SCOPE & PURPOSE: To outline the City of London's Requirements to provide a complete Custodial Maintenance Service for the Exeter Road Operations Centre, 707 Exeter Road, London, Ontario.
7:00 a.m. – 11:00 p.m. - Monday to Friday Square footage of the Facility is approx. 40,000 sq. ft. 1. SCHEDULED MAINTENANCE:
At least one cleaner will be on site from 7:00 a.m. until 11:00 p.m., Monday through Friday except the following Statutory Holidays: New Years, Family Day, Good Friday, Easter Monday, Victoria Day, Dominion Day, Civic Holiday, Labour Day, Thanksgiving Day, Christmas Day, Boxing Day. During winter operations, there must be a 2nd person brought in on day shift during heavy snow periods. Work needed to be done to meet the requirements of this contract can be done at other times than the 7:00 a.m. until 11:00 p.m. stated. This includes weekends.
2. DESCRIPTION OF SERVICE
See attached CUSTODIAL TASK & FREQUENCY LOG BOOK setting out the frequency of the work to be done. The Task & Frequency Log Book is to be used as the Log Book.
3. CLEANING AS REQUIRED:
The tasks are to be performed at the noted frequency. It may also be necessary to perform some services in addition to the established schedule in order to facilitate accidental spills, vandalism, heavy building usage etc.
The performance of this type of clean-up should not affect the cleaning schedule and the successful bidder is required to include in his submission, a cost that would allow for these eventualities. The successful contractor shall be on twenty-four (24) hour call for emergencies.
4. PERFORMANCE:
Should the successful contractor’s employee(s) be unable to work (sick, etc.) the successful contractor is still totally responsible for completing the necessary work. Failure to do so will result in an appropriate credit to that month’s invoice and may result in cancellation of the contract. The City does not take responsibility for sick calls of the successful contractor’s employees. Failure to perform the cleaning at the specified time and date as identified in SCHEDULED MAINTENANCE will result in credits or cancellation of the contract.

5. PERSONNEL:
a) Custodial personnel must be screened, bonded and wear identification.
b) The custodial personnel will be required to sign in and out in the log book indicating times of arrival and departure for every shift. They will fill out the log sheet indicating what cleaning was performed.
c) The successful contractor will provide a list of employees and supervisors, names and telephone numbers.
d) The City will also provide a list of key personnel and telephone numbers to the successful contractor.
e) The City reserves the right to screen the contract’s employees and select who should be ‘on site’.
f) All custodial personnel must have completed the Health and Safety Training Program and the Cleaning Training Program.
6. LOG BOOK:
a) The sheets for the log book will be provided by the contractor and will remain at each facility. The City will supply the initial log sheet for the successful contractor to have duplicated.
b) The successful contractor must report any problems, repairs required or safety matters in the log book for response by the Facility Manager.
c) The Facility Manager or designate will also make comments in the log book for action to be taken by the Custodial Company.
d) The custodial personnel will leave the completed log sheet in the log book at each location after each cleaning.
e) All custodial personnel, supervisors or any person associated with the custodial contract company will sign in the log book every time they visit the facility.
f) Supply requisitions by the custodial personnel will be logged in the log book detailing date of request, supplies requested and date supplies arrived.
g) Failure to meet any of the above will result in appropriate credits or cancellation of the contract.
7. SUPERVISION and MEETINGS:
a) The successful contractor is responsible for supervision of the performance of and the custodial personnel in all the facilities awarded to the contract company. The successful contractor’s supervisor will visit the site weekly to check staff and log book to ensure contractual obligations are being fulfilled. The successful contractor’s supervisor will sign in and out of the log book at all visits.
b) The successful contractor's supervisor is expected to meet weekly with the Facility Manager or designate.
c) Failure to meet a) and b) will result in appropriate credits or cancellation of the contract.
8. EQUIPMENT AND SUPPLIES;
The successful contractor is required to supply all labour, supervision, materials and equipment necessary to complete this contract. This includes, but is not limited to all cleaning products, garbage bags, toilet paper, paper towels, sanitary napkins, hand cleaner, hand & body soap for showers and washrooms, etc.
The successful contractor is to buy the Deb Sunflower Heavy Duty Hand Cleaner and the Deb – Hair & Body Shampoo from Guillevin International who the City has a contract with and use this soap only in the dispensers. The successful contractor is to buy the Paper Towels and Toilet Paper from Swish Maintenance Ltd. who the City has a contract with and use only these products in the dispensers.
The successful contractor will be required to supply recycling bags for areas where the City places recycling bins and also to supply clear bags and appropriate carts for collecting the recycling and transferring it to the designated recycling area.
EXETER ROAD OPERATIONS CENTRE CUSTODIAL TASK & FREQUENCY LOG BOOK

