2019 In Review As we head into the holidays, I think back on all that was accomplished in 2019 making it a very good year. To begin with, we saw a record 106 new field in-vestigators join our ranks—investigators being the heart and soul of our orga-nization. At the same time our membership grew 10% year-on-year, which is outstanding. We appear to be at a time when interest in the UFO subject is at an all-time high.

Media inquiries and TV Network interest on MUFON cases appear to be accelerating. In fact, the media has been overwhelmingly positive regarding the UFO subject. Many are using the term UAP, Unidentified Aeri-al Phenomenon, which very simply means UFO. Call it anything you want, MUFON has been educating the public about UAPs/UFOs for 50 years now, and people are finally beginning to listen. One way we do this is through our publishing arm, MUFON Books, which released three new books in 2019. Project Blue Book debuted in January just in time for the first episode of the new hit History TV series by the same name. Followed by what is sure to be a blockbuster The CIA UFO Papers: 50 Years of Government Secrets and Cover-ups. This book is about the “one million” UFO files released by the CIA. I consider it a must read. And finally, Kath-leen Marden’s book Extraterrestrial Contact: What to do When You’ve Been Abducted. I hope you will consider reading these outstanding publications, all of which may be ordered through the MUFON Store at MUFON.com. Another way we educate the public is

though our website and social media. We now have 102,000 Facebook followers and over 70,000 following us on Twitter—this on top of the 150,000 unique visitors to our website each month. We were also able to carry our brand overseas to Barcelona, Spain, where MUFON was represented at the 3rd Annual UFO Congress in September. At that conference keynote speaker Michio Kaku made the comment that “It used to be that believers had to prove that these objects were from an intelligent race in outer space. Now the burden of proof is on the government to prove they’re not from intelligent beings in outer space.” Quite an exciting time it was to be there. MUFON was also represented at the two AlienCons this year in Los Angeles and Dallas, TX, where we provided speakers, hosted panels, and signed up new members in record numbers. Thousands of avid UFO fans attended both events. My hope is that this solid performance in 2019 will be followed by an even better one in 2020. With your help I am sure it will. Meanwhile have a very Merry Christmas and a Happy New Year. l

Oregon witness describes silent, maneuvering triangular craft

An Oregon witness reported watching a triangular-shaped craft flying low in the night sky, and it was not making any noise, according to testimony in Case 103561.

The incident occurred at 4:25 a.m. on September 23, 2019, while the witness was driving on Evergreen Road in Wash-ington County, Oregon.

“9/23/19: Driving east on Evergreen Rd. from Jackson School Road at 4:25 a.m. and noticed a white light travel-ing eastward and appeared to be just north of 26 freeway. It caught my attention for some reason, like it was either bigger or brighter than I was used to seeing from airplanes

(it was still very dark out) and I felt it was traveling slower as well. I wondered if it was a UFO but then it must’ve changed angles a little and I noticed a red light as well but smaller. Then I said to myself, “no, it’s just a plane” and didn’t think about it until I got to the intersection of Evergreen and Brookwood Pkwy and stopped for the traffic light. Then when I checked again it was now headed south towards the intersection (up Brookwood between the road and Genentech factory).”

The witness described the craft.

“It was traveling slow and was now much lower to the ground, like maybe three to four telephone poles high (my mind then thought it might be a helicopter based on the speed---it was still dark out and all I could see was the white light and sometimes the red light. Just before it got to the intersection, the craft banked hard and started head-ing northwest (basically did a U-turn traveling diagonally across Genentech and headed towards the North Plains area). It was when this thing was banking that I finally got to see it. It was low enough and the lights from the streets allowed me to catch some of it, and I was shocked by what I saw. This craft was triangular, with the point being the front. The length was maybe 1–2 buses and the width the length of 1–2 cars. I turned off my radio and rolled down my driver side window and rear driver side window and poked my head out to get a better look and hear it. This thing made no sound at all! I didn’t hear any motors, humming or any type of propulsion. It was like gliding or something. I don’t know how the thing was being powered. I’m not sure but I may have heard the sound of wind or the sound of the friction of wind coming off of it as it made that hard banking turn but as my day progressed thinking about it, I’m just not certain of this detail anymore. But I am positive the craft itself was not making a sound. The bottom side of this craft was flat but textured. It appeared to be mostly greyish, possibly light green, but it was very hard to discern since it was still dark out and had very little light being exposed to it. I saw no landing gear at all. From what I can recall I believe the white and red lights were on the back of the craft. It didn’t appear very thick (bottom to top); it actually appeared thin as best as I could tell but my vision of that was a shadowy outline on top due to lack of visibility. Completely caught off guard, I grabbed for my phone but it was too late because it was heading away from

me and back into the darkness. I turned left onto Brook-wood towards 26 freeway and hoping it would come back in my direction, but it was heading diagonally across those open fields towards North Plains and I got on the freeway west to go to work. Speed? When that thing was approach-ing the intersection, it was going slow and when it made the hard turn, if I had to guess, it sounds crazy but maybe 35 to 55 mph. I do know it picked up speed once it straightened out traveling towards North Plains, because as I was headed to the freeway doing 50–60 mph, it was losing me but it was hard to judge that speed since it was traveling diagonally away from me, but if I had to guess I’d say 80–120 mph.”

The Oregon MUFON State Director, Tom Bowden, closed this case as an Unknown Aerial Vehicle.

