Test pit information for the boundary position at the 35 kilometre point, however indicates sound formation conditions for the 600 to 900 mm excavation related to the palisade post foundations. 1.3 CONTRACT AREA: The contract area for this cluster will be a section on the De Wildt network from Barracks to Mears (0.00 to 1.34 network kilometers). The work will be done in confined space and under special conditions close to running trains. The contractor should provide for training of three flagmen that shall be tested by PRASA.

ANNEXURE “B”: SCOPE OF WORKS

The scope of work for this tender is:

1.1 NATURE OF WORK

fences, including gates and fittings.

1.2 The following activities form part of this contract: -

1.4 DURATION OF CONTRACT:

The Contract duration will be minimum 3 Months. The planned 2.68 kilometres for this

for this tender to start not later than 31st March 2016. High speed testing of new

PRASA trains will start during the month of April 2016. For safe testing operations, at

least one side of the fence has to be completed at the mid of May 2016.

1.5 SKILLS RESOURCES (PROVIDED BY THE CONTRACTOR)

1.5.1 All work must be supervised by a Site Supervisor in possession of a valid qualification

for Site Supervision. The project must be managed by a project manager in

possession of a valid qualification and experience

1.5.2 The contractor must provide flagmen for the protection of workmen on site. The

Flagmen will be tested (not trained) by PRASA to ensure their efficiency prior to the

commencement of works. This requirement is for all works executed near the running

lines.

1.5.3 A Surveyor with a valid qualification and experience to do all necessary survey work to

erect the fences in its correct position. This is necessary to align the fences on the

PRASA boundary.

1.6 PLACE OF WORK

1.6.1 A PRASA Technical Officer will direct the contractor to the place of work as well as

boundary reference pegs.

1.7 CONSTRUCTION RELATED SECURITY

The contractor must provide his rates as part of Preliminaries and Generals (P&Gs) for

protection of the construction site/ place of work. It is the requirement of this project that

the contractor submits the security plan for approval by PRASA Protection Services

before and during the construction period.

The contractor must provide on-site security for material stock and should ensure that

patrols are in place at the section where construction is in progress up and until the

completed work is handed over. No claims of material or losses must be lodged with

the client for stolen goods during the construction before the completed work is handed

over

1.8 TO BE PROVIDED BY THE CONTRACTOR

1.8.1 Site book (in triplicate) to record all incidents as well as the progress of work

during the occupation.

1.8.2 A detailed accelerated construction program, with the tender.

1.8.3 The contractor shall submit, at the time of tendering, a method statement providing

details (number and type) of the machinery, equipment, labour, material and

consumables that the contractor requires to complete the project and the steps and

process followed to clear the site before construction, install the fences and clear the

site after construction. Upon appointment, the contractor shall supply all machinery,

equipment, material, labour and consumables, etc, necessary for the undertaking and

completion of the works to satisfaction of the client. The cost thereof shall be included

in the tendered rates.

1.8.4 The contractor shall provide, at the time of tendering, at least 3 letters of reference with

contact details. The contractor shall provide a list of works completed to validate the

years of experience that the company has.

1.8.5 The contractor shall provide, at the time of tendering, CVs of all supervisory and skilled

personnel that the contractor will be utilised from this project with details of number of

years’ experience in similar works.

1.8.6 The contractor is responsible to remove all surplus material and clean the site properly

by completion of the project and within the contract period.

1.8.7 Quality assurance: The contractor must provide the Technical Officer with the

results of compaction tests (soil) and concrete cube tests (7 & 28 days) as

randomly selected / required by the Technical Officer during the construction

process. Work not approved as a result of non-compliance will have to be rectified by

the contractor on his account.

1.8.8 Any damage caused to the property of PRASA will be for the contractors account.

1.8.9 The contractor will be responsible for the safety and protection of his personnel,

machinery, equipment, material and partially completed work until the works are

handed over to the client.

1.8.10 Existing services - The contractor shall verify the position of all services and all other

obstacles and existing works on site. Before commencing construction in any particular

area, the contractor shall verify the positions of services. Where any underground

services are shown on the drawings, the contractor shall have the equipment available

on site for as long as is necessary to detect and locate such services and, if so

ordered, he or she shall excavate by hand to expose such services in areas and in a

manner and at a time agreed upon with the Technical officer.

