He noted that staff felt that the attendees left with a good understanding and that the Town cannot give away services. M Morris shared that on June 26

th the Township of Merrickville-Wolford

passed a resolution to rebate their residents $200 per user if they use a facility that is not located in Merrickville-Wolford and charges a user fee. M Morris shared that in the past there was a surcharge in place which was $387.00. M Morris shared that staff’s recommendation is prohibition noting that staff will work closely with the leagues and user groups to implement the program. Council supported the recommendation as detailed in the report to impose prohibition to residents from non-contributing municipalities that share a common border with the Town from using the Town of Smiths Falls arena complex. ACTION – Council to bring forward a By-law to tonight’s regular meeting of Council.

d) Miraki Collective

Mayor Pankow shared that he had received a request from Maraki Collective which is located on the corner of William Street and Maple Avenue. S Pankow shared that they would like Council to support the Entrepreneurs Happy Hour event as a municipally significant event so that they can apply for their liquor licence. ACTION – Council to bring forward a resolution to support the

THAT Council of the Corporation of the Town of Smiths Falls, as provided in Section 239 (2) (e.) of the Municipal Act 2001, as amended move into a closed meeting. Moved by: J Brennan Seconded by: D Quinn THAT Committee move to a closed session at 5:25 p.m. to discuss a Litigation or Potential Litigation. Disposition: CARRIED (7-0) Media, guests and staff were excused Chief Administrative Officer M Morris, Interim Treasurer J Koziel and Deputy Clerk N Bennett remained.