“This witness is highly credible due to his familiarity with aircraft and his detailed observations in his report and subsequent communications. He supplied a map of known aircraft traffic near Hillsboro Airport at the time of his sighting, and we discussed this at length. He pointed out that, although there was a Cessna that was reportedly near the location of the sighting, he is certain that the object he saw was nothing like a Cessna. He stated that when he saw the triangular object tilted with the flat side toward him, he did not see any normal details of a conventional aircraft. Instead, he saw some contour shapes, but nothing promi-nent such as landing gear or rotors.”

Washington County is one of the 36 counties in the U.S. state of Oregon. As of the 2010 United Stated Census, the population was 529,710. l

Witness describes low-flying triangular-shaped craft with no sound

A Florida witness in Clearwater saw and videotaped a triangular object flying about 40 feet above the ground, according to testimony in Case 103801.

The event occurred when the witness was dispatched to a call and was driving on October 4, 2019, at 1:17 a.m.

“I am a law enforcement officer for a police agency in Flori-da. While I was dispatched to a call 10/4/19 at 1:17 am in regards to suspicious person, upon arrival I noticed a com-pletely back triangular shape craft with no lights about 40 feet above the ground traveling about 35 mph in a southerly direction. The craft had no sound. As the craft came into the line of sight of my cruiser it passed behind some trees and I saw a clearing of trees ahead and it was going in that direction. I shined my spotlight and illuminated part of the craft as it passed between the trees. The craft continued on and I had arrived on the scene of a call so I could not follow. Later after finishing the call I reviewed the dash cam video of the time I arrived and saw the object. The video cameras record constantly and are saved temporarily to a cache. Unless selected they are dumped and not saved to hard drive. After reviewing the video, I could see the in-cident and part of the craft as it passed between the trees on film. I recorded the playback on my phone from the in-car camera of the cruiser. The upper left corner is a rectangular blur which had my personal identification number and I removed it for anonymity.”

Indiana witness describes experience after see-ing a triangular object in the sky

An Indiana witness reported seeing a triangular object in the sky in Kokomo, according to testimony in Case 103564.

The witness and his family were outside in their back yard around the campfire at 8:00 p.m. on September 23, 2019, and observed some lights in the sky.

“On September 23, 2019, I observed 2 lights—one over the top of the other. They were rotating from vertical to horizontal slowly. It wasn’t until the third light came into view that I realized I was looking at a triangle. As soon as it rotated to a horizontal position it took off to the south-east at incredible speed. Minutes after it left, several silent aircraft circled my property and the area the UFO was in. They appeared to have lights that would be associated with modern aircraft. At 10 p.m. after not taking my eyes off the sky for 2 hours, the UFO appeared again. This time it was horizontal in the sky traveling slowly directly over my property from the southwest. It appeared to be escorted by some of the response aircraft I’d been watching.”

Then they experienced some things that they had never experienced before.

“After it was over, the second witness and myself noticed an intense metallic taste in our mouths. I suddenly felt disinter-ested in the event and tired. The tired feeling quickly shifted to minor body aches and pains. I also felt as though I pulled a muscle in my back. I tried to stay awake because honestly, I wanted to make sure my family stayed safe but it was near impossible. I’ve never felt so drained and exhausted.”

Texas witness describes V-shaped object moving through the night sky

A Texas witness reported seeing a V-shaped craft with light gray metallic discs in the night sky that appeared to be in stealth mode according to Case 103860.

The event occurred while the witness was outside his house at 6:00 a.m. on October 7, 2019.

“6:00 a.m. on 10-7-19 while watching stars and satellites, a V-shaped object caught my eye. Observing for 2 seconds, it blocked out some stars; I pulled up my monocular and immediately found it moving through the night sky north to south.”

The witness got a good look at the craft and describes the perfectly round disks on each side of the craft.

“This object was made up of light gray metallic disks, 7 on the left, 5 on the right. It definitely was not birds, for I could see the light grey perfectly round disks. First ob-served it at 90° straight up and the first 2 seconds were with the naked eye, then 3–4 seconds with the monocular until it disappeared over a 10-foot-tall shed located 45 feet to my south. It made no sound and had no lights, it appeared to be in stealth mode.”

Florida tugboat captain describes UFO activity in the ocean

A Florida witness on a boat in the Atlantic Ocean reported watching a submerged but glowing light that messed with his radar systems, and then saw it become airborne, accord-ing to witness testimony in Case 103185.

The witness was piloting a ship 30 miles off the coast of Jacksonville, Florida, in the Atlantic Ocean at 9:47 p.m. on April 12, 2019.

“I am a tugboat captain; we were proceeding south, 30 miles off Jacksonville, Florida. It was 21:47 (9:47 p.m.) when my engineer asked me what a light was that was approaching from our port stern at about the same heading as us—174°magnetic. When we first noticed it, it was about

250 to 300 yards away, not moving much faster than us, which was 9.3 knots. I should point out it was submerged, but glowing a greenish yellow light at first. I said it was the moon’s reflection, but the engineer pointed out that the moon’s reflection was a little off our starboard bow. We continued to observe this light as it slowly approached. As it got directly abeam of our vessel, I noticed that my radars started spoking and showing a screen like we were in a heavy rainstorm, but the sky was clear and no wind to speak of. As this light continued to pass us, it was only about 100 to 125 feet off our port side. At this point we could make out a round structure between 30 to 40 ft. round [sic] and maybe 40 to 50 ft. underwater. It continued to move south for about 3 to 5 min. Then turned west and crossed our bow at a range of approximately 100 yards; as it got about 30° to 40° off our starboard bow, it came up and out of the water and became airborne. It accelerated to a very high speed and was out of sight in a matter of seconds.”