The successful contractor is to buy the Skin Care Products from the contractor who the City has a contract with and use this soap only in the dispensers. The contractor is to buy the Paper Towels and Toilet Paper from the contractor who the City has a contract with and use only these products in the dispensers. The successful contractor will be required to supply recycling bags for areas where the City places recycling bins and to supply clear bags and appropriate carts for collecting the recycling and transferring it to the designated recycling area.

9. SECURITY SYSTEM:
This facility has a security system that is monitored by an Alarm Monitoring Company. The successful contractor’s supervisor will be instructed on the proper use of this system and will be responsible for instructing all their employees on its use. The custodial personnel must to be able to arm and disarm the system. It is the successful contractor’s responsibility to ensure all custodial personnel are able to operate the system. The alarm system will indicate if doors are not secured when they are trying to arm the system. The custodial personnel will secure these doors if the alarm panel indicates that they are not secured. Some of the doors do not allow anyone to open the door at any time or the alarm will go off. The location of these doors will be given to the successful contractor. If the custodial personnel accidentally make a mistake and sets off the alarm, they are to immediately call City Hall Security at 661-2500 Ext 4577. The custodial personnel will tell Security what has happened and have Security contact the Facility Manager or designate. If the janitor does not let the Commissionaire know that they have made a mistake with the alarm system, a Security Company will be dispatched to the location to investigate the alarm. The City will be billed for this call-in. Any costs incurred from call-ins of the Security Company caused by the custodial company will be subtracted from the monthly bill submitted by the custodial company.

The schedule for the work will be Tuesday night and Saturday afternoon. The work will be completed between 5:00 p.m. and 11:00 p.m. on Tuesday between 9:00 a.m. and 3:00 p.m. on Saturday.
2. DESCRIPTION OF SERVICE:
See attached CUSTODIAL TASK & FREQUENCY LOG BOOK setting out the frequency of the work to be done. This Task & Frequency Log Book is to be used as the Log Book.
3. CLEANING AS REQUIRED:
The tasks are to be performed at the noted frequency. It may also be necessary to perform some services in addition to the established schedule in order to facilitate accidental spills, vandalism, heavy building usage etc.
The performance of this type of clean-up should not affect the cleaning schedule and the successful contractor is required to include in his submission, a cost that would allow for these eventualities. The successful contractor shall be on twenty-four (24) hour call for emergencies.
4. PERFORMANCE:
Should the successful contractor’s employee(s) be unable to work (sick, etc.) the successful contractor is still totally responsible for completing the necessary work. Failure to do so will result in an appropriate credit to that month’s invoice and may result in cancellation of the contract. The City does not take responsibility for sick calls of the contractors employees. Failure to perform the cleaning at the specified time and date as identified in SCHEDULED MAINTENANCE, will result in credits or cancellation of the contract.

5. PERSONNEL: a) Custodial personnel must be screened, bonded and wear identification. b) The custodial personnel will be required to sign in and out in the log book indicating times of arrival and
departure for every shift. They will fill out the log sheet indicating what cleaning was performed. c) The successful contractor will provide a list of employees and supervisors, names and telephone
numbers. d) The City will also provide a list of key personnel and telephone numbers to the successful contractor. e) The City reserves the right to screen the contract’s employees and select who should be ‘on site’. f) All custodial personnel must have completed the Health and Safety Training Program and the Cleaning
Training Program. 6. LOG BOOK: a) The sheets for the log book will be provided by the successful contractor and will remain at each facility.
The City will supply the initial log sheet for the successful contractor to have duplicated. b) The contractor must report any problems, repairs required or safety matters in the log book for
response by the Facility Manager. c) The Facility Manager or designate will also make comments in the log book for action to be taken by

