Community Day 2019

Mural Art Contest Winner, Hailey Mayer, poses with her mural painted on the Township Park Snack Shack. With help from Darlington Arts Center, it was unveiled at Community Day.

It was the perfect day for Concord Township to celebrate Community Day which took place on Saturday, September 7th. Residents en-joyed an afternoon of beautiful weather, food, games, face painting, music, moon bounces, and other fun activities. Also, with help from Darlington Arts Center, the new mural on the park Snack Shack was unveiled. The day concluded with some great fireworks!

Concord Township would like to thank all who participated, including our Public Works and Township Staff, Park & Recreation Board, and the many sponsors and donors who made the day possible for our #ConcordProud community.

Adopted

• Three resolutions were adopted as part of the September regular business meeting. Copies of 2019 resolutions can be found on the township website.

Resolution No. 41-2019: Recognition of Alden Lipiarski - Council recognized Alden “AJ” Lipiarski on his achievement of attain-ing the rank of Eagle Scout.

Resolution No. 42-2019: Delaware County Arts Week (Sept. 21-28) - In support of the arts, Council joins Darlington Arts Cen-ter in promoting the first annual Delaware County Arts Week. A week of over 50 events happening throughout Delaware County. For more information, visit www.delcoarts.com.

Resolution No. 43-2019: Delco Greenways Grant Application for Octoraro Trail - Authorizes and directs Township Manager Amanda Serock to file the appropriate forms required for the Delaware County Planning Department Grant Program to complete Phase 1B of the Octorara Trail construction.

• One ordinance was adopted as part of the September regular business meeting. Copies of recently adopted ordinances can be found on the township website.

Ordinance No. 388: Rescinding and Repealing Ordinance No. 346 of 2013 - rescinds and repeals Ordinance No. 346 of 2013 and removes Section 210-127.D from the code of the Township.

(Section 210-127.D had allowed for single family attached residences as a Conditional Use in the C-2 Planned Business and Com-mercial Districts.)

• La Fava Restaurant: 1102 Baltimore Pike, Suite 101 - Conditional Use application for outdoor dining.

Appointments

• Frank Lamanna was reappointed to the Zoning Hearing Board; term to expire September 3, 2024.

Authorized

• The advertisement of an ordinance amendment to Chapter 210; proposed by Astoria Kennett for a healthcare center. The healthcare center would be for hip and knee replacements and would allow for a patient stay for up to 48 hours.

Additional Business and Announcements

• For the Adaptive Traffic Signal System, a change order was approved for a Township match increase of $7,050. needed for the new technology that surfaced after the original contract was approved by PennDOT. Council approved payment to Miller Brothers in the amount of $69,163.34.

• For the Road Program, a change order was approved for a decrease of $18,327. Council approved payment to Innovative Con-struction Services, Inc. in the amount of $558,954.53.

• For the Minimum Municipal Obligation (MMO) for 2020, the amount the Township is responsible to contribute for commitment to fund the Township Pension Plan, Council approved the 2020 commitment in the amount of $169,745.

Township Council approved minutes are available on our website www.twp.concord.pa.us as are plans currently under review by the Planning Commission and Township Council, and applications before the Zoning Hearing Board.

Concord Ventures Update

Concord Ventures public hearings have concluded.

Closing arguments by all parties will take place on Tuesday, October 1, 2019 at 6 p.m.

Council plans to make a final decision at their monthly public meeting; which is scheduled for October 15, 2019 at 7:00 p.m.

At their September 3rd public meeting, Council

recognized Alden “AJ” Lipiarski with Resolution

41-2019 for his achievement of attaining the rank

of Eagle Scout. As a community service project,

AJ raised needed funds and then directed a group

of scouts and leaders in the construction of hurdles

and weaves for dog training purposes. The train-

ing obstacles and other donations were given to

the Providence Animal Center in Media, PA and

LaMancha Animal Rescue in Unionville, PA.

Council Recognizes Eagle Scout

This FREE annual festival includes a Halloween costume parade for children, a dog costume contest, music and

family fun. Food will be available for purchase.

Additionally, residents are encouraged to submit baked goodies for the annual baked goods contest. Entries will

be judged on taste, appearance, and creativity. Open to all ages.

Baked goods should be brought that day to 40 Bethel Road from 9-11 a.m.

Concord Township Recycling Day Saturday, October 12, 2019

Concord Township Council is proud to sponsor Concord Township Recycling Day, providing township residents with an opportunity to responsibly recycle electronics (anything with a plug), shred documents, donate used clothing and other household items. In addition, the Delco Mobile Drug Collection Unit will be on site for residents to dispose of their un-wanted or expired medications.

Township residents will also have the opportunity to sign up for Leaf Pickup Day scheduled for Wednesday, November 13.

This FREE event is for Concord Township residents ONLY. PROOF OF RESIDENCY REQUIRED.

LIMIT ONE - TV or CRT computer monitor accepted per Concord Township Household.

NOT ACCEPTED - smoke detectors, large appliances, projection TVs, wooden console TVs, hazardous waste/liquids, loose batteries or fluorescent bulbs.

TVs are NOT TO BE DROPPED OFF PRIOR TO THE EVENT. The facility will be closely monitored for illegal dumping on the premises.

Homeowners are the key to community stormwater management.

Following year-round yard care practices encourages the absorption of rainfall and water runoff into the soil in residential landscapes. These actions can benefit our community by preventing flooding, soil erosion, and polluted runoff that threat-en our streams, drinking water, and ecosystems.

September Tip For Yard Care: Renovate or over seed your lawn and use slow-release fertilizer.

Labor Day signals the best time of year to renovate your lawn. Core aerate, then over seed a closely mowed lawn with a fine fescue grass seed mixture and spread a slow-acting, organic fertilizer. Fine fes-cues require less fertilizer and water. Slow-release fertilizers are less water soluble and therefore less polluting to streams. Less compacted soils absorb more rainwater.

One of the most powerful actions a person can take to create a healthier environment is to plant a tree. Trees clean the air by ab-sorbing carbon dioxide, and they reduce flooding and protect water-ways by absorbing stormwater runoff. During the summer, they cool neighborhoods, re-duce energy bills, and provide important habitat for birds and other wildlife.

Through three, nine-hour sessions, the PHS Tree Tenders course covers tree biology, identification, planting, and maintenance. Participants learn the very basics of tree care and how to rally a community around the importance of trees. (Available for ISA, PA LA, PLNA, PA Master Gar-deners and PA Master Naturalist credit.)

The class fee is $40.

Now that school is back in session, it’s a good time to review the

School Bus Stopping Law.

Pennsylvania's School Bus Stopping Law

• Motorists must stop at least 10 feet away from school buses that have their red lights flashing and stop arm extended.

• Motorists must stop when they are behind a bus, meeting the bus or approaching an intersection where a bus is stopped.

• Motorists following or traveling alongside a school bus must also stop until the red lights have stopped flashing, the stop arm is with-drawn, and all children have reached safety.

• If physical barriers such as grassy medians, guide rails or concrete median barriers separate oncoming traffic from the bus, motorists in the opposing lanes may proceed without stopping.

• Do not proceed until all the children have reached a place of safety.

The penalties if convicted of violating Pennsylvania's School Bus Stop-ping Law include:

• $250 fine

• Five points on your driving record

• 60-day license suspension