Florida MUFON Field Investigator Michael Ridout closed this case as Unknown Aerial Vehicle.

Ridout said, “It is entirely possible that the object under the boat could have caused the issues with the radar unit especially if the object was powered by some type of system that we are not aware of.”

The Atlantic Ocean is the second largest of the world’s oceans, with an area of about 106,460,000 square kilome-ters (41,100,000 square miles). It covers approximately 20 percent of the Earth’s surface and about 29 percent of its water surface area. l

Iowa witness sees rapidly flashing lights on a craft

An Iowa witness reported seeing a white light with rapidly flashing red and green lights, according to testimony in Case 103929.

The event occurred when the witness was looking out his front window and he saw the lights on October 8, 2019, at 9:58 p.m.

“Out our front window I saw a white light with rapidly flashing red and green lights all around it. It was moving slowly from the east and then seemed to pause. I ran in and got my phone that was charging. I took two pictures and a short video. I believe it headed south for about one minute (because it appeared to be getting smaller). Then it went southeast and disappeared from sight.”

“This is a case that was fairly inconclusive concerning whether or not the object was something conventional, such as an airplane or helicopter, or if it was something unconventional,” MUFON Field Investigator David Kreit-er stated in his summary report on the case. “The witness believed that it wasn’t a plane or helicopter. I asked the witness to send a photo of his viewing position as he looked south from his house. He mentioned that the object moved from the east, but in my opinion the field of view was too narrow to determine if it actually moved from the east and then headed south or simple moved in a straight line in an SSW direction.

“Most cell phone cameras have about a 90-degree field of view. Using the photo he sent, I found that the field of view between the trees was about .18 or 18 percent of the total width of the 5.5-inch photo. This translates to only 16 degrees. But the photo shows that the light/object went only to about the midpoint between the trees, or about 8 degrees. In such a tight window, I don’t think he would have been able to tell if the light/object was coming from the east and turned SSW or if it was, in fact, just following a straight-line trajectory to the SSW. I also have doubts about whether or not the object/light paused or whether it was simply moving away from his position, in which case the motion would not be discernible.

“A phone call to the witness cleared up some of these points. He reiterated that the lights/object did curve and move back to the east. He would certainly have been able to detect that change in motion. He also noted that he had never seen lights on a plane or helicopter that moved all around the object. This affect was also seen in the video. These pieces of information, and the fact that the witness observes the sky nearly every night and is a good observer, have tipped the balance into concluding that the witness observed something unconventional.”

As a result, Iowa MUFON Field Investigator Kreiter has closed the case as Unknown Aerial Vehicle.

IntroductionThe world is full of many terrors. This study is about one of them, a terror that comes from some place other than Earth. It is a terror that the world’s governments ignored or claimed doesn’t exist, perhaps because they know of no way they can protect their citizens from it. The terror comes from Uniden-tified Flying Objects and the beings that operate them.

Since the 1970s, and probably much earlier, these objects have been doing terrible things to people in Brazil—per-haps more so than in all other countries combined. This fact has been documented by extensive on-the-scene inves-tigations conducted by Robert Pratt, a well-known private investigator from the United States. The accumulated result of Pratt’s work has been organized into eight 1½”-thick three-ring notebooks amounting to several thousand pages of data. The purpose of this executive summary is to reduce the mass of that information down to an easy to understand record of what took place in Brazil over a period of nearly three decades starting in the 1970s.

Possibly more important than just recording what happened to the people of Brazil is the fact that the reports document hundreds of incidents demonstrating advanced technologies that we are yet to understand and duplicate. The human physiological effects recorded across hundreds of square ki-lometers of jungles, riverbanks, hills, and small towns and vil-lages give us clues to the types of technologies being demon-strated there. In addition, accounts describing the appearance and operational characteristics of the craft give us a broader view of how advanced technologies operate while on Earth and are completely untouchable by our own Earth-based technologies. These technology demonstrations included: human effects, lift, propulsion, control, power generation, spatial/temporal translation, materials, configuration, struc-ture, signature reduction, human interfaces, and armament. A problem of this magnitude can no longer be ignored.

To illustrate the potential impact on the future of the world, I summarized the results of Pratt’s Brazilian flap investigations under the following five categories:

Human Effects, Geographic Data, Spacecraft Data Occupants, Government Interactions

The data given below have been extracted from the tran-scripts of more than 370 on-site investigations, involving 514 victims, as conducted by Robert Pratt beginning in the late 1970s and running through 2003. Pratt’s work is

further reinforced by summaries of the additional work done by the following Brazilian experts, as shown in the “Government Interactions” section of this report:

• Lt. Colonel Uyrange Hollanda and his Brazilian Air Force (FAB) intelligence team Dr. Well, aide Cecim Carvalho, a medical doctor who treated victims in Colares

• Dr. Wilton Gilhermo Alcantara Reis, Medical Examiner for the Legal Medical Institute in Belem

By comparison, Hulvio Brant Aleixo, head of CICOANI, a private Brazilian UFO investigative group, conducted a se-ries of expeditions to UFO hot spots beginning in 1969 and continuing into the early 1990s. He and his team traveled more than 41,000 kilometers and spent over 2,000 hours conducting on-site investigations. They traveled more than 16,000 kilometers during the 1976–1979 ‘Colares Era’ alone.

Other than this brief summary of the work done by Pro-fessor Hulvio Brant Aleixo, this report does not attempt to cover the investigations conducted by other U.S. investiga-tors and as many as a dozen other private Brazilian UFO investigative organizations working throughout the country, because very little of that body of work has been translated into English.