1.8.11 Protection of cables- Before any excavations take place near identified service cables,

the contractor must contact the Technical officer. The contractor shall advise the

Technical officer at least 7 days in advance of the actual date on which to excavate

near any cable. The contractor shall not use mechanical equipment to excavate within

3m of the estimated position of identified cable and shall, if necessary, expose the

cable by means of hand excavation carried out under proper supervision. When so

instructed, the contractor shall backfill such cable trenches with approved material to

the compaction of 93% MOD-AASHTO density.

1.8.12 It is a requirement for this contract that local labour should be employed. The

contractor must employ the Community Liaison Officer (CLO) before work starts.

1.8.13 Stakeholder management – PRASA Corporate Affairs and regional

communications department will be engaged to approach the community before the

contractor is appointed.

1.9. STANDARD OF WORK

1.9.1 MATERIAL

The Contractor shall ensure that the installation of field fences conform to the

standard of the manufacturers and comply with relevant SABS / SANS. Materials for

field fences shall conform to the following requirements:

Fencing: Shall be of the size specified.

Concrete Fence: Shall be manufactured to the specified requirements of size,

shape and strength.

Gates: Shall be of the type specified.

Material: Shall conform to the kinds grades, and sizes specified for new fence,

and shall include the necessary fittings.

1.9.2 SETTING POSTS

Concrete shall be set in holes to a minimum depth of 750mm for line posts and 900mm

for corner or brace posts, and back-filled with earth except where otherwise specified.

Excavation for postholes shall be approximately 100mm larger than the diameter or

side dimension of the posts. Earth backfill around posts shall be thoroughly tamped in

layers not thicker than 100mm and shall completely fill the posthole up to the ground

surface. Concrete backfill around posts shall be rodded into place in layers not thicker

than 250mm and shall completely fill the posthole up to the ground surface. Backfill,

either earth or concrete shall be crowned up around posts at the ground surface. No

stress shall be applied to posts set in concrete until at least 24 hours after the concrete

has set.

1.9.3 CORNER ASSEMBLY

Unless otherwise specified, corner assemblies shall be installed at all points where the

fence alignment changes 15 degrees or more.

1.9.4 END PANELS:

End panels shall be built at gates and fence ends.

1.10 MEASUREMENT OF QUALITY OF CONSTRUCTION

1.10.1 The Contractor shall measure and record the length of the required fence. A hard copy

of these measurements shall be made available to the Technical Officer on completion

of the work for evaluation purposes. Correctness and final approval shall be the

responsibility of PRASA

1.10.2 Where the condition of the site is such that the specified performance standards

cannot be achieved, the contractor should record all relevant information in

conjunction with the Technical Officer before and after working. Correctness and final

approval shall be the responsibility of PRASA.

1.11 RECTIFICATION OF SUB-STANDARD WORK

Where the specified standards of workmanship and accuracy are not attained, the

Contractor shall rectify at own cost within 7 working days.

1.12 GENERAL

1.12.1 The Contractor shall make sure that none of his employees tampered with the property

of PRASA and his employees.

1.12.2 Should evidence be furnished of any tampering whatsoever with property of PRASA

and his employees the Contractor shall be liable for the replacement of such property at

his own cost.

1.12.3 Should any claim arise due to damage caused by any action of work by the

Contractor to property of PRASA and his employees or any other person/s,

the Contractor will be deemed liable to settle such claims at his own cost.

1.12.4 The contractor shall provide transport, equipment, tools, consumables,

supervision, protection and labour necessary to successfully complete the

contract.

1.13 SAFETY

1.13.1 The Contractor shall comply with requirements of safety legislation and regulations in all

respects.

1.13.2 All drivers must have valid driver’s licenses and Public Drivers Permits (PDP) where

applicable. Vehicles must be road worthy.

1.13.3 The Contractor will be responsible for all protective clothing and –equipment for his

employees.

1.13.4 The method of installation of field fences shall at all times comply with the E7/1

Specification attached hereto.

1.13.5 Normal protection measures in accordance with the Protection Manual shall apply.

1.13.6 An effective safety procedure to be followed by all personnel on any work site in the case

of approaching rail traffic shall be compiled by the Contractor and implemented before

any work commences. This procedure shall be updated whenever the need arises and

any changes shall be communicated to all employees on a works site before work

proceeds.