3. CLEANING AS REQUIRED:
The tasks are to be performed at the noted frequency. It may also be necessary to perform some services in addition to the established schedule in order to facilitate accidental spills, vandalism, heavy building usage etc.
The performance of this type of clean-up should not affect the cleaning schedule and the successful contractor is required to include in his submission, a cost that would allow for these eventualities. The successful contractor shall be on twenty-four (24) hour call for emergencies.
4. PERFORMANCE:
Should the successful contractor’s employee(s) be unable to work (sick, etc.) the successful contractor is still totally responsible for completing the necessary work. Failure to do so will result in an appropriate credit to that month’s invoice and may result in cancellation of the contract. The City does not take responsibility for sick calls of the contractors employees. Failure to perform the cleaning at the specified time and date as identified in SCHEDULED MAINTENANCE will result in credits or cancellation of the contract.

numbers. d) The City will also provide a list of key personnel and telephone numbers to the successful contractor. e) The City reserves the right to screen the contract’s employees and select who should be ‘on site’. f) All custodial personnel must have completed the Health and Safety Training Program and the Cleaning
Training Program. 6. LOG BOOK: a) The sheets for the log book will be provided by the successful contractor and will remain at each facility.

The successful contractor is to buy the Skin Care Products from the successful contractor who the City has a contract with and use this soap only in the dispensers. The successful contractor is to buy the Paper Towels and Toilet Paper from the contractor who the City has a contract with and use only these products in the dispensers. The successful contractor will be required to supply recycling bags for areas where the City places recycling bins and also to supply clear bags and appropriate carts for collecting the recycling and transferring it to the designated recycling area.

9. SECURITY SYSTEM:
This facility has a security system that is monitored by an Alarm Monitoring Company. The successful contractor’s supervisor will be instructed on the proper use of this system and will be responsible for instructing all their employees on its use. The custodial personnel must to be able to arm and disarm the system. It is the successful contractor’s responsibility to ensure all custodial personnel are able to operate the system.
The alarm system will indicate if doors are not secured when they are trying to arm the system. The custodial personnel will secure these doors if the alarm panel indicates that they are not secured. Some of the doors do not allow anyone to open the door at any time or the alarm will go off. The location of these doors will be given to the successful contractor. If the custodial personnel accidentally make a mistake and sets off the alarm, they are to immediately call City Hall Security at 661-4577. The custodial personnel will tell Security what has happened and have Security contact the Facility Manager or designate.
If the janitor does not let the Commissionaire know that they have made a mistake with the alarm system, a Security Company will be dispatched to the location to investigate the alarm. The City will be billed for this call-in. Any costs incurred from call-ins of the Security Company caused by the custodial company will be subtracted from the monthly bill submitted by the custodial company.

This facility has a security system that is monitored by an Alarm Monitoring Company. The successful contractor’s supervisor will be instructed on the proper use of this system and will be responsible for instructing all their employees on its use. The custodial personnel must to be able to arm and disarm the system. It is the successful contractor’s responsibility to ensure all custodial personnel are able to operate the system.
The alarm system will indicate if doors are not secured when they are trying to arm the system. The custodial personnel will secure these doors if the alarm panel indicates that they are not secured. Some of the doors do not allow anyone to open the door at any time or the alarm will go off. The location of these doors will be given to the successful contractor. If the custodial personnel accidentally make a mistake and sets off the alarm, they are to immediately call City Hall Security at 661-4577. The custodial personnel will tell Security what has happened and have Security contact the Facility Manager or designate. If the janitor does not let the Commissionaire know that they have made a mistake with the alarm system, a Security Company will be dispatched to the location to investigate the alarm. The performance of this type of clean-up should not affect the cleaning schedule and the successful contractor is required to include in his submission, a cost that would allow for these eventualities. The successful contractor shall be on twenty-four (24) hour call for emergencies.
4. PERFORMANCE:
Should the successful contractor’s employee(s) be unable to work (sick, etc.) the successful contractor is still totally responsible for completing the necessary work. Failure to do so will result in an appropriate credit to that month’s invoice and may result in cancellation of the contract. The City does not take responsibility for sick calls of the contractors employees. Failure to perform the cleaning at the specified time and date as identified in SCHEDULED MAINTENANCE will result in credits or cancellation of the contract.