Conversion factors used in this report are as follows:

• Meter = 39.37 inches• Kilometer = 0.62 miles• Square kilometer = 0.3861 square miles

Human EffectsPeople living in northeastern Brazil since the 1970s have been terrorized in a variety of ways by exposure to UFO technologies. There have been so many incidents that the people now cringe in fear when they see a light that flies, changes direction or drops to the ground. The fear factor becomes worse when an object suddenly appears over-head, bathing the victims in glaring light and extremes of temperature, often causing their horses, pets or other farm animals to bolt and run away. In many of the more extreme cases people are burned, wounded, and left unconscious, with after-effects ranging from headaches, nausea, and scarring to long term illnesses and death. Many must deal with various kinds of physical evidence, extremes of reality transformations, and exposure to strange entities. Human effects incidents containing all of the above situations and

An extensive level of UFO activity across northeastern Brazil began in 1977 in the town of Colares, in the state of Para and continued throughout Brazil for two decades or more. This report provides a summary of the evidence recorded by the investigators.

more have been thoroughly documented by Robert Pratt, the families of the victims, government officials, multiple private investigators, and a number of medical practitioners.

Robert Pratt (Figure 1), a well-known private investiga-tor from the United States, worked with many Brazilian investigators, translators and medical people to show the important, but sinister, nature of what happened to the people there. The data summarized below are based on an evaluation of Pratt’s investigative reports.

Deaths – 10 humans died after periods of prolonged illness following their exposure to this technology. More than 300 animals were found dead of un known causes during the same period and in the same area of the country.

Burns – 54 people were burned during close encounters.

Comas – 14 people were left in an unconscious state for short periods of time.

Paralysis – 54 people suffered from paralysis of short duration, while paralysis plagued a few people for several weeks.

Skin problems • Puncture wounds – 23 of the people suffering from burns also had puncture wounds within the burned areas of their skin. Most felt that blood was taken via the puncture wounds.• Rashes – two persons had a rash from an unknown allergen. Perhaps it is because of climate and living conditions, but most people didn’t mention rashes as a problem.• Itching – Only one person mentioned being both- ered by itching. Again, this may be because of climate and living conditions.• Scarring – eight of the burned individuals had exten- sive permanent scarring resulting from the burns.

Eye problems • Irritation – 34 people complained of irritated eyes.• Temporary blindness – five people suffered from blindness for a short period of time.• Vision acuity changes – eight people suffered from vision changes. No reports even mentioned the wearing of corrective lenses.

Nausea/Vomiting – 41 people suffered from bouts of nausea, with some having to deal with vomiting as well.

Headaches – 55 people reported extreme headaches.

Temperature • Hot – 46 people described extensive heat during their close encounters.

• Cold – 28 people felt like they were enveloped in a pocket of cold air during the event.

Prolonged illness – 36 people were ill for long periods of time, ranging from months to years. The deaths reported above came from this select group of people.

Anemia – Pratt located three people that were found to be anemic during periods following their encou- ter; however, most of the victims were not tested for anemia. Two additional women suffered from ane- mia following their separate UFO encounters. Their condition was verified by Dr. Wilton Gilhermo Alcantara Reis, medical examiner for the Legal Medicine Institute in Belem. Both women reported being engulfed by a beam of light that burned them and left each of them physically debilitated.

Weight loss – two people reported extensive weight loss. There may have been more weight loss cases, but the people did not focus on weight as a measure.

Extreme fear – 423 people claimed to be terrified by their close encounters and the resulting physiological effects. Thousands of other citizens that lived in the area where the incidents were occurring also claimed to live in fear because of what had happened to people they knew and many of them would no longer go outside at night. Many people completely changed their lifestyles because of this fear. Lt. Colo- nel Hollanda and the FAB team said: “The town of Colares, Para, lives in a state of ‘collective hysteria.’ The inhabitants don’t sleep, nor fish (which is their main occupation). As soon as night falls, bands of 20–30 people, mostly men circulate around the town. The population lives in a state of terror.” This situa- tion eventually spread throughout the region.

ed. Most were found afterwards in a location other than where the original encounter had occurred.

Nearness to the craft – people with injuries claim to have been as near as two to four meters (i.e., right over their heads) and others were up to 200 meters away. Non-affected observers were at distances of more than 200 meters to as much as 6,000 meters.

Geographic DataBrazil is one of the largest nations in the world, with more than 175 million people living in a land almost as big as the United States. However, most of the investigations covered by this report are from northeastern Brazil, ranging from the Amazon, to northern Maranhao, to Colares, and down the Atlantic coast to Uruguay. No one has fully recorded when the UFO activity actually started or how much of Brazil it covered, but we do know it started in northern Maranhao as early as April 1977, continued there for four months and apparently then moved on to the Colares region for much of the rest of the year. It could have started earlier elsewhere in Maranhao or Piaui or other states, but at this time we do not have the records to establish that fact. It may have continued after 1977 in other parts of Para, Amapa, Amazonas, Roraima or even farther north or west beyond the borders of Brazil. What we have been able to document about the flap is the intensive level of activity taking place in Maranhao and the Colares area in 1977 and

1978, and continuing sporadically for years after that time, extending to surrounding areas. In many cases, the same individuals were revisited from approximately one decade following their initial exposure. The following facts illus-trate the breadth of the problem:

Land Statistics – Brazil has a land area of 8,465,510 square kilometers (3,265,075 square miles), with 7,491 km (4,655 miles) of coastline (Figure 2). The Brazilian UFO flap began in the state of Para, in the wetlands and tropical forests at the mouth of the Amazon River (Figure 3). By comparison, the Brazilian wetlands are 10 times the size of the Florida Everglades. As time passed, the UFO activity moved through the states of Maranhao and Ceara and down the coastline along the Brazilian highlands from Fortaleza to Rio de Janeiro and beyond.

is thought to be in the thousands. Lt. Colonel Hollanda and his FAB team said the objects were covering Brazil-ian air space in strips much the way aerial photographers would. Each strip could cover dozens to hundreds of villages. For example, the state of Para has a population of more than eight million inhabitants living in 1.2 million homes. The village of Colares, the focal point of the 1977 UFO flap, has a population of more than 10,000 people, living in 3,200 homes. Nearly everyone living in Colares was impacted by the UFO activity there. Similar statistics are available for each of the other Brazilian states.

