• Include a data dictionary that defines common education data elements and values that should be used for those elements

• Include a logical data model that defines the structure (that is, the order of the elements) of records for students, teachers, classes, etc., and the links between and among those records

• Include an XML schema that defines how your data should look when extracted from your existing datasets and stored in a separate operational data store

• Include a set of tools to help map your existing data elements to the Common Education Data Standard, among other functions

1. Collect the appropriate elements from your districts into your regular datasets at your SEA.

2. Map your SEA’s data elements to the CEDS data model.

3. Develop the “upper” part of the ETL application to extract and convert to your existing data to CEDS formats and values.

4. Implement the “lower” part of the ETL application to convert your data to the CEDS XML schema.

5. Load and store a physical XML copy of your data into your ODS.