numbers. d) The City will also provide a list of key personnel and telephone numbers to the successful contractor. e) The City reserves the right to screen the contract’s employees and select who should be ‘on site’. f) All custodial personnel must have completed the Health and Safety Training Program and the Cleaning
Training Program. 6. LOG BOOK: a) The sheets for the log book will be provided by the contractor and will remain at each facility. The City

The successful contractor is to buy the Skin Care Products from the contractor who the City has a contract with and use this soap only in the dispensers. The successful contractor is to buy the Paper Towels and Toilet Paper from the contractor who the City has a contract with and use only these products in the dispensers. The successful contractor will be required to supply recycling bags for areas where the City places recycling bins and also to supply clear bags and appropriate carts for collecting the recycling and transferring it to the designated recycling area.

9. SECURITY SYSTEM:
This facility has a security system that is monitored by an Alarm Monitoring Company. The successful contractor’s supervisor will be instructed on the proper use of this system and will be responsible for instructing all their employees on its use. The custodial personnel must to be able to arm and disarm the system. It is the successful contractor’s responsibility to ensure all custodial personnel are able to operate the system.
The alarm system will indicate if doors are not secured when they are trying to arm the system. The custodial personnel will secure these doors if the alarm panel indicates that they are not secured. Some of the doors do not allow anyone to open the door at any time or the alarm will go off. The location of these doors will be given to the successful contractor. If the custodial personnel accidentally make a mistake and sets off the alarm, they are to immediately call City Hall Security at 661-4577. The custodial personnel will tell Security what has happened and have Security contact the Facility Manager or designate. If the janitor does not let the Commissionaire know that they have made a mistake with the alarm system, a Security Company will be dispatched to the location to investigate the alarm. The City will be billed for this call-in. Any costs incurred from call-ins of the Security Company caused by the custodial company will be subtracted from the monthly bill submitted by the custodial company.

The performance of this type of clean-up should not affect the cleaning schedule and the successful contractor is required to include in his submission, a cost that would allow for these eventualities. The successful contractor shall be on twenty-four (24) hour call for emergencies.
4. PERFORMANCE:
Should the successful contractor’s employee(s) be unable to work (sick, etc.) the successful contractor is still totally responsible for completing the necessary work. Failure to do so will result in an appropriate credit to that month’s invoice and may result in cancellation of the contract. The City does not take responsibility for sick calls of the successful contractors employees. At least one custodian will be on site starting at 2:00 p.m. until all work is completed, five (5) days a week, Monday – Friday except the following Statutory Holidays: New Years, Good Friday, Easter Monday, Victoria Day, Dominion Day, Civic Holiday, Labour Day, Thanksgiving Day, Christmas Day, Boxing Day. The custodian will arrive at 2:00 p.m. daily and sign in with the Commissionaire on duty. The custodian will sign out in the log book when all work is completed and set the building alarm system.

3. CLEANING AS REQUIRED:
The tasks are to be performed at the noted frequency. It may also be necessary to perform some services in addition to the established schedule in order to facilitate accidental spills, vandalism, heavy building usage etc.
The performance of this type of clean-up should not affect the cleaning schedule and the successful contractor is required to include in his submission, a cost that would allow for these eventualities. The successful contractor shall be on twenty-four (24) hour call for emergencies.
4. PERFORMANCE:
Should the successful contractor’s employee(s) be unable to work (sick, etc.) the successful contractor is still totally responsible for completing the necessary work. Failure to do so will result in an appropriate credit to that month’s invoice and may result in cancellation of the contract. The City does not take responsibility for sick calls of the contractors employees. The successful contractor is required to supply all labour, supervision, materials and equipment necessary to complete this contract. This includes, but is not limited to all cleaning products, garbage bags, toilet paper, paper towels, sanitary napkins, hand cleaner, hand & body soap for showers and washrooms, etc. The successful contractor is to buy the Deb Sunflower Heavy Duty Hand Cleaner and the Deb – Hair & Body Shampoo from Guillevin International who the City has a contract with and use this soap only in the dispensers. The contractor is to buy the Paper Towels and Toilet Paper from Swish Maintenance Ltd. who the City has a contract with and use only these products in the dispensers.
The successful contractor will be required to supply recycling bags for areas where the City places recycling bins and also to supply clear bags and appropriate carts for collecting the recycling and transferring it to the designated recycling area.