Pratt interviewed 514 of physically affected victims. The types of people reporting UFO incidents are as follows:

People across northeastern Brazil watched the sky with fearful eyes, worrying that they would become victims. Fortunately, the UFOs usually kept their distance as they traversed the area. Pratt’s work indicates that the UFOs needed to be closer than 200 meters to do any significant damage to humans.

Spacecraft DataIn all cases where human effects were noted, some type of craft was involved. Sometimes the craft are seen coming from great distances, traveling at high speeds, and suddenly stopping near the victims. At other times and without any warning, a blinding light suddenly turns on above the heads of the victims. They are subjected to variations of hot and cold temperatures. Some are wounded, burned and/or left unconscious at the scene.

The terrified victims almost always try to flee to a safe location, but many are pursued by the blinding light and

have trouble hiding. Sometimes they flee to the interior of a nearby building, but the light continues searching for them, shining through a tiled or thatched roof as if it were transparent. When pursued out in the open, victims have described how the craft try to lift them from the ground, seemingly in an attempt to abduct them. In some incidents the abduction attempt appears to have been successful.

The presence of craft of a variety of shapes and sizes has been seen and documented during the close encounters, leaving little doubt in the reality of the situation. An ex-tensive analysis of this data may give clues about how these objects operate and perhaps lead to reverse engineering of the technology involved. The size of the reported craft rang-es from baseball- to basketball-size for orbs, while the more structured type of craft ranges from a few feet to “huge.” Multiple craft were observed in some of the incidents.

Color – The color often changes during the event. For ex-ample, a high-speed object may appear yellow as it approach-es but turns red before harming an individual, or it may suddenly project a blue beam. In many instances the victims just described a bright light without specifying a color.

tims said the craft just disappeared or the craft just appeared above them, but didn’t elaborate; therefore, the measure of invisibility is thought to be greatly understated here.

Noise (the victims did not always address this issue)

• No – 82. The victims seem to be amazed that some- thing so frightening can come so close to them and yet be completely silent.• Yes – 35. When noises were noted, the victims usual- ly said it was a ‘whooshing’ or a low humming sound.

Animal affects – The victims frequently told how their animals reacted during the incidents. Dogs barked fu-riously. Horses bolted and ran away. Farm animals were badly frightened. On occasion, however, a donkey would just stand there, unmoving and bathed in light throughout the event. In a couple of instances, the victim hid under a donkey and held on to its legs throughout the event. The actual quantity of animals affected is unknown because the investigations did not focus on the animals.

OccupantsIn an extremely large number of incidents the craft seem to operate intelligently, but independently and no occupants were seen. One might equate such cases to our remote pi-loted war-fighting machines. In specific instances, however, solid, physically real craft were observed at close range and occupants from the craft interacted with the victims on the ground. Some of the reported characteristics of the occu-pants are as follows:

Government InteractionsThe Brazilian incidents beginning in 1977 are unique in that they were intensively investigated by an official Bra-

zilian Air Force team, having the time, equipment and au-thority to spend four months in the field observing events, interviewing victims and officially recording the extent of the problem. This was an intelligence operation led by Lt. Colonel Uyrange Hollanda and included First Air Force Command Sergeants that were technicians, photographers and other specialists.

Lt. Colonel Hollanda, a graduate of the National School of Intelligence in Brasilia, and his Air Force team interviewed around 300 people who had had close encounters, including dozens of men and women who had been burned by UFOs. Villagers in Colares reported that sometimes UFOs would hover in the dark sky at night and beam down rays of light at houses—beams that passed through the tile roofs as if they did not exist. At times the rays were seen circling around inside the houses as if searching for someone or something.

Hollanda said his team photographed many UFOs and admitted he was once badly frightened when a huge UFO hovered just 100 meters above him and his men. “I was ter-rified,” he said. “They could have done anything they want-

ed to with us. It was about seven o’clock - just after sunset. We never saw anything approaching. Suddenly a big disc-shaped object thirty meters in diameter and fifty-meters high was hovering exactly above us. It was emitting a yellow glow that would grow and dim, grow and dim every two or three seconds. And after the fifth time, the lights turned light blue, dimmed—and then it disappeared with incredible speed toward the sea.” This astonishing event was typical of what was happening to people throughout the area.

In addition, local mayors, police, and aviation officials be-came involved in the events over the next two decades.

These burns healed fairly quickly and the skin peeled off, but a few individuals had significant scarring following the healing process. Two small puncture wounds were almost always found in the centers of the burned areas. She ran blood tests on the burn patients and all of them had low levels of hemoglobin.

Photographs – 7. The number of photographs is low because very few of the individuals interviewed by Pratt owned cameras. However, during the Brazilian Air Force investigation at Colares, Lt. Colonel Hollanda said, “we took about 300 photographs of eight different shapes of UFOs.” At one point, Hollanda said they photographed a huge ship that was 100 meters long. Small craft would come out of it and later go back in.