1.13.7 It is a requirement of this contract that the contractor should provide with his tender a

detailed safety plan, in accordance with the latest version of the OHS Act and the SPK 7

1.14 SPECIFICATIONS OF THE WORK OR PRODUCTS OR SERVICES REQUIRED

1.14.1 Installation of concrete palisade fence

Installation of Heavy Duty Concrete palisade fencing 2400mm high complete plus

450mm razor coil as indicated in Appendix 1 (drawing number 4103-CIV-PRS-001-

REV A).

1.14.2 POSTS:

Every second post must be 3500mm (2850mm above ground level) long to allow for

fixing of the razor coil on top of the fence. The intermediate post shall be 3050mm

long. Concrete strength and reinforcing of the posts to be done as indicated on

drawing detail ‘A’- Post.

1.14.3 RAIL:

The palisade concrete rails must be in multiple lengths of 2,0m as indicated under

notes on the drawing detail. Concrete strength the same as for Post’s.

1.14.4 PALES:

The length of the pales will be 2.4m long. The pales shall be bolted to the rails with 125

x 8mm carriage bolts (galvanised) and reinforced as indicated as detail ‘B’ PALE on the

drawing. Concrete strength the same as for Post’s. The amount of pales shall be 9 per

2m section.

1.14.5 CONCRETE BEAM BELOW PALES

A concrete beam of 200mm wide x 300mm deep over a section of 2m length to be cast

below bottom of pales as indicated on the drawing. The beam shall have compressive

strength of 20Mpa.

1.14.6 CONCRETE:

Concrete strength to all precast items to be as indicated on the drawing, curing to be 28

days. Concrete cover to be at least 20mm as indicated on the drawing. Concrete cubes

to be available and tested for the record of the Technical officer on site.

1.14.7 FOUNDATION:

Foundations to be 400mm x 400mm x 600mm deep in 20mpa unreinforced concrete.

1.14.8 INSTALLATION:

The posts are spaced at 2,0m centres and are slotted to take a horizontal rail. The pales

are hooked over the top rail. The open groove below the top rail is then caulked with 2:1

sand, cement-grouting mix.

1.14.9 GENERAL:

The contractor shall level the site and remove all weeds within a 3000mm strip (1.5m

both sides of fence). The site shall be clean and free from loose pieces of bolts or sharp

material.

1.15 DRAWINGS AND DETAILING

1.15.1 The drawings attached (Appendix 1 & 2) show general arrangement of the

Structures.

1.15.2 The drawings shall be read together with what exists on site. The contractor must ensure

that the work is carried out in strict accordance with the drawings provided.

1.16 SUPPLY AND INSTALL NEW CONCRETE PALISADE FENCE

Payment for the supply and installation of new concrete palisade fence will be made per

meter. This price must include for all work related to the preparation and installation of a

heavy duty concrete palisade fence over a flat or slight gradient terrain. The 2,4 m

above ground level end posts to be at 2 m centres with every 2nd post at 2,850 m above

ground level, 170 x 70 x 2m long top and bottom horizontal rails with ends grouted into

mortices in posts and 80mm tapering to 100mm x 2.37m long palings at 180mm

centres bolted to rails at intersections, including stopping off bolt holes with cement

mortar. Cost to include for the installation of a 200mm x 300mm deep concrete beam,

concrete bases of 400 x 400 x 600mm deep with class 20/19 concrete as indicated on

the drawing as well as the provision of Flat wrap Razor wire (450mm) with support

wires.

1.17 SUPPLY AND INSTALL NEW GATES

This price must include for all work related to the preparation and installation of new

sliding gates specified on drawing 4103-CIV-PRS-002-REV-A

1.18 MEASUREMENTS AND PAYMENTS

1.18.1 Claims for payment will be made on a monthly basis.

1.18.2 Any rejected and incomplete work will not be paid.

1.18.3 All rates in the schedule of quantities must be made per unit as requested and should

be all inclusive through rate, converting all the items described under “Measurement

and Payments".

8.18.4 The rate quoted by the Tenderer(s) and accepted by PRASA must hold good till the

completion of the work and shall not subject to any escalation due to increase in the

local market rates for materials & labour. No claim on this account whatsoever shall be

entertained at any stage including the extended period, if any