9. SECURITY SYSTEM:
This facility has a security system that is monitored by an Alarm Monitoring Company. The successful contractor’s supervisor will be instructed on the proper use of this system and will be responsible for instructing all their employees on its use. The custodial personnel must to be able to arm and disarm the system. It is the successful contractor’s responsibility to ensure all custodial personnel are able to operate the system.
The alarm system will indicate if doors are not secured when they are trying to arm the system. The custodial personnel will secure these doors if the alarm panel indicates that they are not secured. Some of the doors do not allow anyone to open the door at any time or the alarm will go off. The location of these doors will be given to the successful contractor. If the custodial personnel accidentally make a mistake and sets off the alarm, they are to immediately call City Hall Security at 661-4577. The custodial personnel will tell Security what has happened and have Security contact the Facility Manager or designate.
If the janitor does not let the Commissionaire know that they have made a mistake with the alarm system, a Security Company will be dispatched to the location to investigate the alarm. The City will be billed for this call-in. Any costs incurred from call-ins of the Security Company caused by the custodial company will be subtracted from the monthly bill submitted by the custodial company.

The City will supply the initial log sheet for the contractor to have duplicated. b) The successful must report any problems, repairs required or safety matters in the log book for
response by the Facility Manager. c) The Facility Manager or designate will also make comments in the log book for action to be taken by
the Custodial Company. d) The custodial personnel will leave the completed log sheet in the log book at each location after each
cleaning. e) All custodial personnel, supervisors or any person associated with the custodial contract company will
sign in the log book every time they visit the facility. f) Supply requisitions by the custodial personnel will be logged in the log book detailing date of request,
supplies requested and date supplies arrived. g) Failure to meet any of the above will result in appropriate credits or cancellation of the contract. 7. SUPERVISION and MEETINGS: a) The successful contractor is responsible for supervision of the performance of and the custodial
personnel in all the facilities awarded to the contract company. The successful contractor’s supervisor will visit the site weekly to check staff and log books to ensure contractual obligations are being fulfilled. The successful contractor’s supervisor will sign in and out of the log book at all visits.
b) The successful contractor's supervisor is expected to meet monthly with the Facility Manager or designate.
c) Failure to meet a) and b) will result in appropriate credits or cancellation of the contract. 8. EQUIPMENT AND SUPPLIES;
The successful contractor is required to supply all labour, supervision, materials and equipment necessary to complete this contract. This includes, but is not limited to all cleaning products, etc., in addition to toilet paper, paper towels, hand soap, garbage bags, and napkins. The successful contractor is to buy the Deb Sunflower Heavy Duty Hand Cleaner and the Deb – Hair & Body Shampoo from Guillevin International who the City has a contract with and use this soap only in the dispensers. The successful contractor is to buy the Paper Towels and Toilet Paper from Swish Maintenance Ltd. who the City has a contract with and use only these products in the dispensers.

9. SECURITY SYSTEM:
This facility has a security system that is monitored by an Alarm Monitoring Company. The successful contractor’s supervisor will be instructed on the proper use of this system and will be responsible for instructing all their employees on its use. The custodial personnel must to be able to arm and disarm the system. It is the successful contractor’s responsibility to ensure all custodial personnel are able to operate the system.
The alarm system will indicate if doors are not secured when they are trying to arm the system. The custodial personnel will secure these doors if the alarm panel indicates that they are not secured. Some of the doors do not allow anyone to open the door at any time or the alarm will go off. The location of these doors will be given to the successful contractor. If the custodial personnel accidentally make a mistake and sets off the alarm, they are to immediately call City Hall Security at 661-4577. The custodial personnel will tell Security what has happened and have Security contact the Facility Manager or designate.
If the janitor does not let the Commissionaire know that they have made a mistake with the alarm system, a Security Company will be dispatched to the location to investigate the alarm. The City of London will be billed for this call-in. Any costs incurred from call-ins of the Security Company caused by the custodial company will be subtracted from the monthly bill submitted by the custodial company.