Officials that also witnessed an event – 40. Dr. Wellaide Cecim Carvalho was one of the officials who witnessed a metallic, cylindrical UFO in Corales. It happened in No-vember 1977, at 6 pm, when most of the stores were closed and many people had fled from the horror there. She, the sheriff and the priest were the only officials left in town.

At that time, she was down by the beach and the craft was about 200 meters away. People were imploring her to flee with them, but she wouldn’t go. She was too fascinated by it. She said it was beautiful as it circled in the sky.

Car/truck engine failures – 11. In a high percentage of the cases investigated by Pratt the victims were either on foot, bicycle or horseback. Nevertheless, he found 11 cases where people were trapped on the road when their car or motorcy-cle engines died and would not restart while the UFOs were present. In addition, Professor Hulvio Aleixo, President of Centro de Investigacao Civil de Objectos Aereas Nao Identificao (CICOANI), had two cases involving close en-counters with several police cars and about 25 cases of close encounters with civilian cars.

Background

In 2000, I attended one of Dr. Steven Greer’s “Ambassador to the Universe” combined training program and field expeditions. Prior to the “retreat,” as it was called, we each received copious briefing notes describing the approach for attracting ETI beings with group meditation and searchlights (at night). During an afternoon briefing, each of the 10 or so attendees introduced themselves and among them was Beth (not her real name) and Lt. Colonel John Williams. For those who have followed Steve Greer for a number of years, John Williams is one of Greer’s key witnesses who were presented at the National Press Club in 2001. During the introductions, Beth Williams said that she was an amateur psychic and had a certain degree of extrasensory perception (ESP). Frankly, I had never met a psychic before in my life, and I had thought nothing would surprise me on this trip . . . was I wrong!

Here is a quotation from one of my books about that experience:

“At one point, Dr. Greer wanted to get a sense of the sensitivity to meditation of the members of the group. We all meditated for a few minutes and then Dr. Greer asked if any of the members of the group had a feeling as to where we would be going that night. Silence. Then, Beth spoke. She said she thought it had to do with a Native American Indian name. Dr. Greer smiled and asked for any other thoughts for the group. Dr. Greer then said that we were going to something like Chief Cochise River bed. There were a couple of gasps. Most of us were quite surprised. Dr. Greer, Linda, John and Beth were not.”1

Annie Jacobsen is an established author with a specialty, it would seem, of writing about deep black, US government programs. In 2017, she published Phenomena: The Secret History of the U.S. Government’s Investigations into Extra-sensory Perception and Psychokinesis.2 Her other titles are: Operation Paperclip, The Pentagon’s Brain and Area 51. They are all quite extraordinary, to say the least. What follows in part 1 of this series describes what might be called the “SRI-CIA years” of government involvement in secret experiments in ESP, psychokinesis and remote viewing.

The Experiments

Ingo Swann

According to Jacobsen, the late Ingo Swann states in his unpublished memoir that “I was quadruply freaky.” He had premonitions and the ability to see auras of people near him. He went into a dream state by just closing his eyes. He could go into an out-of-body trance and travel to undiscovered places. He left the US Army in 1958 and moved to New York City, where he hoped to become an artist. Swann, to cover his expenses, became a test subject in psychic research at the American Society for Psychical Research (ASPR). At ASPR, research was conducted by Dr. Karlis Osis, a former US Army researcher from the early 1950s who studied cats (!). Osis used Swann in a series of tests involving out-of-body experiences (OBEs). Osis’ assistant would bring in a box in which some object was placed. She would climb a ladder and place the box on a tray. Swann, sitting in a lounge chair, was directed to “see,” via an OBE, what was in the box. Swann found it difficult to verbalize what he “saw,” so he would make a drawing of the object. Osis was thrilled when, each time, Swann successfully drew the mystery object. Swann was able to perform the visualization immediately. He called it “instantaneous connection to the psi signals.”3 A colleague of Swann’s suggested that he contact Dr. Hal Puthoff of the Stanford Research Institute (SRI) since Puthoff ’s research was pursuing a similar hypothesis.

At SRI, Dr. Harold E. Puthoff was a physicist in gravi-tational research. He and his later colleague, Dr. Russell Targ, a laser physicist who had a long time interest in parapsychology, were conducting experiments in paranor-mal research. Swann arrived at SRI in 1972 prepared to become a subject of experimental research into his unusual and thus far untested abilities — at least as far as physics was concerned. Puthoff escorted Swann into one of the laboratory basements and introduced him to eight academ-ics who were to witness the first test. In one corner Swann was shown a chart recorder with its pen moving along a long scroll of recording paper. It had been recording a straight line on the paper as the magnetometer that fed the recorder had had no perturbations for some time before.

Swann was directed to “perturb” (in other words, cause the recorder to show a disturbance) the magnetometer. Swann said that he needed to view the magnetometer so that he could understand it. One of the witnesses smirked, said it was a secret device and told him that he was standing on it. It was explained that it was a large device buried in concrete underneath the floor and that it was developed by the Office of Naval Research for a highly-classified project. Swann proceeded to concentrate, but nothing happened. All of the witness smirked. Swann said he needed to draw the magnetometer that he was supposed to perturb. Puthoff tore a piece of paper from the recorder and Swann drew what he saw “in his mind’s eye.” Swann said, “Is this the Josephson junction? If so, I think I can see it quite well.” Then the chart recorder took a jump. Then the recorder pen stopped. And then, it took another jump higher than the first. The magnetometer had been “perturbed.” “Jesus Christ, “ Swann heard one of the witnesses mumble. “Can you do that again?” asked Puthoff. The pen jumped again. Puthoff shook his head. Later Puthoff said, “I thought, I’ll be damned.” The next day, Swann left for New York City after declining an invitation by Puthoff to return again.4

Uri Geller

Of course, this is the same Uri Geller who first earned fame and fortune as an entertainer in Israel bending spoons, reading minds and performing other acts of psychokinesis (PK). According to Jacobsen, Germany’s Bild-Zeitung newspaper had a series of reports on Geller’s celebrity. It printed “fantastical stories about his alleged paranormal powers: Geller reportedly stopped a cable car on Mount Hochfelln in Bavaria; bending handcuffs at a Stuttgart po-lice station; halting an escalator in a Munich shopping mall. In a matter of months, Geller amassed a legion of dedicated

fans — but also an army of foes. The intense public interest followed him to America.”6

His first visit in America was to none other than Dr. Wer-nher von Braun, then an executive at Fairchild Industries in Maryland. Von Braun claimed that he bent his wedding ring without ever touching it. At von Braun’s urging, Geller also was able to restart a pocket calculator that wasn’t working. As soon as the Pentagon got wind of his restart-ing a failed calculator, the USAF became concerned that PK might be used to cause a malfunction in the guidance systems of ICBMs. The race was on.

By the time that Geller arrived at Puthoff and Targ’s SRI laboratory, concern over security was paramount. Geller, being a foreign citizen, might be a member of the Mossad (Israeli spy organization). The laboratories were fully swept for electronic bugs and so was Geller upon arrival. Thus be-gan a series of experiments that lasted from December 1972 to early 1973. Puthoff and Targ conducted any number of successful tests on Geller. A report delivered to the CIA stated, “The probability that this could have occurred by chance alone is approximately one in a million.” The CIA was nonplussed with Geller’s celebrity. After all, the CIA is a secretive bunch, but that got the CIA’s attention. A CIA representative then conducted an experiment on Geller inside an electronically-shielded room (known as a Faraday cage). Ten metal canisters were lined up, with some con-taining objects and others empty. Geller was subjected to a full body search for electronic and magnetic devices. Upon viewing, Geller successfully set aside the empty containers. Then, he identified the contents of the remaining canisters that contained objects — drops of water, steel ball bearings and a small magnet. The CIA report stated, “This task was performed twelve times, without error. The probability that this could have occurred by chance alone is about one in a trillion.”7

Scientist Dr. Christopher “Kit” Green was, at the time, the director of the CIA’s Life Sciences Division. At a later date, it was Green who would be assigned to discover how ESP and PK technically functioned. One day, Green received a telephone call from Puthoff to discuss the relationship of Geller and SRI. Puthoff said, “He can see things at a distance.” Green recalls saying something like, “No, he can’t.” Then, Puthoff introduced Geller to Green, as they had never spoken. Puthoff suggested a test right over the telephone. Geller asked Green to open any of his books with a strong visual image. Green opened a book of medical illustrations of the human brain. Green had written in bold the words “Architecture of a viral infection” at the top of the page. Green stared at the image intently. Geller then made sketches on a sheet of paper. Geller then said that he had made a sketch of scrambled eggs with the word “architec-ture” coming on very strongly. “I was baffled,” said Green.9 “How could Geller have ‘seen’ what I was working on?”

Patrick H. Price

The late Pat Price had a checkered background. He was a student pilot in the US Army, he had been a gold miner, a security guard, a construction worker, the manager of a packing plant and held a multitude of other jobs. When he joined the Church of Scientology, that sparked his psychic talents. At his mid-fifties, Price said that he wanted to make a nice sum of money and retire.10 Price met Puthoff and Swann under odd circumstances, apparently (?) by pure accident. Six months later, Price called Puthoff on the phone and said that he could help. Puthoff says that, “It was so odd and out of the blue that I decided to give him the coordinates.”11 These were the geographical coordinates (latitude and longitude) of a location of significant interest that was being used to test Swann’s abilities at, what Swann called, coordinate remote viewing.

Three days later, Puthoff received a lengthy letter from Price with a description of the objects at the location of the coordinates given to him earlier. It was more than a detailed account of what was on the surface. After describing in de-tail roads, multiple buildings and even a flagpole, Price gave Puthoff details of what was underground as well. The letter contains descriptions of the number of floors, dimensions of rooms, cabinet locations and their colors and the elevator. Most alarmingly, names of folders were correct. It was all correct. Alarm signals went off at the CIA. Their security officers arrived at SRI suspecting violation of the Espio-nage Act of 1917.12 An investigation proceeded and Price, Puthoff and Targ were eventually exonerated. Guess what followed? It turned out that Price provided far more details than Swann. Price was then hired directly by the CIA.

The Science

For those who have read my NEWScience articles in the past, at this point, this writer would normally attempt to explain how ESP, PK and RV work. [Roll computer graph-ics and music, please] Well, it’s not that easy. Here’s how Jacobsen characterized it:

“In the meantime (late 1972], Green supported Puthoff and Targ in their conclusion as physicists, in what the CIA called in memos the Swann-Geller phenomena. ‘We have observed certain phenomena for which we have no scientific explanation,’ wrote Puthoff and Targ. Officers at headquarters had their say. ‘The paranormal field is so delicate, so suspect, so potentially explosive that only the most orderly of plebeian approaches seems likely to survive the bureaucratic atmosphere,’ one Agency representative wrote. ‘Let me state simply that I, at the present time, neither believe nor disbelieve in the phenomena — although I must frankly admit that, like many others, I find myself essentially disposed (philosophically/emotionally) in favor of the proposi-tion that what we have so far learned about the nature of man and his environment compares poorly (quali-tatively at least) with what we have yet to learn. Prob-abilistically, then, I find it easier to believe that there might be phenomena in this general area which we do not understand, than there are not.’”14

Ultimately, the decision was to be made by Richard Helms, the director of the CIA. Helms not only directed that the “Swann-Geller Phenomena” studies continue, but that they should be expanded. Essentially, those in control had no idea

how the phenomena worked, but they were willing to invest in its further development to find out how it did work. Of the funds allocated to the project, 20 percent was to support Dr. Green’s work toward the “investigation of the neurophys-iological correlates of paranormal experiments.”15 In other words, Green’s job was to discover how it actually works.

Part 2 will be a follow-on report on the history of the US Army/DIA remote viewing programs. What does this all have to do with UFOs and ETIs? Stay tuned . . .

If ancient astronaut theory is correct, then the study of UFOs and their

occupants dates to the earliest known civilizations and even prehistory. However, modern ufology dates back only 70 years. It came together during the Christmas season in 1949.

This story began unfolding just before Christmas, while Hanukkah was being celebrated. Sometime during the week of December 19th, radio broadcaster Frank Edwards obtained proofs of a sensational article entitled “The Flying Saucers Are Real.” It was scheduled for imminent publication in the Janu-ary 1950 issue of True magazine.

He had to move fast. The magazine’s editor wasn’t happy when Edwards called him about his scoop. But, as Edwards later recounted in My First 10,000,000 Sponsors, he reluctantly agreed to let him break the story.

Edwards broadcast his report on De-cember 26, 1949. Meanwhile the pub-lisher handed out copies of the story to the press. It was written by retired Marine Corps aviator Donald Keyhoe. By December 27th, radio stations and newspapers nationwide were reporting on it. True magazine’s January issue sold out.

When readers first opened to the arti-cle, this is what they read: “This is the most interesting and the most import-ant true story we have ever published. It is utterly true. We can document every occurrence reported here. It is our sober, considered conviction that

the conclusion arrived at in this story is a fact, that…THE FLYING SAU-CERS ARE REAL.” Keyhoe aimed to back up these claims.

He wrote “the planet Earth has been under systematic close-range exam-ination by living, intelligent observers from another planet.” If that wasn’t enough, “The intensity of this obser-vation, and the frequency of the visits to the Earth’s atmosphere by which it is being conducted, have increased markedly during the past two years.” The article presented his case us-ing recent and historical reports of mysterious objects. Both Edwards and Keyhoe later wrote influential books on flying saucers, but each made his real mark in late December 1949. Thanks to them, the idea that visitors were coming here from outer space took hold.

The standard counter-narratives also fell in place during the ’49 holiday season. The Air Force made it known on December 27th that it was shutter-ing its saucer research, but then spent another 20 years struggling to shake off any public role in the matter. On January 9, 1950, Time magazine sneer-ingly dismissed Keyhoe’s article and other saucer stories. “The flying-saucer yarn was much too good to die young”, declared Time, adding “Hundreds of newspapers repeated this fascinating Trueism; Frank Edwards, Walter Winchell, Lowell Thomas and other radio commentators trumpeted it over the air.” So, after a few short weeks of

open public discourse, hostile skeptics began shutting down the conversation.

It still hasn’t fully recovered. But views are changing. Perhaps that open UFO excitement sparked back in late December 1949 will be matched again this holiday season, or in others soon to follow. l

The network of MADAR Data-Probes is continuing to grow. The

latest additions to the network are Node 75, operated by Bill Merkel at Grand Junction (the 5th in Colorado); Node 74 owned by David Loomis at Show Low, (the third device in Arizona); Node 73 operated by Ronald Mihalick at Youngstown (the 7th device in Ohio); Node 72 main-tained by Jimmy Calliham at Uvalde, TX (the 4th MADAR in that state); Node 71 operated by Andritzky Walter at Dusseldorf, Germany; and Node 70, the first DataProbe in Missouri, operated by Henry House at St. Louis. That makes a total of 89 shipped and 77 now in operation, with nine in foreign countries. Some interesting questions posed by operators: 1) Would it be possible for just the MADAR sensors to be placed in an external box and connected via USB to a laptop running the software instead? ANSWER: MADAR uses (and actually is) a 1.4 GHz 64-bit quad core computer using our specially-de-signed sensor board and software and a 16 Gb hard drive. It is a surprisingly small but very complicated plug and play device that can be used anywhere without the need for a computer. We have our several servers, one of which is our “dev” server, so that we can test new software and equipment without jeopardizing the primary server and the important dataflow.

2) What about using passive radar with MADAR? ANSWER: It would be great, ex-cept PR is very expensive and would require crowd funding and a trained op and a sighting location that would warrant it. Right now we have a professional device that reads compass heading, geomagnetic field strength in milligauss, and barometric pressure to two decimal places. Soon we will have them storing data on the hard drive during internet breakdowns and in the field units, where the data will be sent to the server when internet connection is re-established. Hopefully soon we will be using the accelerometer that the MADAR-III DataProbe already has onboard.

3) When will we have a field unit? ANSWER: We already have a field unit, which is about to be tested. This prototype is too expensive “today,” but we hope to have, soon enough, a field unit that is cost-effective and will work at skywatches, at landing trace spots and potential abduction sites.
